Policy considerations for the management of informal business in a fast growing city : a case study of Polokwane Municipality.

A county's level of development is measured by poverty, unemployment and inequality. Strategies and development plans must address these three elements. The informal sector is an important part of the economy, contributing to the social and economic development of countries. Despite its importance, the management of the informal sector has not taken central place in most countries, probably because there is still the subconscious belief that the sector will disappear if sufficient levels of growth are reached. The sector is still being viewed as temporary and transitional. Research has however shown that the sector is permanent, and that there are those who enter the sector by choice (voluntary informal employment) and those who participate in the sector involuntarily. Despite the reason for participation, the sector should be taken seriously as it continues to grow and is permanent. As a result of the permanent nature of the informal sector, debates have moved from focusing only on informal enterprises to include the workers themselves, thereby giving birth to the notion of informal economy. The most visible activity in the informal economy is street trading. Street trading is a source of livelihood for the majority of the urban poor, but if not properly managed, can be problematic. Actually, street trading is associated with various urban management problems such as crime, grime, dirtiness, and many other issues, in some instance badly affecting the ability of the formal sector to grow. Due to its direct effect on the formal economy and communities, as street traders use public space, the study focuses on the management of street vendors. The study argues that while it is true that street vendors are a contributing factor to most urban management challenges in urban areas, the main cause is lack of proper systems and processes designed to manage the sector. The study argues further that the problems associated with street vendors are a symptom of systematic problems in public institutions, especially municipalities that are mandated by the Constitution to manage street trading. It maintains that the majority of the problems associated with informal trading can be addressed by adopting relevant policies that would guide and delimit the actions and behaviours of both the public officials and the traders. Such policies should, however, not equate management to regulation as has been the case. The policies should instead be developmental in nature, thereby recognising and acknowledging that street trading is an important component of the economy. This is not an easy task. The most fundamental challenge is the conflicting objectives between the street vendors and the authorities. While the street vendors focus on their right to trade, the local authorities focus on the right to enforce safety and health regulations. It is therefore important for municipalities to adopt a balanced approach to street trading as a phenomenon. This fact is also exacerbated by local authorities' limited understanding of the size and the contribution of the informal sector generally, and street vendors in particular, to the economy. This results in the adoption of public policies, urban plans and other development plans that counter rather than support the informal economy. Another critical finding that emerged from the study is that street vendors are generally not organised, and therefore have limited bargaining power. Due to this fact, they are unable to participate in the decision-making processes of the authorities even when decisions that affect them are taken. Even in instances where there are trader's associations, it has been indicated that they are weak and unable to assert any influence. On the local authority's side, the lack of proper traders' organisational structures makes it difficult for the municipalities to engage them and jointly develop strategies that will enable the sector to grow and become sustainable. It is therefore important that the authorities play a critical advocacy role with regard to the issue of association. Although various organisations such as SEWA, StreetNet or WIEGO are present, this is at local level, and hence their effect has not been felt. Another element that has emerged is that street vendors are harassed and do not enjoy any benefits, even in areas where it is legal to engage in street trading. One contributing factor to this could be that the management of the sector is not properly institutionalised. The study argues that where proper institutional mechanisms are put in place, and roles clearly defined, the sector is better managed and supported. Singapore, for example, established a hawker's department to deal with issues of licensing, support, monitoring and personal hygiene. This approach enabled Singapore to manage the sector better. Analysis of the policies of various municipalities in South Africa indicated a shift in this regard. The municipalities analysed acknowledge the fact that management of the sector requires a multidisciplinary approach, and have attempted to clearly define the institutional model for managing the sector. The question, however, would be if the state of street vending in some of the cities continues as it is, whether the lack of effectiveness of the policies is due to lack of resources and capacity to implement such policies or whether the policies are not appropriate for the environments which exist. The conclusion arrived at indicates without any doubt that the informal economy is here to stay, and is a critical component of the economy. It is therefore important that like the formal economy that is regulated and protected, the informal economy, is managed in a way that can make it one of the levers to address poverty, unemployment and inequality. The study also concluded that the formal economy remains the backbone of the economy. As a result, the informal economy should not be regarded as a solution to the problems in the formal economy. Instead, the informal sector is complementary and supplementary to the formal economy. As a result, it is prudent to have proper polices and strategies that put the informal economy at the centre and not at the periphery of economic development. Indeed, such policies and strategies should not affect the formal economy negatively. The recommendations provided in the study indicate that when developing a policy for managing street trading, such a policy should be developed taking into account the various policy-making stages. The municipality should also conduct a thorough environmental analysis in order to determine the external and internal factors that will affect the policy in order to develop an implementable and effective policy. The study concludes that issues such as infrastructure provision, safety, organisation, proper institutional model and capacity-building are critical intervention mechanisms that can enable the municipality to manage street vending effectively. Administrative support for community participation in the IDP : a case study of the Oostenberg Municipality

Thesis (MPA)--University of Stellenbosch, 2000. / ENGLISH ABSTRACT: This study explains community participation in the Integrated Development Planning (lDP) process and indicates that administrative support in the Oostenberg Municipality is not conducive for the facilitation of effective participation in this process. This resulted in poor attendance of the 1997/98 cycle of the IDP meetings. Certain improvements in this regard to the 1998/99 cycle did not show any significant difference. This situation did not allow the Oostenberg Municipality to achieve the objective of meaningful input from the community in the IDP policy process. It resulted in the budget not reflecting the priority needs of community specifically. Data in the study was obtained by means of a questionnaire. Information derived at supports the researcher's hypothesis that administrative support is not conducive to effective participation. The study yielded various reasons for non-participation, inter-alia that: the community was uninformed about the IDP, preventing people from access to information and effective participation; II> community participation was undertaken by various directorates on a fragmented basis while no official plan for implementing participation in a coordinated fashion existed; the Oostenberg Municipality relied only on community meetings as a method of participation. The illiteracy factor in the Oostenberg community however, made this an ineffective method; and the community do not value their participation because of the perception that the municipality and it's officials do not regard the community input in a serious light. Based on these findings, criteria for supporting effective community participation processes were developed. Practical recommendations which can be used to overcome the problems of participation in the context of the study were formulated. The principle recommendations derived at in this study are the following: ~ participation should be institutionalised by making one directorate responsible for it; ~ incorporating a participation policy into the organisation; ~ introducing alternative participation mechanisms, techniques and structures for the IDP; ~ the establishment of better communication systems and processes for the IDP; and, ~ the use of developmental-orientated officials and councillors (by providing them with ongoing training and development). If officials and councillors become developmentorientated they will eventually value community participation. / AFRIKAANSE OPSOMMING: Die studie verduidelik deelname in die Geïntegreerde Ontwikkelingsbeplanning proses (GOP) en dui daarop dat administratiewe steun in die Oostenberg Munisipaliteit nie bevorderlik is vir die ontwikkeling van effektiewe deelname in die proses nie. Dit het veroorsaak dat daar swak bywoning van die 1997/98 siklus van GOP vergaderings was. Verbeterings in hierdie verband tot die 1998/99 siklus het nie enige merkwaardige verbeterings getoon nie. Die swak bywoning het nie die Oostenberg Munisipaliteit toegelaat om die doelwitte van betekenisvolle insette van die gemeenskap in die GOP proses te bereik nie. Dit het gevolg dat die prioriteite van die gemeenskap nie in die begroting gereflekteer is nie. Data in die studie was verkry deur middel van 'n vraelys. Afleiding gemaak vanafinligting ondersteun die navorser se hipotese dat administrasie steun nie bevorderlik is vir effektiewe deelname nie. Indien amptenare en raadslede ontwikkelings-georiënteerd is, sal hulle waarde kan heg aan gemeenskapsdeelname.

An evaluation of the University of the Witwatersrand refugee research programme : the impact of research findings on implementation of projects

The life span of a programme is determined by the sustainability achieved as a result of its activities. Within any successful research initiative, there is a progression from the research findings to the implementation of those findings. This study examines the effect that the implementation of research findings has on the initiation of new research projects within a research programme. The distinctions between academic research programmes and the implementation of the research findings were identified. By unobtrusively applying these definitions to a process of self-evaluation, a theoretical model was identified for the evaluation of the University of the Witwatersrand Refugee Research Programme and one of its projects. Advocacy research, which focused on policy intervention, was not seen as being sustainable as a programme output, as it is dependent on funding. Sustainability in advocacy is linked to research skills enabling pilot intervention. Pilot intervention in tum requires funding that research programmes sometimes use for their basic survival. This should not be interpreted as contributing to the sustainability of the research programme as funding activities are driven by the needs of the pilot intervention. This is significant as these needs can through demands from the funders of pilot intervention, contribute to changes in policies, goals and objectives of the research programme. It was found that the progression to implementation within a rural academic research programme does limit the initiation of new research proposals. Research initiatives tend to become tools of funding agencies with the focus being placed on the implementation of the research findings. This study recommends that the implementation of research findings should be limited to pilot projects, that there should be defined time frames for pilot implementation and, that there should be a clear division of responsibility between research activity and pilot implementation. / AFRIKAANSE OPSOMMING: Om lewensvatbaar te wees moet 'n navorsingsprogram gehandhaaf kan word. Die lewensduur van 'n program word bepaal deur sy handhawing as gevolg van sy aktiwiteite. Binne enige suksesvolle navorsingsinisiatief is daar 'n progressie van navorsingsbevindings tot die implementering van daardie bevindings. In hierdie studie word die effek van implementering van navorsingsbevindings op inisieëring van nuwe navorsingsprojekte binne 'n navorsingsprogram ondersoek. Die verskil tussen akademiese navorsingsprogramme en die implementering van navorsingsbevindings is geïdentifiseer. Deur op 'n onopvallende wyse hierdie definisies toe te pas op 'n proses van selfevaluasie is 'n teoretiese model geïdentifiseer wat gebruik is om die Universiteit van die Witwatersrand se Vlugteling Navorsingsprogram en een van sy projekte te evalueer. Voorspraaknavorsing wat fokus op beleidsintervensie is nie gesien as handhaafbaar in terme van programopbrengs nie aangesien dit afhanklik is van befondsing. Hierdie studie beveel aan dat die implementering van navorsingsbevindings tot loods projekte beperk moet word, dat daar 'n gedefinieerde tydraamwerk vir implementering van loodsprojekte moet wees en dat daar 'n duidelike verdeling van verantwoordelikheid tussen navorsingaktiwiteite en loodsprojek implementasie moet wees.

Exponents of the sociolinguistic theory focus on the social dimension of language. They argue that language planning is part of social change, and as such it is subjected to the rules of social change. Language planning does not take place in a vacuum and therefore, the exponents of the sociolinguistic theory also focus on the broader societal factors such as the economic, political, demographic and psigological factors that influence language planning during the planning phase. This study investigates the manner in which the University of Stellenbosch dealt with multillingualism through its language policy. In this regard the investigation aims to establish whether the University of Stellenbosch is doing enough in terms of its language policy to promote multilingualism through developmental programmes, in order to make the university more accessible for non-Afrikaans speakers from the community it serves. This study also investigates the historic background of the university and nationalism in dealing with the lingusitic and Afrikaans character of the University. In this regard the focus is on the role of Afrikaner Nationalism, the role it played in the language policy, and also how it influenced the broader political goals of nation building and reconciliation. Against this backdrop a critical analysis is made of the language policy of the University of Stellenbosch based on the provisions of the constitution and language ideological models. Lastly this study aims to make recommendations for a language policy at Stellenbosch University which will promote multilingualism, by recognising all the official languages, through this the university will be more accessible for non-Afrikaans speakers, especially those in the Western Cape. / AFRIKAANSE OPSOMMING: Die werkstuk is gebaseer op die beginsels van die sosiolinguistiese teorie. Voorstanders van die sosiolinguistiese teorie plaas die fokus op die sosiale aard van taal. Taalbeplanning is deel van sosiale verandering, en is as sulks onderhewig aan die reëls van sosiale verandering. Taalbeplanning geskied nie in 'n vakuum nie, en daarom fokus voorstanders van die sosiolinguistiese teorie ook op die breër sosiale faktore soos die ekonomiese, politieke, demografiese en psigologiese faktore wat taalbeplanning beinvloed tydens die beplanningsfase. Hierdie studie is 'n ondersoek na die wyse waarop veeltaligheid aan die Universiteit van Stellenbosch hanteer word. In hierdie verband word ingegaan op die kwessie of die Universiteit van Stellenbosch in terme van sy taalbeleid, genoeg doen om veeltaligheid deur ontwikkelingsprogramme te bevorder sodat die universiteit meer toeganklik kan wees vir nie-Afrikaanssprekendes uit die gemeenskap wat dit dien. The effectiveness of youth participation in the integrated development planning formulation process in the Umzumbe Municipality.

The abolishment of apartheid government, brought a new era of democratic government in South Africa, which sought to recognise the rights of all people and restored their dignity. The Constitution of the Republic of South Africa was promulgated in 1996. Fundamental to this is the Bill of Rights which is a cornerstone of democracy in South Africa. It enshrines the rights of all people in our country and affirms the democratic values of human dignity, equality and freedom. Chapter 7 of the Constitution, as part of the objects of local government, encourages the involvement of communities in the matters of local government. Besides the Constitution, there are various pieces of local government of legislation, which deals with the administration component of the municipality and which provides for the political establishment of municipalities. Legislation calls for municipalities to develop a culture of community participation and requires municipalities to encourage and create conditions for participation in the affairs of the municipality in formulating Integrated Development Plans. Using Umzumbe Municipality under the auspices of Ugu District Municipality as case study, the study critically examined the effectiveness of youth participation in municipal ward Integrated Development Plan (IDP) formulation process. It focused on examining the attitudes and experience of youth in participating on IDP formulation processes. The study also examined the extent to which the youth participation guiding principles have been implemented and evaluate the effectiveness of existing youth structures. This study also investigated the level of youth understanding on the powers and functions of different spheres of government. The lack of youth participation in service delivery projects will defeat the democratic constitutional imperatives, which are also enshrined in municipal legislation. The issues raised by this study determines as to whether the regulatory and legislative frameworks are understood by the youth, and also this study will evaluate, the effectiveness of the existing youth participation mechanisms at a municipal at a ward level. / Thesis (MPA)-University of KwaZulu-Natal, Westville, 2011.

The impact of Extended Public Works Programme in job creation : a case study of eThekwini Municipality.

The focal point of the case study is based on the Expanded Public Works Programme (EPWP) as one of the initiatives agreed to at the Growth and Development Summit (GDS) in June 2003. The goal of the EPWP is to bridge the gap between the growing economy and the large numbers of unskilled and unemployed people who have not yet enjoyed the benefits of economic development. Taking into consideration that most of the unemployed are unskilled, the importance is on relatively unskilled work opportunities. This case study sought to understand the conceptualisation and operation of the EPWP in the eThekwini Municipality. It attempted to establish the extent to which the beneficiaries of the EPWP have been able to sustain decent jobs after the implementation of the EPWP within the Municipality. Against this backdrop, this case study drew conclusions on the conceptualisation and implementation of EPWP and made recommendations on how best to implement the programme. The study was largely qualitative seeking to establish people’s views and perceptions on the programme. The purpose of this study is to evaluate the management and development of cricket in South Africa with particular reference to Natal. The objectives of this evaluation included Highlighting the period of cricket prior to unification; Describing the unification process and the conditions necessary for unity; and Evaluation of the development programmes at national and provincial levels. The extensive area of investigation and the vastness of the area of study, restricts this research to specific aspects that are pertinent to the topic. The objectives of the study therefore focus on the following : To provide a theoretical foundation and analysis of administration, organisation and structure, and development, in order to establish whether the current situation did in fact meet with the objectives of the unification process; To investigate the effects of the apartheid policy on sport in South Africa; and To provide a critical appraisal of existing development programmes in order to enhance the knowledge and literature-base of cricket administration in South Africa. Within the framework of this research, and the theoretical foundations of cricket administration and development, the effects of the government's policy of "Apartheid", the emergence of the non-racial sports struggle, the unification process, and the structure of cricket with particular emphasis on the development programmes both at national and provincial levels, are discussed. The conclusion, which draws inferences from each chapter, provides certain recommendations pertaining to the following: The establishment of a National Sports Coordinating Body; The development of a National Development Policy; The establishment of a National Development Fund; The Development of Talented Players; The Development of Officials; The Development of Clubs; The Provision of Facilities; The establishment of School Cricket Unification; and Control and Accountability. The role of organised labour in dispute resolution in the eThekwini Municipality.

This research expounds on the impact of Organised Labour in Dispute Resolution at eThekwini Municipality. The research will identify the positive and negative aspects of the stakeholders within the environment of labour relations. The necessity of this research is that very little research has been conducted in the dispute resolution environment at eThekwini Municipality. In any labour contract, there will always be disputes between the stakeholders concerned. In some instances, the conclusion of the dispute is a win-win situation or winner takes all. In the open market, the engaging of the Commission for Conciliation Mediation and Arbitration is the forum available to resolve disputes. In the local government sector, however, organised labour caters for the needs of its members by taking their grievances to the bargaining council under the auspices of the South African Local Government Bargaining Council. Local government is the sphere that is closest to the public at which delivery of services takes place. The manner in which this is conducted depends largely on the Municipality's institutional capacity. The institutional capacity also influences its regulatory role. The co-operative governance approach encourages multiple stakeholder arrangements to deal with labour relations issues. These arrangements will provide an illustration of the role of various stakeholders in achieving peace and harmony in the workplace. Organised Labour will always have a profound effect on the economy, politics and social services. Its contribution and development to society is highly influential and ensures its recognition. The challenge is to develop systems and procedures that will serve the labour relations environment. This research will set out to explore the dispute resolution mechanism that exists currently, and the effect it has in the Municipality. Student governance in higher education institutions in the Western Cape, South Africa [electronic resource] : a case study.

The aim of this study was to explore the role and contributions of elected student leaders in student governance positions, at the four higher education institutions in the Western Cape. The literature study revealed that whilst information on student politics is easily available, very limited information is available about the elected student leaders in student governance positions in higher education institutions, within the broader governance framework. The role of elected student leaders in contributing to the democratisation of universities was positively identified as an indicator of the evolving democratisation of universities. It was found that whilst elected student leaders are involved in, and do contribute to key decision-making in policy matters, this is not always the case. Of significance is the quality of the deliberative process and the level of seriousness in connecting the voice of students in a meaningful and consistent manner, to institutional decision-making, on matters that affect students. The theoretical framework of this study was grounded in Public Administration theory, deliberative democracy theory and governance theory within a higher education institutional context. The study intersects with deliberative democracy theory in understanding the advantage of good student governance as a way of contributing to the democratisation of universities and the student and the public good. The role of student leaders is fore grounded by illuminating ways in which they interpret their student leadership roles and how they interpret this in relation to the national and institutional policy framework referred to in the National Plan for Higher Education (Republic of South Africa, 2001). The policy context provides a basis for understanding the relationship between Public Administration and higher education. The Higher Education Act, No. 101 of 1997, provides the legislative framework for institutional governance, within which the statutory provision for student governance is situated. In particular, the Higher Education Act sets out the framework for institutional student governance and principles of good governance. The governance ethos of the Higher Education Act is derived from principles of good Public Administration as the basis for good governance, and the democratic values and principles as set out in Section 195 of the Constitution of the Republic of South Africa, 1996. An empirical study was conducted which included the administration of questionnaires to students in student leadership positions at the four universities in the Western Cape. In addition to the questionnaire survey, interviews were conducted with students and staff. The data was analysed statistically, using descriptive statistics. The findings of the study illustrate support for the continued existence of the student governance framework and for the role of student leaders in the decision-making processes of higher education institutions. However, there is a need for a more serious and consistent commitment to involving students in deliberative processes on matters of student interest and the public good. Such involvement is fundamental to the values and principles of democracy and good governance. The challenge for change is to seek meaningful and sustainable ways to complement the student governance approach by drawing in and connecting the broader student voice to the representations and the decision-making processes on its behalf by those who represent them, and by the decision-makers. It may be useful to review the role of student leaders in how this role is interpreted and deployed by the student leaders and how this role is supported by staff and the decision-makers involved in decision-making that impact on students. This descriptive study explored key factors such as the role and contributions of student leaders in governance positions, their functions, skills and applications deployed within their specific environment of student governance, and the general institutional governance environment and its influences on institutional democratisation. The research study culminates in providing guidelines for an integrated student governance framework in contextualising and supporting a wider deliberative student governance approach in higher education. This requires commitment and support from the management and student leadership, in pursuit of effective student governance within an environment that is nurturing and embracing of the student voice as central to achieving the institutional vision. / Thesis (Ph.D.)-University of KwaZulu-Natal, Durban, 2011.

Thesis (MPA)--University of Stellenbosch, 2000. / ENGLISH ABSTRACT: The primary purpose of this study is to determine developmental opportunities for the upliftment of the socio-economic conditions of Tuberculosis patients as a non-medical intervention. The aim of the study rests with patients' opinions and life experiences regarding the control of the illness. Owing to the social and economic connotation attached to TB, it is imperative that the conditions be addressed that have a direct influence on the susceptibility of TB in order to minimize the risk of infection and reinfection. These conditions are, amongst other, housing, feeding status, level of education and substance abuse. Since these conditions depend on sufficient income, the issue of unemployment and its consequences are being discussed. For decades already the relation between TB and socioeconomic circumstances is described, but it are still this very circumstances that stifles the advancement in medical treatment. The opinions and experiences of TB patients are obtained from informal in-depth interviews. It is obvious that TB patients never started to consider solutions for the epidemic themselves. This can be ascribed to the fact that, historically the cure of TB was exclusively the responsibility of the health profession. A great deal of apathy is noticed with regards to problem identification. For this reason the community is not yet ready for the massive developmental task that is still to come. Through a process of social learning and empowerment, a sense of responsibility must be cultivated within the communities. Confidence must be established with regards to their ability to improve the situation with the aid of other role players for example government, the private sector and health services. Recommendations for development are based on the level, the imagination and current abilities of the patients. The distribution of information about the disease, the creation of job opportunities, the encouragement of parents to participate in the education of their children and health education by trained members of the community are some of the most important recommendations of this study. / AFRIKAANSE OPSOMMING: Die primêre doel van die studie is die ondersoek na ontwikkelingsgeleenthede vir die opheffing van die sosio-ekonomiese omstandighede van Tuberkulose pasiënte as 'n nie-mediese tussentrede. Die fokus van die studie berus op die pasiënt se menings en lewenservaring aangaande die bekamping van die siekte. Vanweë die sosiale en ekonomiese konnotasie aan TB is dit van belang dat die toestande wat direk 'n invloed het op die vatbaarheid vir TB, aangespreek word om sodoende die risiko van infeksie en herinfeksie te verminder. Hierdie toestande is onder andere behuising, voedingsstatus, opvoedingspeil en substansmisbruik. Omdat genoemde toestande afhang van gereelde en genoegsame inkomste word werkloosheid en die gevolge daarvan behandel. Reeds vir dekades is die verband tussen TB en sosioekonomiese omstandighede beskryf, maar steeds is dit juis dié omstandighede wat die vooruitgang in die mediese behandeling in die wiele ry. Die menings en ervarings van TB pasiënte is verkry uit informele indiepte onderhoude. Dit is duidelik dat TB pasiënte nog nie self aan oplossings vir die epidemie begin dink het nie. Dit kan toegeskryf word aan die feit dat die genesing van TB histories die uitsluitlike verantwoordelikheid van gesondheidspersoneel was. Daar word ook 'n groot mate van apatie gemerk ten opsigte van probleemidentifiseringen is die gemeenskappe dus nog nie gereed vir die massiewe ontwikkelingstaak wat voorlê nie. Deur 'n proses van sosiale leer en bemagtiging moet 'n verantwoordelikheidsin by gemeenskappe gekweek word. Selfvertroue moet gebou word ten opsigte van hulle vermoë om die situasie te verbeter met die hulp van ander rolspelers soos die regering, die privaatsektor en gesondheidsdienste. Aanbevelings vir ontwikkeling is gebaseer op die vlak, denke en huidige vermoëns van die pasiënte.Van die belangrikste aanbevelings sal wees die uitbreiding van kennis aangaande die siekte, die skepping van werksgeleenthede, die aanmoediging van ouerbetrokkenheid by hulle kinders se opvoeding en voedingsvoorligting deur opgeleide gemeenskapslede.
