Previous issue date: 2017-03-28 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior - CAPES / This study has its foundation in the city, living space of the majority of the world population and, therefore, locus of production and reproduction of social relations. This place is also where the work of many social workers in the interaction with the expressions of the social issue and its specifics as an urban question is developed. It has as a theme the right to the city and its counterpoint in the removal and involuntary resettlement processes in view of the commercialization of urban space and housing, since the housing policy becomes part of the capital financing system. This thesis aims to analyze how the right to the city is built in urban areas impacted by involuntary resettlement programs. In this regard, it has reference in the critical dialectic method and in the theoretical categories of totality, historicity, mediation and contradiction. Methodologically, a qualitative research was developed with two involuntary resettlement programs made to carry out infrastructure works in Porto Alegre city: the Socio-Environmental Integrated Program and the ?Novo Tronco? Project. The research instruments used were participant observation with field diary records and semi-structured interviews with program managers and community leaders. The data were analyzed using the content analysis technique resulting in three categories of reality: perception about city production, daily life and relations between communities and public authority. The research results allow us to conclude that involuntary resettlement and resettlement programs are part of a broader set of actions leading by the business community of the city, implemented through the combination of State and market interests. Seen in these terms, the city, as a result of the human labor production, becomes strange to the workman, because he does not take part of the result of his own work. On one hand, the daily life of families affected by these processes is marked by feelings of loss, both material - housing, public places in the community, community achievements - and immaterial - neighborhood and community ties, solidarity networks and mental health. On the other, due the fact of these processes are marked by domination between State and a subaltern class and by inequalities of power, they are also producers of resistance. / Este estudo tem seu ch?o na cidade, espa?o de vida da maioria da popula??o mundial e, portanto, l?cus de produ??o e reprodu??o das rela??es sociais. Espa?o ainda onde se desenvolve o trabalho de muitos Assistentes Sociais na interface com as express?es da quest?o social e suas especificidades enquanto quest?o urbana. Tem como tema o direito ? cidade e seu contraponto nos processos de remo??o e reassentamento involunt?rio, diante da perspectiva de mercantiliza??o do espa?o urbano e da moradia, j? que a pol?tica habitacional passa a compor parte do sistema de financeriza??o do capital. Essa tese tem por objetivo analisar como o direito ? cidade ? constru?do nos territ?rios urbanos impactados por programas de reassentamento involunt?rio. Para isso, tem refer?ncia no m?todo dial?tico cr?tico e nas categorias te?ricas de totalidade, historicidade, media??o e contradi??o. Metodologicamente, foi desenvolvida uma pesquisa qualitativa que teve como campo dois programas de reassentamento involunt?rio executados para realiza??o de obras de infraestrutura na cidade de Porto Alegre: o Programa Integrado Socioambiental e o Projeto Nova Tronco. Os instrumentos utilizados foram a observa??o participante, com registros em di?rio de campo, e entrevistas semiestruturadas, realizadas com gestores dos programas e lideran?as comunit?rias. Os dados foram pensados atrav?s da t?cnica de an?lise de conte?do e resultaram em tr?s categorias explicativas da realidade: percep??o sobre a produ??o da cidade, cotidiano e rela??es entre comunidades e poder p?blico. Os resultados da pesquisa nos permitem concluir que os programas de remo??o e reassentamento involunt?rio s?o parte de um conjunto mais amplo de a??es de condu??o do empresariamento da cidade, executado atrav?s da conjun??o de interesses do Estado e do mercado. Nesse sentido, a cidade, enquanto produ??o do trabalho humano, passa a ser estranha ao trabalhador, porque n?o se apropria do resultado de seu pr?prio trabalho. Por um lado, o cotidiano das fam?lias atingidas por esses processos ? marcado por sentimentos de perdas, tanto materiais ? moradia, espa?os p?blicos na comunidade, conquistas comunit?rias ?, quanto imateriais ? v?nculos de vizinhan?a e comunit?rios, redes de solidariedade e sa?de mental. Por outro, ao tempo em que s?o processos marcados pela domina??o entre Estado e uma classe subalterna e por desigualdades de poder, s?o tamb?m geradores de resist?ncia.

Previous issue date: 2007-03-05 / This master thesis approaches the observed urban transformations of Americana city, a mid size town with industrial profile of the State of S?o Paulo, focusing as study object its downtown while a central historical core, significant buildings and public areas. The arrival of the railroad, the essential element for the formation of a new urban core, promoted great impact in the organization of the territory, extended in 1875 with the installation of a textile industry in Vila Carioba. The arrival of the highways and the increasing predominance of the road transportation will go to modify the social and economic behavior of the city. The deactivation of the railroad transportation and the abandonment of diverse buildings contributed for the degradation of the central historical core, becoming the focus of discussions about initiatives to be adopted for its recovery. This work analyzed the process of transformations and the intensified actions of requalification in the central area of Americana city from 1970. In 1996 the Municipal City hall of Americana created the commission of revitalization with the objective of requalification of the central area, giving sequence to the initiatives made with the creation of a public pedestrian precinct, aiming to response the existing conflict between vehicles and pedestrians. However, problems of the scope of public politics had remained in the central area, like social segregation, lack of historic heritage preservation, public laziness of constructions, and badly used spaces. The considered projects by the commission had been executed in a superficial and disarticulated manner, without a dialogue with the environment and the historical memory of the users, making difficult the incorporation of the revitalized patrimony in a new urban experience. / Esta disserta??o aborda as transforma??es urbanas de Americana, cidade m?dia paulista com perfil industrial, focando como objeto de estudo sua ?rea central enquanto n?cleo hist?rico central, edif?cios significativos e ?reas p?blicas. A chegada da ferrovia, elemento fundamental para o surgimento do novo n?cleo urbano, causou grande impacto na organiza??o do territ?rio, ampliado em 1875 com a instala??o de uma f?brica t?xtil na Vila Carioba. A chegada das rodovias e o crescente predom?nio do transporte rodovi?rio ir? modificar decisivamente o comportamento social e econ?mico da cidade. A desativa??o do transporte ferrovi?rio e o abandono de diversos edif?cios contribu?ram para a degrada??o do n?cleo hist?rico central tornando o foco de discuss?es sobre as iniciativas a serem adotadas para sua recupera??o. Este trabalho analisa o processo de transforma??es e as a??es de requalifica??o intensificadas a partir de 1970 na ?rea central de Americana. The case in question if becomes sufficiently significant for perceives that it inside presents as particular of the current Brazilian urban reality - while the majority of average cities of the country tries process of urban decentralization, in that city the process is another one: each time more the center accumulates, it diversifies e, for consequence, it becomes more important before the remain of the city. The research, therefore, intends to analyze the transformations of the downtown urban net understood by the central triangle conformed by the three main avenues of the city. This region was focused at three historical moments: First, the analysis approaches the constitution of the urban nucleus, from the transformation of important roads of the period of the Empire in the main avenues of the area in question. The second part privileges the modifications of the central public mesh with the advent and proliferation of the arcades, over all enters the decades of 1950 and 1990, that they had been consolidated as specific traces of the urbanity of Juiz de Fora. Finally, the study concentrates in the current period, analyzing the aesthetic alterations printed to the net of arcades, which would confer to the center of the city a new appearance. / A disserta??o tem por objetivo analisar o papel desempenhado pelas galerias na constitui??o da urbanidade da ?rea central de Juiz de Fora. O caso em quest?o se torna bastante significativo por percebemos que ele se apresenta como particular dentro da atual realidade urbana brasileira enquanto a maioria de cidades m?dias do pa?s experimenta processo de descentraliza??o urbana, naquela cidade o processo ? outro: cada vez mais o centro se adensa, se diversifica e, por conseq??ncia, se torna mais importante perante o restante do munic?pio. A pesquisa, portanto, teve por objetivo analisar as transforma??es do tra?ado urbano do centro da cidade compreendido pelo tri?ngulo central conformado pelas tr?s principais avenidas da cidade. Esta regi?o foi enfocada em tr?s momentos hist?ricos: Primeiramente, a an?lise aborda a constitui??o do n?cleo urbano, a partir da transforma??o de importantes estradas do per?odo do Imp?rio nas principais avenidas perimetrais da ?rea em quest?o. A segunda parte privilegia as modifica??es da malha p?blica central com o advento e prolifera??o das galerias comerciais, sobretudo entre as d?cadas de 1950 e 1990, que se consolidaram como tra?os espec?ficos da urbanidade de Juiz de Fora. Previous issue date: 2006-08-25 / Conselho Nacional de Desenvolvimento Cient?fico e Tecnol?gico / This present work has as its objective the analysis of transformations relating to the production processes in the Southern littoral urban space of the city of Jo?o Pessoa PB. The research estimated that the urban space is the product, means and condition of the society which produces it. The object-area of this inquiry is constituted of five districts: Altiplano Cabo Branco, Portal do Sol, Ponta do Seixas, Penha and Costa do Sol. The urban expansion which occurs in this area is characterized by the appearance of sufficient contradictory space phenomenona. On the other hand, the launching of real estate products such as the horizontal closed condominiums, directed towards the upper class, and the occurrence of areas of irregular occupation, inhabited by lower socioeconomic class and with a great lack of infrastructure and basic urban services, revealing the social contradictions. Due to this, processes such as auto-segregation and segregation imposed beyond the precarious and delinquent inclusion, has become the determining characteristic of this part of the city in analysis. The study also takes into account the appreciation of the new urban environmental zoning of Altiplano do Cabo Branco and from this moment on, start the discussion about the tendencies of urban expansion in this area, due to the interests and strategies of the real estate sector and the prominent role of the government in the current valorization process of urban soil of the area. The presence of residuals of agricultural businesses indicates a typical picture of the peri-urban areas configuring what we observe today at the Southern littoral of Jo?o Pessoa / O presente trabalho tem por objetivo analisar as transforma??es que est?o relacionadas com o processo de produ??o do espa?o urbano no Litoral Sul da cidade de Jo?o Pessoa PB. O estudo parte do pressuposto de que o espa?o urbano ? produto, meio e condi??o da sociedade que o produziu. A ?rea-objeto dessa investiga??o ? constitu?da por cinco bairros: Altiplano Cabo Branco, Portal do Sol, Ponta do Seixas, Penha e Costa do Sol. A expans?o urbana que ocorre nessa ?rea ? caracterizada pela emerg?ncia de fen?menos espaciais bastante contradit?rios. Por seu turno, o lan?amento de produtos imobili?rios como os condom?nios fechados horizontais, voltados para os estratos sociais de elevado poder aquisitivo, e a ocorr?ncia de ?reas de ocupa??o irregular, habitadas por camadas de baixo poder socioecon?mico e com grandes car?ncias de infra-estrutura e servi?os urbanos b?sicos, s?o reveladores das contradi??es sociais.
