O plano de ações articuladas nos municípios paulistas prioritários : o exercício cooperativo em análise /

Orientador: Theresa Maria de Freitas Adrião / Banca: Bianca Cristina Correa / Banca: Raquel Fontes Borghi / Resumo: Trata-se de uma pesquisa de natureza teórica documental, que analisa o movimento recente de articulação entre Governo Federal, representado pelo Ministério da Educação, e os demais entes federados, que em colaboração buscam empreender políticas educacionais frente às atuais demandas. Especificamente, o estudo se volta para o Plano de Ações Articuladas - PAR, instrumento do planejamento pelo qual se desenvolve um diagnóstico da situação educacional nas diferentes localidades e em consonância se estabelece ações e subações para as quais são ofertadas assistência técnica e financeira por parte do Governo Federal para os sistemas estaduais e municipais de ensino. Nesse sentido, o objetivo central deste trabalho consiste em identificar e analisar a cooperação técnica e financeira ofertada pelo Ministério da Educação a partir das ações e subações sugeridas pelo Plano de Ações Articuladas - PAR em municípios paulistas priorizados pelo Plano. A análise se construiu por meio da descrição do Plano de Ações Articuladas e da análise do aparato legal que o institui e regulamenta; e da identificação e análise das noções que fundamentam a proposta de planejamento contida no PAR. Tomamos inicialmente para análise o relatório público do Plano de Ações Articuladas dos dezessete municípios paulistas prioritários, no ano de 2007, para análise do seu diagnóstico da dimensão da área de Gestão Democrática do ensino. Dentre esses dezessete municípios foram selecionados aqueles que apresentavam menor desempenho na avaliação dos indicadores que compunham o diagnóstico e, portanto, demandaram maior assistência. As conclusões apontam para a importância de implantar medidas com vistas à cooperação entre os entes federados para empreender as políticas educacionais, nas quais os municípios, esferas... (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: This thesis is a research based on documents that analyses the recent movements of coordination between the Brazilian Federal Government, represented by the Ministry of Education, and the Brazilian states and municipalities, which together seek to undertake educational policies given current demands. Specifically, the study turns to the Articulated Action Plan (Plano de Ações Articuladas - PAR), planning instrument by which it's developed a diagnosis of the educational situation in different localities and by mutual agreement it's established actions and subactions for which it's offered technical and financial assistance by the Federal Government to the state and municipality systems of education. In this sense, the goal of this thesis is to identify and analyse the financial and technical cooperation offered by the Ministry of Education from the actions and subactions suggested by the Articulated Action Plan - PAR in municipalities from São Paulo state prioritized by the Plan. The analysis is built through the description of the Articulated Action Plan and analysis of the legal framework that establishes and regulates it, and identification and analysis of the concepts that lay the foundation of the planning proposal contained in the PAR. We first review the public report of the Articulated Action Plan for the seventeen municipalities prioritized in São Paulo state in the year 2007, for analysis of its diagnosis of the teaching Democratic Management dimension. Among these seventeen municipalities it was selected those which had a lower performance in the indicators evaluation that comprised the diagnosis and, therefore, required further assistance. Educação especial no Brasil : contradições nas políticas de inclusão (2003-2014)

Essa pesquisa objetivou analisar a trajetória das políticas públicas de Educação Especial, no Brasil, no período 2003-2014, verificando as contradições, limites e avanços, assim como as concepções de inclusão dos sujeitos que interagem na formulação dessas políticas. A abordagem de pesquisa adotada foi análise documental, na perspectiva do materialismo histórico dialético, de publicações feitas pelos sujeitos coletivos envolvidos na passagem das políticas de Educação Especial para o campo das políticas de inclusão. Verificamos que, no movimento em que as políticas de Educação Especial passam para o campo das políticas de inclusão, estavam envolvidos sujeitos coletivos (movimentos sociais protagonizados pelas pessoas com deficiência, organismos internacionais, governo federal e instituições privado-assistenciais) com diferentes concepções de inclusão. Nessa trajetória, evidenciaram-se três principais contradições, que compõem a atual política de Educação Especial Inclusiva: a ampliação do direito com a precarização do direito, ou seja, as pessoas com deficiência passaram a ter acesso à escola regular pública, mas com menos tempo de atendimento especializado e sem a modificação estrutural e pedagógica da escola para acolhê-las; ampliação das vagas às pessoas com deficiência em escolas públicas e, ao mesmo tempo, a ampliação do financiamento público a instituições privadas, através de convênios de prestação de serviço de atendimento educacional especializado ou da compra de vagas em escolas especiais exclusivas; a política garante a acessibilidade física e tecnológica através das salas de recursos multifuncionais, no entanto, não promove a garantia de currículo adaptado, capacitação de profissionais, nem a redução de alunos por turma do ensino regular com inclusão. A concepção de inclusão presente nas políticas públicas de Educação Especial é pouco profunda (não considera a gênese da exclusão), atrelada a matrícula, ao ingresso no ensino regular e à preocupação com a inserção no mercado de trabalho e no mercado consumidor. Essa concepção deriva da ideologia conservadora de que a maior participação na lógica da produção da sociedade capitalista permite o fim da exclusão ou da desigualdade. Evidenciamos em nossas análises que a desigualdade é inerente à sociedade capitalista, ou seja, o capitalismo a produz e precisa dela para se reproduzir. Assim, ampliar a participação nesta lógica contribui para a manutenção da ordem e não rompe com a produção das desigualdades. We verified that, in the movement in which Special Education policies transfer to the field of inclusive policies, collective subjects were involved (social movements protagonized by peoples with disabilities, international organisms, federal government and private-care institutions) with different concepts of inclusion. In this trajectory, it was evidenced three main contradictions that compose the current Inclusive Special Education policy: the magnification of the right with the precariousness of this right, which means that subjects with disabilities were granted access to the regular public school, but with less time of specialized care and without structural and pedagogical modifications on the school that received them; expansion of vacancies for people with disabilities in public schools and, at the same time, an increase in the public funding to private institutions through service provision agreements of specialized educational services or the purchase of vacancies in exclusive special schools; the policy allows physical and technological accessibility by means of multi-functional resources; nevertheless, it does not promote any guarantee of an adapted curriculum, training of professionals, or the reduction in the number of students by class in the inclusive regular education. The conception of inclusion present in the public policies of Special Education is shallow (it does not consider the genesis of exclusion), and is linked to the registration and admission in the regular education, and to the concern with the insertion on the labor market and consumer market. This conception comes from the conservative ideology that greater participation in the logic of production of the capitalist society allows the end of exclusion and inequality. Our analyses evidenced that the inequality is inherent in capitalist society, that is, capitalism produces it and needs it to reproduce. Therefore, expanding the participation in this logic contributes to the maintenance of order and it does not break with the production of inequalities. In the same way, scholar inclusion maintains the production and reproduction of exclusion in the education and does not break with the inequality historically observed in the field.

Brasil e Cuba: um estudo comparado sobre políticas públicas de educação básica e as articulações com a psicologia, entre as décadas de 1960 e 1990 / Brazil and Cuba: a comparative study on the public policies of the basic education and their relation with the Psychology between the decades of 1960 and 1990

Esta pesquisa possui como tema as políticas públicas de educação básica do Brasil e de Cuba. O objetivo central é analisar nos países a constituição e implementação das políticas educacionais e o papel da psicologia nesse processo, entre as décadas de 1960 e 1990. Tratase de um estudo comparado na perspectiva do materialismo histórico e dialético. Para tanto, reconstituímos a história dos processos políticos e econômicos de cada nação e a relação com a política econômica internacional, utilizando sobretudo a legislação e documentos oficiais. No Brasil, o modelo de desenvolvimento de um capitalismo dependente ficou longe de priorizar uma educação para todos e de qualidade, e a participação da psicologia nas políticas educacionais se deu de forma indireta e sem uma organização dos profissionais da área. Ao passo que Cuba articulou a construção de uma sociedade socialista a uma educação universal e de qualidade, em que a psicologia atuou de forma direta e coletiva. Concluímos que há uma íntima relação entre economia, políticas educacionais e psicologia que se expressa nos resultados alcançados na educação pública dos dois países, ainda que tais resultados sejam extremamente distintos. / This research covers as a theme the public policies of the basic education in Brazil and Cuban. Its main purpose is to analyze the constitution and implementation of such educational policies in the referred countries and the role of the psychology in this process, in the time lapse between the decades of 1960 and 1990. It is a study comparative tanking into the perspectives of the historic materialism and dialectic. For such, we reconstitute the history of the political and economics processes of each Nation and their relation to the international economic policy, using above all the legislation and official documents. In Brazil, the development model of a dependent capitalism did not prioritize an education to all and with quality, by far, and the psychology role in the educational policy took place in an indirect manner and without an organization from the professionals in this field. On the other hand, Cuba articulated the construction of a socialist society and a quality universal education, in which the psychology acted direct and collectively. We have concluded that there is an intimate relation between economy, educational policies and psychology that is shown in the results achieved in the public education of those two countries, despite the fact that such results are extremely distinct.

Atuação curricular no contexto do Ensino Médio Politécnico : o espaço dos Seminários Integrados

Esta dissertação busca compreender a atuação curricular dos professores de uma escola da rede pública estadual do Rio Grande do Sul no contexto do Ensino Médio Politécnico, tendo como foco os Seminários Integrados e os princípios orientadores instituídos por essa política educacional. É importante destacar que esta política não é o objeto de análise do estudo, mas consiste no campo empírico a partir do qual são discutidas questões sobre o currículo escolar. Assim sendo, este estudo insere-se nas intersecções entre os campos do currículo e das políticas educacionais. Neste trabalho é apresentado um panorama do ensino médio no Brasil e do contexto de reestruturação curricular do ensino médio no Rio Grande do Sul. São apresentados com base documental os aspectos que caracterizam o Ensino Médio Politécnico, os Seminários Integrados e os princípios orientadores dessa política, quais sejam: relação partetotalidade; reconhecimento de saberes; relação teoria-prática; interdisciplinaridade; avaliação emancipatória; e pesquisa como princípio pedagógico. Os objetivos deste estudo consistem em compreender como o currículo escolar configurou-se a partir da política do Ensino Médio Politécnico, identificar os princípios orientadores da atuação curricular dos professores na escola estudada e examinar as articulações entre esses princípios nas práticas atuadas nos Seminários Integrados. Os referenciais teóricos que sustentam esta pesquisa interseccionam-se nos campos da Sociologia da Educação e das Teorias Educacionais Críticas. Os conceitos discutidos detalhadamente nesta dissertação referem-se a currículo, hegemonia, articulação e atuação. A metodologia de pesquisa adotada congrega as abordagens do Ciclo de Políticas e da Análise Relacional, tendo em vista as relações entre os fenômenos macro e micro educacionais da atuação curricular no contexto da prática em que a política do Ensino Médio Politécnico incide. As análises realizadas permitem identificar os princípios pedagógicos orientadores da atuação curricular como presenças ausentes nas práticas dos professores da escola analisada. Os dados de pesquisa indicam a disciplinarização dos Seminários Integrados nesta escola, o que ocasiona um reforço dos desafios de concretização dos princípios pedagógicos propostos para o Ensino Médio Politécnico. A partir desses elementos, são discutidas questões relacionadas à avaliação escolar, à integração curricular e à articulação dos princípios pedagógicos atuados nos Seminários Integrados. Os resultados das análises evidenciam que em decorrência de diversos fatores e desafios, sobressaem-se, nesse contexto, práticas curriculares naturalizadas pela tradição cultural e institucional vivenciadas nesta escola. Contudo, os dados de pesquisa também evidenciam que os Seminários Integrados e os princípios orientadores da atuação curricular foram elementos importantes de tensionamento sobre o currículo oficial da escola estudada e sobre a tradição cultural e institucional de práticas da mesma. A partir de tal estudo, pretende-se contribuir para pensar os desafios do ensino médio, sinalizando espaços que precisam ser (re)pensados e/ ou fortalecidos nos campos do currículo e das políticas educacionais. / This dissertation aims at understanding the curricular enactment of teachers in a public school in the state of Rio Grande do Sul (RS), Brazil, in the context of the Polytechnic High School policy, focusing on the Integrated Seminars and the guiding principles instituted by this educational policy. It is important to emphasize that this policy is not the object of study analysis, but it is the empirical field from which questions about the school curriculum are discussed. Thus, this study examines he intersections between the fields of curriculum and educational policies. This dissertation presents a panorama of high school in Brazil and the context of curricular restructuring of high school in RSBrazil. It presents an analysis of the documents that characterize Polytechnic High School policy, the Integrated Seminars and the guiding principles of this policy, which are: the relationship between part and totality; recognition of previous knowledge; relationship theory-practice; interdisciplinarity; emancipatory evaluation; and research as a pedagogical principle. The objectives of this study are to understand how the school curriculum was set up through the Polytechnic High School policy, to identify the guiding principles of the curricular enactment of the teachers in this school, and to examine the articulations between these principles in the enactment of the Integrated Seminars. The theoretical framework that supports this research intersect in the fields of Sociology of Education and Critical Educational Theories. The concepts discussed in detail in this dissertation refer to curriculum, hegemony, articulation, and enactment. The research methodology adopted brings together the approaches of the Policy Cycle and Relational Analysis, considering the relations between the macro and micro educational phenomena of the curricular enactment in the context of the practice in which Polytechnic High School education policy occurs. The analyzes allow us to identify the pedagogical principles guiding the curricular activity as an absent-presence in the practices of the teachers. The research data indicate the disciplinarization of the Integrated Seminars in this school, which shows the challenges of achieving the pedagogical principles proposed for Polytechnic High School policy. From these elements, issues related to school evaluation, curriculum integration, and the articulation of the pedagogical principles enactment in the Integrated Seminars are discussed. The results of the analyzes show that due to several factors and challenges, in this context, curricular practices naturalized by the cultural and institutional tradition experienced in this school stand out. However, the research data also show that the Integrated Seminars and the guiding principles of curricular enactment were important elements of tension on the official curriculum of this school and on the cultural and institutional tradition of its practices. With this study, we intend to contribute to think about the challenges of high school, indicating spaces that need to be (re)thought and/ or strengthened in the fields of curriculum and educational policies.

Atuação curricular no contexto do Ensino Médio Politécnico : o espaço dos Seminários Integrados

Esta dissertação busca compreender a atuação curricular dos professores de uma escola da rede pública estadual do Rio Grande do Sul no contexto do Ensino Médio Politécnico, tendo como foco os Seminários Integrados e os princípios orientadores instituídos por essa política educacional. É importante destacar que esta política não é o objeto de análise do estudo, mas consiste no campo empírico a partir do qual são discutidas questões sobre o currículo escolar. Assim sendo, este estudo insere-se nas intersecções entre os campos do currículo e das políticas educacionais. Neste trabalho é apresentado um panorama do ensino médio no Brasil e do contexto de reestruturação curricular do ensino médio no Rio Grande do Sul. São apresentados com base documental os aspectos que caracterizam o Ensino Médio Politécnico, os Seminários Integrados e os princípios orientadores dessa política, quais sejam: relação partetotalidade; reconhecimento de saberes; relação teoria-prática; interdisciplinaridade; avaliação emancipatória; e pesquisa como princípio pedagógico. Os objetivos deste estudo consistem em compreender como o currículo escolar configurou-se a partir da política do Ensino Médio Politécnico, identificar os princípios orientadores da atuação curricular dos professores na escola estudada e examinar as articulações entre esses princípios nas práticas atuadas nos Seminários Integrados. Os referenciais teóricos que sustentam esta pesquisa interseccionam-se nos campos da Sociologia da Educação e das Teorias Educacionais Críticas. Os conceitos discutidos detalhadamente nesta dissertação referem-se a currículo, hegemonia, articulação e atuação. A metodologia de pesquisa adotada congrega as abordagens do Ciclo de Políticas e da Análise Relacional, tendo em vista as relações entre os fenômenos macro e micro educacionais da atuação curricular no contexto da prática em que a política do Ensino Médio Politécnico incide. As análises realizadas permitem identificar os princípios pedagógicos orientadores da atuação curricular como presenças ausentes nas práticas dos professores da escola analisada. Os dados de pesquisa indicam a disciplinarização dos Seminários Integrados nesta escola, o que ocasiona um reforço dos desafios de concretização dos princípios pedagógicos propostos para o Ensino Médio Politécnico. A partir desses elementos, são discutidas questões relacionadas à avaliação escolar, à integração curricular e à articulação dos princípios pedagógicos atuados nos Seminários Integrados. Os resultados das análises evidenciam que em decorrência de diversos fatores e desafios, sobressaem-se, nesse contexto, práticas curriculares naturalizadas pela tradição cultural e institucional vivenciadas nesta escola. Contudo, os dados de pesquisa também evidenciam que os Seminários Integrados e os princípios orientadores da atuação curricular foram elementos importantes de tensionamento sobre o currículo oficial da escola estudada e sobre a tradição cultural e institucional de práticas da mesma. A partir de tal estudo, pretende-se contribuir para pensar os desafios do ensino médio, sinalizando espaços que precisam ser (re)pensados e/ ou fortalecidos nos campos do currículo e das políticas educacionais. / This dissertation aims at understanding the curricular enactment of teachers in a public school in the state of Rio Grande do Sul (RS), Brazil, in the context of the Polytechnic High School policy, focusing on the Integrated Seminars and the guiding principles instituted by this educational policy. It is important to emphasize that this policy is not the object of study analysis, but it is the empirical field from which questions about the school curriculum are discussed. Especificamente, o estudo se volta para o Plano de Ações Articuladas – PAR, instrumento do planejamento pelo qual se desenvolve um diagnóstico da situação educacional nas diferentes localidades e em consonância se estabelece ações e subações para as quais são ofertadas assistência técnica e financeira por parte do Governo Federal para os sistemas estaduais e municipais de ensino. Nesse sentido, o objetivo central deste trabalho consiste em identificar e analisar a cooperação técnica e financeira ofertada pelo Ministério da Educação a partir das ações e subações sugeridas pelo Plano de Ações Articuladas – PAR em municípios paulistas priorizados pelo Plano. A análise se construiu por meio da descrição do Plano de Ações Articuladas e da análise do aparato legal que o institui e regulamenta; e da identificação e análise das noções que fundamentam a proposta de planejamento contida no PAR. Tomamos inicialmente para análise o relatório público do Plano de Ações Articuladas dos dezessete municípios paulistas prioritários, no ano de 2007, para análise do seu diagnóstico da dimensão da área de Gestão Democrática do ensino. Dentre esses dezessete municípios foram selecionados aqueles que apresentavam menor desempenho na avaliação dos indicadores que compunham o diagnóstico e, portanto, demandaram maior assistência. As conclusões apontam para a importância de implantar medidas com vistas à cooperação entre os entes federados para empreender as políticas educacionais, nas quais os municípios, esferas... / This thesis is a research based on documents that analyses the recent movements of coordination between the Brazilian Federal Government, represented by the Ministry of Education, and the Brazilian states and municipalities, which together seek to undertake educational policies given current demands. Specifically, the study turns to the Articulated Action Plan (Plano de Ações Articuladas – PAR), planning instrument by which it’s developed a diagnosis of the educational situation in different localities and by mutual agreement it’s established actions and subactions for which it’s offered technical and financial assistance by the Federal Government to the state and municipality systems of education. In this sense, the goal of this thesis is to identify and analyse the financial and technical cooperation offered by the Ministry of Education from the actions and subactions suggested by the Articulated Action Plan - PAR in municipalities from São Paulo state prioritized by the Plan. The analysis is built through the description of the Articulated Action Plan and analysis of the legal framework that establishes and regulates it, and identification and analysis of the concepts that lay the foundation of the planning proposal contained in the PAR. We first review the public report of the Articulated Action Plan for the seventeen municipalities prioritized in São Paulo state in the year 2007, for analysis of its diagnosis of the teaching Democratic Management dimension. Among these seventeen municipalities it was selected those which had a lower performance in the indicators evaluation that comprised the diagnosis and, therefore, required further assistance.
