Minority without a champion: the Kanaka contribution to the western United States, 1750-1900

Kanakas, Owhyees, Blue Men, were all names given to laborers from Hawaii, or the Sandwich Islands, who contributed significantly to the economic, cultural, and political history of the United States territory west of the Mississippi River in the period 1750-1900. The Sandwich Islands first entered the international economic scene in the latter eighteenth century when its excellent ports and favorable climate made the Islands an ideal winter harbor and stopover for merchant ships, whalers, and explorers' vessels who needed to replenish food and water supplies, or make necessary repairs. Just as frequently the crews of these vessels needed to be supplemented, and the Kanakas were eager to travel and to receive wages paid to seamen. Kanaka seamen sailed with William Douglas, Robert Gray and George Vancouver; and as seamen and land based laborers for the North West Company, Astor's expedition, the Russian-American Company, Hudson's Bay Company, and Nathaniel Wyeth's Columbia River Fur and Trading Company. In 1834 the first American missionaries arrived in the Northwest, and they immediately made demands on the Islanders for labor supply. Both the Methodists and the ABCFM missionaries hired Kanakas for building, kitchen chores, farm labor, blacksmithing, and as herders. When the Oregon country began to attract annual emigrations from the East, the Kanakas found their skills also in demand by these new settlers. They were hired to work in the sawmills or as farm and house servants. Their seamanship opened doors all over the world for them, and involved the Islanders in various foreign intrigues. In Japan they were among deserters imprisoned and mistreated by the Oriental isolationists. During the American Civil War many were taken prisoner by Confederate ships. They also played a role in the movement to improve the lot of sailors by appearing before the British admiralty courts seeking redress for poor treatment aboard British ships. Those Kanakas who remained on the American mainland wanted to become citizens of the United States with their white neighbors. Their petition to the territorial government of Oregon, however, was refused. Restrictions were placed upon their continued immigration into the Northwest area, they were ignored by the 1849 Oregon census, the U.S. Consul in California received instructions from the Secretary of State barring the Kanakas from assistance or protection in California ports, and a long verbal battle ensued in the U.S. Congress over excluding them from the Donation Land Act. But the Kanakas were still recognized as excellent seamen and this occupation took them north to Kamchatka and south to California, Mexico, and around the tip of South America to ports of the eastern U.S. Those who left the sea worked in California gold fields, preached to Digger Indians, became part of the Mormon movement in Utah, or continued to serve the Hudson's Bay Company, Puget's Sound Agricultural Company, and the Russian-American Company. Throughout their historical journey in western America, they remained loyal, inconspicuous, and hardworking. But they also had dark skins and were foreign in origin. Once they threatened white superiority and white acquisition of land titles they became the targets of discrimination. They were not slaves so they could not be emancipated, but the white, Protestant ruling hierarchy could not allow them to become citizens and thereby free to settle land and demand the protection of American laws. They therefore found themselves classed with the Negro, Chinese, and Indians as undesirable elements in America's 'Manifest Destiny.' By 1900 most Kanakas had chosen to return to their homeland rather than recede into the shadows of American life, but their contributions to western American deserve recognition.

Building Educator Capacity in Support of Student Achievement on Florida's United States History End-of-Course Assessment

Florida's United States History End-of-Course (EOC) Assessment performance outcomes are scheduled to impact student course grades, educator evaluation scores, and school grades. A professional learning plan to improve teaching and learning in support of student achievement on the Assessment does not exist. Neither Florida Statute nor the Florida Department of Education (FDOE) facilitate or fund professional learning in support of these influences. This dissertation in practice proposes the use of the U.S. History EOC Assessment Professional Learning Series to build educator capacity in support of student achievement on the Assessment. Implementation of professional learning could address the disparity between the legislated Assessment and its potential impacts. Tyler's (1949) curriculum development rationale and Shulman's (1986) notion of pedagogical content knowledge provided a conceptual framework for the proposed professional learning. Professional learning experiences were designed to include (1) an assessment simulation, (2) a correlation of simulated assessment items to item specifications, (3) a test item writing practicum, and (4) model lessons. The series was designed to support pedagogical content knowledge growth in planning, teaching, and assessing United States History; and improve instructional and professional efficacy. The ultimate purpose of the series is to improve teaching and learning to support student achievement on U.S. History EOC Assessment.

Economic Development in Texas During Reconstruction, 1865-1875

The study challenges many traditional stereotypes of Texas during Reconstruction. Contrary to what Democrats charged, the Davis government did not levy exorbitant taxes. Radical taxes seemed high in comparison to antebellum taxes, because antebellum governments had financed operations with indemnity bonds, but they were not high in comparison to taxes in other states. Radical taxes constituted only 1.77 percent of the assessed value of property in Texas, which was lower than the average for the United States and about the same for other states undergoing Reconstruction. In Texas most of the tax increases during Reconstruction were made necessary by the Civil War and the increase in population. The tax increases paid for state and local governments, frontier and local protection, public buildings, internal improvements, and public schools. Edmund J. Davis, Radical governor, contributed significantly to Texas government when he attempted to focus attention on reforming the tax system,limiting state expenses to state income, limiting state aid for railroad companies, and protecting the public from railroad company abuses.

Reconstruction in Collin County, Texas, 1865-1876

This is a work of local history examining the course of Reconstruction in Collin County, Texas. National and state level surveys of Reconstruction often overlook the experiences of communities in favor of simpler, broader narratives. The work proceeds chronologically, beginning with the close of the Civil War, and tells the story of Collin County as national Reconstruction progressed and relies on works of professional and non-academic historians, oral histories, census data, and newspapers to present a coherent picture of local life, work, and politics. The results exemplify the value of local history, as local conditions influenced the course of events in Collin County as much as those in Austin and Washington D.C. The story of Reconstruction in Collin County is one of anomalous political views resulting from geographical exclusion from the cotton culture of Texas followed by a steady convergence. As Reconstruction progressed, Collin County began to show solidarity with more solidly conservative Texas Counties. The arrival of railroads allowed farmers to move from subsistence agriculture to cash crop production. This further altered local attitudes toward government, labor, voting rights, and education for Freedmen. By the end of Reconstruction, Collin County had all but abandoned their contrarian social and political views of the 1850s and 1860s in favor of limited rights for blacks and Redemption. The results show the importance of local history and how Collin County’s Reconstruction experience enriches and deepens how historians view the years after the Civil War. The author recommends further research of this kind to supplement broader syntheses.

Realms of Remembered Violence: The Emergence of Mass Murder Memorials in the United States, 1986-2012

This research explores the new tradition of creating mass murder memorials in the United States at the turn of the twenty-first century. Using written and oral history sources in combination with memorial designs, I explore the planning processes undertaken by five different communities: Virginia Tech, Columbine, University of Texas, Oklahoma City and Edmond, OK. I analyze what these case studies reveal about how changing cultural expectations and political needs transformed commemorative practices concerning violence in the late twentieth and early twenty-first centuries. By exposing how the timely interventions of national figures increasingly shaped local commemorative aspirations, my research illuminates how the brief period of national unity in the immediate aftermath has been discursively and materially foregrounded as the heart of national public memory narratives of mass murder. I argue that at the turn of the twenty-first century the memory of victims of mass murders"assuming something akin to the role that fallen soldiers have played for the bulk of American history"are now viewed by a range of political, religious and cultural actors as a highly effective means of bolstering perceptions of local, organizational and national unity. This project contributes to the interdisciplinary literature on commemoration in three ways. First, I challenge the literature on memorials built in the immediate aftermath of violence and tragedy by illustrating how these memory sites are increasingly but the first stage of the material culture of public memory. Second, my theory of a ritualized assemblage develops the existing literature by forwarding a concept well suited to analyze the relationship of between seemingly disparate memory sites. Lastly, the rhetoric of what I call the Myth of the Slaughtered Citizen contributes to the literature on nationalism and commemoration by explaining how the victims of mass murder were culturally substituted into the commemorative role traditionally held by fallen soldiers to promote a sense of local and national unity. / Ph. A Cacophony of Voices : A Neoclassical Realist study of United States Strategy toward Central Asia and Southern Caucasus 1991–2006

U.S. strategy toward Southern Caucasus and Central Asia has not been studied sufficiently. The present study, which takes the disintegration of the Soviet Union and the subsequent independence of the states of CASC (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, Armenia, Azerbaijan and Georgia) as its starting point, is probably the most detailed tracing of the evolution of U.S. strategy toward this specific region hitherto available. The study is methodologically committed to process-tracing and covers U.S. strategy toward CASC over a 15-year period covering three separate presidential administrations. A vast material has been collected and studied, and the primary contribution of the study is empirical. The study also sets out develop a neoclassical realist framework for analysing U.S. strategy, which introduces strategic culture as an intervening variable between the external actions of the U.S and the international environment.  The theory in this study is based on three pillars. The first is structural realism. With its focus on the international environment and the pressure that is exerts, the study accepts the systemic imperative described by structural realists. The second pillar is cultural/constructivist theory. The study presupposes the notion of malleable norms and identities promoted by such theories. The third and most important pillar is neoclassical realism, which aims at finding intervening variables between a state´s external actions and the international environment. The definition of U.S. strategic culture relies heavily on American political and diplomatic history, the main argument being that U.S. policymakers constantly draw on U.S. strategic culture and have strong incentives to frame their policies so as to be culturally acceptable. The strategic culture thus both constrains and enables actions. The framework contributes to the ongoing effort to bridge the gap between realist and constructivist perspectives. This study will demonstrate that U.S. strategy toward CASC was shaped by specific U.S. strategic culture to a considerable extent. Throughout the entire period studied, the declared goal of the U.S. was the integration of CASC into the community of liberal market democracies. One very important theoretical finding of this study is that U.S. strategic culture had a powerful impact on U.S. strategy, independently of international pressures. This study will also demonstrate that U.S. strategy was incoherent, inconsistent, bureaucratically uncoordinated, susceptible to domestic pressure, and frequently subordinated to more important strategic goals outside of the region.

Black Political Leadership During Reconstruction

The key to Reconstruction for both blacks and whites was black suffrage. On one hand this vote made possible the elevation of black political leaders to positions of prominence in the reorganization of the South after the Civil War. For southern whites, on the other hand, black participation in the Reconstruction governments discredited the positive accomplishments of those regimes and led to the evolution of a systematized white rejection of the black as a positive force in southern politics. For white contemporaries and subsequent historians, the black political leader became the exemplar of all that was reprehensible about the period. Stereotyped patterns, developed to eliminate black influence, prevented any examination of the actual role played by these men in the reconstruction process. This study is partially a synthesis of recent scholarly research on specific aspects of the black political role and the careers of individual political leaders. Additional research included examination of a number of manuscript collections in the Library of Congress and the Southern Historical Collection at the University of North Carolina, state and federal government documents, and contemporary newspapers. On the basis of all these sources, this study evaluates the nature of black political leadership and its impact on the reconstruction process in all the ten states which were subject to the provisions of congressional reconstruction legislation. The topic is developed chronologically, beginning with the status of blacks at the end of the Civil War and their search for identity as citizens. Black leadership emerged early in the various rallies and black conventions of 1865 and early 1866. With the passage in March 1867 of reconstruction legislation establishing black suffrage as the basis for restoration of the former Confederate states, black leaders played a crucial role in the development of the southern Republican party and the registration of black voters. Black influence reached its apex in the constitutional conventions and the subsequent ratification elections of 1868-1869. Blacks were elected to posts in the new state governments in varying numbers, but with increasing political sophistication began to demand a larger voice in Republican party councils and a larger share of public offices. Their resulting prominence fueled a white determination to eliminate the Republican governments which had allowed elevation of black politicians. This study of state political leadership is not a history of the black in the Republican party, nor is it a history of the black masses in Reconstruction. It does examine the role of black leaders and seeks to determine the nature and degree of their influence. The development of black leadership was one facet of building a southern Republican party, and in the tenuous coalition which made up that party the black inevitably became the weakest link because he was the most vulnerable. This study challenges a number of stereotypes. Southern Reconstruction was not a period of "black rule," as both historians hostile to the black leaders and those sympathetic to them have intimated. Nor was the black politician a passive tool to be manipulated at the will of whites. Strong disagreements among black leaders show the weakness of the traditional monolithic picture of black political action. Black leaders had considerable influence in some states and practically none in others. Total failure of black political leadership would have been welcomed by southern whites, but its successes were intolerable. This study traces the development of a leadership whose successes led to its destruction.
