Previous issue date: 2016-06-02 / Brazilian society increasingly demands quality public services assuming the application of established practices in private management would support the managerial model called New Public Management, a model that aims to assist managers to meet this demand. The Federal Higher Education Institutions - FHEI - need to professionalize the management to achieve excellence in public service. This research started asking: What is the composition of the satis-motivational dynamics of the administrators? who work at the Federal University of Juiz de Fora ? UFJF? The research goal was to diagnose the components of the satis-motivational dynamics that impacts the work of the technical-administrative civil servants - TA - who make their professional career in the position of administrator in the FHEI. The answer achieved may subsidize the construction of pertinent policies of people management and the implementation of strategic people management within the UFJF. Qualitative data was collected through interviews with ten out of the 42 administrators who work at UFJF. Such interviews were recorded in audio, transcribed and interpreted by inductive and phenomenographic analysis procedures. The main findings: (1st) motivation to work vary according to the conception of work developed by each individual through subjectively experiencing the performed work; (2d) the motivational factors that positively impact the work of TAs administrators in UFJF are related to: (i) the content of the job they perform; (ii) the recognition they receive; (iii) their sense of accomplishment; (iv) the importance they confer to their work; (3d) such motivational factors manifested according to two working concepts revealed by the interviewees: (a) work as having relevant social impact of organizational results; (B) work as an achievement of personal goals within the organization. It were also identified motivational factors that negatively impact the TA administrators? motivation as well as the ones that bring them satisfaction and dissatisfaction in their work. The administrators? in UFJF satis-motivational dynamic is compounded by: their profile, the activities they carried out and the career horizon they perceive at UFJF. Based on this satis-motivational diagnosis it was drawn up a proposal for a satis-motivational program relevant to the administrators? career as technician public servants in UFJF and pertinent to the organizational context. This diagnosis revealed evidence of an existing crisis of motivations linked to the examined workforce over qualification that tends to result in a loss of their motivation when carrying out perceived low-complexity tasks. The results are relevant to launch a Brazilian interpretive perspective on individual and motivational dynamics in the public sector, that provides managers with information to release TA?s own motivational potential and the re-motivation of those who are in a loss of motivation process. The results are relevant to launch a Brazilian interpretative perspective at the intrinsic individual motivational dynamics in the public sector, which provides managers the possibility to release the motivational potential of each worker and to propitiate their own re-motivation of those who are in loss of motivation process. / A sociedade brasileira demanda crescentemente servi?os p?blicos de qualidade e a aplica??o de pr?ticas consagradas na gest?o privada ? um dos pressupostos presentes no vigente modelo gerencial da chamada Nova Administra??o P?blica, modelo esse que se prop?e a auxiliar os gestores no atendimento dessa demanda com pertin?ncia e efetividade. As Institui??es Federais de Ensino Superior - IFES - necessitam profissionalizar a gest?o de suas atividades para atingir excel?ncia na presta??o de servi?o p?blico. Servi?o este prestado por seus servidores p?blicos, dentre eles os t?cnicos-administrativos. A presente pesquisa partiu da seguinte indaga??o: Qual ? a composi??o da din?mica satis-motivacional dos administradores que fazem sua carreira na Universidade Federal de Juiz de Fora? O objetivo foi diagnosticar os componentes dessa din?mica satis-motivacional que impactam o trabalho dos servidores p?blicos t?cnicos-administrativos - TAE ? fazendo sua carreira no cargo de administrador numa IFES. A resposta alcan?ada pode subsidiar a constru??o de pol?ticas motivacionais pertinentes de gest?o de pessoas e a implementa??o de uma gest?o estrat?gica de pessoas no ?mbito da UFJF. Esta pesquisa coletou dados qualitativos mediante entrevistas realizadas com dez dos 42 administradores que comp?em o quadro efetivo da UFJF. Tais entrevistas foram gravadas em ?udio, transcritas e interpretadas por an?lise indutiva e fenomenogr?fica. Dentre as descobertas: (1?) as motiva??es para trabalhar variam de acordo com a concep??o que cada indiv?duo subjetivamente elabora vivenciando o trabalho que realiza; (2?) os fatores motivacionais que impactam positivamente no trabalho dos TAEs administradores na UFJF relacionam-se com: (i) o conte?do do que realizam no cargo; (ii) o reconhecimento que recebem; (iii) a sensa??o de realiza??o; (iv) a import?ncia que eles mesmos atribuem ao cargo; (3?) tais fatores motivacionais se manifestaram de acordo com duas concep??es de trabalho explicitadas pelos sujeitos de pesquisa: (a) trabalho como impacto social relevante do resultado organizacional; (b) trabalho como conquista de objetivos pessoais dentro da organiza??o. (4?) Tamb?m se identificaram fatores motivacionais que impactam negativamente no trabalho e na motiva??o dos administradores bem como os que lhes trazem satisfa??o e insatisfa??o no seu trabalho. Comp?em a din?mica satis-motivacional do administrador na UFJF: o seu perfil, as atividades que realiza e o horizonte de carreira por ele almejado na IFES. Com base no diagn?stico satis-motivacional foi elaborada uma proposta de programa satis-motivacional pertinente aos servidores TAE da carreira de administrador na UFJF e ao contexto organizacional. Este diagn?stico revelou ind?cios de estar se vivendo uma crise das motiva??es ligada ? superqualifica??o do quadro de funcion?rios TAE que tendem a perder sua motiva??o pela realiza??o de tarefas percebidas como de baixa complexidade. Os resultados s?o relevantes por lan?ar um olhar brasileiro e interpretativista do indiv?duo e da din?mica motivacional no setor p?blico, que propicia aos gestores considerar a ?tica dos pr?prios TAE para desbloquear o potencial motivacional de cada trabalhador e propiciar a eles realizarem sua pr?pria remotiva??o dos que se encontram em processo de perda da motiva??o.

Education of the Pontifical Catholic University of Rio Grande Sul (PUCRS), in the Line of
Research Theories and Cultures in Education. The objective of this research was to
understand the construction of the pedagogical and pedagogical professionalization, which
work as administrative technicians in education, based on their work experiences at the
Federal Institute of Education, Science and Technology of Rio Grande do Sul (IFRS). It is
inserted within the historical materialist dialectic as posture and conception of the world and
is sustained in the epistemological axis of what has been called qualitative research,
considering its descriptive and interpretative character; the context in which the data were
obtained; and the interaction between the research subjects, supported by a theoretical
methodological support that ensures the accomplishment of the objectives. It was
accomplished with the accomplishment of documentary and bibliographical studies, of the
diagnostic research and of focus groups, to produce the analysis of all collected material. At
the end of the research, it is concluded that the great majority of activities performed by
pedagogues / TAEs are bureaucratic, although, there are actions that involve the dimensions
of teaching and learning. Whether it is for the lack of a clear description of the assignments,
for management reasons or even for the way the professionals assume their authorship and
protagonism, it is clear that many pedagogues are being underutilized. The work of the
pedagogue and the pedagogue becomes potent insofar as the institution has the understanding about what type of education it wants to offer and what citizen and citizen wants to form. / A presente disserta??o decorre da pesquisa desenvolvida no Mestrado do Programa de P?s-gradua??o
em Educa??o da Pontif?cia Universidade Cat?lica do Rio Grande Sul (PUCRS), na Linha de Pesquisa Teorias e Culturas em Educa??o. A pesquisa objetivou compreender a constru??o da profissionaliza??o das pedagogas e pedagogos, que atuam como t?cnico-administrativos em educa??o, tendo por base suas experi?ncias de trabalho no Instituto Federal de Educa??o, Ci?ncia e Tecnologia do Rio Grande do Sul (IFRS). Previous issue date: 2017 / Este relat?rio pretende analisar os impactos das pol?ticas p?blicas educacionais sobre o desenvolvimento profissional do T?cnico-Administrativo em Educa??o (TAE), no Instituto Federal de Educa??o, Ci?ncia e Tecnologia de Minas Gerais (IFMG) campus S?o Jo?o Evangelista, entre 2008 e 2016. Com este intuito revela a trajet?ria hist?rica da Rede Federal de Educa??o Profissional, de seu surgimento ? cria??o dos Institutos Federais, evidenciando a forma??o do IFMG e a estrutura organizacional do campus S?o Jo?o Evangelista. Caracteriza a carreira do TAE a partir do estabelecimento do Plano de Carreira dos Cargos T?cnico-Administrativos em Educa??o (PCCTAE) e determina o significado de desenvolvimento profissional a ser adotado. With this This project reveals the historical trajectory of the Federal Network of Vocational Education, from its emergence to the creation of the Federal Institutes, evidencing the formation of the IFMG and the organizational structure of the campus S?o Jo?o Evangelista. It characterizes the career of the TAE from the establishment of the career plan of the Technical Administrative Positions in Education (PCCTAE) and determines the meaning of professional development to be adopted. Then, it establishes relations between State, Government and Public Policies, making a brief contextualization about the conflicting theories of the emergence of the State, theories of the Forms of Government and the intrinsic influences in the formulation, implementation and evaluation of public policies and public policies in the governments of the period under study (Lula and Dilma) and immediately prior (FHC). Finally, it analyzes the main educational public policies aimed at the professional development of the TAE, discussing its impacts in the form of actions and the profile of qualification and qualification of this public servant in the Institution researched. It is a qualitative research that adopts the content analysis according to Bardin (1997) and uses the procedures of bibliographical and documentary research. As a result of the research we found a scenario of few professional development actions. Between 2008 and 2012, there were few and isolated actions of financial support for events, short courses and cost of formal education, without the presence of a standardization instrument. Between 2012 and 2016 the actions were based on calls for financial support to undergraduate and graduate students, plus financial support for individual actions. Beginning in 2016, the construction of an Annual Training Plan was started as a management mechanism in order to offer planning, organization and maintenance of a continuous process of professional development of the TAE.

Previous issue date: 2016-11-28 / A presente pesquisa surgiu a partir da inten??o de identificar o perfil dos servidores T?cnico-Administrativos em Educa??o da Universidade Federal do Rio Grande do Norte (UFRN) que solicitaram Vac?ncia por Posse em Outro Cargo Inacumul?vel e Exonera??o dos cargos ocupados na referida Institui??o, no per?odo de 2010 a 2015. Al?m disso, buscou entender os reais motivos que levaram essas pessoas a sa?rem do v?nculo empregat?cio considerando todo o vi?s que envolve as rela??es de trabalho existentes na Organiza??o. A revis?o bibliogr?fica foi centrada em documentos legais que regem a carreira dos servidores T?cnico-Administrativos das Institui??es Federais de Ensino Superior (IFES), a estrutura da UFRN e trabalhos de autores que desenvolveram estudos sobre esse tema, al?m de pesquisas sobre o estado da arte. Trata o presente estudo de uma pesquisa de levantamento descritivo e, para atingir seus objetivos, foi realizada coleta de dados atrav?s da aplica??o de um question?rio online utilizando-se da ferramenta Google docs para chegar ? popula??o pesquisada, que totalizou 268 pessoas. Conclu?da a coleta de dados, obteve-se o retorno de 122 question?rios respondidos, sendo utilizado para tratamento destas informa??es o SPSS (Statistical for Social Sciences). O principal motivo apontado como insatisfa??o no ?rg?o refere-se ? remunera??o inerente ? Carreira dos Servidores T?cnico-Administrativos, representada pelo percentual de 91,2% das respostas e, por essa raz?o, pode-se concluir o entendimento pela busca por novos cargos no servi?o p?blico, confirmada pelo resultado de 77% dos casos. Com base nos dados desse estudo, percebe-se que, apesar do alto ?ndice de insatisfa??o com as quest?es salariais, de modo geral, o clima organizacional e a satisfa??o nas rela??es de trabalho se apresentaram de maneira favor?vel ? Institui??o pesquisada. / Present research arose from intention to identify the profile of Education Administrative Techinicians of Federal University of Rio Grande do Norte (UFRN) who requested Vacancy by Possession in Another Unaccountable Position and Exoneration, from occupied positions in that Institution between 2010 and 2015. In addition, It sought to understand real reasons that led these people to leave their employment bond considering all the bias that surrounds existing labor relations in the Organization. Bibliographic Review focused on legal documents governing career of the Administrative Techinicians of Federal Institutions of Higher Education (IFES), structure of UFRN and works of authors who have developed studies on this subject, as well as researches on the state of the art. This study concerns a descriptive survey and, in order to achieve its objectives, data collection was performed through the application of an online questionnaire using Google Docs tool to reach surveyed population, which totalized 268 people. 122 questionnaires were responded, and SPSS (Statistical for Social Sciences) was used to treat this information. Main cited reason as dissatisfaction in the Board refers to remuneration inherent to the Career of Administrative Techinicians, represented by the percentage of 91.2% of the answers and, for this reason, one can conclude the understanding for seeking new positions in Public Service, confirmed by the result of 77% of the cases. Based on the data of this study, it is noticed that, in spite of the high index of dissatisfaction with the salary issues, in general, organizational climate and the satisfaction in labor relationships presented a favorable way to researched Institution.

Previous issue date: 2007-05-25 / The present work, which is the result of a quali-quantitative research, aimed to diagnose and analyze the participation of employees in the creation of a political-pedagogical project at a University: how the participation takes place, feelings involved in this process and the representativity of that political-pedagogical project for a College and a University. We believe that only by interacting both steps-activities and goal-activities it is possible to build a meaningful educational project which allows all its participants to be aware of their development and limitations, to explore their potential skills and to balance their identified difficulties in a coherent way. Since we have been worried about the low participation of the technical-administrative staff in this process and we have realized that many discussions have not been focused on the peripheries of the learning-teaching process, these elements get relevance to justify the present paper. After all, formal educational process cannot be reduced to the work in the classroom and would have to be developed by the articulation among all participants involved. We also applied a questionnaire and conducted a documentary analysis, in order to understand the influences of the (non-) participation of employees in the process of practicing university, practicing education. / O presente trabalho, fruto de uma pesquisa quali-quantitativa, teve como objeto de estudo o diagn?stico e a an?lise da participa??o de funcion?rios na constru??o do Projeto Pol?tico-Pedag?gico de uma Institui??o de Ensino Superior: o como se d? a participa??o, o sentimento que se tem quando ela se faz ou n?o presente e a representatividade que tem o Projeto Pol?tico-Pedag?gico da Faculdade e da Universidade. Acreditamos que somente na sinergia das atividades-meio com as atividades-fim da Universidade ? que se constr?i um projeto significativo de gest?o educacional, que permita aos seus integrantes ter consci?ncia de seu caminhar, interferir em seus limites e possibilitar-lhes o melhor aproveitamento das potencialidades, equacionando de maneira coerente as dificuldades identificadas. Preocupando-nos com o baixo protagonismo do corpo t?cnico-administrativo nessa constru??o e levando em conta o fato de que os debates n?o t?m enfocado regi?es perif?ricas do processo de ensino e aprendizagem, tais elementos constitu?ram o enfoque e as justificativas ao trabalho.
