Analise van die politieke, ekonomiese en militêre verhouding tussen die Republiek van Suid-Afrika en die Volksrepubliek van Sjina, 1998-2012

Ten einde hierdie veroordelings te staaf, of te weerlê, is ‘n analise van die politieke, ekonomiese en militêre verhouding tussen Suid-Afrika en Sjina onderneem. Aangesien Suid-Afrika voor 1998 verhoudinge met Taiwan gehandhaaf het, kon die verhouding wat tans tussen Suid-Afrika en Sjina bestaan, vergelyk word met die vorige verhouding met Taiwan. Die verhandeling kon gevolglik tot ’n gevolgtrekking kom rakende die verhouding. / In 1998 South Africa broke off diplomatic ties with Taiwan when it established full relations with China. Since then, South Africa’s ties with China have been frequently criticised by politicians, the media and trade unions as disadvantageous to South Africa. To refute or confirm this perception, an analysis of the political, economic and military ties between South Africa and China has been undertaken. South Africa’s relations with Taiwan prior to 1998 are the basis for the comparison of South Africa’s relations with China. Dialogical narratives : reading Neville Alexander's writings

This thesis is a transdisciplinary study of leading South African Marxist intellectual, political activist and sociologist of language Neville Edward Alexander’s written work in English. It is an attempt to explore the “dialogical narratives” as a proposition in my assessment of his work and it is also a description of a method he employs to arrive at his own political and literary compositions. In tracking his formation as a political subject and an activist, Alexander’s and other writers’ interpretations of his meetings with and his stories about people are explored. His writings cover the spectrum of politics, education and language, and he employed a political economy approach in all his written expositions. The study argues that he had an exceptional ability to “argue against himself” because he was a dialectical reasoner and because he embraced the political and sociological toolkit of historical materialism as the philosophical matrix of his work. / History / D.Lit et Phil. Donor funds and economic dependence: an investigation of community-driven development in the Eastern Cape, Chris Hani District Municipality

This research focused mainly on the progress of non-governmental organisations (NGOs) and community-driven development projects (CDDs) in assisting the Chris Hani District Municipality (CHDM) community. The research identified the main types of CDDs that are found in the CHDM as agricultural, caregivers, manufacturing, tourism, performing arts, and education services. Thirty-eight NGOs participated in this project with two participants representing each NGO. These NGOs were looked at from a thematic perspective. Three main themes emerged, namely; a) the quality of life in CHDM or specifically in the areas of operation of the NGOs, b) operations of the NGOs where the name and main objectives CDDs were identified, and c) challenges, funding and impact of the CDDs. This research set out to ask the following questions: What is the nature and origin of projects operational in Chris Hani District? What is the impact and sustainability of donor-aided projects on CDD in the Chris Hani District? Can NGO projects be sustained without donor aid? Are there any alternative forms of funding apart from donor funds? To answer these questions, a number of qualitative methods and techniques were used to collect and analyse data. These included focus group discussions with project beneficiaries, observations of projects, activities and individual project participants, and key informant interviews with different categories of respondents depending on their roles and level of involvement in the implementation of projects as well as their experience in the implementation of donor-aided programmes. These discussions were guided by different interview schedules with respective respondents. Random and snowball sampling methods were used to choose the respondents as well as groups that participated in the study. The research also focused on assessing the survivability of donor-aided NGO projects if the donor funds were discontinued for any reason. It sought to determine the continuity and feasibility of developmental projects and their impact on the socio- economic welfare of the rural poor in the Chris Hani District without donations. This research found evidence indicating that, by and large, NGOs in the Chris Hani District play a crucial role in CDD. Be that as it may, this research established that on average, 98 per cent of NGOs had been economically and socially affected by the donor-funded projects. It was established that, on average, the donor dependency ratio was 74 per cent. It was also seen that most donor-funded projects could only survive for 12 days if the funding was withdrawn. However, this hypothetical withdrawal of funds does not cause much concern because of the security found in the funding types of the NGOs in the Chris Hani District. In practical terms, these community-driven projects are likely to continue for decades ceteris paribus.

“Watch-dogs for an Economy” : a determination of the origins of the South African Public Accountants' and Auditors' Board – as the Regulator of the Profession – principally through an analysis of the debates and related reports to the House of Assembly of the Parliament of the Union of South Africa in the period 1913–1940

This thesis concentrates upon a new field of research in South African accounting scholarship – this being, in general terms, accounting history and more specifically an analysis of the origins of the Public Accountants’ and Auditors’ Board as watch-dog in relation to: ● the South African economy in the period 1913–1940; and ● the changing political framework (also in the period 1913–1940). The integration of economy, politics and personal ambition on the part of early 20th Century accounting societies, led to a variety of responses, counter proposals, stalemates and unfocused activity which caused the process of accountants’ registration to extend over 38 years in South Africa. This confusion was in strong contrast to the process of speedy registration of accountants in New Zealand and Australia. The final unification of South African accounting societies in 1951 created the Public Accountants’ and Auditors’ Board. Its creation, at long last, suggested an overarching control and regulation which was mirrored in the final political unification and economic stability of a South Africa dominated by Afrikaner Nationalists. One further element was interwoven into the fabric of the thesis – this being the application of institutional economic theory and its impact upon the accounting concepts of “material irregularity” and “reportable irregularity”.

[Preface] The broad outlines of Cape frontier historiography have so far been sketched from a study of official despatches and, to a lesser extent, of contemporary newspapers. There are many lacunae to be filled and many questions to be answered; here, it is evident that private papers have an indispensable role to play. Yet, despite isolated attempts to collect or index such papers, (such as that of Miss Una Long, in her Index to Unofficial, Privately-Owned Manuscripts relating to the history of South Africa), much untapped material still remains in private possession both in South Africa and overseas. In this study of a leading Eastern Province personality, prominence has been given to this type of material, and much of what has been used, has clearly not previoualy been examined by historians.

The politics of transformation in South Africa: an evaluation of education policies and their implementation with particular reference to the Eastern Cape Province

The post-apartheid government of South Africa has committed itself to achieving fundamental transformation of the education system. The government has adopted policies and measures that aimed to bring about the goals of equity and redress, and to enhance democracy and participation of all groups in development and decision making processes at all levels. It is acknowledged that the democratic government has accomplished a lot in education within this short period and has made numerous strides in enhancing equity, redress and social justice; providing high quality education for all the people of South Africa; bringing about democratisation and development; and enhancing effectiveness and efficiency. However, despite these apparent achievements, this study shows that there have been a number of setbacks and contradictions in the policies which have affected the process of bringing about fundamental changes and transformation in the education sector. The setbacks and contradictions resulted from factors which have affected the type of policies developed to transform the education sector. They also affected the formulation and implementation of the policies, thereby limiting the achievements of the goals of transformation agenda in education. Hence, this study examined the politics of transformation and change in the education sector by examining the type of policies that have been put in place; their formulation, implementation and outcome. The main research questions are: • What kind or type of policies have been put in place to transform the education sector? • How and by whom were the policies formulated? • How are these policies being implemented and what have been the outcomes of the process? Transformation and in particular the policy process is beset with continuous debate, contestation and struggle for the success of ideas and interests which are pursued by individual actors, groups and policy networks through the institutions. During these different stages policies are modified, constituted and reconstituted. As a result, they give rise to intended and unintended outcomes which are likely to support or contradict the objectives of those policies. Hence, the process cannot be explained using only one approach or theory. Therefore, this study has been situated in ideas, group and network and institutional approaches or theories to examine the factors that have affected education policies, their formulation and implementation and the overall transformation of education in South Africa. It contends that policy change and variation result from interaction of ideas and interests within patterns of group and policy networks and preset institutions. The study adopts qualitative interpretive methodology in order to question, understand and explain institutions; interests groups and ideas; socio economic and power relations involved in the process. It also appraises the framework for action. In addition to conducting literature review, unstructured interviews were held with officials from provincial and national Departments of Education, members of national and provincial legislatures, principals, teachers, members of school governing bodies, learners, Non-governmental organisations, Community based organisations, Faith based organisations, teachers’ and workers’ unions. Observations were made during meetings of school governing bodies. The study draws reference from the Eastern Cape Province between 1994 and 2002 and looks at the school level (Basic and Further Education levels). Reference is also made to selective policy instruments namely, the South African Schools Act (SASA) (1996), Curriculum 2005 and Norms and Standards for School Funding (1999). Overall, the findings of the study have shown that various factors have led to setbacks and contradictions in the policies that were adopted in education. They have also affected the formulation and implementation of the policies, hence exerting certain limitations on the achievements of the goals of transformation in education. The factors identified in the findings are the outcome of the negotiated settlement and subsequent changes made by the apartheid government in education before the 1994 elections; constraints and unequal participation of different groups in education policy development in various established structures and avenues; drawbacks in the implementation of education policies by decentralised structures and agents at various levels. This was exacerbated by lack of capacity, lack of adequate resources, lack of commitment and will among some of the civil servants coupled with corruption and mismanagement. The legacy of apartheid and the homeland governments, together with existing backlogs added another layer. Consequently, there were challenges in the economic policy which led to inadequate funding for education. The findings of this study show that competing ideas and interests advanced by groups and networks have impact on decision making, policy content and implementation. Therefore, some policies will reflect and maintain the interests of those individual actors, groups and policy networks that exerted most influence. The findings also reveal that institutional norms and rules, inadequate resources, lack of capacity and skilled human resources and economic environment, constrain decision making, policy content and implementation.

National identity and nation-building in post-apartheid South Africa

Throughout South Africa’s post-Apartheid history, the ANC-led government has undertaken a distinct nation-building program in pursuit of “a truly united, democratic and prosperous South Africa” (ANC, 2007). This is reflected in a two-pronged approach, coupling political and socioeconomic transformation with the social-psychological aspect of forging a broad and inclusive national consciousness. The ANC’s “rainbow nation” approach embraces cultural diversity through what I shall call the practice of “interculturalism”. Interculturalism is a way of recognizing commonalities, reducing tensions and promoting the formation of social partnerships among different cultural groups. The ANC has also promoted a civic culture based on the principles of liberal democracy, non-racism, equality and the protection of individual rights. Interculturalism and civic nationalism are critically important factors to South African nation-building since together they foster a shared public culture and support meaningful participation in the creation of a truly just and democratic South Africa. Unfortunately, in many ways South African society remains deeply divided by race, ethnicity and economic inequality. This thesis analyses various theoretical approaches to national identity and nationbuilding with the aim of identifying several concepts which arguably throw light on the problems of South African nation-building and national identity formation. It is argued that interculturalism and civic nationalism are context appropriate approaches which have been adopted by the ANC to further an inclusive sense of shared public culture and promote participation in the creation of a shared public future. These approaches have led to the limited emergence of a broad South African national identity. However, South Africa’s commitment to socio-economic transformation has been less successful in generating widespread support for a broad national identity. While some of those previously disadvantaged under Apartheid have benefited from poverty alleviation schemes, service delivery initiatives and black economic empowerment programs, many continue to suffer from homelessness, unemployment and worsening economic conditions. Increasing economic marginalization has caused growing discontent among South Africa’s poor and constitutes the biggest threat to the formation of a cohesive national identity in South African society. Ultimately, it is argued that while interculturalism and civic nationalism have played an important role in fostering the growth of a broad national identity, true South African social cohesion will fail to emerge without a massive and sustained commitment to wide-ranging socio-economic transformation.

Apartheid South Africa's foreign relations with African states, 1961-1994

This thesis examines South Africa's foreign relations, viewed from a South African perspective, with the black African countries beyond southern Africa from 1961 to 1994. These relations were determined by the conflict between Pretoria's apartheid ideology on the one hand, and African continental rejection of South Africa's race discrimination policies and its exclusion from the community of African states on the other. The documentary material used primarily stems from the Department of Foreign Affairs archive in Pretoria, supplemented by research conducted in other archives. Furthermore, we conducted interviews and correspondence, and consulted the relevant primary and secondary literature. Given the main source of information, we chose to make this work a case study in Diplomatic History. In consequence, and constituting the core of the study, Chapters 3 to 6 explore the interaction between South Africa and the black African states in a chronological order. At the same time, we draw on the analytical concepts from the academic disciplines of Political Science and its derivative, International Relations, to comprehend developments more fully. We discuss the significance of the approaches from these two disciplines in both the Introduction and Chapter 2. In particular, we emphasise that this study is about Pretoria's foreign policy, involving state and non-state actors, and we suggest that the unequal status between South Africa and the other African states constitutes an inherent factor in the relationship between them. The Conclusion examines the role of the state and non-state actors in determining Pretoria's foreign relations and the relevance of the structural imbalance between South Africa and the black African states in this context.

M.A. (Historical Studies) / Since its inception in 1902 the aimof the Mine Workers' Union (MWU) was to protect the interests of the White worker. All the strikes organised by the MWU since 1907 had this mission in mind. The position of the skilled worker has always been at stake in the relationship between the government and the mine authorities due to the importance of the goldmine industry. This relationship has been complicated by the industry's dependence on more expensive skilled labour on the one hand and the availability of much cheaper unskilled Black labour on the other hand. White workers who exclusively represented the skilled labour force obtained guarantees for their position in 1911 when work reservation of certain positions wasgranted legal recognition. At the slightest threat to their security the White workers exhibited political power to the extent that this position was considered not negotiable. The MWU's unique relationship with the National Party since 1948 thus gave unequaled protection to a labour union. Socio-political changes in the RSA, especially in the late 1960's and early 1970's, required essential changes in labour relations. The mine industry has also been drawn into the new labour dispensation during the early eighties when jobs for coloured groups and Black people were brought in parity with jobs previously held by White mineworkers. The new labour dispensation proved to be unavoidable already in 1977. This caused resistance by the White mineworkers who considered the changes as treason by the National Party. They used political opportunities in an effort to maintain the status quo in the party's reforms in labour policy. The process which has been seen as politicising and even as militant petered out towards the end of 1981 when it was realised that the new labour dispensation was irreversible and the MWU in collaboration with the Herstige Nasionale Party were unable to obtain a mandate for amending the new labour policies. The MWU finally turned its back on the National Party when the Conservative Party was established in 1982. This party came into being in protest against the National Party's move away from apartheid. The Conservative Party made provision for white workers' right to self-determination as embodied in the old dispensation; it therefore obviously provided a home for the MWU. This merger between the Conservative party and the MWU which came into being after 1982 heralded a new dispensation for the MWU. It also provided the MWU with a new platform for political activities.

Influence of local economic development strategic leaders on the formulation of the integrated development plan, Makana Municipality, Eastern Cape

The influence of local economic development strategic leaders on how Integrated Development Plans (IDP) are developed is critical to gain insights into strategic planning directed towards economically developing municipalities. Concisely, the aim of this qualitative study was to gain a multiple understanding of how LED strategic leaders, namely managers of the LED directorate and sub-directorates at Makana local municipality influenced the IDP formulation. The fact that these LED strategic leaders, ‘make consequential or strategic decisions’ suggests that their decisions have an influence on the IDP formulation. Thus, the key research question in this study was: How do LED strategic leaders at Makana local municipality influence the formulation of the IDP at this municipality? This qualitative research used purposive sampling of incidents upheld by LED Strategic leaders. A total of ten in-depth and semi-structured interviews were conducted with four LED strategic leaders regarding incidents of their perceived influence on the formulation of the Integrated Development Plan at Makana. The interviews were in-depth in order to gain a rich understanding of their perspectives of reality. As the number of LED strategic leaders was already very small, all the four leaders at Makana participated in this study. Interview data was transcribed and analyzed using open coding and constant comparison. Member check was conducted to enhance confirmability of the findings of this study. Findings indicate that LED strategic leaders perceived their influence on the formulation of the IDP Makana municipality in four varied ways. Predominantly, LED strategic leaders commonly perceived that they had influence in setting evidence-driven direction, and searching for fitness of activities and issues with LED strategy. Thereafter, the other ways in which these LED strategic leaders perceived how they influenced the IDP formulation involve the facilitation of clarity and local relevance of LED mandates, and finally the integration of multiple economic voices of stakeholders. This demonstrates that LED strategic leaders at Makana emphasize proactively managing strategy process rather than content in terms of identifying key opportunities and major economic drivers in the local milieu. Instead, they perceived their influence as characterized by enhancing compliance with bringing the process of municipal strategy formulation closer to stakeholders. Implications of these findings are highlighted.
