The role of community development in the modernising local government agenda, with specific reference to the local democratic deficit

This thesis examines the interplay between community development and local government modernisation as practised in three neighbouring London Boroughs in the East and South East of London. By using qualitative approaches to research the field, including ethnography and semi-structured interviews with a range of statutory and community practitioners, the research seeks to examine a variety of stakeholder perspectives. ‘Community development’ in its UK context over recent decades has, as a distinct process, skill set and discipline, attempted to realise the potential of regeneration programmes and address the democratic deficit found in local government. It therefore reflected many of the main concerns of New Labour modernisation policies, appearing to be well placed to make a strong contribution to ameliorating social ills. There is recognition in this research that whilst government policy demonstrably changed some local structures, the corollary of actual community empowerment cannot be guaranteed or assumed. Through the testimony of local politicians, councillors, activists, managers and Community Development Workers the research examines the extent to which the principles and practice of community development were able to support modernisation as a programme of social reform and the wider factors that shaped the efficacy and transmission of policy. The reflexivity of the researcher as a community development practitioner with twenty years experience adds a deep and especially close engagement with the material. The researcher as a practitioner passionately wants to know ‘what works’ in relation to a shifting, often contradictory field of policy. By using ethnographic methods this research examines the concrete experiences and spaces in which community development and modernising reforms take place.

Fuelling expectations : UK biofuel policy

This dissertation analyses the biofuel debate in the UK, focusing on how the UK Government has deployed expectations to legitimise its biofuel policy. The analysis builds on the sociology of expectations, integrated with insights from the multi-level perspective (MLP) on socio-technical transitions. By the end of the 1990s, a sustainable paradigm permeated UK road transport policy opening a space for biofuel policy to emerge. In the second half of the 2000s, disagreements among UK stakeholders over the translation of EU biofuel targets into UK biofuel policy prefigured later EU-wide discussions over limiting targets for first-generation biofuels. Biofuels critics disagreed with the UK Government and biofuels supporters over how to protect a space for future second-generation biofuels, which were expected to overcome the harm caused by currently available, but controversial, first-generation biofuels. The UK Government and biofuels supporters defended rising targets for available biofuels as a necessary stimulus for industry to help fulfil the UK’s EU obligations and eventually develop second-generation biofuels. By contrast, critics opposed biofuels targets on the grounds that these would instead lock-in first-generation biofuels, thus pre-empting second-generation biofuels. I argue that these disagreements can be explained in relation to the UK Government‘s responsibilities relating to “promise-requirement cycles”, whereby technological promises generate future requirements for the actors involved. Further, I claim that the UK Government’s stance reflects what I call a “policy-promise lock-in” – i.e. a situation in which previous policy commitments towards technology innovators of incumbent technologies (currently controversial and potentially driven by several imperatives) are officially justified as necessary for the development of preferable emerging technologies. Finally, my analysis expands the focus of the sociology of expectations, which has hitherto mostly been used to investigate expectations from technology innovators – i.e. scientists or industrialists – by investigating how other types of actor mediate expectations among different parties, in particular, public authorities, industry associations, consultancies, and non-governmental organisations.

London government in transition : L.C.C. to G.L.C. 1962-1967

This thesis concentrates upon a largely neglected subject wi thin contemporary political history, that is the transition in London government from the London County Council (L.C.C.) to the Greater London Council (G.L.C.). It is a study of the actions and reactions of poli tical parties at central government, county council, and district council level, and incorporates the role of non-political party pressure groups. The bulk of the thesis is concerned with the L.C.C. area. Consideration is, however, given to the non-L.C.C. area incorporated into the larger C.L.C. This work demonstrates that there was no consensus regarding the need for reform. It is argued that the lack of consensus led to compromises that failed to satisfy many interested groups and thus the C.L.C. was often perceived to be flawed. This thesis derives from an exhaustive literature search and extensive reading. The records of political parties were very useful. Newspapers and journals aided research, as did a series of interviews with key surviving individuals. A further source of information were the minutes of various local authorities and connected bodies. Previously unavailable records have been used, for example, Conservative Party and Government records. With the aid of these new sources this work uniquely concentrates on exposing the political constraints and biases that caused a flawed local government system to be introduced.

Proposed reforms to UK policy on honour based violence: the big societal divide?

No / Honour Based Violence results in several deaths each year in the UK and has many health and social implications. In recent years, practitioners have stated that the scale is increasing and that government policies are not making adequate provision to address it as a major problem. The House of Commons Home Affairs Committee report remains the most comprehensive government document on the issue of honour based violence in England and Wales to date. We used the Rist policy cycle framework to critically analyse the Report, dismantling the policy process into three key stages for subsequent independent assessment. Current policy defines and categorises honour based violence differently from domestic violence yet has chosen to tackle it under the rubric of domestic violence. Responses have been constrained by limited capital to adequately finance specialist interventions, lack of expertise, inability to reach individuals who are most susceptible therefore highly vulnerable, and contraction of specialist non-governmental organisations who have always been at the fore in tackling issues on honour based violence. Consequently, the government’s response has been unconvincing and improperly conceptualised by accepting it into the broader context of violence against women and hence domestic violence. Stronger coordinated response at local level is needed but this is where issues of community, integration, tolerance, and the Big Society agenda are made complex and serve to confound new legislation and policy. Overcoming highly sensitive cultural barriers is a key challenge to all. Consequently, we recommend that for honour based violence to be tackled effectively, the government needs to re-access and take a broader view on the issue by constructing honour based violence within the discourse of human rights in order to declare a position that sits easily in the context of cultural differences and the Big Society.

Meeting the health and social needs of pregnant asylum seekers; midwifery students perspectives. Part 1; Dominant discourses and midwifery students

No / Current literature has indicated a concern about standards of maternity care experienced by pregnant women who are seeking asylum. As the next generation of midwives, it is important that students are educated in a way that prepares them to effectively care for these women. To understand how this can be achieved, it is important to explore what asylum seeking means to midwifery students. This article is the first of three parts and reports on one objective from a wider doctorate study. It identifies dominant discourses that influenced the perceptions of a group of midwifery students' about the pregnant asylum seeking woman. The study was designed from a social constructivist perspective, with contextual knowledge being constructed by groups of people, influenced by underpinning dominant discourses, depending on their social, cultural and historical positions in the world. In a United Kingdom University setting, during year two of a pre-registration midwifery programme, eleven midwifery students participated in the study. Two focus group interviews using a problem based learning scenario as a trigger for discussion were conducted. In addition, three students were individually interviewed to explore issues in more depth and two students' written reflections on practice were used to generate data. Following a critical discourse analysis, dominant discourses were identified which appeared to influence the way in which asylum seekers were perceived. The findings suggested an underpinning ideology around the asylum seeker being different and of a criminal persuasion. Although the pregnant woman seeking asylum was considered as deserving of care, the same discourses appeared to influence the way in which she was constructed. However, as the study progressed, through reading alternative sources of literature, some students appeared to question these discourses. These findings have implications for midwifery education in encouraging students to challenge negative discourses and construct positive perceptions of asylum seeking.
