Thesis (LLM.) -- University of Limpopo, 2017. / In South Africa, during the then apartheid era, the mining sector had records of extremely high fatalities, injuries and occupational diseases that led to massive death of miners predominantly the Blacks. In the post-apartheid era, numerous laws have been enacted to address the problem. One of the laws that was introduced is the Mine Health and Safety Act 29 of 1996 which provides for radical enforcement of health and safety standards using various mechanisms, such as monitoring systems and inspections, investigations, and employers' and employees' duties to identify hazards and eliminate, control and minimise the risk to health and safety of mine workers. This study examines the extent, efficient and efficacy of the implementation and enforcements of these laws and points out the challenges being encountered and prospects made thus far. The study used Australia and Chile for comparative study and showcased how the government and the laws they have passed are being effectively used to contain and curtail health hazards, accidents and fatalities in the mining environment.

Thesis (MSc)--University of Stellenbosch, 2000. / ENGLISH ABSTRACT: Formal systems of environmental management and certification for activities associated
with extensive land use, relate mainly to forestry. The emergence of forest certification
largely originates from the issue of tropical deforestation and the associated boycott
campaigns against tropical timber. At the United Nations Conference on Environment
and Development in Rio de Janeiro in 1992, a new set of international norms were set in
the form of Forest Principles. These were non-binding and together with international
initiatives, such as the Tropical Forestry Action Programme and the International
Tropical Timber Organisation have failed to decrease deforestation. New efforts to
encourage sustainable forestry through forest certification were made by Non
Governmental Organisations which collaborated with the private sector in developing
new policy instruments. They followed the trend of eco-labelling in an attempt to link
green consumers to producers whose aim it is to improve management practices. The
Forest Stewardship Council (FSC) was established. The FSC system relies on forest
management principles and criteria approved by itself and is based on performance
standards. The International Standards Organisation (ISO) also developed a management
standard based on the principle of continuous improvement. ISO developed the ISO
14001 standard for the certification of Environmental Management Systems which is
applicable to any industry concerned with the environment. From questionnaire surveys
carried out among a sample of private game ranch owners/managers in the Northern
Province, current standards of management were established. It was found that private
owners/managers rely mostly on their own experience and knowledge. Information about
management on game ranches is rarely available and only major concerns and most
visible problems are attended to. Guidelines with standards for an Environmental
Management System (EMS) according to the ISO 14000 series were drawn up from the
results of the surveys and a literature review. A checklist of principles and criteria which
could be used for the certification process was also developed. The final objective is to
attain quality game ranch management which is environmentally sensitive, socially
aware/beneficial and economically viable. This is crucial for the conservation and
preservation of the natural systems in South Africa in which private land owners playa
major role. / AFRIKAANSE OPSOMMING: Formele omgewingsbestuursisteme en sertifisering vir aktiwiteite wat geassosieer word
met ekstensiewe grondbenutting, word hoofsaaklik gekoppel met bosbou. Die konsep
van sertifisering het tot stand gekom as gevolg van die omstredenheid rondom ontbossing
en die gassosieerde sanksies teen tropiese hout. By die Verenigde Nasies Konferensie
oor Omgewing en Ontwikkeling in Rio de Janeiro in 1992 is 'n nuwe stel internasionale
norme daargestel in die vorm van Bosbeginsels. Hierdie was nie-bindend en saam met
internasionale inisiatiewe soos die Tropiese Bos Aksie Program en die Internasionale
Tropiese Hout Organisasie het hulle gefaal om ontbossing te verminder. Nuwe pogings
om volhoubare bosboupraktyke aan te moedig is aangewend nadat Nie-Regering
Organisasies en die privaatsektor saamgewerk het om nuwe beleidsinstrumente te
ontwikkel. Hulle het die neiging vir die "eko-etiket" nagevolg in 'n poging om
omgewingsbewuste verbruikers in kontak te bring met produseerders wat gemoeid is met

beskikbaar nie en slegs die mees sigbare en grootste probleme word bestuur. 'n Riglyn
met standaarde vir 'n Omgewingsbestuursisteem volgens ISO is opgestel vanaf resultate
van die opnames en 'n literatuurstudie asook 'n "Checklist" wat beginsels en kriteria
insluit wat gebruik kan word in die sertifiseringsproses is ook ontwerp. Die finale doel is
om kwaliteit bestuur te bewerkstellig wat omgewingsensitief, sosiaal bewus/voordelig en
ekonomies lewensvatbaar is. Laasgenoemde is uiters belangrik aangesien privaat
grondeienaars 'n sleutelrol speel in die bewaring en preservering van die natuurlike
sisteme in Suid-Afrika.

An exploration into the conditions enabling and constraining the implementation of quality assurance in higher education: the case of a small comprehensive university in South AfricaMasehela, Langutani Meriam January 2015 (has links)
At an international level, demands for accountability in respect of the quality of teaching and learning in higher education are increasing. This is also the case in South Africa. The response to these demands has taken the form of the introduction of quality assurance systems to higher education. In South Africa, a formal national external quality assurance was introduced to the higher education system in 2001 as a result of the establishment of the Higher Education Quality Committee. The Higher Education Quality Committee is a standing committee of the South African Council on Higher Education. Like other quality assurance agencies across the world, the Higher Education Quality Committee has the responsibility for i) auditing institutions of higher education and ii) accrediting learning programmes. The first cycle of institutional audits ran from 2004 until 2011. As quality assurance was introduced to the higher education system and the first cycle of institutional audits began, universities in South Africa developed policies and procedures intended to assure quality in three areas of their core functioning: research, teaching and learning and community engagement. The University of Venda, which is the focus of the study on which this thesis is based, was no exception. As a practitioner in the Centre for Higher Education Teaching and Learning at The University of Venda, it was my observation that the policies and procedures intended to assure quality in teaching and learning were not always implemented by academic staff members. This was in spite of poor student performance data which raised questions about the quality of the teaching and learning processes in place. The study underpinning this thesis was designed to explore this phenomenon. More specifically, it aimed to identify the conditions enabling and constraining the implementation of policies and procedures in two Schools in the University: the School of Health Sciences and the School of Human and Social Sciences. In order to explore these conditions, I adopted Roy Bhaskar’s Critical Realism as an under-labouring philosophy for the study. Critical realism posits a view of reality comprising three strata, none of which can be reducible to the other. The first of these strata is termed the level of the Empirical and consists of the experiences and observations which become apparent to us through the senses. The second layer, the Actual, consists of events from which these experiences and observations emerge. Underpinning both of these layers is a further layer, the Real, which is not accessible by empirical means and which consists of structures and mechanisms which generate both events at the level of the Actual and experiences and observation at the level of the Empirical. The design of my study sought to reach this deepest layer of reality to identify these mechanisms. Bhaskar’s critical realism is philosophy which needs to be operationalized using substantive, or explanatory, theory. For this purpose, I drew on Margaret Archer’s social realism. The design on my study drew on case study methodology and involved in-depth interviews with members of the two Schools which each formed cases within the more overarching case of the University itself. In addition to these interviews, I analysed a range of institutional documents related to the assurance of quality in teaching and learning. The exploration of enabling and constraining conditions at the level of the Real allow me to make a series of recommendations in the final Chapter of my thesis intended to enhance the quality assurance system introduced to the University.

This dissertation investigates the relationship between work performance and the sense of coherence, using the salutogenesis approach and the influence of employees' biographical variables on work performance.
The sense of coherence construct is discussed and conceptualised in terms of its comprehensibility, manageability and meaningfulness. Similarly, work performance is discussed and conceptualised in terms of its dimensions and dynamics. The integration of the literature study characteristics such as the cognitive, affective, conative and interpersonal characteristics were discussed.
The research was conducted among 80 employees at a banking institution. The quality of life questionnaire and performance appraisal ratings were used. The relationship between biographical variables such as age, marital status, gender, qualifications, tenure, functional department and work performance were investigated. The results confirmed the empirical investigation that there was not a significant relationship between work performance and SOC. However, a significant relationship was found between job category and work performance, and between age and work performance.
Finally, recommendations made for future research included using a bigger sample size in order to improve the generalisation of the findings to other organisational environments, and to further determine the relationship between other aspects of work performance (not just the KPAs) such as the human attributes of work performance and SOC. / Industrial and Organisational Psychology / M.A. (Industrial and Organisational Psychology)

The purpose of this study was to look at how principals and educators managed and
experience the implementation of Quality Assurance policies in secondary schools in
KwaZulu Natal focusing on the bttegrated Quality Management System that is currently in
place.
This study was designed as a qualitative exploratory and descriptive survey. Data was
collected in 2007 by visiting schools and conducting interviews with the principals and
educators.
School managers fell into two groups. One group was positive about Integrated Quality
Management System and other group negative.
Even though there were differences, all agreed that lntearated Quality Management System
was good if it was to be introduced at a pace suitable to the educators. Educators preferred
Integrated Quality Management System to systems that were not transparent. They then
recommended that Integrated Quality Management System should not be linked to the

The challenge of satisfying the demand for basic services in the current dispensation has intensified. It is anticipated that once this initial challenge has been overcome, the tide will turn and secondary services such as transfer of ownership of forestry plantations will become the new challenge. The quest for efficient and effective service delivery is paramount, regardless of whether services delivered are basic or not. This research investigation puts performance management (which focuses on individual and organisational performance), as a necessity for service delivery.
The focus was on service delivery within the Chief Directorate: Forestry in the Department of Water Affairs and Forestry. The findings demonstrated that the presence of performance management and other supporting systems does not guarantee automatic improvement in service delivery. This study explored factors that influence attitudes towards performance management among staff in the Core Network Field Operation (CNFO) of Telkom Eastern Cape. Performance management concerns achieving organisational goals efficiently and effectively.
An observation by a manger that the staff were not performing optimally and were displaying a negative attitude towards performance management, necessitated an objective investigation into the reasons for such attitudes and also to be derivative of a corrective solution.
This qualitative study was done in the form of a descriptive open ended survey involving geographically dispersed employees.
Factual evidence gathered from the result of the study supports the literature that people have different views of performance management. A direct consequence of the different views could be in the inconsistent application of performance management.

Thesis (MCur)--Stellenbosch University, 2000. / ENGLISH ABSTRACT: Against the background of the approach to make the follow up care to oncology
patients more accessible and with the emphasis on quality care, it was indicated
that this service needs to be evaluated.
A study based on a combination of qualitative and quantitative methods (also
called triangulation) was conducted to formulate structure, process and outcome
standards for a comprehensive follow up care for the oncology patients and to
evaluate this service according these standards.
The most important results are:
• The quality of care relating to the structure standards was optimal
regarding the organization of the patient's visits, follow up treatment and
referrals. A suboptimal standard was found regarding the general
management system.
• In the process standards focusing on the physical and psychosocial needs
of the patient, a suboptimal standard was found regarding all aspects.
Nursing practice leading to subobtimal care of patients is a major cause
for concern.
• With the outcome standards reflecting in patient satisfaction, positive as
well as negative opinions and perceptions were found.
Recommendations include:
• Upgrading of management systems
• Empowerment of the nurses with knowledge and scientific competencies
• Attention to the opinions and perceptions of the patients to completely
involve the patient in the service and treatment process.

toegangklik te maak vir onkologiese pasiënte, met die beklemtoning van

'n Studie gebaseer op 'n kombinasie van kwalitatiewe en kwantitatiewe
metodes (genoem triangulasie) is uitgevoer om struktuur, proses en
uitkomsstandaarde vir 'n omvattende opvolgdiens aan onkologiepasiënte
te formuleer en die diens aan die hand daarvan te evalueer.
Die belangrikste resultate is:
• Die gehalte van sorg wat verband hou met die struktuurstandaarde
was net optimaal ten opsigte van die organisasie van die pasiënt se
besoeke, opvolgbehandeling en verwysings. 'n Suboptimale
standaard is gevind ten opsigte van die algemene bestuurstelsel.
• In die prosesstandaarde wat fokus op die fisiese en psigososiale
behoeftes van die pasiënt, is 'n suboptimale standaard in alle
aspekte gevind. Verpleegpraktyk wat lei tot suboptimale sorg van
pasiënte is 'n groot bron van kommer.
• Met die uitkomsstandaarde wat reflekteer in pasiënttevredenheid is
positiewe maar ook negatiewe opinies en persepsies gevind.
Aanbevelings sluit in:
• Verbetering van bestuurstelsels
• Bemagtiging van die verpleegkundige met kennis en wetenskaplike
vaardighede
• Aandag aan pasiënte se opinies en persepsies ten einde die pasiënt
ten volle te betrek by die hele diens en behandelingsproses.
