Dispossession politics: mapping the contours of reconciliatory colonialism in Canada through industry-funded think tanks

Amidst recent mobilizations of Indigenous land-based resistance and the hypocrisy inherent in the state’s implementation of UNDRIP they render visible, resource-extractive corporate capital is uniquely invested in the state’s continued ability to dispossess land from Indigenous peoples. This paper suggests that growing emphasis on Indigenous-state relations within industry-funded think tanks offers corporate capital an unprecedented avenue to participate in the evolution of federal policy discourse on state-Indigenous reconciliation. It draws on a content analysis of policy materials from four of these institutions ranging from far-right groups such as the Fraser Institute to the more moderate Institute on Governance, contextualizing findings in recent and substantive shifts in federal policy development in this area. Findings suggest that the groups’ relative diversity is underscored by common discursive themes infused by neoliberal governing rationalities that invoke a diffuse, flexible and agile policy landscape that erases the question of land—and Indigenous jurisdiction over land—which many Indigenous peoples identify as critical to meaningful reconciliation efforts. / Graduate / 2020-04-29

The experiment took place at the Tabatinga Aquacultura Ltda farm, in february 2003, using nursery tanks of 60m3, where the post-larvae (Pl19) were stocked at 16Pl’s/L. The end of ten days of culture, the weith-length relationship and time, that MAA fed post-larvae had heavier a significant growth (in weigth) (P<0,05) than those treated with MAC. The models could had been written in the following form: W(g) = (0,0069MAC + 0,0094MAA).L(cm)2,9094 (R2= 99,33%); W(g)=e0,1739T(dias)-5,4083MAC-5,1609MAA (R2=99,71%). The post-larvae survival treated with MAA(86,25%), was higher than (P≤0,05) other method (62,12%). The physical, chemical and biological parameters of water of the tank, where the MAA was administrated, were always smaller than MAC and consequently induced a lower daily increase rate. We could conclude that the growth and survival rates of the post-larvae of L. vannamei results were better when Artemia franciscana nauplii were used in nursery tanks. They represented a significant reduction (P<0,01) polluting levels. Economicaly, the artemia was viable in when compared to artificial food. / Foram avaliados o Método de Alimentação Comercial (MAC) e o Método de Alimentação Artemia (MAA), objetivando maximizar a taxa de crescimento e sobrevivência das pós-larvas do camarão marinho Litopenaeus vannamei, reduzir os níveis de poluentes dos efluentes do berçário e, estabelecer uma relação custo/benefício da alimentação, na fase de cultivo das pós-larvas nos tanques-berçário. O experimento foi realizado na carcinicultura Tabatinga Aquacultura Ltda, em fevereiro de 2003, utilizando-se tanques berçário de 60 m3, em que as pós-larvas (Pl19) foram estocadas em densidades de 16 Pl’s/L. Ao final de 10 dias de cultivo, verificou-se com base nas relações do peso em função do comprimento e do tempo, que as pós-larvas alimentadas com MAA apresentaram maior ganho de peso (P<0,05) do que as que receberam o MAC. Os modelos matemáticos para o peso em função do comprimento e do tempo podem ser escritos da seguinte forma: W(g) = (0,0069MAC +0,0094MAA).L(cm)2,9094 (R2= 99,33%); W(g)=e0,1739T(dias)-5,4083MAC-5,1609MAA (R2=99,71%). A sobrevivência das pós-larvas provenientes do MAA (86,25%) foi superior (P≤0,05) ao MAC (62,12%). As concentrações das variáveis físicas, químicas e biológicas da água do tanque-berçário que foi ministrado o MAA, foram menores e conseqüentemente induziram menor taxa de incremento diário do que o MAC. Pôde-se concluir que as taxas de crescimento e sobrevivência das pós-larvas de L. vannamei foram maiores quando se utilizou náuplios de Artemia franciscana como alimento nos tanques-berçário, além de ser registrada uma redução extremamente significativa (P<0,01) dos níveis de nutrientes responsáveis pela eutroficação e conseqüente poluição. Em termos de quantidade de alimento, a A. franciscana foi viável economicamente em relação ao alimento artificial.

In the Phase 1, the matrinxãs growth performance in six 50m² tanks of, with two treatments and three replicates: D1 - 1 specimen/m² and D2 - 2 specimens/m². Sampling was done monthly, using 10% of individuals of each replicates, to follow the growth and weight gain of fish and feed settings. At the end of phase 1, samples of gonads were collected and sent for histological analysis. In Phase 2, 16 matrinxãs from treatments A and B were placed in a tank with 75m². Part of the gonads was subjected to gross and microscopic examination in order to determine the gonadal development. Stocking density influenced the growth of B. amazonicus. Weight gain varied with the season, as a result of changes in water temperature. Males reach first maturity in the first year of life, whereas females reached only in the second year. / Considerando a potencialidade do cultivo de Brycon amazonicus e escassez de informação sobre o manejo da espécie no semi-árido do Nordeste brasileiro, este trabalho teve por objetivo investigar o desempenho de crescimento e reprodutivo em tanques, que foi desenvolvido em duas fases. Na Fase 1 foi avaliada o desempenho do crescimento das matrinxãs em seis tanques de alvenaria de 50m², através de dois tratamentos, envolvendo a densidade, com três repetições: D1 - 1 indivíduo/m2, e D2 – 2 indivíduos/m2. Biometrias foram realizadas mensalmente, utilizando 10% dos indivíduos de cada repetição, para acompanhar o crescimento e ganho de peso dos peixes e ajustes da alimentação. Ao término da Fase 1, amostras de gônadas foram coletadas e encaminhadas à análises histológicas. Na Fase 2, 16 matrinxãs dos tratamentos D1 e D2 foram acondicionadas em um tanque com 75m². Parte das gônadas foi submetida à análise macro e microscópica, a fim de determinar o desenvolvimento gonadal. A densidade de estocagem influenciou o crescimento de B. amazonicus. O ganho de peso variou de acordo com a época do ano, em conseqüência da variação de temperatura da água. Os machos atingiram a primeira maturação no primeiro ano de vida, enquanto que a fêmea só atingiu no segundo ano.

V práci jsou analyzovány kořeny, vývoj, současné postavení, hrozby a výzvy think-tanků v České a Slovenské republice. Srovnání s jejich tradicí ve Spojených státech zkoumá přenositelnost amerického "modelu" think-tanků do střední a východní Evropy. Tento přenos je značně omezený a krátkodobě nerealizovatelný vzhledem k rozdílným legislativním podmínkám a nerozvinuté filantropii. Zvláštní pozornost je věnována motivům k vytváření regionálních i mezinárodních sítí think-tanků. Práce vychází jednak z dosavadní literatury na toto téma, jednak z dotazníkového šetření.

The utilisation of rainwater tanks and bore wells are very common in many parts of rural Australia and Papua New Guinea. In Australia, on-site collection and storage of potable water for domestic use is carried out by approximately 30.4 percent of the rural population while 90% of the population in Papua New Guinea access water from on-site collection and storage of potable water. Few studies have monitored the quality of such water supplies on a seasonal and event associated basis. The aim of this study was to evaluate the microbiological and physio-chemical properties of the on-site domestic water supply systems and various factors that may influence characteristics of the water. It aimed to evaluate the relationship of microbiological and physio-chemical characteristics in the water supply systems. 14 rainwater tanks, 4 bore well and 10 reticulated water supply sites in Hawkesbury District, NSW Australia were investigated. Characteristics of the sites physical situation and natural environmental condition were considered to be similar to on-site water supply situations in Papua New Guinea. The results and techniques of the study will be used as a model in Papua New Guinea in the assessment of water quality issues. As the study showed that the quality of water in rainwater tanks was below WHO guideline recommendations on numerous instances, it was proposed that water treatment and maintaining the cleanliness of roof catchments, gutters and tanks should be addressed for domestic use systems. A protocol for sampling, assessment and data interpretation of faecal indicator bacteria populations in domestic catchment supply systems was developed and demonstrated / Master of Science (Hons)

Understanding the concept of social capital: Neoliberalism, social theory or neoliberal social theory?

Doctor of Philosophy (PhD) / This thesis examines the growing debate around the concept of social capital. The concept has been heralded by many as a means of uniting the social sciences, particularly economics and sociology, and of overcoming ideological divisions between left and right. However, critics argue that the concept is poorly theorised and provides little insight. More radical critics have claimed the concept may be a neo-liberal ‘Trojan horse’, a mechanism by which the atomistic thinking of neoclassical economics colonises social theory. I examine these more radical claims by exploring the origins of the concept of social capital within rational choice economics. I argue that we should differentiate between two types of potential colonisation. The first is a form of methodological colonisation, whereby overly abstract, reductionist and rationalist approaches (which I term modernist) are extended into social theory. The second is a form of ideological colonisation, whereby a normative commitment to individualism and the market is extended into social theory. I argue that the concept of social capital has been the product of a trend within rational choice economics away from the extremes of modernism. In this sense the concept represents an attempt to bring economics and social theory closer together, and a willingness on the part of rational choice theorists to take more seriously the techniques and insights of the other social sciences. However, I argue that this trend away from modernism has often been associated with a reaffirmation of rational choice theorists’ normative commitment to individualism and the market. In particular, I argue the concept of social capital has been strongly influenced by elements of the Austrian economic tradition, and forms part of a spontaneous order explanation of economic and social systems. I then apply these insights to the Australian social capital debate. I argue that initially the Australian social capital debate continued an earlier debate over economic rationalism and the merits of market-orientated economic reform. I argue that participants from both sides of the economic rationalism debate used the concept of social capital to move away from modernism, but continued to disagree over the role of individualism. Finally, I argue that confusion between moving away from modernism, and moving away from market ideology, has led some Third Way theorists to misconstrue the concept as a means to overcome ideology.

Transport and transformations of nitrogen compounds in effluent from sand filter-septic system draintile fields

A total of 44 intermittent sand filter-septic systems, in five counties of Western Oregon, were sampled over a three-month period during the summer of 1995. The sand filter systems varied in age from 36 months up to 167 months (3 to 13.9 years). Liquid samples were taken from the septic tank and distribution box. In addition, soil samples were taken adjacent to the disposal trench and away from the disposal field area (control). All samples were analyzed for Total Kjeldahl Nitrogen (TKN) and nitrate and nitrite. Nitrite was not detected in any of the samples. The average removal of total nitrogen (TKN + nitrate) through the filter was found to be 43%. Nitrate was determined to be the dominant form of nitrogen in the sand filter effluent making up 94% of the total nitrogen. The age of the system was found not to be a predictor of the system's performance. Once the effluent entered the disposal field, little if any transformation of nitrogen occurred at an average depth of 30 inches (76.2 cm). / Graduation date: 1996

Petroleum cleanup in the United States: A historical review and comparison of state programs

Cleanup of leaking underground storage tank (LUST) sites has been a priority for the United States of America (USA) for more than 20 years due to the large number of sites, the potential harmful health affects associated with gasoline components and the fact that single owners may not have the ability to pay for cleanup of these sites. In June 2006, the US Environmental Protection Agency (EPA) reported that of the 459,637 confirmed releases from USTs that had occurred previously, 342,688 had been remediated, which leaves 116,949 sites yet to be completed across the USA. Petroleum cleanup programs tend to be managed at the State level; however, there are wide variations among State programs in terms of information access, risk perception and funding availability. While each of the Federal and State UST programs has evolved to meet specific requirements, there has not been a comprehensive comparison of the individual State programs.In this thesis, State petroleum cleanup programs across the USA are evaluated to determine similarities and differences in an effort to identify factors that affect petroleum cleanup progress. Many parameters enter the equation in determining petroleum cleanup effectiveness. Not only are the parameters of the State program operation important, but also the characteristics of each State, including drinking water source and perceived risk associated with petroleum contamination, factor into the determination.A representative group of States and State petroleum cleanup programs were evaluated and the characteristics of States were compared to cleanup progress to determine factors affecting efficiency. Based on trend analysis the cleanup levels for toluene, ethylbenzene and total xylenes correlate directly to the cost of LUST site cleanup. For States with less perceived risk from petroleum contamination, the cleanup goals are less stringent; therefore, fewer resources and less time are required to complete site cleanup. Consequently, petroleum cleanup in States with less-stringent goals is achieved more efficiently. The knowledge of these drivers of efficient petroleum cleanup can be used to expeditiously pursue completion of the thousands of sites remaining across the USA.
