Professor Municipal: entre as polÃticas educacionais e as trajetÃrias pessoais / Municipal teacher: between educational policies and the personal histories

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / Esta tese versa sobre o trabalho dos professores da rede pÃblica de ensino municipal no Brasil, discutindo a relaÃÃo entre as polÃticas educacionais que caracterizaram a Ãltima dÃcada e as trajetÃrias pessoais que os levam e os mantÃm no magistÃrio do ensino fundamental. A referÃncia espacial à o municÃpio litorÃneo de Aracati no Estado do CearÃ, Nordeste brasileiro. A partir da Metodologia da InterpretaÃÃo analiso trinta memoriais elaborados pelos professores municipais e vÃrios documentos relacionadas Ãs polÃticas educacionais, produzidos ou veiculados nas instÃncias estadual e municipal no perÃodo de 1996 a 2002. Tanto num como noutro sÃo nÃtidas as diretrizes responsÃveis pela descentralizaÃÃo e municipalizaÃÃo do ensino com implicaÃÃes na regulamentaÃÃo do trabalho docente e na concepÃÃo dos professores sobre sua atividade ocupacional. O trabalho docente em Aracati à em grande medida expressÃo da polÃtica educacional desenvolvida no Estado do CearÃ, que por sua vez apresenta estreita sintonia com orientaÃÃes de organismos internacionais. Contudo, os professores tambÃm revelam ricas trajetÃrias pessoais que influenciam os valores e princÃpios Ãticos que norteiam a qualidade de seu trabalho a despeito da presenÃa da ideologia neoliberal na gestÃo escolar. A expectativa salarial do professor sobre a docÃncia à modesta, haja vista a precariedade histÃrica do trabalho no universo municipal, no relacionado à regulamentaÃÃo como aos baixos valores pagos, havendo um espaÃo propÃcio ao conformismo e à resignaÃÃo. Em decorrÃncia disso os professores reconhecem que a regulamentaÃÃo de seu trabalho por meio, da Lei do Fundef supera em parte a fragilidade do ingresso e contrato do magistÃrio no Ãmbito municipal. A reaÃÃo dos professores, com a reestruturaÃÃo do campo educacional e da escola, decorrente das medidas polÃticas adotadas, vai do deslumbramento ao desencanto, da passividade protegida pelo invÃlucro ideolÃgico das ânovidadesâ de um ânovo tempoâ à revolta em forma de irritaÃÃo com as flagrantes contradiÃÃes. Os professores reclamam dignidade no seu trabalho alÃm das preocupaÃÃes de ordem econÃmica, vinculadas tambÃm Ãs necessidades de maior participaÃÃo nas decisÃes das polÃticas educacionais. Entretanto, nÃo associam as mudanÃas no campo educacional ao processo de reestruturaÃÃo do Estado brasileiro, nem tampouco à perspectiva neoliberal que as norteia. A reconstituiÃÃo da trajetÃria de vida e de trabalho, mediante os memoriais, impulsiona a formaÃÃo de uma consciÃncia pessoal e profissional, fazendo os professores sujeitos sociais preocupados com a educaÃÃo moral de seus alunos. / This thesis studies the work of the Brazilian municipal public education system teachers. It discusses the relationship between the educational policies that characterized the last decade and the teachers personal paths that take and keep them on primary and secondary school teaching. The research was based on the puclic primary and secondary schools of the Cearà State, Brazilian Northeast. Starting from the Interpretation Methodology I analyze thirty schooling and teaching memorials written by the teachers and also, documents about the educational policies. Those were produced or distributed by the state and municipal instances, during the period from 1996 to 2002. On both of them, the directives responsible for the teaching decentralization and municipalization are clear. They have implications on the teaching work regulations and conceptions about their occupational activities. The teaching work in Aracati is, in great measure, the expression of the educational policies developed on Cearà State, which by its turn presents a close accordance with international organisms orientations. However, the teachers also reveal great personal paths that have influence on the values and ethic principles that orientate their work quality despite of the influence of a neoliberal ideology on the school management. The salary expectancy of the teacher is modest, as a result of the historical precariousness of the work in the municipal level, on what it is related to regulation as the low salaries worth. There is a propitious background for conformism and resignation. Because of that, teachers admit that their work regulation by the means of the Nacional Assistance and Development law of primary and secondary Education (Fundef) partially overcomes the fragility of the teaching admission and contract on the municipal scope. Teachersâ reaction to the educational and schooling changes as a consequence of the policies adopted, goes from amazement to disappointment, from the passivity that is protected by the ânew times noveltiesâ ideological wrapper to the revolt shaped in the angriness against the clear contradictions. Teachers claim dignity on their work, besides the economical worries, linked also to the necessities of greater participation on decisions over educational policies. However, they do not associate the changes in educational field to the Brazilian State restructuration process, neither to the neoliberal perspective that orientates it. The reconstruction of the life and work paths, in face of the memorials, gives impulse to the formation of a personal and professional counscienceness, turning the teachers into social subjects concerned on their studentsâ moral education.
