Para tanto, foi feita a Análise de Necessidades de Treinamento (ANT) que, de acordo com a literatura, tem sido realizada baseada em abordagens ad hoc e com pouca sistematização, além disso, existe carência de estudos acerca do tema. As pesquisas em Psicologia estiveram voltadas ao nível micro, ou seja, limitadas às analises no nível individual das necessidades de treinamento. Os estudos em Administração enfatizam o nível organizacional (macro), porém, com poucos estudos voltados a abordagens teórico-metodológicas. Foi realizado estudo de caso na Unidade utilizando análise documental em documentos institucionais com finalidade de efetuar a análise do contexto interno e externo à organização, conforme sugere a literatura; análise documental em documentos institucionais para levantamento das capacitações realizadas no corte temporal 2010 e 2011; técnica de grupo focal e entrevistas semi-estruturadas, para identificar os desafios e mudanças que a organização deverá enfrentar nos próximos anos e as competências emergentes e, por fim, foi feito um comparativo dos resultados de cada etapa da pesquisa para verificar o nível de alinhamento entre as ações de TD&E fornecidas pela organização e as estratégias organizacionais. Como resultado o estudo identificou a existência de alinhamento parcial entre as ações de TD&E e as diretrizes estratégicas da organização, no entanto, ficou evidente a necessidade de realizar a ANT de forma adequada a fim de minimizar as ações de TD&E que consideram apenas a melhoria na execução das tarefas. / Salvador

Esta pesquisa buscou verificar, com base na lacuna de competências individuais, as necessidades de capacitação dos Técnico-Administrativos em Educação lotados na SGP da Univasf. O presente trabalho de natureza qualitativa e de caráter exploratório-descritivo foi dividido em cinco etapas: análise dos elementos estratégicos; identificação das competências setoriais; identificação das competências individuais; identificação da lacuna de competências; e identificação das necessidades de capacitação. Os instrumentos utilizados para a coleta de dados desta pesquisa foram análise documental, entrevistas semi-estruturadas, grupo focal e questionário. Por meio do mapeamento de competências foi possível identificar a lacuna de competências que apresentou variação entre 0 a 20. Como resultado, o estudo identificou 56 competências individuais da SGP, sendo que apenas 5 competências individuais apresentaram variação da lacuna entre 12 a 20, o que indicou uma grande necessidade de capacitação dessas competências prioritárias. / To meet objectives of the Decree 5.707/2006, the Rector of the San Francisco Valley’s Federal University (Univasf) appointed a commission to propose the implementation methodology of the management by skills model in the institution, which adopted as method of work to evaluate the applicability of this methodology using a pilot project in the Personnel Management Office (SGP). This research tried to verify, based in the individual competencies gap, training needs of the technical-administrative in education belonging to the UNIVASF’s SGP. The present work of qualitative nature and descriptive-exploratory character was divided into five stages: strategic elements analysis; sectorial competencies identification; individual competencies identification; competencies’ gap identification; and training needs identification. The instruments used for data collection for this research were documentary analysis, semi-structured interviews, focus group and questionnaire. Through this mapping was possible to identify the competencies’ gap which showed variation between 0 to 20. As a result, the study identified 56 individual competencies in SGP, being that only 5 individual competencies showed variation between 12 to 20, indicating a great training need for these priority competencies.

The development of a training program for foremen in the construction industry, aligned with the National Qualification framework

This study is about the development of a training model for foremen in the construction sector. It is important since the sector is growing rapidly, a critical shortage of skills exists and at the same time major changes occurred in terms of training and development, labour market trends and the prevalence of HIV/Aids. The changes in labour market trends refer to the casualisation of employment where most of the trade skills work on large construction projects is outsourced to sub-contractors. This makes the role of foremen of critical importance. The purpose of the study is to develop a training program for foremen in the construction industry, aligned with the National Qualification Framework. The research is a qualitative exploratory study using mixed methods. The research includes a literature study into training and the needs assessment process and an investigation into the new legislative environment in South Africa. The investigation then considers local and international construction training. The practical study is carried out by doing a comprehensive assessment of the training needs of foremen working for Group Five Building and then those needs are link to qualifications, unit standards and short courses registered within the National Qualification Framework as training interventions to develop foremen. The study found that foremen in the construction sector are aging rapidly with few new entrants. The training of foremen is almost non-existent with no well recognized training program in place. The qualification registered with the South African Qualifications Authority for this purpose does not meet the requirements if actual training needs of foremen. The training of artisans for house building projects in South Western Nigeria

The current shortage of artisans in the Nigerian house construction sector has constrained the productivity of the sector and exacerbated the nation‟s housing problem. The persistent neglect of the artisan training system has negatively impacted on the stock of artisans available for house construction projects. Nigeria‟s large and fast-growing population of over 140 million with an estimated growth rate of 3.2 percent has engendered increased investment in shelter provision; especially by individuals and families due to fast rising housing rentals- mainly in the urban centres. Past policies have not adequately addressed the realities of the skills crisis occasioned by inadequate and neglected apprenticeship training and poorly developed vocational education and training systems. The fallout of this is manifested in the difficulties faced by developers in sourcing suitably qualified and experienced artisans for house construction projects. In response to this challenge, an upsurge of migrant artisans and craftsmen from neighbouring West African nations like Togo, Benin Republic and Ghana to Nigeria has occurred in the recent times. They were attracted by building contracting firms to fill the gap created by inadequate artisan supply that is currently being experienced locally. This development is totally unacceptable as it exacerbates the overarching socio-economic problems in Nigeria, especially the already high unemployment rate which is estimated to be 23.9 percent. This study has consequently investigated the inadequate training of house construction artisans in South Western Nigeria; evolving interventions and developing a strategic model for improving the artisan training system to ensure an adequate and sustainable artisan supply in the house construction sector. The model incorporates best practices, rethinking strategies and integrated approaches in mitigating the identified challenges. The model is underpinned by reviewed literature and empirical findings. Quantitative surveys and interviews were utilised as the data sources. The research findings show that the factors which negatively impact on the artisan training system in the house construction sector include: the poor image of artisans in society; lack of recruitment strategies for attracting potential artisans; inadequate policy framework for training and employment; a faulty and rigid National Qualification Framework (NQF); the non-participation of employers in training; a poor funding mechanism; a weak regulatory framework and corrupt practices in training administration. Recommendations for addressing the inadequate training of artisans include education policy reforms to give priority to vocational education; a new regime of funding for vocational education and training; a review of the National Qualification Framework to integrate the vocational colleges with the university system; a reform of the regulatory framework; public re-orientation on the societal image of the artisans; adoption of a new approach of public- private partnership in artisan training; the provision of incentives schemes to attract potential artisans and the appropriation of the proposed model for an integrated approach to addressing the challenges.
