Utmaningar i arbetet med flyktingbarn : En undersökning i en mellansvensk kommun

The aim of this study was to investigate the actual problems and available resourses a Swedish municipality are faced in the process of receiving refugee children. The method was a cross-sectional study with a content analysis. Semi-structured interviews were conducted with four informants who worked with refugee children. The results showed that school activities play a central role in the work with refugee children. The school collaborated with health care for asylum seekers as well as with the sports projects included in this study. Within the school was one of the challenges of finding qualified staff and in health care, was it the burden of the large number of children coming which was difficult to handle. Thanks to the accumulated experience, this Swedish municipality was able to formulate a good criteria for supporting these children. One of the problems that they had not managed to solve the recruitment of competent staff for language and study in school. The municipality had drawn attention to the problems and therefore had a good chance to improve on this. / Syftet med denna studie var att undersöka de utmaningar som en mellansvensk svensk kommun möter i processen med att ta emot flyktingbarn samt hur resurserna används. Den metod som användes var en tvärsnittsstudie med innehållsanalys. Semistrukturerade intervjuer gjordes med fyra personer som arbetade med flyktingbarn. Resultaten visade att skolverksamhet spelar en central roll i arbetet med flyktingbarn. Skolan samarbetade med hälso- och sjukvård för asylsökande samt med idrottsprojekt som ingår i denna studie. Inom skolan var en av utmaningarna att hitta kvalificerad personal och inom sjukvården var det belastningen av det stora antalet barn som kommer som var svår att hantera. Den undersökta kommunen har under en lång tid tagit emot flyktingbarn och de har arbetat fram en fungerande organisation med bra samarbeten och en tydlig policy. Ett av problemen som de ännu inte lyckats lösa är rekrytering av kompetent personal för modersmål och studiehandledning inom skolan. Kommunen har uppmärksammat problemen och har därför en god möjlighet att förbättra detta.

HÅLLBAR UTVECKLING UNDERIFRÅN -Vad finns på insidan av Örebros miljöförvaltning?

Hysing & Olsson published a paper in 2011 revealing that 23% of all Swedish municipalities had a green inside activists (a form of public official) residing within them. Our paper aims to highlight the activity of this specific brand of public officials which many know little about. Considering recent events, particularly Greta Thunberg’s strike and the Swedish public official petition in the government office, this study reused Hysing and Olsson’s (2011) questionnaire survey to examine the local environmental office in Örebro municipality to identify the presence of green inside activists. In comparison to Hysing & Olssons study results, no green inside activists were identified nor could their activity be reviewed. The study requires further research concerning the eventual presence of other bureaucratic archetypes.

Det kommunala Europa : Implementeringsprocessen av den allmänna dataskyddsförordningen (2016/679) ur ett europeiseringsperspektiv / A local Europe : The implementation process of the General Data Protection Regulation (2016/679) through the lens of the phenomenon of Europeanization

The General Data Protection Regulation (GDPR) (2016/679) can be described as a comprehensive regulation that was adopted by the European Union (EU) with the purpose of regulating the protection of personal data in all EU member states. The regulation will take effect on May 25th 2018 and will apply to all organisations that process the personal data of  EU- citizens. This study will explore the implementation process of the General Data Protection Regulation (2016/679) through the lens of the phenomenon of Europeanization.  The context of the phenomenon for this study is that EU seeks to adapt the member states’ political and administrative institutions into a common judicial framework through the implementation of EU-law. However, this requires member states having the ability to adapt to the common framework. This study’s purpose is therefore to study a local municipality’s implementation process of the regulation to evaluate its ability adapting to EU- law. The study has been conducted through a case-study design where interviews have taken place with employed public officials who are in the process of planning the implementation process. Through the interviews that have been conducted and the documentation that has been available, material, informative, personal resources and preferences in the shape of objectives in the implementation process have been deducted through Lennart Lundquist’s model for analysis of an organisation’s capabilitites and priorities in the implementation process. In conclusion, resocurces have been extracted mainly to prepare for the implementation in the shape of educational measures and recruiting new employees with the intent of coordinating the process. Through local cooperation common resources have been extracted for judicial support and for the use of a common Data Protection Officer (DPO). It is difficult to estimate the municipality’s ability to adapt to EU- law due to the fact that the process is still in its initial stages, but since the municipality is still preparing to implement measures to increase and ensure safeguards of information, the municipality will not be able to reach the requirements as of May 25th 2018.

I skuggan av våldet: Äldre kvinnor och våld i nära relation : En kvalitativ textanalysstudie om äldre kvinnors representation i svenska kommuners styrdokument

This bachelor thesis explores the representation of older women ́s vulnerability and support needs in policy documents from Swedish municipalities concerning intimate partner violence. The background of this study is that there is a reason to believe in a difference concerning policy documents from Swedish municipalities regarding the work against intimate partner violence. The aim of this study is to examine the representation of older women in Swedish policy documents of intimate partner violence and how the representation is presented. To address the research question the study utilizes a qualitative text analysis method, the study employs the analytical tool along “Discrimination with words” which examines four different forms of linguistic discrimination which are “exclusion”, “belittlement”, “objectifying” and “negative differential treatment”, as well as “invisibility” that is also a form of discrimination. The study aimed to include all 290 Swedish municipality policy documents, however we were able to gain access to 144 policy documents. The findings reveal an underrepresentation of older women in the documents. Out of the 144 policy documents from municipalities, 64 mentioned older women. Moreover, the mentions often lacked depth and failed to adequately describe older women ́s unique challenges and needs. Out of the documents that mentioned older women, many did so in a generalized manner, lacking specific strategies to address their situations. The lack of detailed representation suggests that intimate partner violence against older women is not sufficiently acknowledged or addressed in the municipal policy documents. This study emphasizes the necessity for Swedish municipalities to expand their representation of older women experiencing intimate partner violence. Such improvements are necessary to ensure that older women receive adequate support that reflects a commitment to include intersectionality and ageism in Swedish policy documents. Lastly the findings underscore the importance of using inclusive language when forming policy documents.
