This thesis explores the Ottoman guilds during the sixteenth and eighteenth centuries as they are depicted in the miniature paintings contained within two well-known and well-preserved festival albums: the Surname-i Humayun (1582) and the Surname-i Vehbi (1720). These manuscripts describe the events occurring during the festival celebrations for the circumcisions of the sons of Sultan Murad III (r. 1574-95) and Sultan Ahmed III (r. 1703-30) and while they offer an excellent portrait of Ottoman society in general, they are particularly noteworthy for their portrayals of guild processions. Based on analysis of the festival paintings as well as on existing literature, the guilds are examined in the greater context of the Ottoman Empire and aspects such as guild function, structure, hierarchy, membership, and origins and evolution of the guilds are considered.

This thesis analyses the effects of the Bologna Process on the implementation of Quality Assurance standards in Turkish higher education. Using a qualitative case study approach, this thesis explores the changes and policies that have been adopted to promote quality assurance at the institutional, national and international levels. In order to better understand how quality assurance systems are shaped within the Bologna Process, I conducted interviews with eight Turkish Bologna experts. The experts provided first-hand experience and knowledge of the QA systems implementation process. Further, I performed a detailed document analysis to examine the policies related to the quality assurance system. Through these methods, I uncovered a number of unique challenges faced by the Turkish higher education system in the implementation of a sound quality assurance system. One of the most significant challenges relates to the fact that the Council of Higher Education has still not established a fully functional national QA agency in accordance with the European Standard and Guidelines. This discrepancy affects the implementation of a uniform QA system at all levels. The findings suggest that the Bologna Process, which aims to improve transparency in the European Higher Education Area, has had positive impact on QA systems in Turkish HE. The positive effects demonstrate the capacity of the Turkish HE to respond to an increasing need for a highly qualified workforce. With an improved adaptability on the part of the institutions, graduates of Turkish universities will be able to comparably compete with those from other European institutions. / Graduate / 0745 / 0515 / sbugday@uvic.ca

Turkey has lived an awakening after the earthquakes of 17 August 1996 in Marmara and 12 November 1999 in D&uuml / zce. Turkey has paid the cost of a delayed awakening with the loss of approximately 45,000 citizens and 20 billion dollars. Turkey, which is located on active seismic fault lines, has previously encountered such destructive earthquakes but necessary measures have not been taken due to the previous earthquakes not striking the large metropolis and industrial zones, lower losses in terms of lives and property, and lack of interest of the media in terms of the issue. The importance and necessity of building inspection could only be realized after said disaster. Subsequently, the Ministry has worked like a factory producing laws, regulations and decrees having the force of law and has implemented numerous practices in a rush. Said practices containing the post-earthquake haste and reactive approaches are currently still being discussed and could only be regulated within a period of 2-3 years. This study will examine the building inspection system, which has been applied in Turkey prior to the earthquakes of 1999, which are considered as a sad turning point, and the laws and applications related with thereof. Subsequently, the building inspection practices of certain countries, unions and international legislations will be discussed in order to provide for examination and comparison of the laws, regulations and practices, enacted by the Ministry after 1999, at international level. The study will be concluded with the examination of the building inspection systems recommended after the year 1999, study of the inefficient aspects and recommendation of specific solutions.
