The Security Management System Research of The Campus Open Policy

Whether the school fence does have to be demolished? Whether the campus should open to the community? Although many kinds of possibilities about the campus security and the management topics will emerge after the openness of the campus, the issue has recently became one of the heated discussion subjects between schools and guardians. The school and community should show loving care mutually to face the essence of the question and to seek for multiple resources, and further to allow the community benefits from the openness of the campus, while the campus can also attain the true security. This research adopts the literature analysis, the campus security events, and the present campus environment examination discussions thorough interviewing in which participates were inspected primarily by themselves. The main purpose of this research lies in the understanding of the campus opening policy, the present campus security control mechanism and the whole development under the policy in order to create community area campus life. According to the results of this research, the campus opening policy gains a wide range of approval of the school security guards; however, it does not yet reach a common view about the non-fence of the campus for a variety of deficits and insufficient. The findings of this research suggest that the openness of the campus may increase the campus security maintenance. These suggestions can be applied for the educational administration institutions and the schools for further reference.

The Study of the Relationship Between Adversity Quotient and Campus Crisis Management in Elementary Schools

The purpose of this study is to discuss the current situations, differences and related situations of adversity quotient and campus crisis management for the educators in elementary schools. Based on the results of this research, we provided suggestions for the educational administration institutions, the elementary schools and the educators in elementary schools, and the related following researches could take those as reference material. In order to complete this study, the study starts with literature analysis, questionnaire survey, and collection and analysis of data. The questionnaire was performed on 400 elementary school educators in 39 elementary schools in Kaohsiung County. ¡§The questionnaire for adversity quotient¡¨ and ¡§The questionnaire for crisis management of elementary school¡¨ compiled by self were used as the tool for this study. We used software SPSS version 12 to run the statistically resultant such as t-test, one-way ANOVA, product-moment correlation and multiple regression analysis etc. According to the results of analyzed data, there are six conclusions shown below: 1.The adversity quotient of elementary school educators in Kaohsiung County is in the medium high range. However, it is easily effected other part of life due to the distress. 2.The elementary school educators in Kaohsiung County need to establish the conceptions of guidance and assistance for campus crisis management. 3.The elementary school educators in Kaohsiung County who are males, serve over 11 years, graduated from graduate school, administrative staffs, home-room teachers and had experience for handling crisis have higher adversity quotient. 4.The elementary school educators in Kaohsiung County who are males, serve over 6 years, graduated from graduate school, administrative staffs, home-room teachers and had experience for handling crisis perform much better in campus crisis management. 5.There is close relation between the level of adversity quotient and campus crisis management. 6.Adversity quotient can be the reference for projecting the ability of campus crisis management.

Fiscal Policy in Sweden : Analyzing the Effectiveness of Fiscal policy During the Recent Business Cycle

<p>The economic downturn of 2008-2010 has encouraged many economists andpoliticians to reconsider the role of fiscal policy. Whereas there is a broadly acceptedmodel which describes the influence of monetary policy on the economy, there is noconsensus concerning the fiscal policy.This paper aims to study the effectiveness of fiscal policy actions in Sweden over thepast 15 years, starting from the end of the banking crisis of 1992-93 to date. It has aspecific focus on the measures which were introduced in 2007-2010 and employs bothqualitative and quantitative analyses.The qualitative analysis investigates different expansionary fiscal measures, inter alia,the earned income tax credit, the new legislation for crisis management of banks, theguarantee program and the establishment of stability fund.The quantitative analysis is based on a 4-variable Vector Autoregression model whichhelps to identify the influence of general government expenditure, revenue and centralgovernment debt on GDP fluctuations over the past 15 years. The results demonstrate apositive response of GDP to an increase in government expenditure, with the maximumvalue of response achieved after 8 quarters. GDP also grows in response to a positiveshock in the central government debt, which is in line with the macroeconomic theory ofexpansionary fiscal policy. Darbo objektas – turizmo krizių valdymas. Tyrimo tikslas – išanalizuoti ir įvertinti Lietuvos išvykstamojo turizmo krizių valdymo situaciją. Uždaviniai: 1. Atskleisti darnaus vystimosi rodiklių stebėjimo svarbą turizmo krizių vertinimui. 2. Išanalizuoti turizmo krizės sampratą ir priežastis organizuoto turizmo vystimesi. 3. Sukurti turizmo krizių valdymo modelį. 4. Nustatyti Lietuvos kelionių agentūrų vadovų pasiruošimą valdyti turizmo krizes ir jų naudojamus krizės įveikimo metodus. Tyrimo hipotezės: 1. Lietuvos išvykstamojo turizmo įmonių ir padalinių vadovai yra pasirengę suvaldyti turizmo krizes. 2. Naudojami konkretūs turizmo krizių valdymo modeliai ir strategijos turizmo krizių įveikimui. Tyrimo aktualumas. Turizmo krizių valdymas Lietuvos mokslininkų yra labai mažai tyrinėtas. Dėl krizių patiriamos turizmo problemos sprendžiamos sunkiai Lietuvoje, nes nėra nei praktinių, nei teorinių žinių, kaip jas sėkmingai įveikti. Tyrimo metodai: 1. Mokslinės literatūros, statistinių duomenų ir teisinių dokumentų analizė. 2. Kokybinė turinio (content) analizė. Tyrimas buvo atliekamas taikant ekspertų apklausos metodą – pusiau struktūruoto interviu formą, apklausti 5 respondentai. Tyrimo empiriniams duomenims rinkti buvo parengta 13 klausimų. Klausimynas parengtas remiantis darbo teorinėje dalyje minimais darbais. Gautiems duomenims analizuoti buvo naudojama kokybinė turinio (content) analizė. The Management of the Effects of a Hurricane: A Study of Higher Education Crisis Management Processes as Viewed through a Performance Management System

On September 13, 2008, Hurricane Ike, a huge storm with tropical storm force or greater winds extending 275 miles from the eye, made landfall in Galveston, Texas submerging over 75% of the city. In response to this crisis, Texas A&M University at Galveston, a small ocean oriented satellite school of 2000 students, deployed a never-before-attempted business continuity plan, relocating 91% of the student body and campus operations 150 miles inland to the mother campus of Texas A&M University in nine days. As a result, Texas A&M University at Galveston successfully weathered the storm and enjoyed a record enrollment the following spring semester. This dissertation utilized a case study methodology to look at the approach/planning process that went into the plan, the deployment of the plan, and the learning that took place throughout the crisis. In addition, the case study was considered through the use of a performance management system, specifically the Quality Texas Foundation - Engagement Level Criteria based on the Malcom Baldrige Quality Management Criteria, to determine whether this criteria might be appropriate for assessing future crisis response in higher education. All Texas A&M University at Galveston crisis team members were interviewed using the criteria to guide the discussion. The study revealed that the approach taken by the Texas A&M University at Galveston crisis team members was very timely in that a number of significant changes were implemented in the plan only a year prior to Hurricane Ike, initiated in response to Hurricanes Katrina and Rita’s impact on other universities. Furthermore while the approach outlined a plan that guided the relocation effort, significant areas that were not directly related to the relocation of the students, such as plans for the workforce not directly involved in the relocation and community involvement, were not adequately addressed. In deployment of the plan, the development of guiding principles to further align the thousands of decisions that would take place proved critical. The study further identified that the crisis team members incorporated learning into the approach and deployment of the plan, and established a very comprehensive assessment process immediately after the crisis. The study also revealed a number of valuable lessons for practice for use by other institutions as they develop their own crisis management plans. Lastly, the Quality Texas Foundation - Engagement Level Criteria provided a solid platform for crisis management assessment in higher education, particularly in large scale disaster type crises.
