The impact of bus rapid transit on land development

Bus Rapid Transit (BRT) has adopted characteristics of rail systems to deliver a highquality transport service in a cost-effective way. Many cities across the globe have recently adopted BRT schemes as a promising strategy for relieving traffic problems. However, as a relatively new form of Mass Transit, the ability of BRT to provide a high quality transport service and its potential to stimulate land development remain largely unexplored. Following a review of international literature on the current issues relating to the land development impact of BRT, the thesis provides empirical-based evidence that examines the performance and effects of ITS-led BRT in Beijing, China. The study makes use of qualitative (interviews with stakeholders) and quantitative analysis (the questionnaire survey of passengers and longitudinal analysis of property price data) to investigate the impact of Beijing Southern BRT Line 1 on public transport service quality and land development along its corridor. The study clearly illustrates that the BRT system is an innovative approach of providing a high-quality transport service, comparable to a rail service but at a relatively low cost and short implementation time. The research suggests that a high-quality BRT system can offer accessibility advantage (specifically travel time savings) to adjacent properties and increase their attractiveness. The statistical analysis suggests improved accessibility conferred by BRT is capitalized into higher real-estate prices. The capitalization effect mostly occurs after the full operation of BRT, and is more evident over time and particularly observed in a place which lacks the alternative mobility opportunity offered by a Mass Transit system.

Employment Decentralization and Bus Rapid Transit in an Edge City Corridor: Veterans Boulevard in Greater New Orleans

The continued decentralization of employment in U.S. regions has led to the emergence of large employment centers outside of traditional Central Business Districts. Edge Cities in particular, with their high office space densities, significantly influence surrounding land uses and regional commuting patterns. However, existing transit systems tend to be oriented to historic Central Business Districts and the level of service for transit in suburban areas remains considerably below that of central cities. Adequately serving suburban Edge Cities with transit is critical in maintaining and improving access to jobs by transit and mitigating automobile congestion. This study explores the suitability of a Bus Rapid Transit system along the Veterans Boulevard corridor in Greater New Orleans. It does this by analyzing residential and employment densities and existing commuting patterns along the corridor. It also explores the potential impact of BRT improvements on transit ridership in the corridor.

Transit oriented development and its effect on property values: an Atlanta case study

Transit-oriented development (TOD) and its effect on property values research has resulted in mixed findings. Some researchers report positive effects on property values while others are negative or inconclusive. Research on cities such as New York City, Boston, Atlanta and San Francisco have focused on the proximity to rail stations and the negative externalities that accompany it by conducting hedonic pricing models. Other studies have focused more specifically on residential or commercial parcels and their property values at different time points of station development. This research focuses on five MARTA stations within Fulton County, Georgia: Ashby Station, Lindbergh Station, Sandy Springs Station, Vine City Station and West End Station. Data was obtained from MARTA and Fulton County that includes parcel and tax assessor information. Buffers zones within one-fourth mile, one-half mile and one- mile were created around the stations and an average appraised property value and average land value was determined. A comparative analysis was conducted to determine the effects proximity to rail has at stations with planned and unplanned development. The research shows that TOD in the Atlanta area has minimal impact on property values. What appears to have more of an impact is the median household income of the neighborhood surrounding the transit station, which of course reflects the value of property afforded.

Sustainable public transit investments: increasing non-motorized access and multiple trip type usage

Public transit is a key method for increasing sustainability in the transportation sector; transit can decrease emissions harmful to the environment and increase social equity by providing improved mobility. Given the limited resources available to build and operate public transit, it makes sense to meet multiple sustainability goals simultaneously. Transit that is accessible by non-motorized means and serves multiple trip types can potentially reduce vehicle usage and increase mobility for everyone. This research assesses whether transit systems with high non-motorized access rates and non-work trip usage are meeting social and environmental goals and what factors impact non-work and non-motorized access rates. Eight criteria were used to choose 17 metropolitan regions that represent a range of transit conditions in the US. Non-parametric correlations were calculated between non-work usage and non-motorized access and a dataset of 30 continuous and 11 categorical variables that measure regional characteristics, transit efficiency, land use, rider demographics, and transit operations and design. In-depth case studies, including site visits and interviews, were done for Denver, Colorado; Minneapolis/St. Paul, Minnesota; and Sacramento, California. The correlations and case studies both confirm that transit system with high non-work usage and non-motorized access are not meeting social or environmental sustainability goals. These systems primarily serve low-income riders, are less well funded, and provide limited service. Only systems with higher per capita funding levels meet social goals and higher funding is correlated to higher income riders. However, having higher income riders does not imply that social goals are met. Regional policies regarding operations and design of transit can increase usage for non-work trips and non-motorized access and are necessary to ensure both social and environmental goals are met.

Design and development criteria of a public transit informationsystem

Public Transit Information System is an online transportation system providing integrated transit journey planning solutions to the general public. Generally, the system requires users to input their places of departure and arrival as well as some preferences such as the shortest or cheapest path. The system will then generate the results with transit schedule, route, fare and so forth. Since the system is designated for public usage, it is important that the system not only meets the needs of its users, but also is easily operated by the general public with different level of computer skills. Thus, this paper explores the design criteria of public transit information system by reviewing the development of user interface design from previous research and comparing the user interfaces of the public transit information systems of Hong Kong, Singapore and Vancouver. This paper also studies the transit systems of these three places and thereby concludes that the diverse and complex transit network of Hong Kong makes it difficult in developing such a system. This paper concludes that aesthetics, consistency and effective error management are the technical design criteria that can improve the usability of public transport information systems. Supporting transit-oriented development along the Southwest Rapid Transit Corridor in Winnipeg: recommendations for station area planning

This practicum examines the opportunities and challenges for transit-oriented development (TOD) at strategic station areas along the Southwest Rapid Transit Corridor (SWRTC) in Winnipeg. Research included three case studies that investigated policy support, station area planning and implementation tools in the City and County of Denver, City of Boulder and the City of Ottawa. Three recommendations are outlined in the concluding chapter. The first is to develop Smart Growth land use policies that direct growth to station areas along the SWRTC. The second is to develop station area plans that indicate the permitted land uses, urban form and densities at station areas. The third is to create a zoning overlay for TOD to that embraces compact, pedestrian oriented development, mixed land uses and reduced off-street parking requirements. These recommendations are of particularly benefit to the City of Winnipeg and to other municipalities that are investing in rapid transit systems and TOD.

Building the Iron Horse: The Evolving Transportation and Land Use Planning Philosophy towards Calgary's Light Rail Transit System

Many cities today are contemplating major investments in rail transit systems, especially Light Rail Transit (LRT), to address two significant planning issues which have characterized North American metropolitan growth patterns: increasing automobile use and decentralizing population and employment. Proponents of these systems argue that by building rail transit, travel behaviour and land use patterns can be changed. The experience in cities which have built these systems is mixed, but transportation and land use outcomes typically go hand-in-hand: San Diego, Denver, and Portland have increased transit ridership and intensification in station areas, whereas Buffalo and Cleveland have had minimal change occur as a result of investments in LRT. Calgary, Alberta presents an interesting case as its LRT system, first opened in 1981, generates tremendous ridership but has had relatively modest land use change in station areas. This thesis aims to understand why intensification has been so marginal at many stations, and to uncover what are the unique facets of Calgary???s experience which shaped this outcome. The approach taken is to examine the evolution of the City of Calgary???s planning philosophy towards transportation and land use since the need for rapid transit was first identified in 1966. This evolution is also placed within the context of the particularly severe cyclical economic forces that influenced both the city???s growth and policy planning approaches taken to manage this growth. The research finds that the combination of transportation and land use policy, in conjunction with market forces, which existed during the design, construction and operation of the first three LRT lines favoured intensification in Calgary???s downtown and low-density decentralization in suburban areas. However, the evolution of planning policy and market forces indicate that this less likely to be true in the future, both in the near and long term. The City is transitioning from a highly centralized mono-centric city to a poly-centric and increasingly multi-modal metropolitan region. The LRT, and other transit service, will be a key means of facilitating and managing this transformation.
