Factors influencing the utilization of voluntary counselling and testing services amongst employees of the Lobatse Town Council in Botswana

In this study both qualitative and quantitative methods were used to find out to what extent the Lobatse Town Council employees used Voluntary Counseling and Testing (VCT) HIV and AIDS services, the reasons for using or not using the services, the preferred service providers reasons for choosing a service provider. Lastly recommendations were made on how the uptake HIV and AIDS VCT services could increased amongst the employees. A sample of 200 respondents was selected from the employees of the Lobatse Town Council, and it was established that 65.5 percent of the respondents had used VCT. Females had a higher testing participation rates than males, white collar respondents had a higher testing participation than the blue collar respondents. There was a higher rate amongst the married than the single respondents and the older ages of 30 and above than the young ages of 29 years and under. In the study it was also established that the majority of the respondents considered voluntary counselling and testing for HIV and AIDS as being important. However there were some groups that were more positive than others regarding the importance of testing. More females than males were positive regarding the importance of testing, and also amongst the employment categories the white collar respondents were more positive than the blue collar respondents regarding the importance of HIV and AIDS testing. Furthermore it was established that the most important reason for testing amongst the employees that did test for HIV and AIDS was that they felt that they needed to undergo testing before they tested. The respondents that did not test for HIV and AIDS indicated that the most important reason for not testing was that they were scared the results could not be kept confidential. The research also showed that the most preferred service provider was Tebelopele. Tebelopele was the most used and preferred service provider amongst both gender and age groups, all marital groups and the blue collar group in the employment categories. However, for the white collar group the most preferred service provider was the private practitioners. The most common reason for choosing a service provider was confidentiality and privacy. Lastly, the research makes recommendations on what needs to be done to increase the uptake of VCT HIV and AIDS testing amongst the Lobatse Town Council employees. One of the recommendations is that there was a need to educate the employees of the Lobatse Town Council and that the education should be specific for each group. For example from the group discussion the participants felt that the reason to why males did not want to utilise HIV and AIDS VCT was because they lacked knowledge on the importance of testing. Also the respondents indicated that there was a need to remove stigma and discrimination through removing confidentiality attached to HIV and AIDS. It was also, recommended that the Lobatse Town Council formulate and implements a workplace policy on HIV and AIDS

The Unity of the Brethren has a rich history in Mladá Boleslav. This thesis focused on the social status of members of the Unity of the Brethren in Mladá Boleslav in the early 17th century. The basic source, from which the research is based, is a part of a unique finding of the Brethren Church correspondence, which had been found in 2006. This is the registra of Boleslav corps Church from the years 1610 and 1611. By the processing and evaluation of entries in these registers is determined by amount of members of the Corps unity and their percentage representation of Bohemian Brethren in the population of the city. The participation of members of the Unity in the administration of the city has been identified according to the data in the indexes and records preserved in the books of the early 17th century. The work also pays attention to the representation of Bohemian Brethren in the leading positions of individual guilds in Mladá Boleslav. The subject of research is also the property status of the members of the Unity corps in Mladá Boleslav. Research found that in 1610 and 1611 members of the Unity corps in Mladá Boleslav were 17 % to 18 % of the population of the city. Esta dissertação tem como objetos centrais a Câmara Municipal de Vila Rica e as elites locais que controlaram suas prerrogativas, desde sua fundação em 1711, ate as revoltas que ocorreram no sertão de Minas Gerais a partir de 1736. Analisa-se, ao longo de cinco capítulos, as estratégias usadas pelos dois grupos que controlaram as prerrogativas da instituição, um durante a década de 1710, outro durante as décadas de 1720 e 1730. A partir da observação das rotinas administrativas e das finanças locais, e do estudo da trajetória dos 520 indivíduos que exerceram funções na instituição durante o período estudado especialmente dos 26 indivíduos mais influentes constatou-se uma oscilação da jurisdição do poder local, vinculada a uma redução das prerrogativas da Câmara Municipal. Este movimento foi causado pelo aumento da pressão dos agentes do monarca sobre as elites locais institucionalizadas, e por uma mudança de estratégia destas elites a partir da repressão à Revolta de Vila Rica em 1720. Antes deste episódio, o grupo dominante local era mais resistente aos interesses do rei na região, depois de 1720, o novo grupo que assumiu o controle da política local adotou uma linha mais conciliadora em relação aos agentes régios. A consolidação das elites locais, a partir deste momento, esteve diretamente vinculada a uma diminuição da jurisdição dos poderes locais em relação ao poder central. / This dissertation has as central objects the Municipal Council of Vila Rica and the local elites who controlled their prerogatives, from its foundation in 1711 until the riots that occurred in the hinterland of Minas Gerais in 1736. Over five chapters, we analyze the strategies used by the two groups that controlled the prerogatives of the institution, one during the decade of 1710, the other during the decades of 1720 e 1730. From the observation of local administrative routines and the study of the trajectory of the 520 individuals working in the institution during the period studied especially the 26 most influential individuals it was found oscillation of the jurisdiction of local authorities, linked to a reduction of the prerogatives of the Municipal Council. This movement was caused by increased pressure of the king\'s agents on institutionalized local elites, and a change of strategy of these elites from the repression of Villa Rica Revolt in 1720. Before this episode, the dominant local group was more resistant to the king\'s interests in the region; after 1720, the new group who took control of the local policy chose a more conciliatory line in relation to the king\'s agents. The consolidation of the local elites, since the decade of 1720, was directly linked to their decreasing autonomy in relation to the central power.

The study was undertaken to determine the influence of the policy of separate development on the establishment, development and disestablishment of the Geluksdal Management Committee. The policy of separate development as implemented by the previous National Party Government led to the establishment of the Geluksdal Management Committee. Acts adopted by Parliament provided the statutory environment for the establishment of the Geluksdal township and the development of the Geluksdal Management Committee. The adoption of the Local Government Transition Act, 1993 (Act 209 of 1993) and the Constitution of the Republic of South Africa, 1993 (Act 200 of 1993) led to the disestablishment of the Geluksdal Management Committee. In terms of the Local Government Transition Act, 1993 (Act 209 of 1993) the Transitional Local Council of Brakpan, that includes the Geluksdal Management Committee, was promulgated. / Die studie is onderneem om die invloed van die beleid van afsonderlike ontwikkeling op die ontstaan, ontwikkeling en ontbinding van die Geluksdal Bestuurskomitee te bepaal.
