Improving the management of the professional development of lecturers at a selected technical and vocational education and training (TVET) college

The TVET colleges in South Africa contribute to the social and economic development of the country. It is for this reason that TVET colleges are expected to provide quality teaching and learning, but this core business of the colleges has been hampered by a lack of professional development or irrelevant professional development of lecturers. The study aims to investigate the relevance of professional development offered at a selected TVET college in the Free-State province and the improvement thereof. The study employed a qualitative research design involving 22 participants. The participants comprised of two executive managers, two campus managers, four heads of department, six senior lecturers and eight lecturers. The participants were purposively selected using purposive sampling. Face-to-face semistructured interviews were conducted to collect data from managers and two focus group interviews were employed to collect data from lecturers. The findings of the study revealed that there is a need for relevant professional development of lecturers at the selected TVET college. The most important recommendation with the potential to change the situation at the studied college is that the planning, organising, leading and control of professional development need to be done more professionally. If managers utilise management functions (planning, organising, leading and control) properly to manage lecturer’s professional development, lecturers will be in a better position to provide quality teaching. A cost effective school management system for disadvantaged schools in the Free State province using the software as a service (SaaS) delivery model

(Information Technology)) -- Central University of technology, Free State, 2013 / The aim of this study was to create a dynamic software system that captures all information related to a student and delivers it to the educators, principal, higher authorities and parents. In order to achieve this aim, an investigation was launched as to the development of a cost-effective school management system for disadvantaged schools in the Free State Province using the Software as a Service (SaaS) delivery model. Although a variety of other school management systems exist in the market, they are often expensive and difficult to maintain. Details such as previous academic performances, disciplinary actions taken against a student in the current school, ailments the student suffers from and parental details are some of the information that will help an educator to better understand a student. The software that is currently in use fails to deliver this information. Designing the software as a multitenant system, helps accommodate different schools under the same database, while the shared database, shared schema reduces back-end costs. Database design was carried out in such a way that tenant data is logically isolated and that data integrity is maintained throughout. What makes the software explained in this study cost effective is the method of delivery that was employed, which is SaaS. Here, software is not purchased, there is no upfront capital and the yearly license fee is eliminated, as schools need only pay a monthly rental fee for the services they use. Since all services are provided through the Internet, there is no need for system space; the only requirement is a high-speed Internet network.

Developing an induction and mentoring programme to assist newly appointed principals in selected education districts in the Free State province

When they are first appointed, many begin their work with a lot of uncertainty, anxiety and frustration due to lack of assistance, guidance and support. As principals of schools, newly appointed principals are expected to perform to the best of their ability in order to ensure that their schools succeed and achieve the best possible results. The constant changes in education require the newly appointed principal to adapt to these changes and to acquire the necessary knowledge and skills in order to implement the policies, regulations and procedures. Without proper guidance and support most newly appointed principals are unlikely to succeed. It is therefore necessary that these principals are exposed to induction and mentoring opportunities in order to capacitate them and enhance their performance and their competencies. Newly appointed principals should first be exposed to an induction programme after their arrival at work. The induction programme should subsequently be followed by a mentoring programme whereby a mentor is assigned to the newly appointed principal. The purpose of this study is to develop an induction and mentoring programme to assist newly appointed principals in selected education districts in the Free State province. The qualitative approach is used in this study as it seeks to represent reality from the perspectives of the participant, without interfering with or biasing that perspective, in their own words and using their own concepts. To analyse data for this study the researcher used coding in order to categorise data into themes. The findings of this study reveal that all the schools do not have a policy for the induction and mentoring of newly appointed principals. The study also revealed that schools did not have a formal induction and mentoring programme and as a result, there were not enough induction and mentoring opportunities for new principals in their first year as principals. It was also found that no monitoring and evaluation was done due to lack of formal programmes in the schools. It is recommended that a policy for the induction and mentoring programme be formulated in schools. Those responsible for inducting and mentoring newly appointed principals must ensure that the programme is properly managed in order for it to succeed. The induction and mentoring programme should be thoroughly planned in order to meet the needs of the newly appointed principals. Before implementing any programme it is essential that the training needs of newly appointed principals are identified. These needs should then be prioritised in relation to the needs they are intended to serve. The induction programme should have carefully formulated objectives so that the programme can address the needs of newly appointed principals appropriately. It is important therefore that this programme be monitored at all times in order to ascertain whether it is meeting the objectives of the programme. The induction and mentoring programme for newly appointed principals should be evaluated at the end in order to determine the success and impact of the programme on newly appointed principals.

Critical analysis of water-related practice and behaviour influencing water resource pollution in Poding Tse Rolo

Thesis (M. Tech.) -- Central University of Technology, Free State, 2009 / Providing adequate sanitation facilities to the poor is a major challenge facing developing nations such as South Africa. Increasing population pressure adds to the problem of providing sanitation in many of these countries, especially in urban areas. As a result of increased pressure on infrastructure there has been a disturbing increase in the number of poorly designed and poorly operated waterborne sewerage systems, especially in densely populated settlements in South Africa. When sanitation fails or is inadequate the impact on the health of the community and on the receiving water environment can be extremely serious. The population issue and urbanisation have placed pressure on local authorities to provide adequate sanitation facilities, and just as importantly, educating people using these facilities regarding proper maintenance and use of these facilities. The study is aimed to determine how and why the sanitation and water related practices or behaviour of Poding Tse Rolo community contributes to the sewer and manhole blockages. This community was chosen because the Department of Water Affairs and Forestry (DWAF) Free State region received several complaints of sanitation problems from the community members such as farmers, and individual members who are directly affected by the wastewater overflows in this area. Through discussions with some of the community members and municipal officials an interest was expressed in finding possible solutions to the above problem. The majority of people in Poding Tse Rolo are using waterborne systems that are situated in-yard (not in-house) with only a small portion of the township, still using bucket systems. The samples collected indicated that 42 percent of the breadwinners in Poding Tse Rolo are domestic workers with only 25 percent working as general workers or in government departments. Manhole blockages are due to foreign objects such as spoons, cloths and plastics. Although the findings indicated that households remove all solid materials before disposing of grey water into the drains, the drains seemed to have defective sieves and solid objects could pass through into the sewers. The community is mostly using toilet paper for anal cleaning and were aware that other types of material such as newspapers could block the toilet especially if used in large quantities. However, during the observations newspapers were found in the toilets and about 22 percent of the toilets were without any anal cleaning paper. Children between one and three years of age normally do not use the toilet because they are afraid of falling in and using too much paper. The study found that the sustainability of the waterborne system is on the borderline due to the low socio economic status of the people, the insufficient community participation at ward meetings and the lack of employment opportunities in Poding Tse Rolo.

Factors influencing output in the four (4) year nurse training programme in the Free State province

A quantative descriptive study was used to describe the factors that influence the output in the four (4) year nurse training programme. Data was collected by using a self administered questionnaire to 73 participants sampled by stratified random sampling in the Southern Campus of Free State School of Nursing in the Free State Province. Data was analysed by using SPSS computer version 15. The findings of this study revealed that there were difficult subjects like Fundamental Nursing Science, General Nursing Science, Basic Nursing Science, Psychiatric Nursing Science and Midwifery. These were identified per year level of study. The study revealed that difficulty experienced by students resulted in them failing the indicated subjects. Recommendations were made as to how to address the identified factors especially those regarding subjects that were failed in each level, different teaching strategies that could be used to improve the throughput. / M. The upskilling of unskilled labour is one of South Africa’s biggest social problems. It is becoming ever more pressing given the increasing demand for skilled labour to adapt to technological advancement and the new information era. The South African government has created various initiatives and policies to accommodate and provide previously disadvantaged groups with opportunities for training and better life prospects. Viewing South Africa’s rural areas from a historical perspective may result in scepticism about the success of these training initiatives and question the commitment of private business towards these policies. Policies and regulations increasingly place greater administrative pressure on workplaces, which could lead to the expectation that training in companies would merely be regarded as an extra burden. The VKB, a local agricultural co-operative in the Free State, challenges this assumption. This study investigates the experiences and expectations of employees to determine the impact of training on individuals. Interviews with employees and management in the company show that training plays a crucial role in producing solidarity in a stable workplace environment. For both groups, government-proposed education and training are regarded as very important in their own lives and for the future development of South Africa. / AFRIKAANSE OPSOMMING: Hierdie studie ondersoek die tekort aan arbeid wat in die plattelandse gebiede van die Vrystaat ondervind word, in teenstelling met die hoë werkloosheidsyfer en behoefte aan werksgeleenthede in dié gebied. Die verdere opleiding van ongeskoolde arbeid is een van Suid-Afrika se grootste maatskaplike probleme. "It is drought, locusts, depression ... and the Lord knows what else" : a socio-environmental history of white agriculture in the Union of South Africa, with reference to the Orange Free State c. 1920-1950

Thesis (MA (History))--University of Stellenbosch, 2009. / Although the environment is of obvious and primary importance in agriculture, the historical relationship between agriculture and the environment has not been widely researched. A socio-environmental paradigm provides a useful, inter-disciplinary framework for writing history. It takes into account the fact that ‘natural disasters’ are not merely happening to farmers, governments and communities, subsequently disturbing economic growth-patterns and reverberating amongst policy-makers and politicians. The relationship is much more reciprocal. The environment is not perceived as a player that sometimes disrupts the historical narrative, forcing the plot in a certain direction before returning to the wings. It is rather percieved as an agent within agricultural history. The social-cultural as well as material relationships between people (in this case white farmers), state and the environment are explored as an ecosystem. The thesis focuses on a time period after the First World War to just after the Second World War (c.1920 – c.1950). It asks questions: whom and what has informed the ideas of the state with regards to agriculture and to what extent did it filtered through to the farming communities themselves? The motives behind these approaches are explored. The thesis will also look at how officials translated the policies, legislation and education into what was perceived as functional for the farmers and effective for the environment, tracing how it changed over time. The shifting perception of the farmers about the environment and themselves, and the role of the state played in ‘management’ of the environment are analysed, using press correspondence, marketing campaigns and popular texts. Two themes that garnered much debate in the agricultural sector at the state, farmer and environment interface, include the ‘disasters’ of soil erosion and locust plagues. On the level of ‘scientific agriculture,’ the shift from Europe as a point of reference to the United States is discussed. This is done against the backdrop of South Africa’s semi-arid landscape and how farmers came to grips with this ostensibly hostile environment in an era where mechanisation and urbanisation are thought to have radically altered the conceptualisation of the natural environment.

Socio-economic factors that affect livestock numbers : a case study of smallholder cattle and sheep farmers in the Free State province of South Africa

The study was conducted across the four district municipalities in the Free State province of South Africa. The objective of the study was to determine socio-economic factors that affected livestock numbers among smallholder cattle and sheep farmers in the Free State province of South Africa. The research was qualitative and quantitative in nature. Proportionate random sampling method was used to collect data. The population comprised of smallholder cattle and sheep farmers that kept at least 30 livestock. Data between the 2008 and 2012 farming seasons were collected by administering well-structured questionnaires to 250 smallholder cattle and sheep farmers. Data collected were captured and analysed using the statistical package for social sciences (SPSS version 22 of 2013) to obtain frequency, cross-tabulation, descriptive statistics and ordinary least square (OLS) regression. Descriptive statistics results indicated that lack of camp systems, drought prevalence, increased feed costs, poor veterinary interventions, insufficient breeding stock, high cost of fuel and transportation, lack of equipment, diseases, stock theft and pilfering, and insufficient grazing land were the prevalent factors that affected cattle and sheep farming in the province.The OLS regression results indicated that the variables that significantly affected livestock numbers were district, household size, livestock numbers in 2008, planted pastures, grazing land condition, grazing land acquisition, service, advice / training, veterinary services, purchase of dosing products and sales per year. The results also indicated that the majority (96.8%) of the smallholder cattle and sheep farmers would like to increase their livestock numbers. It was therefore recommended that extension and veterinary services should be strengthened in the study area. In addition, it was recommended that smallholder livestock farmers should be encouraged to plant pastures to reduce pressure on the natural veld and make forage available throughout the year. Lastly, as a recommendation, government should provide subsidies with distribution policies that will ensure that all smallholder livestock farmers can benefit. / Agriculture and  Animal Health / M.
