Esta pesquisa propõe a aplicação de indicadores de sustentabilidade urbana em um conjunto habitacional, na cidade de Manaus/AM, a partir de princípios de desenvolvimento sustentável investigados em experiências bem sucedidas na Europa e no Brasil. Os exemplos pesquisados, denominados bairros sustentáveis, são iniciativas urbanísticas comprometidas com os indicadores de desenvolvimento sustentável que propõem um novo modelo de ocupação urbana. Este modelo prioriza o uso racional de recursos naturais, a utilização de materiais ecológicos, de fontes renováveis de energia, o controle de resíduos, a reutilização da água das chuvas, incentivos para o \'não uso de carros\' promovendo o pedestre, o ciclista e o transporte público com impactos na melhoria na qualidade de vida de seus moradores. Para tanto, a metodologia pauta-se em um corpus teórico das idéias que tem sido discutidas sobre a sustentabilidade em proposições que se apresentam com distintas adjetivações como: \"Desenvolvimento Sustentável\", \"Ecodesenvolvimento\", \"Sociedades Sustentáveis\", \"Comunidades Sustentáveis\", termos estes, abordados nos Acordos/Encontros Internacionais, configurando-se como um panorama histórico da questão ambiental e a cidade. Segue-se com as definições de indicadores, índices e princípios de sustentabilidade urbana e aescolha de cinco experiências apoiadas pelos critérios de representatividade do diferencial entre elas, pelo pioneirismo, pelo reconhecimento nos meios especializados e pelo potencial de difusão. Considerou-se também importante, a inclusão de experiências internacionais que se destacassem por seu grau de inovação, estruturação e consolidação. Esta soma de saberes específicos contribuiu para a formulação de um quadro-síntese dos indicadores de sustentabilidade urbana aplicáveis ao conjunto habitacional \'Parque Residencial Manaus\'. / This research proposes the application of urban sustainability indicators in a public housing in the city of Manaus, Amazonas, since the principles of sustainable development investigated in successful experiences in Europe and Brazil. The examples studied, called sustainable neighborhoods, are urban initiatives are committed to the sustainable development indicators which offer a new model of urban settlement. This model emphasizes the rational use of natural resources, the use of green materials, renewable sources of energy, waste control, reuse of rainwater, incentives for the \'non-use of cars\' promoting the pedestrian, the cyclist and public transportation to improve the quality of life for its residents. For this, the methodology is guided in a corpus of theoretical ideas that have been discussed on the sustainability of propositions that are presented with different adjectives such as \"Sustainable Development\", \"Ecodevelopment\", \"Sustainable Societies\", \"Sustainable Communities\", terms discussed in the Agreements / International Meetings, configuring it as a historical overview of environmental issues and the city. Then, it presents the definitions of indicators, indices and principles of urban sustainability and the choice of five experiments that were chosen using the representativeness criteria of the differential between them, the pioneering, recognition in specialist circles and the diffusion potential. It was also important to include international experiences that stood out for their musical innovation, restructuring and consolidation. This sum of specific knowledge contributed to formulate of a summary table of urban sustainability indicators that were applied to the public housing \'Parque Residencial Manaus\'.

How can innovations foster collaboration and participation inthe development of sustainableneighbourhoods? Insights from Lyon Living Lab.Bourcet, Marie January 2017 (has links)
While sustainability issues take an ever-larger part in city planning, citizens aspirations toinclusion in projects rise. In France, the government encourages the development ofcollaboration between actors and the emergence of innovations in the creation ofsustainable neighbourhoods. These incentives allow for the development of projects thataim at being demonstrators of French know how. Through these large-scale projects,partnerships are created, thus leading to more inclusive projects and to the creation ofsynergies between actors of the creation of urban fabric. Through an in-depth study of one of these projects, this research aimed at assessing theoutcomes of the top down approach implemented by the government. The idea was tostudy the government that was implemented and its outcomes in terms of creation ofinnovation but also regarding citizen participation. To identify citizens’ aspirations forinclusion and for the creation of fitted housing solutions, in coherence with sustainabilityissues, some research about a successful participatory housing project was conducted. Through the implementation of a fitted governance system, collaboration between actorsfrom different backgrounds and with varying interests lead to the creation of a creativeprocess of innovation and to the development of many pilot projects. Through the analysisof these projects, it appeared that information and communication technologies are onetool to the implementation of a more efficient, of a more resilient city. However, theycannot be presented as one goal and need to take part of a bigger process with other toolsthat are necessary for the creation of new uses for urban dwellers. Though citizen inclusion is an aspiration from various actors of the production of the city,some limits to citizen power in a really framed process of project development wereraised. Despite a strong will, from various actors, there are still many obstacles to thecreation of fitted housing solutions that would meet the deepest expectations of citizens.

Concevoir et habiter un quartier dit durable. Injonctions écologiques et dynamiques collectives à Beauregard (Rennes) et Les Brichères (Auxerre) L'aménagement des villes constitue un enjeu crucial pour la mise en œuvre d'un développement durable. Les discours politiques font désormais de la ville durable l'horizon de la transition des espaces urbains actuels, en cherchant à davantage prendre en compte les enjeux écologiques, sociaux, économiques et de gouvernance. Dans ce contexte, les projets de quartiers dits durables se multiplient en France depuis quelques années, constituant tant des « vitrines » que des « laboratoires » d'expérimentation de ce développement urbain durable. Les concepteurs de ces quartiers dits durables cherchent à créer un « nouvel art de vivre ensemble », s'appuyant sur des modes d'habiter plus écologiques et valorisant la vie collective dans ces quartiers. Dans cette thèse nous interrogeons les principes de conception de ces projets, et notamment la projection des modes d'habiter, que nous confrontons aux pratiques réelles des habitants. Notre recherche croise trois niveaux d'analyse. Les appels à projets, en mettant en avant des « bonnes pratiques » et des objectifs d' « exemplarité », participent d'une standardisation de la conception autour de quelques principes et dispositifs, notamment techniques. Dans ces appels à projets comme dans les projets locaux, les quartiers dits durables ont pour ambition de faire évoluer les modes d'habiter. Ils sont pensés au travers de la figure d'un habitant-type adhérant au projet écologique, responsabilisé dans ses pratiques individuelles et investi dans la vie collective. Dans deux quartiers que nous avons analysés, à Beauregard (Rennes) et Les Brichères (Auxerre), des dispositifs d'incitation comportementale sont mis en œuvre. Leur appréhension par les habitants, et les formes d'appropriation dépendent des trajectoires sociales et résidentielles. C'est en effet selon qu'ils aient choisi ou non de s'installer dans ces quartiers que les habitants adhèrent au projet écologique véhiculé par le projet urbain. Political discourses make sustainable city the goal of the transition of today's urban spaces looking for a better coverage of ecological, social, economic and governance issues.In this context, the number of so-called sustainable districts projects has been growing in France for the last few years, being both “showcases” and “laboratories” of experimentation of this urban sustainable development. Designers of these so-called sustainable districts are aiming to create a “new art of living together” by relying on more ecological ways of inhabiting and by enhancing a neighborhood collective living. In this thesis, we question the design principles of these projects, and specifically the idea of the ways of inhabiting that we confront to the real practices of the inhabitants. Our research crosses three levels of analysis. Calls for projects, putting forward “best practices” and objectives of exemplarity”, contribute to a standardization of conception around a few principles and devices, especially technical ones. In these calls for projects as in local projects, so-called sustainable neighborhoods have the ambition to change the ways of inhabiting. They are considered trough a typical inhabitant ways, embracing the ecological project, made responsible in his individual practices and invested in the neighborhood collective life. In two neighbourhoods we analyzed, Beauregard in Rennes and Les Brichères in Auxerre, devices of behavior incitation are set. Their understanding and appropriation by the inhabitants depend on social and residential trajectory. Indeed, it's whether they have chosen to move in these neighborhoods that the inhabitants embrace the ecological project conveyed by the urban project. La durabilité urbaine est un sujet de préoccupation contemporain qui a émergé à la fin du 20ème siècle suite à la prise de conscience internationale d'un contexte environnemental et social se dégradant. Les éco-quartiers ou quartiers durables sont une solution proposée pour proposer à une échelle adéquate de nouveaux principes d'aménagements adaptés aux nouveaux enjeux de société.Cette thèse aborde la question de la durabilité urbaine dans les territoires tropicaux, à l'échelle des quartiers. Dans une première partie le débat sur le concept général de durabilité urbaine issu d'Europe du Nord est posé. Il permet de replacer les conditions d'émergence de l'urbanisme durable vis-à-vis de son prédécesseur l'urbanisme moderne. Les principes généraux du concept sont décrits et les sujets qui rassemblent ou séparent la communauté scientifique à ce sujet sont présentés. Dans une seconde partie, le parti de se focaliser sur un éco-quartier adapté au climat local et favorisant le développement de la végétation et d'un mode de vie en extérieur est pris. Des pistes de solutions de conceptions urbaines tropicales sont proposées. Nous créons un outil d'évaluation de durabilité urbaine des éco-quartiers dans ce contexte tropical. Composé de 50 indicateurs séparés en trois axes majeurs considérant les spécificités du terrain tropical, il permet de dresser un portrait global du niveau de durabilité urbaine vis-à-vis de trois niveaux de durabilité : de Base, Performant, Très Performant. Une troisième partie de la thèse, permet d'appliquer cette grille sur le quartier de Ravine Blanche, situé sous un climat tropical humide à La Réunion (Océan Indien), ceci, vis-à-vis des critères de durabilité urbaine. Il s'avère que le quartier passe d'un niveau Non Durable à un niveau de durabilité de Base après rénovation urbaine. Cette thèse permet d'observer l'avancée de la prise en compte du concept de durabilité urbaine dans un territoire tropical humide avec des épisodes de sécheresse. Elle propose aux monteurs de projets souhaitant intégrer le concept de durabilité urbaine, des pistes validées par des principes scientifiques et/ou émanant de praticiens expérimentant depuis plusieurs années les principes de conceptions urbaines et architecturales douces adaptées aux territoires tropicaux. / The urban sustainability is a contemporary preoccupation, because of the international environnemental & social events which take place at the end of the 20th century. Sustainable neighbourhoods are solutions proposed to take in account the new societal stakes into the urban sphere. The intervention scales seems to be adequate to test new conceptions solutions. This phd tried to describe how the concept is adapted into tropical field. In a first part we propose to describe the general concept of sustainability, its emergence conditions, its majors principles and the subjects that gathered or drove apart the scientific community. In a second part we present some specificities of tropical cities, we propose conceptions principles adapted to the climate. We create a tool to evaluate urban sustainability in tropical neigbourhoods. Composed of fifty urban indicators separated into three majors axis, this tool allows to evaluate the durability nivel of urban projects at a quarter scale. We propose three nivel of performance to evaluate durability: Basis, Performant, Very Performant. In a third part of the document, we apply the tool on Ravine Blanche quarter, located into a humide tropical climate, in Reunion island (Indian Ocean). According to the results, thanks to sustainable project of renovation applied on the quarter, Ravine Blanche reaches a Basis level of durability.This phd, allows to evaluate in tropical territories how the concepters take in account the sustainability, comparing to the general concept. It proposes to the urban concepters adapted solutions to deal with the hot climate.
