Partindo da experiência singular da concessão de terras e liberdades para um grupo de escravos de Guarapuava, Paraná, a pesquisa procura demonstrar através das trajetórias de senhores e cativos como se operou a dinâmica de controle inerente ao sistema escravista na região analisada. A concepção sobre a liberdade dos escravos no período do Império é composto das mais variadas formas. Relatos de viajantes estrangeiros, jornais, discursos políticos, literatura e cartas de alforria alimentam o tema com as mais variadas perspectivas. Permite, com isso, uma constante produção historiográfica sobre as disputas, confrontos e negociações envolvendo senhores e escravos. O caso em questão tem como contexto o Paraná do século XIX. Anos antes do fluxo migratório europeu se intensificar na região e em um contexto econômico pautado no uso do trabalho escravo para o desenvolvimento da pecuária, escravos foram libertados após a morte de sua proprietária. A vontade senhorial está registrada no testamento de Balbina Francisca Siqueira, falecida em 1865, sem deixar herdeiros diretos. Procura-se refazer a trajetória dos escravos do momento em que suas liberdades foram concedidas, em 1851, até a morte da proprietária, cotejando outras fontes como registros de casamentos e de batismos e inventários post-mortem de proprietários de terras e escravos da então vila de Guarapuava, na recém emancipada Província do Paraná / This works aims to investigate and explicit the elements that composed the social relations context in the slavery period. From the single experience of the concession of land and freedom for a group of slaves of Guarapuava, Paraná, the research seeks to demonstrate, through the trajectories of slave owners and captives, how the dynamic of control inherent to the slavery system was operated in the analysed region. The conception on the freedom of slaves in the Empire period is composed of various forms. Reports of foreign travelers, newspapers, political speeches, literature and manumission letters feed the topic with the several perspectives. This allows, therefore, a constant historiographical production about the disputes, confronts and negotiations involving masters and slaves. The case in question has the nineteenth-century Paraná as context. Years before the European migration flux was intensified in the region and in an economic context based on the use of slave labor for the development of livestock, slaves were freed after the death of their owner. The wish of the master is registered in the will of Balbina Francisca Siqueira, who died in 1865 leaving no direct heirs. This works aims to remake the trajectory of the slaves when their freedoms were granted, in 1851, until the death of the owner, comparing other sources such as wedding and baptism records and postmortem inventories of land owners and slaves of the former town of Guarapuava, in the newly emancipated Province of Paraná

We intend to understand how the municipal power developed mechanisms to affirm the local interests, especially those from the elite, without shaking, however, its vassal position with respect to the Kingdom. Descreve e analisa o modo de atuação dos líderes do movimento indígena, a partir das experiências exemplares indígenas vivenciadas no contexto interétnico do Vale do Javari. Aborda a criação do Conselho Indígena do Vale do Javari (CIVAJA), como organização protagonista de acontecimentos da história do movimento indígena. Como instrumento de análise, recorre à noção de rede para tratar as relações entre os atores sociais como múltipla e não apenas uni-direcional. Ao final, conclui que, apesar da pluralidade étnica ser reconhecida pela sociedade brasileira, não se criou meios para concretizá-la como princípio organizativo do Estado nacional / Abstract: This dissertation deals with the indigenous movement in Brazil after the promulgation of the Constitution of 1988, when a new phase began and significant changes took place in the political and juridical forms of insertion of the indigenous populations into the Brazilian state. It describes and analizes the role of the indigenous movement¿s leaders based on the example of indigenous experiences witnessed in the interethnic context of the Vale do Javarí. It discusses the process of creation of the Indigenous Council of the Vale do Javarí (CIVAJA) as an organization active in various events in the history of the indigenous movement. The thesis adopts the notion of network as an analytical instrument, in order to capture the relationships between social actors as multiple rather than unidirectional processes. The creation of indigenous organizations is analyzed as part of the process of definition of intercultural spaces within the Brazilian state. From a perspective of intercultural dialogue, the study moves toward questioning whether the indigenous participation in the governmental public spheres has permitted exchanges between the different systems of meaning, or if it has left the hierarchical predominance of the non-indigenous system in place. Eventually, the dissertation concludes that despite the recognition of ethnic plurality by Brazilian society, means of substantiating that recognition into a concrete organizational principle of the nation-state have not been devised. / Doutorado / Doutor em Ciências Sociais

Para tanto, foi utilizada a função log-linear em todas as séries temporais e o Mecanismo de Correção de Erros (MCE) nas relações de curto prazo. No Rio Grande do Sul houve um crescimento expressivo de bens de média-alta tecnologia que praticamente dobraram suas remessas ao estrangeiro. Em Santa Catarina, os produtos de baixo grau tecnológico destacam-se com aproximadamente 60% da pauta exportada. No Paraná, um crescimento expressivo de bens de alta tecnologia embarcadas ao exterior, com de / Considering the values exported by each state belonging to the south of Brazil, through quarterly data from 1996-2007, according to the classification of technological degree proposed by OECD, this paper aims to: (i) present the characteristics of the roll of exported products for each state of the south of Brazil according to the technological classification; (ii) estimate short and long-term models for the functions of supply and demand for exports in each state and its elasticities. In order to do so, the log-linear function was employed in all term series and the Errors of Correction Mechanism (ECM) on the short-term relations. In Rio Grande do Sul, there was an expressive growth of average-high technology goods, which practically doubled its exports. In Santa Catarina, the products of low technological degree stood out with approximately 60% from the exporting roll. The genus is divided into two subgenera: Quesnelia subg. Quesnelia and Quesnelia subg. Billbergiopsis Mez. A taxonomic study of the genera was done to the State of Paraná, based in material in vivo and in exemplars of herbarium collections. It was recognized three taxa in the state: Quesnelia testudo Lindm, Quesnelia humilis Mez e Quesnelia imbricata L.B.Sm, presenting different life forms and geographical distribution. It was done an anatomical study of vegetative organs that shows adaptive strategies to the rupicolous and epiphytic habits of the studied species and characters that can be useful in future studies of taxonomy in the group. / Quesnelia Gaudich pertence à subfamília Bromelioideae, com 20 espécies, distribuídas desde o sul da Bahia até o norte de Santa Catarina. O gênero está dividido em dois subgêneros: Quesnelia subg. Quesnelia e Quesnelia subg. Billbergiopsis Mez.. Um estudo taxonômico de Quesnelia foi realizado para o Paraná, baseado em material in vivo e nos exemplares das coleções dos herbários visitados. Foram reconhecidas três espécies: Quesnelia testudo Lindm, Quesnelia humilis Mez e Quesnelia imbricata L.B.Sm, sendo que estas, apresentaram formas de vida e distribuição geográfica distintas. Paralelamente, foi realizado um estudo anatômico dos órgãos vegetativos dos táxons coletados mostrando estratégias adaptativas aos habitats rupícolo e epífito, além de revelar caracteres que podem subsidiar futuros estudos taxonômicos.

Post-crisis capital account policies in emerging capitalisms : a comparison between Brazil and South Africa

This thesis provides a historical materialist policy analysis of the diversity of capital-account policies (CAPs) deployed in Brazil and South Africa over the period 2008-2014. Facing relatively similar patterns of cross-border money-capital movements and comparable financial challenges, these two emerging capitalist countries implemented radically different CAPs: while Brazil deployed a remarkable array of measures (capital controls on inflows, foreign exchange interventions, regulations of derivatives contracts, etc.), the policy response in South Africa was much more orthodox, and mainly characterised by the further liberalisation of outflows. The historical materialist policy analysis combines a variety of theoretical literatures (including historical materialism, financial and economic geography, and post-Keynesian economics) and research methods (qualitative research interviews, policy document analysis, and macroeconomic analysis). It examines the drivers of the CAP policy-making process in Brazil and South Africa in the light of (1) the social constitution and the class character of the capitalist state and money-capital, conceived of as particular 'moments' in the totality of capitalist social relations from which they are constituted; (2) the historical-geographical specificity of the Brazilian and South African capitalist development trajectory, (3) the unfolding of the broader social struggles of the working class, and (4) with specific reference to the highly uneven geographies of the contemporary global financial system. I claim that in both countries, post-crisis CAPs were not part of a political attempt at restructuring the state and altering class relations. By contrast, CAPs were instrumental in reproducing particular modes of managing class relations and accumulation in a changing international context, though in a precarious and temporary manner. Post-crisis CAPs involved the creation, enhancement, and adaptation of financial and monetary regulatory capacity (involving both drastic innovation and more subtle forms of change) to deepen the CAPs deployed in the previous decade, while coping with their (perceived) worst consequences: sustaining the historically-specific mode of mediating the global movement of money-capital in each country required the uneven re-articulation of state power. The thesis contributes to the literatures on the distinctively Marxian-inspired approaches to development, the uneven geographies of finance/financialisation, materialist state theory, and to the debates about more progressive forms of financial governance in emerging capitalist countries. It also shows the limits of the concept of 'policy space' as an analytical device, chiefly due to its almost complete blindness to class and to the active role of the working class in shaping policies. This results in difficulties in envisaging progressive policy alternatives, that is, policies that do not only aim at stabilising capital accumulation and facilitating the reproduction of key capitalist social forms in the short term.
