<p> </p><p>The purpose of this thesis is to analyze the impact of the EU’s Structural Fund (SF) policy between 2000-2007 on regional economic growth in Sweden. A regional convergence analysis is performed in order to examine if the SF policy’s overall aim of convergence is reached. Furthermore the study examines the growth of important Structural Fund goal indicators as employment, education and new firm formation in the Objective 1, 2 and 3 areas. The main growth- and convergence theories and their connection to regional policies such as the SF policy is used as the theoretical framework and form the study’s hypothesis.</p><p>The results show that absolute β-convergence exists between the Swedish urban areas. The growth of the goal indicators show that the Objective 1 and 2 areas, which received most part of the SF support have achieved their aims in increasing employment and new firm creation. In addition the Objective 2 areas have increased their share of population with higher education compared to the areas that did not receive either Objective 1 or 2 support. The Objective 3 areas, which received the least part of the SF support had a lower mean growth in employment than the areas that received no direct Objective 3 support. In addition the urban areas that only received Objective 3 support had a lower growth in share of population with higher education. From the results we can reach the overall conclusion that the positive impact of the SF policy on the goal indicators seem to be the largest in the areas that received most part of the funding. The final conclusion is that the SF are effective in enhancing economic growth in the areas of intervention.</p><p> </p> / <p>Syftet med denna uppsats är att analysera EU:s Strukturfondspolitiks inverkan på regional ekonomisk tillväxt i Sverige mellan 2000-2007. En regional konvergensanalys utförs för att undersöka om Strukturfondspolitikens övergripande konvergens mål uppnås. Vidare undersöker studien viktiga Strukturfondmålindikatorers tillväxt, såsom sysselsättning, utbildning och nyföretagande, i Mål 1, 2 och 3 områdena. De viktigaste tillväxt- och konvergensteorierna och deras koppling till regional politik, såsom Strukturfondspolitiken används som den teoretiska bakgrunden och formar studiens hypotes.</p><p>Resultaten visar att absolut β-konvergens existerar mellan de svenska kommunerna. Resultaten för målindikatorernas tillväxt visar att Mål 1 och 2-områdena som har mottagit största delen av Strukturfondsstödet har uppnått sina mål att öka sysselsättningen och starta nya företag. Dessutom har Mål 2-områdena haft en högre ökning av andelen av befolkningen med högre utbildning jämfört med områdena som inte mottog något Mål 1 eller 2-stöd. Mål 3- områdena som har mottagit den minsta delen av Strukturfondsstödet hade en lägre tillväxt av sysselsättning jämfört med de områden som inte mottog något direkt Mål 3-stöd. De områden som enbart mottog Mål 3-stöd hade dessutom en lägre tillväxt av befolkning med högre utbildning. Utifrån resultaten kan vi dra den övergripande slutsatsen att den positiva påverkan av Strukturfondspolitiken på målindikatorerna verkar vara störst i de områden som har mottagit största delen av Strukturfondsstödet. Den slutgiltiga slutsatsen är att Strukturfondspolitiken sannolikt främjar den ekonomiska tillväxten i insatsområdena.</p>

Šiame darbe analizuojama Širvintų rajono vandentiekio ir nuotekų tinklų būklė. Analizei panaudota UAB “Širvintų vandenys“ informacija, bei Širvintų kaimo gyventojų apklausos duomenys. Aktualiausia problema - vandentiekio ir nuotekų tinklų būklė Širvintų rajone. Gyventojai, gyvenantys individualiuose namuose miestuose bei nedidelėse priemiestinėse gyvenvietėse dažnai neturi galimybių naudotis vandens tiekimo ir nuotekų šalinimo paslaugomis. Jie savo reikmėms vandenį ima iš individualiai įrengtų šachtinių šulinių bei gręžinių. Šie gyventojai nuotekas dažniausiai išleidžia į išsėmimo duobes. Išanalizavus esamą situaciją galima teigti, kad dauguma Širvintų rajono gyventojų vandenį gauna iš centralizuotų vandentiekio tinklų, o nuotekas išleidžia į išsėmimo duobes arba į individualius valymo įrenginius. / The aim of thesis is to analyse the condition of water-supply and sewerage systems of Sirvintai District. The survey data of Sirvintai district people was used to carry out the analysis. The most relevant problem is the condition of water-supply and drainage systems of Sirvintai District. People, who live in their own houses in towns and small suburban villages, often do not have access to water-supply and wastewater disposal services. They receive water from their individually built wells and bores for their own consumption. These people usually drain wastewater into the exhausting holes. Having analysed the current situation we can declare that most Sirvintai district people receive water from public water systems but drain wastewater into the exhausting holes or individual wastewater treatment facilities.

Ši magistro baigiamojo darbo tema pasirinkta todėl, kad ji yra mažai nagrinėta Lietuvoje. Europos Sąjungos parama Lietuvai, jos reikšme šalies ekonomikai, lėšų įsisavinimo eiga ir rezultatai nėra pakankamai analizuojami. Europos Sąjungos struktūrinių fondų parama Lietuvai ženkliai prisideda prie spartaus šalies ekonomikos augimo, tačiau paramos panaudojimo procese susiduriama su daugeliu efektyvumą mažinančių problemų, t.y. žemas paramos įsisavinimo lygis kai kuriose srityse yra dėl administruojančių institucijų mažo dėmesio į dalykinius ir turinio aspektus, tuo pačiu sureikšminant biurokratizmo aspektus Darbo tikslas - išanalizuoti Europos Sąjungos paramos įsisavinimo rodiklius Lietuvoje, jų įtaką Lietuvos ekonomikai, iškelti ir palyginti žemo įsisavinimo lygio priežastis ir problemas, ir pateikti jų sprendimo būdus. Darbo tikslui pasiekti ir pradinius duomenis analizei surinkti buvo naudotasi mokslinės literatūros, Lietuvos ir užsienio autorių monografijomis, moksliniais straipsniais dokumentų ir paramą administruojančių institucijų statistinių duomenų ir lyginimo metodais. European Union support for Lithuania, its significance to country’s economics, course and results of resources assimilation are analyzed insufficiently. The support of European Union specifically contributed to rapid growth of country’s economics, however, during the process of support usage there is being faced with many problems, which reduce effectiveness, i.e., low level of support assimilation in some areas is over too little attention of administering institutions on matter-of-fact and content aspects, at the same time giving prominence to aspects of bureaucracy. The purpose of work is to analyze indicators of assimilation of European Union structural funds in Lithuania, its influence on Lithuanian economics, to suggest and compare causes and problems of low level of assimilation, and provide solutions. In order to achieve the purpose of work and to collect initial data for analysis, it was used scientific literature, monographs of Lithuanian and foreign authors, scientific articles, and statistical data and comparison methods of documents and institutions, which administer the support. Spartų Lietuvos ekonomikos augimą lydi diverguojantis šalies regionų vystymasis. Be papildomos valstybės paramos šis procesas tęsis ir toliau, todėl didžiulę reikšmę įgyja šalyje vykdoma regioninė politika. Tačiau, Europos Sąjungos regioninė politika visų pirma skirta mažinti skirtumams tarp šalių ir šios politikos vykdymas Lietuvoje gali vesti į išsiskiriantį šalies regionų vystymąsi. Šio darbo tikslas – įvertinti Europos Sąjungos paramos poveikį Lietuvos regionų vystymuisi. Teorinėje darbo dalyje atliekama mokslinės literatūros, nagrinėjančios regioninį vystymąsi ir regioninę politiką, analizė. Antroje darbo dalyje atliekama Europos Sąjungos paramos teikimo, įsisavinimo ir Lietuvos regionų vystymosi analizė. Paskutinėje darbo dalyje pateikiama regionų vystymosi prognozė ir ES paramos poveikio Lietuvos regionų vystymuisi vertinimas. Atlikus tyrimą gauti tokie pagrindiniai rezultatai: vis labiau ryškėjanti regionų skyrimosi tendencija Lietuvoje išliks ir artimiausioje ateityje, tuo tarpu Europos Sąjungos parama regioninių skirtumų mažinimui neturės didesnio teigiamo poveikio. Geriausiu atveju, Europos Sąjungos paramą paskirsčius kuo tolygiau visoje šalyje, pavyktų tik sulėtinti regionų skyrimosi tempus. / Rapid economic growth in Lithuania is accompanied by diverging development of the country regions. Without additional support this process will continue in a future, therefore regional police get a great importance. However, regional policy of European Union is primarily designed to reduce disparities between countries and larger regions, hence implementation of this policy in Lithuania can determine diverging regional development. The aim of this work is to evaluate the impact of the European Union support for the development of Lithuanian regions. In the theoretical part is accomplished analysis of scientific literature of regional development and police. The second part provides the dynamic analysis of Lithuanian regional development, as well as the analysis of EU support offering and reclamation. Based on the analysis results, there is provided a forecast on Lithuanian regions development and evaluation of the impact of EU support for the development of Lithuanian regions. The main results drawn from the research is that regional divergence tendency will persist in a near future, while EU support to the reduction of regional disparities will not have a larger positive impact. At best, if EU support will be distributed even as possible in the whole country, there may be succeed only to slow down rates of regional divergence.

Lietuvai įsiliejus į bendrąją ES rinką kaimo turizmo subjektams atsivėrė galimybė veikti didesnėje ir aktyvesnėje plotmėje. Tačiau kartu su padidėjusiomis galimybėmis kaimo turizmo verslui teko priimti ir ES bendrosios rinkos iššūkius, siekiant prisitaikyti prie besikeičiančių ekonominių ir socialinių sąlygų. Dinamiškus kaimo turizmo pertvarkymo procesus tiek Lietuvoje, tiek ir kitose ES rytų šalyse, neretai riboja finansinės galimybės. Todėl tampa aktualu įvertinti paramos kaimo turizmo verslui teikimą, remiantis įtakos kaimo turizmo sodybų konkurencingumui vertinimu. Tyrimo objektas: struktūrinių fondų paramos įtaka. Tyrimo problema: kokia struktūrinių fondų paramos įtaka kaimo turizmo sodybų konkurencingumui? Darbo tikslas – įvertinti struktūrinių fondų paramos įtaką kaimo turizmo sodybų konkurencingumui. It therefore becomes important to evaluate the support for rural tourism business provision, based on the impact on rural tourism competitiveness assessment. Governing EU Cohesion Policy in Central and Eastern Europe : the interplay between administrative capacity and political factors : the case of Structural Funds absorption in Bulgaria and Romania (2007-2013)

This dissertation examines how new European Union (EU) member states manage and implement European Cohesion Policy (CP). It assess the administrative and political factors that might explain the variation in the financial absorption of Structural Funds (SF), with a specific focus on two homogeneous cases from Central and Eastern Europe (CEECs). Whilst there is a dense literature on the potential socio-economic impact of CP in the EU, less attention has been paid to the factors affecting CP and SF governance at the national domestic level. Questions of financial absorption, delivery effectiveness and quality of the spending remain open and are puzzling for both academics and practitioners. Subsequently, one of the main aims of this thesis has been to provide an in-depth investigation of, on the one hand, the structural administrative capacity employed by states to manage this policy and, on the on the other hand, the political factors and dynamics that influence its delivery of SF in new member states. The study carries out an archaeology of the capacity of the specialised institutions involved in the different stages of the absorption process with the general aim of explaining some of the determinants of absorption performance, particularly in the countries assessed. It proposes an absorption capacity model in order to assess these claims and the original empirical evidence collected. The thesis fills in several empirical and theoretical lacunae in knowledge. Empirically, the study draws on multiple comparative case studies from Bulgaria and Romania, two problematic yet diverging cases in terms of absorption performance, during the 2007-2013 implementation period. These countries first experience in managing and implementing SF provides empirically rich insights. Theoretically, this thesis offers a more nuanced account of the governance of CP and SF in CEECs. It builds and refines the concept of administrative capacity as well as several political factors (stability, support and clientelism) in order to examine the complexity and problematic issues surrounding SF absorption. Insights on CP governance, administrative capacity-building and the impact of politicisation at the national and local level are outlined and discussed. The main argument put forward in this thesis is that the variation in absorption performance is generated by the interplay between administrative and political conditions. In other words, the way in which administrative and political factors have interacted has shaped the ability of the two countries to govern EU Cohesion Policy and influenced their performance in absorbing EU funding. This argument is developed in line with several key findings. First, administrative capacity is a necessary but not sufficient condition for countries to deliver effectively CP. Second, political conditions can facilitate or hinder the development of national administrative capacities and have often influenced the different stages of the absorption policy process. The thesis highlights the need to critically reflect on the overall dynamics between structural administrative arrangements and domestic political conditions, in order to advance our understanding of how EU policies are governed and implemented at the national level. Finally, the thesis formulates several recommendations, for the different stakeholders involved, on how to facilitate the delivery of SF in order to improve cohesion and development in Europe.

This Thesis is called "Opportunities of culture funding for Strakonice region". The main topic of thesis is rescue culture heritage, its financial support from the EU or National budget of the Czech republic. The Diploma Thesis consists of two parts, theoretic and practic one. The first part includes the kinds of financial supports, a present and a future progression of Czech and European regional culture field. One of chapters, the charter 2. 5. 4 is more focused on the Czech culture strategy. The regional policy has ben elevated since 2014. The culture sector will be the main part the European economy strategy because of its social and economic potential. The second part is about the concrete regional artefacts which have been reconstructed with a financial supports by the owners, national or European funds. The last part have been concentrated for resume of the achieved results and a recommendation for the future culture progression.

This dissertation is focused on the utilization of resources from the EU structural funds and from the EAFRD fund on the example of the Jemnice microregion. The presented elaboration deals about the points at issues like obtainment and utilization of financial resources from the structural funds and from the EAFRD fund in the JM. Regarding the mentioned examples of realized or planned projects, the importance of financial subventions from the structural EU funds and the EAFRD fund is apparently contributing to the successful development of the Jemnice microregion. In spite of the fact that, in comparison with the whole Czech Republic, during the programming period 2007 {--} 2013 the lower allotment from the EU structural funds managed to be drawn from per capita, a great deal of projects could not be realized without the financial EU support in the Jemnice microregion at all.

This thesis deals with drawing financial means from the Structural Funds of the European Union in the co-operation of the basic components of the Integrated Rescue System as one of the possible alternatives of drawing outside-budget sources. This drawing is motivated by the long-term tendencies of state budget savings and the associated fact of decreasing the budget of the individual basic components of the Integrated Rescue System. In the thesis, the basic concepts in the field of the structural policy of the European Union, principles and possibilities of drawing subsidies for these institutions, Integrated Rescue System and the characteristics of its basic components are defined. The target of the thesis is to map the projects co-financed from the Structural Funds of the European Union implemented by the Regional Police Directorate of the South-Bohemian Region. The partial goal is presenting the possible alternative of drawing financial means from the Structural Funds of the European Union in co-operation of the basic components of the Integrated Rescue System.

In his thesis, I am focusing on the possibility of withdrawals of funds from European Union funds for the municipality Ocmanice. The whole work is divided into 2 parts, theoretical and practical. In the first part are listed mainly theoretical knowledges concerning the municipalities, the regions, regional policy and subsidies. Practical part focuses on the characteristics of the selected municipality Ocmanice, SWOT analysis, using the implementation are defined by the development potential of the municipality, also describes the individual operational programmes from which the municipality would be able to draw on the financial support of Ocmanice and listed specific examples of their use. At the conclusion of the work on the project is designed for the construction of sewerage and wastewater TREATMENT PLANT financed by the rural development programme. The whole work can merge as a methodological manual for drawing subsidies for municipalities to 500 inhabitants.
