Pagalbos bandžiusiems žudytis paaugliams organizavimas Kauno mieste / Planning of aid for adolescents in Kaunas who have tried to commit suicide

Aim of the study: To investigate the possibilities of planning, succession and development of aid for adolescents in Kaunas city who have tried to commit suicide. Objectives: 1. to define the main stages in providing help for adolescents who have tried to commit suicide; 2. to clarify interdepartmental obstacles providing help for adolescents in crisis; 3. to formulate recommendations for the development of aid for adolescents in Kaunas who have tried to commit suicide. Methods: Qualitative, descriptive analysis. Information was gathered using semi-structured interview method. There were questioned 21 respondents from institutions involving four Lithuanian systems that provide aid for adolescents who have tried to commit suicide: Social Security, Health Service, Educational and Interior. Questions were related to suicide prevention, intervention and postvention. Results: Main stages in providing aid for adolescents who have tried to commit suicide were defined: detecting a child who has tried or is at risk of committing suicide, providing urgent aid, and providing continued aid. Vacancies were detected in all stages of providing aid. Representatives from all the institutions that provide aid to adolescents who have tried to commit suicide agree that there is a need of interdepartmental cooperation in Lithuania, though the results of the analysis show that such cooperation has still been weakly developed. The crimes made by the under-ages – is one of the most important problem in the society. The number of those crimes are growing very fast during the last years. So, that’s why it is so important to understand the factors of this negative activity, to start crime prevention on it’s early stage. While studying the earliest stages of prevention of under-ages crimes it is very important to analyze all the factors which can make influence for the activity like that. That’s why in this master’s work I tried to educe these tasks : 1. To describe the conception of crimes of under-ages and to educe the situation of nowadays. 2. To find and analyze the reasons, why under-ages are making crimes. 3. The importance of interdepartmental cooperation while trying to prevent the under-ages crimes. All those tasks were implemented, while analyzing science literature. Investigation showed, that the prevention of under-ages crimes must be shared by the society and all responsible officers. It is important, because only in that way good results can be reached. The first step of the prevention must be made in each family. Parents have to ensure not only physiological environment, but also to organize interesting leisure time. In the cases, when parents are disabled to do all those duties it is social workers, who are always ready to help under-ages, to feel a real member of society.

Sveikatos problemų sampratos ir jų sprendimo vertinimas tarpžinybiniame lygmenyje / Conceptions of health problems and evaluation of their solution in interdepartmental level

Miesto sveikatos politika labiausiai domisi europarlamentarai ir miesto politikai (66,7 ir 60,0 proc.). Mažiausiai šiuo klausimu domisi miesto seniūnijų ir departamentų, skyrių ir darželių bei mokyklų vadovai (38,3 proc.). Politikų ir vadovų nuomone, sveikatos politiką lemiantis aspektas – už žmonių sveikatos stiprinimą ir išsaugojimą yra atsakingi visi (tiek valstybės institucijos, valstybės tarnautojai ir politikai, tiek pats asmuo) (p<0,05). Visų grupių respondentai pagrindine sveiko miesto formavimo sąlyga įvardino švarią, saugią, geros kokybės aplinką (p<0,05). Politikų ir vadovų nuomone (80 proc.), sprendžiant visuomenės sveikatos problemas, tarpžinybinis bendradarbiavimas yra tik iš dalies pakankamas, o vietos lygmenyje jo įgyvendinimas dar silpnesnis. Respondentai pagrindine bendradarbiavimo forma įvardino bendrų projektų, programų rengimą, dalinantis praktika ir patirtimi (p<0,05). Dauguma (apie 90 proc.) visų grupių respondentų išsakė nuomonę, kad būtina stiprinti tarpžinybinį bendradarbiavimą sprendžiant visuomenės sveikatos problemas ir įgyvendinant sveikatos politiką. Situacija, įgyvendinant visuomenės sveikatos politiką miesto savivaldybėje, nėra gera: administracijos atskirų departamentų vadovų žinios apie sveikatos politiką, jos prioritetus bei pagrindines sveikatos politikos strategines įgyvendinimo kryptis nepakankamos, stokojama teisinės bazės tarpžinybiniam bendradarbiavimui, nėra pakankamo veiksmų koordinavimo tarp atskirų žinybų. / Europarlamentarians and city politicians are interested in city health policy most of all (66.7 and 60.0 %). Directors of town elderships departments and divisions, headmasters of schools and kindergartens are least interested in this question (38.3 %). Pursuant to politicians and directors, the aspect determining health policy is everyones (state institutions, civil servants and politicians, each persons) responsibility for improving and preserving health of people (p<0.05). The respondents of all groups indicate a clean, safe and good-quality environment as the main condition for creating a healthy city (p<0.05). In the opinion of politicians and directors (80 %) interagency cooperation is only partiallty sufficient while solving public health problems and its implementation on the local level is even weaker. Respondents indicated joint projects and programmes for sharing practice and experience as the main form of cooperation (p<0.05). The opinion of the majority ( of around 90 %) of the respondents of all the groups was that it is necessary to strengthen interagency cooperation in addressing public health problems and implementing health policy. Magistro baigiamajame darbe išanalizuoti Šiaulių m. savivaldybės bendruomenės sveikatos tarybos veiklos principai, sveikatos politikos formavimas ir įgyvendinimas Šiaulių mieste. Teorinėje dalyje analizuojama Lietuvos savivaldybių bendruomenių sveikatos tarybų veikla, Europos Sąjungos ir Lietuvos sveikatos politikos dokumentai bei jų įgyvendinimas bendruomenėje. Išanalizuota Šiaulių m. bendruomenės sveikatos tarybos sveikatos politikos veiklos kryptys, tarpžinybinis bendradarbiavimas. Ketvirtojoje dalyje nagrinėjamas Šiaulių m. bendruomenės sveikatos tarybos narių požiūris apie sveikatos politikos formavimą ir įgyvendinimą Šiaulių m. savivaldybėje, bendruomenės sveikatos tarybos bendradarbiavimo galimybes ir vykdomos veiklos vertinimą. / In the Master‘s Thesis, the principles of health policy development and implementation from Health Community Council of Siauliai city municipality are analyzed. In the theoretical part, analysis of the Health Community Councils activity of Lithuanian municipalities, the European Union and the Lithuanian health policy documents and their implementation in the community are investigated in a theoretical aspect. Data results on Health Community Council health policy activities and inter-agency cooperation are analyzed as well. In the fourth part, there is considered the approach of Health Community Council members to state their opinion about health policy development and implementation, collaborative capabilities and performance assessment in Siauliai city.
