The effect of grade-level retention on student success as defined by the Student Success Initiative of Texas

Public education in the United States is currently enveloped in an era of intense accountability. At the national level the No Child Left Behind Act, demands accountability in any district or school receiving federal funds One of the goals of the No Child Left Behind legislation had its roots in the Texas education accountability statute of 1999, when former governor George W. Bush signed into law a mandate that became known as the Student Success Initiative. That law required students in the 3rd grade to pass the state reading assessment in order to be promoted to the 4th grade, beginning in the year 2003. The same group of students would be required to pass their 5th and 8th grade reading and math exams to be promoted to the next grade level. The initiative continued for all students. In opposition to the those policies, the body of research regarding grade-level retention concludes that the practice of grade retention is ineffective in increasingstudent achievement (Jimerson, 2001, Harness, 1984, McCoy, 1999). This study examined the Student Success Initiative in Texas. The goal was to determine whether retention in 3rd, 5th, or 8th grade made a signification difference in subsequent TAKS scores in comparison with students who were placed in the next grade level by the official Grade Placement Committee. Data was analyzed from three large urban school districts in Texas. Results were consistent across the three school districts. Students who were retained in third grade performed better the subsequent year in third grade, but those successes did not continue consistently through the 5th and 8th grade years. Students retained in 5th grade for math performed poorly on subsequent tests, as did students retained in the 8th grade for reading or math. However, the group of students that was retained in 5th grade due to failure of the TAKS Reading test exhibited success in the subsequent year as well as the 8th grade year. Overall, TAKS students who were retained did not perform better than students who were placed in the next grade level as they progressed through 8th grade. / text

An Analysis of the Benefits of the Student Success Initiative in the 3rd and 5th Grades in a District in Texas.

The state of Texas passed the Student Success Initiative (SSI) in 1999 which requires all 3rd graders to pass the reading portion of the Texas Assessment of Knowledge and Skills (TAKS) test to be promoted to the 4th grade, and for 5th graders to pass the reading and math portions of the TAKS test to be promoted to the 6th grade. Beginning in spring 2008, 8th graders will also need to pass the reading and math portions of the TAKS test to be promoted to the 9th grade. The purpose of this study was to examine the academic performance of 3rd and 5th grade students who did not meet the passing standard on the TAKS test and were retained during the 2005-2006 school year. The population of this study included 33 3rd graders and 49 5th graders who were retained during the 2005-2006 school year due to not meeting the promotion requirements of the SSI. There was also a second population of 49 5th graders who were retained in 3rd grade during the 2003-2004 school year due to not meeting the promotion requirements of the SSI. These students were enrolled in the 5th grade for the first time during the 2005-2006 school year. Their TAKS scores were examined to see whether students were still benefiting from the year of retention in 3rd grade. Results for all populations were broken down by ethnicity and program codes. The results of the study showed a statistically significant gain in 3rd grade reading and 5th grade math scores. The 5th grade reading scores did have a statistically significant improvement even though the reading mean score was still below the minimum passing score even after a year of retention. A cross tabulation done on students who had been retained in 3rd grade due to SSI requirements and were enrolled in the 5th grade during the study showed a greater significant growth in math than in reading. A strong correlation between the ITBS and TAKS tests were found in both 3rd grade reading and 5th grade math. A weak correlation between the tests was found in 5th grade reading.

Implementing effective school practices for secondary English language learners : implications for leaders

In 1999, Texas Legislature mandated the Student Success Initiative to ensure all eighth grade students are on grade level in reading and mathematics. Although progress is evident, the achievement gap for English language learners remains. The purpose of this case study was to explore effective school practices that lead to closing the achievement gap. This qualitative study applies the two core functions of leadership for exercising influence and providing direction to answer the research question: How do the core functions of school leadership practices for implementing the Student Success Initiative requirements vary between English language learners and non-English language learners in high and low-performing middle schools? The comparison between the high-performing school and low-performing school brought forth key findings and identifies school practices for supporting secondary English language learners. The key findings for exercising influence on teachers were: 1) Effective school practices that influence teacher knowledge on how to identify students and their needs include: a) conducts a needs assessment.; b) analyze data; c) create differentiated ESL programs, d) place diverse groups of ELLs in differentiated ESL programs. 2) Effective school practices to influence teachers how to intervene include: a) accept teacher input and follow through on requests when planning interventions, b) target intervention needs; c) create differentiated interventions. 3) Effective school practices to influence teachers how to monitor include: a) analyze multiple types of data, b) measure student reading growth; c) measure student language proficiency, d) conduct walkthroughs to observe students. The key findings for providing direction to teachers established the following practices: 4) Effective school practices to provide direction to identify students and their needs include, a) develop and implement a school wide intervention plan, b) create a master schedule to implement differentiated ESL programs; c) model how to disaggregate data, d) develop and implement an individual plan for ELLs. 5) Effective school practices to provide direction to intervene include: a) assign ESL teacher to intervention groups, b) use data to drive intervention planning, c) measure growth in language and literacy, d) provide daily interventions, e) integrate language and literacy interventions in lessons. 6) Effective school practices to provide direction to teachers for monitoring include: a) measure growth of literacy and language development, b) triangulate multiple types of data, c) review intervention lessons during walkthroughs, e) provide daily interventions specific to student needs. / text
