Florida Expressways and the Public Works Career of Congressman William C. CramerWhitney, Justin C 08 November 2008 (has links)
Since the introduction of automobiles to Florida in the 1900s, highways have been integral to the state's economy. In the 1950s, statewide limited-access highway projects were introduced in the form of a state-operated turnpike and the national Interstate highway system. This paper traces the simultaneous development of both expressway systems, outlining the previous condition of Florida's highways, the initiatives taken by Florida's governors, and especially the role of William C. Cramer of St. Petersburg, Florida's first Republican United States Congressman since Reconstruction.
In the House of Representatives, as a ranking member of the Roads Subcommittee of the Public Works Committee, Cramer played a prominent role in shaping federal highway policies, addressing corruption in highway politics, keeping Interstates toll-free, and preventing highway funds from being diverted to other programs. He battled proponents of the Sunshine State Parkway, which ran parallel to designated Interstate routes and threatened to make them unfeasible. As the capstone to his public works career, Cramer secured additional mileage to provide for the 'missing link' between Tampa Bay and Miami, which had not been authorized in the original federal outlays. The designation extended a route through St. Petersburg.

Deployment and Strategies for Application of Intelligent Transportation System Elements for Contra Flow Hurricane Evacuation and Emergency Response Ingrid Leuchtenmueller Birenbaum ABSTRACT This thesis is focused upon the deployment and strategies for the application of Intelligent Transportation System (ITS) elements for contra flow hurricane evacuation and emergency response. A 99-mile segment of the Mainline of Florida's Turnpike, State Road 91, comprises the research corridor. This segment stands as the potential one way evacuation route for major hurricane evacuations and other types of natural and man-made disasters for the Turnpike System. Plans have been developed and modified over time to address and improve various facets of contra flow evacuations; however, none of these plans have considered advanced transportation technologies as a means through which operational improvements may be implemented.
This study presents the ways in which this present-day evacuation corridor may be enhanced through the proactive application of technologies. ITS provides for the betterment of operations, communications, and procedures for emergency situations in real-time. Improvements in effectiveness and efficiency of the contra flow corridor are realized through the instrumentation of the evacuation route, and benefits are realized by all involved in the evacuation scenario: transportation agencies and their many partners, law enforcement and emergency managers, and the public. This thesis presents a proposal for a migration plan to full roadway instrumentation and ITS deployment that allows for evolving capabilities and protocols. Specific strategies outline steps to be taken that are not entirely dependent upon technology; these strategies are therefore flexible and usable for a growing ITS program.
ITS deployment and strategies for use of the evolving Intelligent Transportation System are of benefit to normal, everyday roadway operations as well. However, the application of these technologies and strategies provide specific, vital benefits during the course of emergency events that utilize contra flow operations, ensuring the promotion of motorist safety and mobility through the combination of people and technologies.

[pt] O Partial Digest Problem (problema de digestão parcial), também
conhecido como o Turnpike Problem, consiste na construção de um conjunto
de pontos na reta real dadas as distâncias não designadas entre todos os
pares de pontos. Uma variante deste problema, chamada Min Distance
Superset Problem (problema de superset de distância mínimo), lida com
entradas incompletas em que algumas distâncias podem estar faltando. O
objetivo deste problema é encontrar um conjunto mínimo de pontos na reta
real, tal que as distâncias entre cada par de pontos contenham todas as
distâncias de entrada.
As principais contribuições deste trabalho são duas formulações de programação matemática diferentes para o Min Distance Superset Problem:
uma formulação de programação quadrática e uma formulação de programação inteira. Mostramos como aplicar um método de cálculo direto
de limites de valores de variáveis através de uma relaxação Lagrangeana da
formulação quadrática. Também introduzimos duas abordagens diferentes
para resolver a formulação inteira, ambas baseadas em buscas binárias na
cardinalidade de uma solução ótima. A primeira baseia-se num subconjunto
de variáveis de decisão, na tentativa de lidar com um problema de viabilidade
mais simples, e o segundo é baseado na distribuição de distâncias entre
possíveis pontos disponíveis. / [en] The Partial Digest Problem, also known as the Turnpike Problem,
consists of building a set of points on the real line given their unlabeled
pairwise distances. A variant of this problem, named Min Distance Superset
Problem, deals with incomplete input in which distances may be missing.
The goal is to find a minimal set of points on the real line such that the
multiset of their pairwise distances is a superset of the input.
The main contributions of this work are two different mathematical
programming formulations for the Min Distance Superset Problem:
a quadratic programming formulation and an integer programming
formulation.We show how to apply direct computation methods for variable
bounds on top of a Lagrangian relaxation of the quadratic formulation. We
also introduce two approaches to solve the integer programming formulation,
both based on binary searches on the cardinality of an optimal solution.
One is based on a subset of decision variables, in an attempt to deal with a
simpler feasibility problem, and the other is based on distributing available
distances between possible points.

Fuel Consumption and Emissions of Turnpike Doubles in the Canadian Prairie RegionBaumgartner, Thomas Peter 06 April 2011 (has links)
This research analyzes fuel consumption and emissions of Turnpike double trailer combinations (Turnpikes) on a regional network in the Canadian Prairies. The research: (1) establishes current benchmarks for fuel consumption of Turnpikes and five-axle tractor semitrailers (3-S2s) with van trailers; (2) develops fuel consumption models for these vehicle types; (3) establishes an understanding of current operating characteristics of Turnpikes in the region; and (4) estimates their system-wide effects in terms of fuel consumption and emissions in Manitoba by applying the developed models. Canadian Prairie region-based carriers revealed an increase in Turnpike travel (from 2007-2009) of 44 percent after the twinning of the Trans-Canada Highway between Winnipeg and Regina in 2007 was completed. Turnpikes can save one third of fuel consumed when compared to 3-S2s; have higher fuel consumption in the winter months; and their use in 2009 reduced fuel consumption and CO2 emissions by five percent compared to 3-S2s.
