The main objective of the project is to create a gateway to the university campus which promotes public access onto campus, forming a clearly identifiable transition zone and threshold which delineates the transition from public to private space. By opening up the campus in such a controlled fashion, it forms the first phase in achieving integration of the university with the city. The project functions as a link between students and the public by means of a facility based on the business incubation model and will address some of the immediate needs of the current users of the campus. The building encourages the free exchange of ideas among students, faculty, industry professionals, academics and the public. It is a tool that translates the vision into goals and performance measures from four perspectives: financial, customer, internal processes and learning and growth, which are intended to balance the management. Currently, this tool is used by many organizations in Brazil and the world, to suit both private companies and governmental organizations. The information extracted from the survey research data associated with the proposed methodology to work, can identify several situations considered critical strategic themes became later on strategic objectives, which served as reference for the formulation of the proposal strategy map and Balanced Scorecard model for the City Campus. Based on the studies it became clear that the ideal tool to be applied, by the way it has, by its flexibility and, above all because it is not only a measurement tool, but a management system that includes all processes administration, which makes the organizational strategies strategies for all. The application of the proposed Balanced Scorecard Hall on the University Campus will strengthen services so make them faster and more dynamic. This proposal becomes more evident and necessary since the City is undergoing a transition, or, will be transformed into Dean of Infrastructure. Such a change requires preparation and knowledge to meet the technical requirements and administrative policies that the industry requires / Este trabalho propõe a aplicação do Balanced Scorecard como ferramenta de gestão estratégica na Prefeitura do Campus da Universidade Federal do Amazonas. Trata-se de uma ferramenta que a traduz a visão em objetivos e medidas de desempenho a partir de quatro perspectivas: financeiras, do cliente, processos internos e do aprendizado e crescimento, os quais têm como finalidade equilibrar a gestão. Atualmente, esta ferramenta é utilizada por muitas organizações no Brasil e no mundo, por se adequar tanto às empresas privadas como às organizações governamentais. A partir de informações extraídas do levantamento de dados da pesquisa, associado à metodologia proposta para o trabalho, pode se identificar várias situações consideradas como críticas que se transformaram em temas estratégicos, posteriormente em objetivos estratégicos, os quais serviram de referência para a formulação da proposta de mapa estratégico e do modelo de Balanced Scorecard para a Prefeitura do Campus. Com base nos estudos realizados ficou claro que é a ferramenta ideal para ser aplicada, pela forma como se apresenta, pela sua flexibilidade e, sobretudo porque não se trata apenas de uma ferramenta de medidas, e sim de sistema de gestão que contempla todos os processos administrativos, o qual torna as estratégias organizacionais como estratégias de todos. A aplicação da proposta do Balanced Scorecard na Prefeitura do Campus Universitário fortalecerá os serviços de forma torná-los mais célere e dinâmico. Esta proposta se torna mais evidente e necessária visto que a Prefeitura está passando por um momento de transição, ou seja, será transformada em Pró-Reitoria de Infraestrutura.
