Communication environnementale et intelligence territoriale : un appui au Groupe Chimique Tunisien site de Gabès / Environmental communication and territorial intelligence : A support for the Tunisian Chimical Groupe site of Gabès

Cette thèse analyse le lien entre la communication environnementale du Groupe Chimique Tunisien (GCT) site de Gabès et l’impulsion d’une dynamique d’intelligence territoriale entre cette entreprise et ses parties prenantes. Dans un contexte particulier d’une pollution industrielle chimique, les acteurs territoriaux prennent conscience de la nécessité de coopérer ensemble pour un développement durable de leur région. Dans une première étape, nous identifions les parties prenantes du GCT Gabès concernées par le processus de communication environnementale pour repérer, dans une seconde étape, s’il y a (comment et pourquoi) une dynamique d’intelligence territoriale entre eux. Deux étapes méthodologiques jalonnent l’ensemble : une analyse de contenu thématique qui porte sur un échantillon de près d’une vingtaine d’acteurs dont six sont des associations écologiques ; un guide d’entretiens reprenant les trois principes éthiques d’une intelligence territoriale (participation, approche globale/équilibrée et partenariat). Les résultats obtenus montrent l’existence de quelques pratiques d’intelligence territoriale qui nécessitent toutefois une meilleure implication des acteurs publics, privés et associatifs selon une approche participative, notamment, fondée sur l’utilisation des technologies numériques. / This thesis analyzes the link between the environmental communication of Tunisian Chemical Group (TCG) site of Gabès, and the momentum of a territorial dynamic intelligence between this company and its stakeholders. In a particular context of an industrial chemical pollution, the territorial actors become aware of the need to cooperate together for a sustainable development of their region. As a first step, we identify the stakeholders of the TCG Gabès in relation to the process of environmental communication to locate, in a second step, if there is (how or why) a dynamic of territorial intelligence between them. Two methodological steps are used in this study: an analysis of thematic content that focuses on a sample of nearly twenty players where six of these players are ecological associations; and a guide for interviews that embodies the three ethical principles of a territorial intelligence, participation, global/balanced approach, and partnership. The results obtained in this study show the existence of some practices of territorial intelligence. Our recommendation is for a better involvement of the public as well as the private actors and associations based on a participatory approach, or more specifically based on the use of digital technologies.

La construction d’une dynamique territoriale portée par les systèmes d’acteurs. : le cas de la trajectoire de la Mecanic Vallée / The construction of a territorial dynamic driven by the systems of actors : the case of the Mecanic Valley

Depuis les années 1970, le développement territorial est mis en exergue en aménagement et en sciences économiques dans une perspective qui est celle de la création d’activités et d’emplois liés. La valorisation des ressources territoriales devient dès lors cruciale. Toutefois, la littérature n’interroge pas l’identité des acteurs alors que ceux-ci constituent la ressource territoriale centrale. La thèse qui est défendue est que ce ne sont pas les mêmes types d’acteurs qui sont mobilisés par les proximités dans les différentes étapes du développement territorial. Plusieurs hypothèses sont émises au sujet des modes de mobilisation des acteurs, de leur nature et de leurs interdépendances. Le raisonnement est structuré en trois parties. La première est consacrée à l’étude du Système Productif Local (SPL) Mecanic Vallée. L’objectif est de comprendre comment le développement local a été structuré dans cet espace physique, social et productif. Une deuxième partie est consacrée à l’étude, dans la littérature, du mode de mobilisation et de coordination des acteurs ; particulièrement dans le cadre territorial (proximités, gouvernance, développement territorial). Plusieurs faits stylisés sont construits pour faire le lien entre systèmes d’acteurs, proximités et étapes du développement. Ces faits sont appliqués au SPL Mecanic Vallée afin de produire une relecture de sa dynamique de développement. Ces faits portent sur deux projets productifs particuliers : les relations d’affaires et le financement des activités. Une troisième partie est consacrée aux résultats de la recherche. Ces résultats confirment une très forte interdépendance des acteurs ainsi que la particularité des modes de mobilisation dans la construction de la dynamique territoriale. / Since the 1970s, territorial development has been highlighted in planning and economic sciences from the perspective of the creation of related activities and jobs. The development of territorial resources therefore becomes crucial. However, the literature does not question the identity of the actors even though they constitute a central territorial resource. The thesis argues that the proximity in the different stages of territorial development does not mobilize the same types of actors.Several hypotheses are put forward about the modes of mobilization of actors, their nature and their interdependencies. The reasoning is structured in three parts. The first is devoted to the study of the Mecanic Valley Local Production System (SPL). The objective is to understand how local development has been structured in this physical, social and productive space. A second part is devoted to the study, in the literature, of the way actors are mobilized and coordinated; particularly in the territorial framework (proximity, governance, territorial development). Several stylized facts are constructed to make the link between systems of actors, proximity and stages of development. These facts are applied to the SPL Mecanic Vallée in order to produce a re-reading of its development dynamics. These facts relate to two specific productive projects: business relations and activity financing. A third part is devoted to research results. These results confirm a very strong interdependence of the actors as well as the particularity of the modes of mobilization in the construction of territorial dynamics.

Expansão do ensino superior federal, atores territoriais e emergência de novas escalas de poder e gestão : a Universidade Federal da Fronteira Sul (UFFS)

A tese trata da criação de novas universidades federais como resultado de demandas de atores territoriais. Também destaca a multidimensionalidade do poder e como a emergência de atores territoriais nas políticas públicas constrói novas formas de gestão do território, a partir de práticas mais democráticas e horizontalizadas. A hipótese principal defendida nesta tese é de que os atores podem ser mecanismos de transformação dos usos do território, influenciando a ação do Estado sobre estes territórios. O estudo de caso da Universidade Federal da Fronteira Sul (UFFS) permitiu compreender como sua criação e implantação foram determinadas pela ação do Estado em interação com os múltiplos atores e suas escalas de poder e gestão. Temos, de um lado, um governo federal disposto a investir no ensino superior federal e, por outro, um território que apresenta uma diversidade de atores articulados em rede e que vão, rapidamente, responder a este ambiente favorável. Estes atores vão buscar impor suas reivindicações num contexto de abertura democrática e de valorização dos movimentos sócio territoriais. A criação da UFFS mostra que a influência dos atores territoriais nas decisões do governo federal só foi possível pela emergência de uma escala intermediária entre a escala federal e a regional/local. Esta escala atuou como “filtro das demandas” dos atores territoriais que, unidos nesta escala, fortaleceram seu poder de influência junto ao governo federal até alcançarem a efetiva criação da UFFS. Concluímos que a experiência da UFFS evidencia a emergência das escalas intermediárias no plano decisional e a importância do planejamento como corpo regulador que media o jogo de interesses dos atores territoriais nas diferentes escalas de poder e gestão. / This research analyses the creation of new federal universities as a result of territorial actor’s demands. It also highlights the multidimensionality of power and how the emergence of territorial actors in public policy builds new ways of managing the territory from more democratic practices. The main hypothesis of the research is to study how the territorial actors can behave as changing instruments of the territorial usage influencing the actions of the State. The case study of the Universidade Federal da Fronteira Sul (UFFS) allowed understanding how their creation and implementation were determined by the State’s action in interaction with multiple actors and its different scales of action. We have, on the one hand, a federal government willing to invest in federal higher education; on the other hand, we have a territory that presents a diversity of actors and its networks that will quickly respond to this favorable environment. The regional actors will attempt to impose their demands in a democratic context of openness and appreciation of the social territorial movements. The creation of the UFFS reveals that the influence of regional actors in the federal government decisions was only possible by the emergency of an intermediate scale (mesorregional scale) between the federal and regional/local scales. This scale acted as a “filter of the territorial actor’s demands” that linked in this scale strengthened their influence on decision making at a federal level. We conclude that the UFFS experience highlights the emergence of intermediate scales in the decision-making process and emphasizes the importance of planning as a regulatory structure which mediates the interests of territorial actors in different scales of power and management.
