Russia&#039 / s Soft Security Policy Under Vladimir Putin: 2000-2008

This thesis aims to study Russian soft security policy under Vladimir Putin and examines the basic soft security threats which Russia has encountered and how it fought against these threats in the post-Soviet era. Contrary to the mainstream literature suggesting that Russia has focused exclusively on hard security issues within its national security policies due to its historical background and geo-political factors, the thesis argues that Russia started to give more importance to soft security besides hard security in its national security policies since Putin&rsquo / s presidency. Among soft security challenges, Russia prioritizes especially terrorism, transnational organized crime and energy security. The thesis is composed of six chapters. The introductory first chapter is followed by the second chapter examining the role of soft security in Russian national security. The following three chapters discuss Russia&rsquo / s soft security challenges of terrorism, transnational organized crime and energy security respectively whereas the sixth chapter concludes the thesis.

The subject matter of this research is content, features, role and prospects of soft security in the context of Eastern Dimension of European Neighbourhood Policy by identifying and analysing soft security as a component of the European Union initiated joint project management in the area of Eastern Dimension of European Neighbourhood Policy covering Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine, as well as Russian Federation. The objective of this research is to define ability of soft security component to effectively facilitate the process of security governance leading to increasing level of regional security and stability. / Šios disertacijos tyrimo objektas – minkštasis saugumas Europos kaimynystės politikos Rytų dimensijos kontekste, identifikuojant ir analizuojant minkštąjį saugumą kaip Europos Sąjungos inicijuojamų bendrų projektų ES Kaimynystės politikos Rytų dimensijos erdvėje, apimančioje Armėniją, Azerbaidžaną, Baltarusiją, Gruziją, Moldovą ir Ukrainą, o taip pat ir Rusijos Federaciją,valdymo komponentą. Siekiama, analizuojant minkštąjį saugumo komponentą, atskeisti jo gebėjimą skatinti, įgalinti ir lengvinti regiono saugumo ir stabilumo efektyvaus valdymo procesą.

A Content Analysis Of The Security Dimension Of The Turkish Accession To The European Union

This thesis aims to analyze the security relations between Turkey and the European Union within the context of enlargement. In this framework, firstly, the historical background of the changing dynamics of their bilateral security relations is studied by focusing both on the Cold War and the Post Cold War periods. In this historical study, more emphasis is put on the Post Cold War period where the changing security understandings of both Turkey and the EU, major developments leading to adoption of new mechanisms by both actors and their impact on their security relations are analyzed. Secondly, after evaluating the importance of security in the European integration and enlargement processes, the security dimension of the Turkish accession, appearing in the official enlargement discourse of the EU actors and in the articles of the leading European think tanks&rsquo / scholars is examined via the use of content analysis method. Following this study, a critical analysis of the given speeches and articles is made. In the last part, the different security roles ascribed to Turkey by the EU actors and scholars in the related speeches and articles are discussed within the framework of Turkey&rsquo / s accession process. Accordingly, it is argued in this thesis that although Turkey&rsquo / s significance for European and regional security is accepted by the EU actors and scholars, this is not properly reflected on its accession process.

Users of systems can be divided into three broad userroles: patients, general public, and healthcare workers. Theseuser roles has differing perspectivesand motivation on security. Polices are structures who actproactively to prevent or minimizesecurity threats, these methods are simple yet effective toensure security. Braun och Clarke (2006)model for thematic analysis were used to analyze the data.The results from the analysis was that theinformants have a good understanding of what soft securityarchitecture is and how their actionsaffect it. The conclusion of this study are that nurses have agood understanding of the soft securityarchitecture, what to do and not to do to maintain security / Användare av system kan delas in i tre breda roller: patienter,allmänheten ochsjukvårdspersonal. Dessa användarroller har olika perspektivoch motivation för säkerhet. Policys ärstrukturer som agerar proaktivt för att förhindra ellerminimera säkerhetshot, dessa metoder äreffektiva för att skapa säkerhet. Braun och Clarke (2006)modell för tematisk analys användes föratt analysera samtlig data. Resultatet från analyseringen varatt informanterna under majoriteten avtiden var i linje med teorin samt har en god förståelse av mjuksäkerhetsarkitektur och hur derashandlingar påverkar säkerheten. Slutsatsen för studien var attsjuksköterskor har en god förståelseav mjuk säkerhetsarkitektur, vad man ska och inte ska göraför att bibehålla säkerheten. Däremotsker aktiva överträdelser av säkerheten när en ”gråzon”identifieras.
