On the effectiveness of EU structural funds during the Great Recession: Estimates from a heterogeneous local average treatment effects framework

This study investigates the heterogeneity of European NUTS-2 regions with regard to their ability to take advantage of European Union (EU) structural funds aimed at convergence. It considers a concept of absorptive capacity based on regional policy design, and additionally accounts for the programming period 2007-2013 in the empirical analysis. A fuzzy regression discontinuity design allowing for heterogeneous treatment effects is applied to evaluate convergence funds in 250 NUTS-2 regions from 2000 (and 1989) to 2013. The main results suggest a positive conditional impact of funds payments on regional GDP per capita growth. However, based on a time-varying treatment effects model, we are able to identify a deterioration in the effectiveness of convergence funds during the programming period 2007-2013. Furthermore, the analysis reveals an inverted U-shaped relationship between the share of committed funds paid out and GDP per capita growth. The aim of this paper is to sum up the results of the support which was provided for innovations in the last decade and to identify possible problematic areas which hinder achieving the stated goals in this field. In the first part, after a short introduction where innovations and related terms are defined, innovations are put in context with the Lisbon strategy and the strategy Europe 2020 - the key European strategic documents. The second part focuses on the description of the EU financial instruments which are used to support the R&D&I in the Czech Republic. The final part deals with analysis of the current position of the European Union in the area of innovations and identifies the problematic areas.

Itálie: ekonomika a regionální diferenciace / Italy: economy and regional differentiation

The thesis Italy: economy and regional differentiation deals in the first place with the current problem of the state of Italian economy influenced by the global economic crisis and secondly it looks at the underdevelopment of South Italian regions. In connection with the economic crisis the thesis describes measures adopted by the Italian government in order to reduce negative effects of the crisis on the economy and employment. These measures, especially the fiscal stimulus, belonged to the lowest in Europe also by reason of the huge general government gross debt. The second part of the thesis looks at the problem of the regional differentiation among the regions of the North and the South of Italy. South Italian regions suffer from underdevelopment, high rate of unemployment and low rate of employment and these problems haven't been successfully solved even after many years of their existence. The unfavourable situation in South Italian regions has moreover been worsened by the unstable political situation, corruption and activities of the organised crime. These obstacles are widely spread in Italy also according to the research of the World Economic Forum. It was supposed that the underdevelopment of South Italian regions would reduce as a result of the implementation of European Structural funds. The main part of the financial resources assigned to Italy goes to the South and so it was expected that the influence in southern regions would prove to be remarkable. Unfortunately, even after expiration of three programming periods just a little positive impact on the alleviation of regional disparities in Italy was proved. The quality of implementation especially in the South is affected by irregularities and frauds and the executed projects are often ineffective. This thesis comes to the conclusion that just a minimal convergence takes place among italian regions and the EU Structural funds failed to meet their main objective in Italy.

Vyrovnávání regionálních nerovností v České republice na základě podpory z fondů EU / Balancing of the regional disparities in Czech Republic pursuant to European structural funds

The work deals with allocations of financial resources redistributing by European Union Structural funds for the running program period 2007-2013. The theoretical part describes all funds in Czech Republic, creation of application and confirmation of the application. It tries to find the mistakes, which the applicants often do and it indicates, what is the best way to prevent them. The main thesis of Structural funds is balancing economical differences particulars regions. The work describes particular allocations for NUTS II regions and their actual level of money ran out. To adjust a difference between particular regions, the poorest region should get the most of financial resources. Conclusion of the work describes, the financial resources do not redistribute in a way to minimize the economic differences between the regions, and conversely it tends to their bigger differences.
