Orientador: Karina Lilia Pasquariello Mariano / Banca: Luis Fernando Ayerbe / Banca: José Blanes Sala / Resumo: Esta dissertação tem como tema central o estudo acerca da relevância de uma política de Fundos Estruturais para o fortalecimento e a evolução institucional do processo de integração do Mercosul. Tendo como referência histórica a experiência da União Européia, onde políticas compensatórias baseadas em Fundos Estruturais e de Convergência tiveram e ainda têm um papel essencial no aprofundamento da integração, procuramos compreender como políticas desta natureza podem apresentar-se como uma necessidade no atual estágio da integração no Cone Sul. A análise dessas políticas foi realizada a partir da perspectiva das unidades governamentais nãocentrais (estados, municípios, províncias etc.), que no caso europeu desempenharam um papel importante na distribuição destes Fundos provenientes da esfera da integração. Assim sendo, esta pesquisa buscou subsidiar com informações relevantes o Projeto Temático "Gestão pública estratégica e inserção internacional de cidades" (CEDEC, FGV-SP, PUC-SP, UNESP, 2004), uma vez que procura compreender mais uma forma de articulação dos governos não centrais, que ultrapassa os limites do Estado-nação. / Abstract: This dissertation has as central aim the study of the relevance of a policy of structural funds for strengthening and the institutional evolution of the process of integration of Mercosur. With reference to the historical experience of the European Union, where policies of compensation based on Structural and Convergence Funds had and still have a role in the deepening of integration, we try to understand how such policies may be understood as a necessity in the current stage of integration in the South Cone. The analysis of these policies was done from the perspective of non-central government units (states, municipalities, provinces etc.), which in Europe played an important role in the distribution of funds originated from the sphere of integration. The aim of the thesis was to analyze possibilities of utilization financing from European Union funds by municipality Srubec. In the next step I calculate the possible debt. This results into calculating possible financing of investment plan of municipality and need of co-financing from EU funds. At the end I analyze the possibility of self-financing already realized investment project, which was financed from ROP NUTS II Jihozápad.

The thesis aims to elaborate the gathered materials into a clearly organized methodical material which can also be used as an aid for those persons who are interested in the Regional Policy of the EU.

The master thesis deals with the Operational Program Education for Competitive Advantage and possibilities of financial grants enabling development in the area of education in the district of Domažlice belonging to NUTS II. South-West. In the theoretic part of master thesis the description of the structural politics, its´ principles and the European funds are targeted. The most important passage represents the practical part - a project named: "Support of education in French at the Grammer School J. Š. Baara in Domažlicích." The project consists of detailed budget and description of monitor indicators.

Spotlight on the beneficiaries of EU regional funds: A new firm-level dataset

This study introduces a new firm-level dataset containing over two million projects co-funded by the European Union´s (EU) structural and Cohesion funds in 25 EU member states in the multi-annual financial framework 2007-2013. Information on individual beneficiary firms and institutions published by regional authorities is linked with business data from Bureau van Dijk's ORBIS database. Moreover, we show how modern text mining techniques can be used to categorise EU funded projects into fifteen thematic categories proposed by the European Commission. A first analysis of the dataset reveals substantial heterogeneity of beneficiaries and projects across and within countries. While in the majority of lagging regions the largest project expenditure is dedicated to transportation and energy infrastructure, in most other regions the major part is assigned to innovation and technological development as well as business (including SME) support. In an econometric analysis we control for project and firm characteristics and find that the highest single project values are associated with older beneficiary firms that are larger in size. Furthermore, the projects with topmost expenditure are carried out in Dutch and British regions. / Series: Department of Economics Working Paper Series

The intention is to introduce current possibilities of using EU funds and analyze how effective implementation was. The work is divided into three chapters. The first chapter is devoted to regional policy and the instruments through which it is implemented. The second chapter deals with the Implementation process of EU funds at European and national level. The last chapter analyzes data focused on financial support to the tourism development in the period of 2007-2013, and 2014-2020.

Systems for implementing the Structural Funds have always been crucial to the impact of the Cohesion policy. At the heart of all programs of the Structural Funds are the systems for apprising and selecting projects, determining the efficiency and effectiveness of the program implementation. The aim of this paper is to examine the implementation of the Structural Funds in the 2007-2013 period in the Czech Republic in terms of effective resource allocation through grant projects. The examination focuses on the responsibilities and methods in the project appraisal and selection used under the Operational Program Education for Competitiveness and compares them to similar procedures applied by the European Commission in management of the community Life Long Learning Program in the current financial period. Based on discussion of the respective systems, the paper highlights the main differences between the systems and proposes for consideration several changes to the project selection under the Operational Program Education for Competitiveness to increase its effectiveness and transparency of the system.
