A Study on Protection System for Workers Incurring Occupational Accidents in TaiwanWeng, Mei-ling 27 August 2006 (has links)
The related and sound method, juridical protection, prevention, compensation and reconstruction for the whole domestic occupational accident labor protection system, currently lack of more thorough research on it. In order to understand the problem of occupational accident labor protection system, this study was adopted by qualitative in-depth interviews and comparatively second data to analyze subsidies of the implements, current method evaluations and influences of the administration for occupational accident labor protection system. There were 18 interviews, who divided into 4 categories including 3 administrators, 2 workers, 6 managers and other scholars. In view of interviews and related theories, the study examined occupational accident labor protection system in Taiwan, and concluded on the following chapters:
1.According to Occupational Accident Labor Protection Act and its Enforcement Rules, these relativity compiled related laws and regulations through the website¡]intranet¡^that integrated the database of information. It was not only convenient for workers to find out various rights of this Act, but also modified related Occupational Accident Labor Protection Act and regulations, build up more complete occupational accident labor protection system and reformed the direction for juridical protection. Firstly, the prevention of occupational accidents was for workers; Secondly, the responsibility of compensation was undertaken by the social insurance, moreover the atypical employment need to be protected and esteemed in the field of occupational accidents.
2.The implemented system of the occupation accident prevention needs to be strengthened, carrying out educational safety and health training, creating enterprise safety and health culture, re-examining the related regulations, and solving the managed problems of machinery or equipment determined to be potentially dangerous. To look into the policies of construction industry with the constructing of safety problems, identify the explicit standard basis of occupation accidents, build up complete supervising system of the occupation accidents, promote the quality of the labor health inspection, enhance the prevention of occupation health, and gives workers e a predominant position for safety and health.
3.The subsidies of occupation accidents were allocated according to the tendency of ¡§need", increasing family subsidies for occupation accidents, preventing from receiving various subsidies before the family problems were happened, strengthening the implementation of the occupation accidents for employer compensation system.
4.It carefully sets up the complete reconstructed system of occupation accidents, enhances occupation reconstruction, builds up the assessed mode of occupation accidents with the damaged degree of workers, integrates the welfare services of medical treatment, labor affairs, and social affairs, and constructs the perfect and complete mechanism of rebuilt occupation accidents.
According to this study, the suggestion and reform of occupational accident labor protection system were presented as followed:
1.In legislative views: In the short-term goal, the various regulations of occupational accident subsidies have to be simplified with one-way law or regulation, and in the long-term goal, it need draw up "the occupational accident insurance act" in the future.
2.In administrative views:
(1)With revising each regulation related occupational accident labor protection, the labor dispatched protection law will be enacted that strengthens the worker¡¦s rights and protections for the atypical employment model in the occurrence of occupational accident labor protection.
(2)The resolving problems of occupational accident labor protection system include: we have to strengthen educational safety and healthy training, resolve potentially dangerous machinery or equipment managed problems, solve construction industry building safe problems, re-examine occupational accident identified problems, reviser complete related regulations of occupational accident supervisory system, amend the quality of labor physical examinations, enhance the labor safety and health guidance and inspection, resolve occupational accident insurance benefits and subsidizing procedures and build up complete the reconstruction of occupation accident system.
3.The subsidies of occupation accidents were allocated according to the tendency of ¡§need¡¨, increasing family subsidies for occupation accidents, preventing from receiving various subsidies before the family problems were happened, strengthening the implementation of the occupation accidents for employer compensation system.
4.In employee views: Workers have the good habit of working safety and strengthen related occupation accident labor protection system and measure, coagulate union consciousness, express collective efforts, by means of the negotiation of labor union and the employer to fight for their benefits and rights.

Conhecer os fatores causais dos acidentes com prensas analisados pela auditoria fiscal do trabalho, visando subsidiar medidas para a prevenção de acidentes e estudar as referidas análises, buscando contribuir para o aperfeiçoamento do sistema de informações de análises de acidentes do MTE. As informações das análises de acidentes com prensas armazenadas no banco de dados do MTE foram tratadas e estudadas, possibilitando que os fatores causais inseridos pelos analistas fossem identificados. Ademais, as descrições dos respectivos acidentes foram analisadas, permitindo ao autor reclassificar os fatores causais e compará-los com aqueles inseridos pelos auditores no sistema. Foram estudadas 148 análises armazenadas no banco de dados do MTE no Brasil, sendo 71 no Estado de São Paulo, no período de 2001 a 2006. A média de fatores causais por análise em São Paulo foi de 3,73 e nos demais Estados foi de 5,35. Nas análises realizadas no Estado de São Paulo e nos demais Estados, a ausência/inadequação de sistema ou de dispositivo de proteção por concepção (12,45%, 14,32%) e o modo operatório perigoso ou inadequado à segurança (8,68%, 7,52%) foram os fatores causais mais freqüentes. Na classificação realizada pelo autor, a partir das descrições dos auditores, a ausência/ inadequação de sistema ou de dispositivo de proteção por concepção e o modo operatório perigoso ou inadequado à segurança corresponderam, respectivamente, a 18,44% e 15,57% nos demais Estados e 21,97% e 14,35% no Estado de São Paulo. Knowing the casual factors of the accidents with presses accomplished by the labor inspection, aiming to subsidize measures in order to prevent accidents and to study the referred analyses looking for contributions on the improvement of the information system of analyses of accidents of MTE. The information of the analyses of accidents with presses stored in the database of MTE were treated and studied, making it possible for the causal factors inserted by the analysts to be identified. Besides, the descriptions of the respective accidents were analyzed, allowing the author to re-classify those factors and compare them to the ones inserted in the system by the inspectors. 148 analyses stored in the database of MTE in Brazil were studied and from them, 71 were studied in the State of São Paulo from 2001 to 2006. The average of causal factors in the State of São Paulo was 3,73 by accident and in the other States of Brazil was of 5,35. In the analyses performed the State of São Paulo and in the other States, the absence or system inadequacy or of protection device for conception (12,45%, 14,32%) plus either the dangerous or inadequate operative way to safety (8,68%, 7,52%) were the most frequent casual factors. A principal fonte de informações utilizada nesta dissertação é o banco de análise de acidentes do trabalho do Ministério do Trabalho e Emprego, que está inserido no Sistema Federal de Inspeção do Trabalho – SFIT, que registra todas as fiscalizações realizadas por este órgão. Foram analisados 534 óbitos ocupacionais registrados no banco de análises, que forneceu diversas informações acerca dos acidentes, como o fator imediato de mortalidade, as causas selecionadas pelos analistas, descrição dos eventos, dentre outras. Nas atividades econômicas avaliadas, quais sejam, agricultura, indústria, construção, comércio e serviços, os seguintes fatores de mortalidade estiveram associados em maior número de casos aos acidentes: impacto causado por objeto lançado, projetado ou em queda; queda durante realização de serviços em telhado; exposição a outras linhas de distribuição e consumo de corrente elétrica e apertado, colhido, comprimido ou esmagado dentro de ou entre objetos. The main source of information used in this dissertation is the seat of analysis of accidents in the work of the Ministry of Labor and Employment, which is in the Federal System of Labor Inspection - IFCT, which records all the investigations carried out by the latter. We analyzed 534 occupational deaths recorded in the bank for analysis, which provided many details about the accident, as the immediate factor of mortality, the causes selected by analysts, description of events, among others. In the economic activities evaluated, namely, agriculture, industry, construction, trade and services, the following factors of mortality were associated in many cases the accidents: impact of object launched, projected or falling; fall during execution of services in roof; exposure to other lines of distribution and consumption of electric current and tight, harvested, crushed or compressed within or between objects. Causes for Single Accidents Among PedestriansLunner, Alba, Norling, Siri January 2023 (has links)
In the traffic environment, pedestrians account for approximately one thirdof injured road users. The vast majority (95%) are single accidents, i.e.,pedestrian falls without any another part involved. As a result, the SwedishTransport Administration has been tasked with reducing fall accidents. Toeffectively implement appropriate measures, a better understanding of theunderlying causes of these accidents is necessary, which is the objective ofthis study.The literature review identified snow and ice along with unevenness asimportant factors for pedestrian accidents. Other identified causes are busstops due to crowds, weather and winter maintenance due to slippery groundconditions, along with the duration of daylight and choice of pavementmaterial. These factors in addition to less studied causes such as the influenceof construction work, demographic areas and pedestrian flow were investigated.Several methods were used to best analyse each specific cause of accident.Six municipalities in Sweden were investigated, utilizing data from STRADA,weather stations, and the municipalities. The data was primarily processedusing Excel and software for geographical information systems.The results showed that there is no increased risk of falling in places withhigh pedestrian flows if exposure is taken into account. Certain characteristicsof demographic areas could not be proven to influence the accident rate, asareas with higher risk exhibit various locations and environments. STRADAdata proved unsuitable to investigate pavement materials as no conclusionregarding the impact of material could be drawn due to lack of usable data.The influence of construction work was considered minor, as few accidentsoccurred near construction zones in Stockholm. Slippery conditions causedby snow and ice were strongly linked to an increased number of accidents,highlighting the importance of winter maintenance. While the level of wintermaintenance, decided by the maximum time to completed snow removal,may affect the number of accidents; the study did not prove it statisticallysignificant. The accident risk at bus stops was not found to be higher than atother locations, but the accident rate at bus stops showed significant variationsbased on the extent of winter maintenance. Finally, most accidents occurduring daytime, which is consistent with reviewed literature.

Quantifying the Safety Impacts of Intelligent Transportation SystemsAvgoustis, Alexis 02 June 1999 (has links)
An average of 6.5 million crashes are reported to the police every year in the United States. Safety is significantly important considering the rapid increase on traffic volume on American roads. This thesis describes the development of a safety model whose primary objective is to capture the benefits of Intelligent Transportation Systems (ITS) on safety. The specific ITS component that is examined in more detail is traffic signal coordination. The model was tested in a micro-simulation environment using INTEGRATION traffic simulation model as well as in a field data evaluation.
The General Estimates System (GES) database was chosen as the primary national database to extract accident data. These data were used for the development of the statistical foundation for the safety model. Crash rates were produced using extracted crash frequencies and annual vehicle miles traveled figures from the Highway Statistics (FHWA, 1997). Regression analysis was performed to predict the behavior of several crash types, as they were associated with a variety of variables, for example the facility speed limit and time the crash occurred.
The model was developed in FORTRAN code that estimates the accident risk of a facility based on its free-speed. Two methods were used to test the model: 1. field data from the city of Phoenix, Arizona were used in a GPS (Global Positioning Systems) floating car that tracked the accident risk on a second by second basis. Before and after signal coordination scenarios were tested thus yielding a result that the accident risk is less in the after scenario. 2. the model was then tested in a micro-simulation environment using the INTEGRATION traffic model. A hypothetical network, as well as the Scottsdale/Rural road corridor in Phoenix were used. The sensitivity analysis of before and after signal coordination scenarios indicated that after the signals were coordinated, the crash risk was lower, thus proving that the model could capture the benefits of this ITS component. Reducing the number of crashes is an important aspect of improving safety. Traffic signal coordination smoothens traffic on a facility and reduces its potential accident risk by producing less vehicle-to vehicle interactions. Also, traffic signal control increases the free-speed of a facility. The advantage of this safety model is the fact that it can be used to capture a variety of ITS technologies and not only signal coordination that is examined in more detail in this thesis. / Master of Science
