Previous issue date: 2017-03-27 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) / O objetivo desse estudo é analisar as principais barreiras às compras públicas sustentáveis no Brasil por meio da percepção de profissionais do setor público envolvidos com o programa governamental A3P. Compras públicas sustentáveis é subtema da gestão de operações sustentáveis e manifesta relações com vários temas que, relacionados à sustentabilidade, têm sido foco de forma cada vez mais abrangente de estudos acadêmicos e da atenção governamental, tais como gestão de cadeias de suprimentos sustentáveis e logística reversa. Para alcançar o objetivo foi realizado um survey com 54 profissionais de órgãos públicos brasileiros relacionados à Agenda Ambiental da Administração Pública (A3P). Os dados coletados foram analisados por meio do software de análise estatística SPSS, a partir estatística descritiva, análise de correlação, e análise fatorial exploratória. Entre os principais resultados destacam-se a) a desarticulação entre as esferas do setor público foi a variável com a qual os respondentes mais concordaram se tratar de uma barreira às compras públicas sustentáveis, b) os aspectos de cultura organizacional são barreira mais determinante às compras públicas sustentáveis, c) gestores de nível nacional e subnacional veem de forma diferente o apoio da alta administração como barreira às compras públicas sustentáveis. Este trabalho contribui com a literatura ao realizar um survey com especialistas do setor público brasileiro sobre compras públicas sustentáveis. / The objective of this study is to analyze the main barriers sustainable public procurement in Brazil through the perception of public sector professionals involved with the A3P government program. Sustainable public procurement is a subtheme of sustainable operations management, it has a connection with many themes that are related to sustainability and it is focused on academic studies and government attention, such as: sustainable supply chain management and reverse logistics. To reach the goal, it was performed a survey with 54 professionals from public agencies related to the Environmental Public Administration Agenda (A3P). The collected data were analyzed through statistical analysis software (SPSS), based on descriptive statistics, correlation analysis and exploratory factorial analysis. Among the main results are: a) The disarticulation between the public sector spheres was the variable which the respondents most agreed that it was a barrier to sustainable public procurement, b) organizational culture aspects are the most determinant barrier to sustainable public procurement, c) managers at the national and subnational levels have a different view about the support of top management as a barrier to sustainable public procurement. This dissertation contributes with the literature search for the Brazilian public sector on sustainable public procurement.

Les appropriations urbaines de la question agricole. Le cas de Brive, de 1945 à 2012 / Urban appropriations of agriculture. The case of Brive from 1945 to 2012Marty, Pauline 02 October 2013 (has links)
En s'appuyant sur une démarche historique et empirique, et en mobilisant le cadre conceptuel de l'écologie territoriale, cette thèse analyse les relations entre la ville et l'agriculture au cours d'une période de profondes mutations agricoles urbaines, et de globalisation, qui aurait dessaisi la ville de la question agricole. Pourtant, la ville continue depuis 1945 d'entretenir avec l'agriculture une relation forte quoique changeante. Dans l'après-guerre, la ville est un relais de l'Etat pour la modernisation des filières agricoles et des outils de transformation, contribuant à l'insertion des productions locales dans le système alimentaire, et développant par ce biais son économie agro-industrielle. Elle tente de maintenir sa fonction centrale de commerce agricole par la rénovation des infrastructures de marché. Celles-ci deviennent progressivement alternatives aux circuits dominants, permettant l'insertion au marché des produits artisanaux, aujourd'hui valorisés pour leur lien au terroir. Dès les années 1950 la ville construit son image territoriale en développant les contenus immatériels de l'agriculture, promouvant les produits et savoir-faire locaux. Ce faisant, elle contribue à maintenir jusqu'en 2012 une rente liée à l'ancrage territorial qui assure la pérennité des outils et opérateurs locaux. Plus récemment elle engage l'approvisionnement local de sa restauration scolaire et appuie son projet d'agglomération sur les produits et paysages locaux. Brive révèle le rôle des villes d'expédition dans la recomposition territoriale du système alimentaire, et le rôle d’intermédiation des villes moyennes entre l'agriculture locale et le système alimentaire. / Relying on a historical and empirical approach, and mobilizing the conceptual framework of territorial ecology, our work analyzes the relationships between the city and agriculture, amidst a period of deep agricultural and urban mutations, and globalization, which allegedly divested the city of the agricultural issue. Nevertheless, since 1945, the city has been maintaining a deep yet changing relationship to agriculture. After the war, the city became the arm of the state for the modernization of the agricultural supply chain and transformation tools, thus contributing to the insertion of local production into the food system, and in this way developed its agro-industrial economy. The city tried to preserve its central function in agricultural trade by renovative market infrastructures. Those progressively offered an alternative to dominant channels, enabling the insertion into the market of artisanal products which today are valued for their link to the "terroir". In the 1950s, the city built its territorial image by developing immaterial contents for agriculture, and promoting local products and savoir-faire. In so doing, it has contributed to the preservation, until 2012, of revenues linked to the territorial anchorage which guarantees the sustainability of local tools and operators. More recently, it has taken action for local sourcing of school canteens, and has been basing its urban development project on local products and landscapes. Brive reveals the role of goods-shipping cities in the territorial reshuffling of the food system, and the intermediation.

Public spending of many states makes a significant contribution to the Gross Domestic Product of countries, which are the main consumers of the national economies. For this reason, the purchasing power is an opportunity to influence the market by promoting production and consumption of sustainable and friendly goods to the environment.In this sense, this article discusses the system of Sustainable Public Procurements as a way to promote Sustainable Consumption and Production patterns and, thus, reach sustainable development for a green economy. / El gasto público de muchos Estados contribuye de manera significativa en el Producto Bruto Interno de los países, siendo normalmente los principales consumidores de las economías nacionales; razón por la que dicho poder de adquisición constituye una oportunidad para influir en el mercado, fomentando la producción y el consumo de bienes sostenibles y amigables con el ambiente. En ese sentido, el artículo aborda el mecanismo de las Compras Públicas Sostenibles como una herramienta para promover patrones de Consumo y Producción Sostenibles y, consecuentemente, lograr el desarrollo sostenible en el marco del concepto de una economía verde.
