An evaluation of a performance management system in the SA pulp and paper manufacturing industry : a case study.

This study evaluates the implementation of a performance management system within a division of a company operating in the pulp and paper manufacturing industry. The research has been carried out in order to establish the perceived effectiveness of a performance management system as well as to identify areas where the system can be improved upon. An empirical study was carried out in the form of an e-mailed questionnaire to approximately 350 employees at Paterson grading level Upper C to Upper 0 across all mills, covering all aspects of the performance management system which included the process of establishing individual performance agreements, performance feedback as well as performance rewards. An analysis on the relationship between salary, salary increase percentage and performance positioning was also carried out. The survey data showed an overall positive level of satisfaction with the performance management system. A shortcoming, however, was found in the link between performance and pay, which very few of the employees surveyed were satisfied with. / Thesis (MBA)-University of Natal, Durban, 2003.

The impact of standardization (public and industry) on product innovation, market access and foreign trade: with specific reference to South Africa.

<p>Product innovation and its efficient diffusion are important to enhance factor productivity, market access, job creation and trade. Innovative firms remain competitive in an increasingly global environment. Product innovation add maximum economic value when the new knowledge and technical know-how are spread through the economy. Standardisation of products is regarded as a vital tool to enable the diffusion of product innovations. The economic rationale for standardisation is based on the theory market failure that requires some sort of correction. Standardisation is regarded as a public good, a form of technical infrastructure. It reduces transaction costs and information asymmetries / increased the willingness of consumers to pay, which in turn increases the success and diffusion of innovation. Lower transaction costs result in reduced production and distribution costs. For consumers it also results in reduced search and testing costs as well as reduced time and effort to evaluate quality. Studies on the impact of standardisation were done for some developed countries, but not for developing countries. Unlike most studies that have a narrow industry-focus, this report has a broader focus on the impact of various types of standards on product innovation, market access and trade. It presented specific case studies for various industries in South Africa as well as studies on the impact of standards internationally.</p>

Effect of organisational policies on school management teams' job performance at Maluti District, Eastern Cape , South Africa

Most school management teams (SMTs) do not do their tasks either due to lack of time or inability to fulfil this obligation. Should this be true for South African schools, it would reflect negatively on the SMT job performance. This led to undertaking research in order to ascertain the fit between organisational policies of induction, mentoring, curriculum assessment training and curriculum supervision and the SMT job performance by way of establishing the effect of organisation policy on SMTs’ job performance. The research adopted a descriptive survey research design of the correlational type. Two sets of questionnaires, one for independent variables and the other for the dependent variable, were used to elicit information from the respondents. Some of the findings show that aspiring SMT members need some training so as to know what will be expected of them to do once they get selected as SMT members. It was further proven that common tests that are normally set at the provincial and district and/or school based levels are invariably not of the standard that the Department of Basic Education (DBE) prescribes nationally. The foregoing led to the conclusion that the SMT job practice is invariably not informed by the relevant organisational policies. Hence a cascade model of SMT training is recommended, as is the notion that training toward organisational policies under review should be done cohesively.

South African public sector property management: a performance model

This research was conducted with the intention of accomplishing effective property management (PM) in order for public sector properties in South Africa (SA) SA to fulfil more remarkably, public sector property stakeholders’ requirements. In particular, this study was concluded within a South African municipal environment with the specific purpose of alleviating South African municipalities from problems associated with overall poor operational performance, dissatisfied public sector property stakeholders, and inadequacies in competitiveness and global alignment. The primary objective of this study was to develop a performance model deemed necessary for the effective management of public sector properties in SA. This was achieved by developing a performance model for effective management of public sector properties, a model to systematically monitor, measure and control current expectations and changes within a public sector property management function. Herewith, performance model for effective management of public sector properties in South Africa. At the time of conducting this study, there was no conceptual model developed for performance management of public sector properties. In order to develop the performance model, the conceptual model identified key elements that included: 1) obsolescence and strategic factors; 2) global alignment; 3) finance and cost control; 4) PESTEL impact; 5) transformation and sustainability; 6) leadership and governance; and 7) monitoring, measurement and control as influences that directly impact a perceived successful management of public sector properties in SA. The study also took the form of a quantitative research project that included a formal survey of the identified population sample. The main statistical procedure employed was Structural Equation Modelling (SEM). Originally, the study offered 24 hypotheses; however, only 11 hypotheses could be confirmed by SEM measurement. Therefore, through SEM, the significance of the relationships between variables could be tested. Appropriate quantitative data were collected from public and private South African Built Environment professionals, students and other academics. The research made use of snowball sampling through questionnaires, with a sample size of 171. It is anticipated that findings of this study will be acknowledged by public sector PM in an effort to resolve PM problems through the incorporation of pertinent recommendations. Likewise, since the performance model for effective management of public sector properties was not extant prior to this study, this research is cutting-edge and therefore pioneering to PM, especially within the public sector.

Exploring schoolgoing teenage girls' knowledge regarding reproductive healthcare in the Eastern Cape Province

The increased rate of teenagers suffering from reproductive healthcare -related conditions is a global phenomenon. An estimated 16 million teenage girls aged between 15 and 19 years give birth every year with 95% of these births occurring in the developing countries. In South Africa one notes from recorded statistics that 20000 school going teenagers fell pregnant in South Africa during 2014. These statistics left many questions to be answered in terms of what information school going teenage girls do receive at school. Formally the current school curriculum in South Africa includes a subject around life skills orientation which is known as Life Orientation Programme and in which learners are introduced to reproductive healthcare from grade 7; but a persistent increase in the rate of pregnancies and sexually-transmitted infections amongst school going teenage girls is observed. The aim of the study was to explore and describe the knowledge of school going teenage girls regarding reproductive healthcare and services in the Eastern Cape Province. The objectives of this study were:-to determine and explore the knowledge of school going teenage girls regarding reproductive healthcare in the Eastern Cape Province; -to determine the nature of information given to school going teenage girls regarding reproductive healthcare through the school Life-Orientation programme; and,-based on the results of the entire study, develop guidelines that could assist the stakeholders in health and education professions in enhancing of knowledge regarding reproductive healthcare of school going teenage girls and improving their access to related services. A quantitative design with a descriptive, exploratory and contextual approach was used. A survey was conducted and the data -collection tool was a self-administered, structured questionnaire developed by the researcher with the assistance of the supervisor and the statistician. Validity and reliability were assured before data collection commenced. A convenience, non-probability sampling method was used to collect data from schoolgoing teenage girls that gave permission to participate and met the inclusion criteria of:- schools having school going teenage girls between the ages of 12 and 19 years in the Eastern Cape Province, - being within the Nelson Mandela Bay Municipality areaand the Sarah Baartman district and -the schoolgoing teenage girls being in grades 10 to 12. Data was collected in September 2016 from a total of 314 teenagers who participated and returned the completed questionnaires. The data was captured by the researcher and analysed using a Microsoft excel programme created by the statistician for data - analysis purposes. STATISTICA Version 12 computer software application was used. The study results revealed that learners received some reproductive healthcare related education in Life-orientationprogramme lessons; but the information was seen as insufficient. Parents were telling them about their body development; but were not discussing reproductive healthcare issues with them. Participants did not know how to use the different methods of contraceptives correctly though they knew about the methods. Participants did not know about other signs of complications of reproductive healthcare as they did not know how to identify sexually-transmitted infections, breast and vaginal infections and related problems. Based on the above study results guidelines wasdeveloped as the necessary tool to facilitate the enhancement of schoolgoing girls’ knowledge regarding reproductive healthcare in the Eastern Cape Province. The study adopted the Belmont Report principles, namely, respect for persons, beneficence and justice, to enhance ethical considerations.

The formulation of an exploratory human capital development model aligned to performance management system of administrative employees at the Durban University of Technology

Submitted in fulfillment of the requirements for Doctor of Technology Degree in Human Resources Management, Durban University of Technology, Durban, 2017. / The proposed contribution of this empirical study was the formulation of an exploratory human capital development model aligned to performance management for administrative employees at the Durban University of Technology (DUT). The human capital development model comprised of elements that encapsulated the link between performance improvement aided with human capital development strategies and the positive outcomes that stems from improved performance. In the context of the study, there is no standardised human capital development model for administrative employee at DUT. Hence, the study seeks to develop a human capital development model for administrative employees. The objective of the study was to develop a model that integrates the procedures of managing institutional performance with the development of its employees. The research design adopted a quantitative paradigm, using a self- administered questionnaire that was mailed to a sample 254 administrative employees. A significant response rate of 68.1% was obtained as 173 respondents returned the questionnaire. The data was analysed using the Statistical Package for Social Science (SPSS) version 24 for Windows. There were some significant findings that emerged from this study. It was indicated that 99.4% of respondents were not subjected to a performance evaluation, while 74% of the respondents showed that human capital development improved performance. A further 87.7% of the respondents reported that human capital development influence promotional opportunities, while 74.5% of the respondents responded to human capital development being linked to succession planning. A further 61.85% of the respondents also indicated that management commitment was imperative for the effective implementation of performance management systems. The Kaiser-Meyer-Olkin and the Barlett’s Test of Sphercity indicated the factorability of the measuring instrument. Correlation analysis was conducted to determine the relation between the variables that formulated the human capital development model. Eight of the ten analysis showed that there was a relationship between the variables. The Pearsons Chi-Square test showed a significant correlation for the hypothesis that tested the variables of the study. One of the recommendations suggested is for top management to buy-in to performance management so that their leadership can encourage supervisors to commit to the process. Effective feedback, training, development, mentoring and coaching are recommended to improve the performance of administrative employee. Recommendations suggested the development of a succession planning and career advancement policy for the institution. The study concluded with suggestions for future research. / D

Assessment of monitoring and evaluation of non-financial performance of provincial departments in the province of the Eastern Cape with special reference to its impact on service delivery

In this research study an investigation was launched into the monitoring and evaluation system that the government introduced to monitor and evaluate the performance information produced by the Provincial Government Departments on the implementation of their annual performance plans. The Government Departments obtain budget approval from the Legislature and submit their three-year performance plans with their budgets. The government realized that service delivery was not improving against the back drop of annually increasing the budgets. The monitoring and evaluation system was introduced to assist the Government Departments with the implementation of their annual performance plans. Monitoring and evaluation serves as a control measure and deviations can be detected from the planned outputs of the Government Departments. Corrective measures must be instituted that will have the effect that the Government Departments meet the targets set in the indicators as approved in the annual performance plans. A literature review was conducted on monitoring and evaluation regarding the ideal manner in which it should be performed. The South African Government introduced a number of discussion documents from the Presidency and National Treasury on monitoring and evaluation. Several authors raised their views on the matter and it was captured in the research study. The methodology followed was based on the Systems Theory and a questionnaire was prepared and circulated amongst Political Office Bearers and Chief Officials in the Provincial Government Departments in the Eastern Cape on the issues that was researched. Interviews were conducted with selected participants to gain clarity on specific issues related to the questionnaire. The official annual report issued by the Auditor General to the Provincial Legislature served as official document in the research study. The data collected from the questionnaire, interviews and official documentation was analyzed and graphs were drawn and deductions were made from the results. Findings and recommendations were made from the data collected and a summary was compiled of the issues raised in the research study.
