Child diversion programme minimum standard compliance in the Western Cape : an explorative studyBerg, Sonja 07 August 2013 (has links)
The aim of this exploratory study was to investigate the Western Cape Province's non-governmental child diversion programme compliance with the Minimum Programme Outcomes Standards developed by the Department of Social Development for programme accreditation. The Minimum Standards focus on optimal diversion outcomes for children in conflict with the law and were designed to ensure good diversion practice. The juvenile justice system has determined child diversion as a rehabilitative and cost-effective alternative justice option, positively contributing towards the curbing of re-offending among child offenders.
The research process was guided by a mixed method approach and utilised a structured questionnaire as well as comments and information stated by the respondents during the interview process. The questionnaire was applied to a representative sample of non-governmental diversion programme facilitators of the various diversion programme types to determine the level of programme compliance and to evaluate the implications that the results might hold for programme participants, service providers, as well as for the accreditation process.
The results of the study revealed a high level of Minimum Programme Outcomes Standards compliance, with an average of 83%. These results indicate that, in general, the programmes provided by non-governmental diversion service providers are complying with the Minimum Standards and are thereby ensuring good diversion practice. This should positively influence their eligibility for programme accreditation by the Department of Social Development. This study is an attempt to gain a deeper understanding, from the perspective
and experience of male farm workers, of the effects of a transpersonal social
work counselling intervention, on a wine farm in the Western Cape, in
promoting more socially functional behaviour and reducing violent behaviour,
particularly towards their intimate partners.
Domestic violence was found by Parenzee and Smythe (2003:47) of the
Institute of Criminality to be “pervasive within farming communities” and that
responses are less than adequate, no preventative services were being
offered and the only structured interventions that were in place, were aimed at
improving the livelihoods of women. There is a growing awareness that
addressing the high and increasing levels of violence against women in South
Africa needs to incorporate working directly with men as recommended, after
local studies, by Sonke Gender Justice Network (2009), Boonzaier (2005),
Londt (2004) and Abrahams, Jewkes and Laubsher (1999). A recent study concerning the legacy of dependency and powerlessness
experienced by farm workers on wine farms in the Western Cape by Falletisch
(2008:v) found there to be a need for “further research into accessible,
appropriate and sustainable intervention strategies on farms that empower
labourers and break the cycles of habitual excessive drinking, social violence
and hopelessness on farms.”
Transpersonal intervention enables human beings to attain a sense of Self and
the consequent accessing of their own inner power, and with that the
dissipation of the compulsion to hurt, control or abuse others and themselves
says Hollis (1994) and France (2008).
Circumstances that are oppressive, disempowering and poverty inducing, as
experienced by a large majority of farm labour in South Africa, may be
inhibiting to, but should not preclude, self realisation. The researcher, a social work practitioner in private practice on a wine farm in
the Western Cape, applied this approach in a counselling intervention with
male farm workers, to enable them to, not only reach their own self-defined
goals, but also to reduce abusive behaviour such as alcohol abuse and
domestic violence.
The effects of the intervention from the perspectives of the men as well as their
female partners, was explored in order to determine the effectiveness of the
intervention, particularly, in reducing intimate partner violence. The goal of the
study was thus to gain a deeper understanding, from the perspective and
experience of male farm workers, of the effects of a transpersonal social work
intervention in promoting more socially functional behaviour and reducing
violent behaviour, particularly towards their intimate partners.
There is a dearth of services, particularly addressing male workers on farms
says Shabodien (2005) and it is hoped that this study may evaluate the
effectiveness and potential for further application in practice amongst farm
worker communities in South Africa. / AFRIKAANSE OPSOMMING:
Hierdie studie poog om, vanuit die perspektief van manlike plaaswerkers op ‘n
Wes-Kaapse wynplaas, ‘n duideliker begrip te verkry van die invloed van ‘n
maatskaplike beradingsintervensie, ter bevordering van groter funksionele
sosiale gedrag en die vermindering van geweldadige gedrag, veral teenoor hul
intieme lewensmaats.

‘n Onlangse studie aangaande die nalatenskap van afhanklikheid en
magteloosheid ondervind deur plaaswerkers op wynplase in die Wes-Kaap
deur Falletisch (2008:v) het bevind dat daar ‘n behoefte is vir “verdere
navorsing na toeganklike, toepaslike en volhoubare intervensiestrategieë op
plase wat arbeiders bemagtig om die kringloop van gebruiklike oormatige
drinkery, maatskaplike geweld en moedeloosheid op plase te breek”.
Interpersoonlike intervensies stel die mens in staat om ‘n beeld van die eie self
te verkry en die gevolglike bewuswording van hul eie innerlike krag, en met dit

mishandel volgens Hollis (1994) en France (2008).
Omstandighede wat onderdruk, ontmagtig en armoede tot gevolg het, soos
ondervind deur die groter meerderheid van plaasarbeid in Suid-Afrika, mag
selfverwesenliking inhibeer, maar nie uitsluit.
Die navorser, ‘n maatskaplike praktisyn in private praktyk op ‘n wynplaas in die
Wes-Kaap, het hierdie benadering toegepas in ‘n beradingsintervensie met
manlike plaaswerkers, om hulle in staat te stel om nie alleen hul eie doelwitte
te bereik nie, maar ook onaanvaarbare gedrag soos alkoholmisbruik en

Evaluating the process and output indicators for maternal, newborn and child survival in South Africa : a comparative study of PMTCT information systems in KwaZulu-Natal and the Western CapeNicol, Edward Fredrick 04 1900 (has links)
Thesis (PhD)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: The prevention of mother-to-child transmission (PMTCT) of HIV is a key maternal and child health intervention in the context of the HIV/AIDS pandemic in South Africa. Accordingly, the PMTCT programme has been incorporated in the District Health Management Information System (DHMIS) that collects monthly facility-based data to support the management of public health services. To date, there has not been a comprehensive evaluation of the PMTCT information system. By comparing the experiences in two health districts, using the Performance of Routine Information System Management (PRISM) framework and tools, this study seeks to evaluate the availability, quality and use of process and output indicators for monitoring PMTCT interventions.
A comparative analytical and observational study was undertaken using a multi-method approach which included: a self-administered survey of health information personnel to assess confidence and competence levels for routine health information system (RHIS) tasks, an assessment of the routine PMTCT data for quality, completeness, accuracy, and data use; and a facility survey of RHIS processes and resources. In addition, in-depth interviews with 22 key informants and observations in health facilities were conducted. Data were collected from 57 health facilities in a convenience sample of two health districts, and also from 182 health information personnel in the 57 health facilities, three sub-districts, and two district offices. Descriptive statistics, χ2-test, correlation and multiple regression analyses were conducted using STATA® Version 13. A general inductive approach was also used to analyse the qualitative data, which was used for triangulation.
The study revealed considerable data quality concerns for the PMTCT information with an average accuracy between the register and routine monthly report of 51% and between the routine monthly reports and DHMIS database of 84% suggesting that the primary point of departure for accurate transfer of data is during the collation process. The importance of human factors was emphasised by the observation that the average confidence level for performing RHIS-related tasks (69%) was not commensurate with the average competence levels (30%). Education was found to be associated with competence, implying that levels of education may be associated with the level at which RHIS competencies are acquired; and that three years or more of post-matriculation education is necessary. with competence. The study observed the absence of processes such as data-quality checks and data-analysis in place in facilities. There was a general absence of a culture of information use, as a result of lack of trust in the data, and the inability of programme and facility managers to analyse, interpret and use information. We observed differences in the data accuracy by organisational authority, and multivariate analysis and qualitative information suggested that feedback may be an essential process to ensure quality.
Although the PRISM framework has been developed from a multi-disciplinary evidence base, this study has been able to validate some of the internal assumptions but has also found some aspects that were not supported such as motivation and data display. Data collected from a larger number of facilities will be required to investigate this further.
Institutional capacity to improve RHIS processes, ensure core competencies for RHIS-related tasks are needed, and in the longer term, measures to tackle problems associated with low pass rates in numeracy subjects among high school learners are needed. Further exploration of the possible factors that may influence data accuracy, such as supervision, training and leadership are needed as well as investigating the relationships between human and institutional agency-related aspects, in particular, how individual actions can bring about changes in institutional routines. Further study is needed to determine how decision for planning and evaluating key programmes such as PMTCT are made, and what informs such decisions if not routine data. / AFRIKAANSE OPSOMMING: In die lig van Suid Afrika se MIV/VIGS-pandemie kan ’n ingryping op gesondheidsvlak ’n belangrike rol speel om moeder-na-kind-oordrag (beter bekend as PMTCT) van MIV te voorkom. ’n Inligtingstelsel vir distriksgesondheidsbestuur – die DHMIS – was ontwerp vir die invordering van maandelikse fasiliteitsdata, wat gebruik kan word om die bestuur van openbare gesondheidsdienste en -programme te ondersteun. Die inligtingstelsel self was nog nie omvattend evalueer nie. Hierdie studie het die ervarings van twee gesondheidsdistrikte vergelyk met behulp van die PRISM- (Performance of Routine Information System) raamwerk en -instrumente. Die studie toon dat menslike faktore ’n impak op datagehalte en -inligting kan hê, met ’n gemiddelde akkuraatheidsyfer van 51% van beide die register en roetine maandelikse verslae. Meervoudige analise en kwalitatiewe informasie stel voor dat terugvoering ’n belangrike deel van die proses moet wees om kwaliteit te verseker.
Hoewel die PRISM-raamwerk saamgestel was uit ’n multi-dissiplinêre bewyslewering, kon hierdie studie sommige van die interne voorneme valideer, maar daar was aspekte wat nie gestaaf kon word nie. Inligting van ’n groter aantal fasiliteite sal benodig word om verder hierna ondersoek in te stel.
Institusionele kapasiteit word benodig om RHIS-prosesses te verbeter en basiese vaardighede vir RHIS-verwante take te verseker. Op langtermynvlak moet daar ook gekyk word na probleme wat lei tot laë slaagsyfers in syfervaardighede in hoërskoolleerders. Verdere ondersoek moet ingestel word om vas te stel watter faktore moontlik akkurate data teweeg kan bring. Dit sluit toesig, opleiding en leierskap, asook die verhoudings tussen menslike en agentskap-verwante aspekte in. Die feit dat optrede op individuele vlak veranderings in institusionele roetines kan aanbring, moet spesifiek na gekyk word. Verdere studies kan help om vas te stel hoe besluite vir beplanning en evaluaring vir hoofprogramme soos PMTCT gemaak word – asook hoe die besluite gemaak word indien hulle nie roetine voorafgaan nie.

Mapping the potential of veld fire occurrence in the mountain regions of the South Western Cape, using GISAkinnusi, Olamigoke Adekunle 04 1900 (has links)
Thesis (MSc)--Stellenbosch University, 2003. / ENGLISH ABSTRACT: Veld fires in the mountain regions of the South Western Cape are an annual occurrence.
These veld fires occur as a result of human, natural and unknown causes. The
Mediteranean weather conditions of the South Western Cape and its typical vegetation are
conducive to these fires. Within the mountain regions of the South Western Cape, the use
of fire can be advantageous for conservation and forest managers as a tool for fire
management e.g. preparation of fire belts, reduction of veld fire occurrence by burning
fuel load, rejuvenation of indigenous vegetation and enhancing the water yield of
surrounding areas within their management area. Abnormally high incidences and run
away veld fires within the management area of conservation and forest managers leads to.
the loss of biodiversity, destruction of properties and loss of human lives, and extensive
soil erosion. This study aimed at identifying factors contributing towards the occurrence
of veld fires in the mountain regions of the South Western Cape, and using GIS to analyse
spatially the contributing variables, and to generate seasonal veld fire hazard maps.
Potential veld fire occurrence on a seasonal basis was mapped using spatial analyses of
variables that are significant to the distribution of veld fires within the study area.
Variables used to assess potential veld fire occurrences were: vegetation, slope,
population density (human influence), proximity to roads, mean monthly maximum
temperatures and mean monthly rainfall. The veld fire hazard maps generated indicated
that potential for veld fire occurrence is high in the summer and autumn months,
decreasing to a low in the winter and spring seasons. The exception is the Southern Cape
sub-region where the possibility of veld fires can be quite high in winter as a result of
Fohn-like berg winds. These winds are characterized by sudden increases in temperature
and decreases in humidity that may pose severe fire hazards.
Reducing and containing veld fires in the mountain regions of the South Western Cape
depends on the effective use of the seasonal veld fire hazard maps. The maps can be used
to delineate critical zones of veld fire occurrence which can be used for evaluating costeffective
control measures and can be implemented to reduce the level of veld fire danger
within the management areas of conservation and forest managers. There is a need for a
Catchment Management System (CMS) (Richardson, Van Wilgen, Le Maitre, Higgins &
Forsyth, 1994) that can be used to generate daily probabilities of veld fire occurrence and
to link these to fire-spread models for predicting or simulating expected fire directions and
severities or intensities, and educating people about fires and the damage it can do. / AFRIKAANSE OPSOMMING: Elke jaar kom daar veldbrande in die berggebiede van die Suidwes-Kaap voor. Die
oorsake van hierdie veldbrande is van menslike, natuurlike of onbekende oorsprong. Die
Mediterreense weersomstandighede en die tipiese plantegroei van die Suidwes-Kaap is
ook bevorderlik vir die ontstaan van veldbrande. In die berggebiede van hierdie streek kan
die gebruik van vuur egter ook tot voordeel van natuurbewaring en bosbou aangewend
word deurdat dit gebruik kan word as 'n metode om die brande te bestuur, soos in die
voorbereiding van brandpaaie, in die vermindering van die voorkoms van veldbrande deur
vooraf van die brandbare materiale af te brand, in die vernuwing van die inheemse
plantegroei en in die verhoging van wateropbrengs in die omliggende gebiede binne die

Process evaluation of the development of a community-based participatory intervention promoting positive masculinity and peace and safety: addressing interpersonal violence in a Western Cape communityTaliep, Naiema 11 1900 (has links)
Text in English / Given the high rates of male homicides, victimisation and the perpetration of violence by men in South Africa, the prevention of interpersonal violence among males constitutes a major public health priority. The lack of effective strategies to address the onset and effects of exposure to violence foregrounds the need for innovative strategies to address this problem in South Africa. Within this context, this doctoral study’s primary research objective was to evaluate the processes and steps used to plan, design and develop a community-based violence prevention intervention that mobilised spiritual capacity and religious assets to promote positive forms of masculinity, and peace and safety. This doctoral research was part of a broader study entitled, ‘Spiritual Capacity and Religious Assets for Transforming Community Health by Mobilising Males for Peace and Safety’ (SCRATCHMAPS), which aimed to identify and mobilise spiritual capacity and religious assets, in particular communities in South Africa and the USA, in order to address interpersonal violence. This study was framed by a critical public health lens, and was guided by a Community-based Participatory Research (CBPR) orientation and community engagement strategy throughout every step of the development of the intervention and the initial evaluation of the manual development process. The overall research design was a participatory process evaluation. Methods used for this process evaluation included community asset mapping, surveys, focus group discussions, research-based workshops, diary reflections, a photo-documentary, meeting minutes, process notes and participatory observations. The analysis of the multiple sets of data was conducted appropriately, relevant to the particular data collection methods pursued and the demands of both qualitative and quantitative methods of analysis. Findings from this study confirm the utility and efficacy of using a critical public health framework enacted through CBPR for developing an intervention that addresses the complexity of violence. The results further demonstrated that a strength or asset-based, gender-sensitive approach, with men working alongside women, is conducive to promoting positive forms of masculinity to create safety and peace. / Psychology / Ph. Text in English / Given the high rates of male homicides, victimisation and the perpetration of violence by men in South Africa, the prevention of interpersonal violence among males constitutes a major public health priority. The lack of effective strategies to address the onset and effects of exposure to violence foregrounds the need for innovative strategies to address this problem in South Africa. Within this context, this doctoral study’s primary research objective was to evaluate the processes and steps used to plan, design and develop a community-based violence prevention intervention that mobilised spiritual capacity and religious assets to promote positive forms of masculinity, and peace and safety. This doctoral research was part of a broader study entitled, ‘Spiritual Capacity and Religious Assets for Transforming Community Health by Mobilising Males for Peace and Safety’ (SCRATCHMAPS), which aimed to identify and mobilise spiritual capacity and religious assets, in particular communities in South Africa and the USA, in order to address interpersonal violence. This study was framed by a critical public health lens, and was guided by a Community-based Participatory Research (CBPR) orientation and community engagement strategy throughout every step of the development of the intervention and the initial evaluation of the manual development process. The overall research design was a participatory process evaluation. Methods used for this process evaluation included community asset mapping, surveys, focus group discussions, research-based workshops, diary reflections, a photo-documentary, meeting minutes, process notes and participatory observations. The analysis of the multiple sets of data was conducted appropriately, relevant to the particular data collection methods pursued and the demands of both qualitative and quantitative methods of analysis. Findings from this study confirm the utility and efficacy of using a critical public health framework enacted through CBPR for developing an intervention that addresses the complexity of violence. The results further demonstrated that a strength or asset-based, gender-sensitive approach, with men working alongside women, is conducive to promoting positive forms of masculinity to create safety and peace. / Psychology / Ph. Against the background of an increase in the demands for treatment of adolescent chemical addiction, as well as the persistently high relapse rate, the significant impact on the development and well-being of chemically addicted adolescents needs to be considered by the social work profession, in order to plan effective intervention strategies. The purpose of this research study was to explore and describe the experiences of chemically addicted adolescents who had relapsed after in-patient treatment. Subsequently, the researcher aimed to generate guidelines and recommendations for social workers, in order to prevent relapse. A qualitative research approach was employed. The researcher made use of descriptive, exploratory and contextual research designs.
The study was conducted at adolescent in-patient treatment centres in the Western Cape, South Africa. Data was collected through semi-structured interviews. Interviews were tape-recorded and transcribed, and field notes were taken to record the data. The sample selected from the population of chemically addicted adolescents in the Western Cape who relapsed after in-patient treatment was selected through the purposive sampling technique. Tesch's framework for data analysis (in Creswell, 2003) was employed, and data verification was conducted through Guba's model (in Krefting, 1991:214-222). Exploring the factors that contribute to the self-configuration process of juvenile sexual offendersVan Huyssteen, Charmaine Geselle 11 1900 (has links)
The problem that motivated the study was that the way in which juvenile sex offenders are configuring themselves, and the way that self-development is currently understood, potentially has negative implications for the way they may be treated in therapy. The Gestalt paradigm was the lens through which this phenomenon was explored. The research method was from a qualitative perspective and was an explorative and descriptive analysis of the factors that contribute to this self-configuration. Data was collected by way of unstructured and semi-structured interviews and systematically represented by the emergent themes. Results showed the factors that contribute to the self-configuration of the juvenile sex offender. Recommendations were made to the juveniles, their caretakers and the social workers. The researcher concluded that the Gestalt approach to self-configuration, with its emphasis on the field and relationships, provides a coherent lens through which to approach the phenomenon of juvenile sex offenders. / Social Work / M. A multi-perspective report on the status of the knowledge of and response to commercial sexual exploitation of children with a specific focus on child prostitution and child sex tourism : a social work perspectiveSpurrier, Karen Jeanne 05 1900 (has links)
Increasing tourism numbers in third world countries affect their economies and certain
aspects of their society positively; however, there are concomitant negative effects that
expose the dark side of the tourism industry. One of these is the escalating commercial
sexual exploitation of children (CSEC), particularly child prostitution (CP) in the context of
tourism, a phenomenon known as child sex tourism (CST). Although tourism plays an
important role in creating the perfect storm of poverty-stricken children colliding with wealthy
tourists, it is not solely responsible for this phenomenon. Internationally and nationally, the lacuna of knowledge on CST in particular hampers an
informed response by way of resource allocation and coordinated service delivery to both
victims and perpetrators. Utilising a qualitative research approach, and the collective case
study and phenomenological research designs complemented by an explorative, descriptive
and contextual strategy of inquiry, the researcher explored the status of the knowledge of
and response to the CSEC through the lens of closely associated role players, who were
purposively selected for inclusion in the study. These were adult survivors who were as
children engaged in sex work and victims of child sex tourism, social workers and non-social
workers involved in rendering child welfare and protection services, members of the Family
Violence Child Protection and Sexual Offences (FCS) Unit of the South African Police
Service (SAPS) and representatives of the hospitality and tourism industry. Data was
collected via individual in-depth semi-structured interviews, telephone interviews, and email-communication and thematically analysed. The researcher found that a range of microsystem level factors, such as poverty and family
dysfunction, pushed children to the street, and as a means to survive engage in sex work,
enabling tourists (i.e. local - out of towners) and foreigners, mainly men from varied sexual
orientation) to commercially sexually exploit both boys and girls, from as young as nine
years of age, and of different race groups, which leave them with physical and psychological
scars.
The following main findings surfaced: The social workers, in comparison to the non-social
workers, who have a primary responsibility to provide child welfare and protection services
were ill-informed in terms of identifying CST as phenomenon, untrained and/or slow to
respond appropriately with interventions directed to the victims and perpetrators of CSEC. The service provider groups, as microsystems interfacing on a mesosystem, were fraught
with perceptions that the social workers and the SAPS were being inadequate. Furthermore
a lack of cooperation, collaboration and communication between the service provider groups
to respond to CSEC existed. The hospitality and tourism industry service representatives
were also ill-informed about the phenomena of CP and CST with a response that at best can
be labelled as fluctuating between an indirect response to that of turning a blind-eye. From
the findings, recommendations for social work practice, education and training and
recommendations specific for the other closely associated role players in responding to the CSEC were forwarded. / Social Work / D.Phil. (Social Work)
