Investigating the Complexity of Community in a Challenged Urban Elementary School

A school community is often more than meets the eye. With more research highlighting the benefits of school-community partnerships, the notion of what constitutes community in an elementary school setting leaves much room to be further examined. In this study, community is considered through two lenses: a geographically-defined community and a sense of community defined by mutual sensibilities, goals, and practices (Weathers, 2011; Wenger, 1998). The purpose of this study was to understand faculty and staff perceptions of community in a challenged urban elementary school. A qualitative research methodology with a phenomenological approach was used in this case study. Participants included the faculty, staff, and the leadership team currently employed at an elementary school. Data collection methods included semi-structured interviews, participant conversations, observations, artifacts, and document analysis. These methods were used to capture the phenomenon and experiences of people working in and with the school. Three themes emerged from the data, describing who and what contribute to community in a challenged urban elementary school: (a) members of the community, (b) the prioritization of students at the school, and (c) the intractable problems that exist within the school, both on micro and macro levels. Based on these findings, the main conclusion was that teachers played the biggest role in prioritizing students, as they were the community members most immersed with students on a daily basis. Additional conclusions were: (a) the level of student need is high, (b) intractable problems challenge the development of community, and (c) principal and teacher turnover challenge the development of community. / Doctor of Philosophy / A school community is often more than meets the eye. Financing urban schools: predicting fiscal stress in large city school districts

Many large urban school districts in the United States have suffered from fiscal stress, while others have not. Fiscal stress often has led to program cutbacks, layoffs, and decline in the quality of educational services. The purpose of this research study was to examine the predictors of fiscal stress in large urban school districts and to develop a method for predicting fiscal stress. A variety of demographic, economic, financial, governance, and geographic variables were used. The study found a number of variables that were significantly related to large urban school district fiscal stress and produced a model for predicting fiscal stress. / Ed. D.

The Perceptions of Elementary School Principals and Teachers Regarding Retaining Teachers in a Large Urban School System

This qualitative study examined principals’ and teachers’ perceptions regarding retaining teachers in a large urban school system. This study was based on the premise that once teachers are recruited into an urban school, genuine support (conceptual and instructional) is needed for them to be retained in that type of setting. Retaining highly qualified teachers in urban schools is integral for student achievement and can relieve the financial strain for school districts. Studies have found that when teachers reach their fifth year of teaching, many leave the profession for various reasons, and most never return. To ensure the validity of the study, the triangulation method was deemed most appropriate and the instruments used to gather the data were; questionnaires and focus groups. The study was conducted in one of the largest urban school districts in the metropolitan Atlanta area. Three elementary Title I schools with relatively low (CCPRI) scores per Georgia’s Department of Education and similar demographics were selected to participate. The study required that all participants have more than two years of experience in an urban school. Collectively, 3 principals and 82 teachers responded to the questionnaires and 18 teachers participated in the focus groups. Based on the findings, teachers leave the large urban school system because of the lack of quality instruction feedback, teacher support, and teacher classroom management in their schools. It was found that it is difficult to retain teachers of a demographic (age and gender per the study). Data collection also revealed that intensive induction/ mentoring programs provided throughout the school year should be offered by the district. The conclusions drawn from the findings suggest that principals and teachers have contrasting perceptions of why teachers leave their schools. Principals felt that they were working to build capacity in their schools to improve professional relationships with the staff, to increase cultural awareness, provide meaningful and authentic teacher quality instructional feedback, and effective teacher support. Teachers felt the need to have additional necessary resources (mentors from the district and funding for targeted professional development) to retain them in urban schools.

A Comparative Study of Policies and Procedures Used for Selection of School Board Members

This study compares present policies and procedures for selection of school board members in districts of The Council of Great City Schools with those advocated by board members, professional educators, and representatives of lay organizations. To determine present selection policies for school board members, a questionnaire was sent to the business manager of each participating district. Replies were received from twenty-one of the districts and presented in tables including number and percentage of respondents for each item. To determine opinions of board members, professional educators, and members of lay organizations, a thirty-five-item questionnaire was mailed to 190 board members, 22 school superintendents, 19 college professors, 19 PTA representatives, 22 NAACP representatives, and 11 chamber of commerce representatives. After a return of 200 usable questionnaires, data were presented in separate tables including number of respondents and percentage of respondents. Using the contingency coefficient technique for statistical analysis, null hypotheses were formulated to test relationships between the opinion of respondent groups and selection policies and procedures actually in use. The chi square test was applied to test the relationships, with the .05 level of significance as the criterion. Results were tabulated collectively. Tabulated results indicate that board members should be elected at general elections on a non-partisan basis representing at-large districts, should serve four-year, overlapping, unrestricted terms, should meet local legal requirements, should receive some type of compensation, and should not represent occupational and other special interest groups. Based on this survey, it is recommended that a similar study be made in districts with less population than those districts studied to determine if policies and'procedures for selection of school board members in the districts are comparable.

M.Ed. / Surprisingly little debate about the role and responsibilities of parents has surfaced in the current wave of concern over the plight of public education. Has there been a decline in parent involvement in the schools and if so, is that decline part of the schools' problem? Should parents step in when schools are faltering? Should schools that seek to improve themselves reach out to parents to help? What can parents contribute to the education of their children, at home and in schools? However illuminating the answers might be, these questions are hardly being addressed. Even with adequate support from policy makers, should we expect educators to turn ailing schools around all by themselves, with no direct assistance from parents or other members of the community? The changing circumstances in South Africa up to date can be seen as the inspiration for the investigation of how school governance is affected by this. Dramatic reform is taking place in South Africa regarding changing political and constitutional views on education, with a rapidly increasing trend towards multicultural education. Multicultural education is a trend that has manifested itself world-wide. The primary goal is to accommodate pupils of diverse and different cultures in one education system. This study dealt with parents views on participative management in school that need to survive in the above context. The important role of school governance is to bridge the gap between what happens at home and what is happening in schools. It aims at fostering and promoting this relationship in a mutual way, in other words the school should benefit the parent community and the parent community should benefit from the school as well. The study was conducted by means of interviewing parents about the need for more information regarding participative management. The findings suggest that there is such a need in the parent community, and that they need education and training to learn skills needed for participatory management.

A Longitudinal Study of Implementing Reality Pedagogy in an Urban Science Classroom: Effects, Challenges, and Recommendations for Science Teaching and Learning

Statistics indicate that students who reside in forgotten places do not engage in science-related careers. This is problematic because we are not tapping into diverse talent that could very well make scientific strides and because there is a moral obligation for equity as discussed in Science for all (AAAS, 1989). Research suggests that one of the reasons for this disparity is that students feel alienated from science early on in their K-12 education due to their inability to connect culturally with their teachers (Tobin, 2001). Urban students share an urban culture, a way of knowing and being that is separate from that of the majority of the teacher workforce whom have not experienced the nuances of urban culture. These teachers have challenges when teaching in urban classrooms and have a myriad of difficulties such as classroom management, limited access to experienced science colleagues and limited resources to teach effectively. This leads them to leaving the teaching profession affecting already high teacher attrition rates in urban areas (Ingersol, 2001). In order to address these issues a culturally relevant pedagogy, called reality pedagogy (Emdin, 2011), was implemented in an urban science classroom using a bricolage (Denzin & Lincoln, 2005) of different theories such as social capital (Bourdieu, 1986) and critical race theory (Ladson-Billings & Tate, 1995), along with reality pedagogy to construct a qualitative sociocultural lens. Reality pedagogy has five tools, which are cogenerative dialogues, coteaching, cosmopolitanism, context, and content. In this longitudinal critical ethnography a science teacher in an alternative teaching certification program was supported for two years as she implemented the tools of reality pedagogy with her urban students. Findings revealed that the science teacher enacted four racial microaggressions against her students, which negatively affected the teacher-student relationship and science teaching and learning. As the tools of reality pedagogy were implemented the teacher-student relationship in the science classroom changed from negative to positive. This then impacted the teachers’ decision whether to stay in the teaching profession. Where initially she wanted to leave teaching due to the disconnect with her culturally diverse urban students she decided to stay teaching in urban schools as a consequence of implementing reality pedagogy. In addition, students together with their science teacher were able to redefine the traditional science curriculum by including their community health and science concerns. This led to an increase in students’ interest in school science because their urban science interests were incorporated in the science curriculum. Moreover, in order to inform other science teacher educators and teachers on how to implement reality pedagogy this study describes how it was implemented, the challenges that were encountered, and recommendations of an effective sequence of the tools.

The Process Used to Select High School Principals in the Large-City School Districts of the Nation

The problem of this study was to examine the selection process used in the appointment of high school principals in the forty-eight large-city school districts of the nation. The purposes of this study were (1) to examine how principals of high schools in large-city districts are selected, and (2) to determine the criteria considered important in the selection process. In order to conduct this investigation a questionnaire was developed. The questionnaire was validated by a twelve-member panel composed of eleven public school administrators and a former United States Commissioner of Education. Significant findings which tend to be supported by the data are: 1. Human relations skills were considered as being most important in selecting principals. 2. Superintendents placed little value on the personal traits of candidates. 3. Instructional skills ranked third in importance. 4. The selection process depended heavily on biographical data and the use of the interview. 5. Teaching experience and a master's degree are essential. 6. Assistant superintendents are involved in the selection process more often than any other group, but superintendents are most influential in the selection process. 7. School facilities, pupils, and parents are seldom involved in the selection process, and when involved, their influence is minimal. 8. Very little use is made of rating scales and standardized tests. 9. In the selection process six items were identified as being very important and five items were identified as being of little value. 10. The instrument was able to isolate five categories that are present in the selection process, and fourteen items were identified as being the underlying factors in these five categories.

NARROWING THE GAP: EXPLORING THE CHARACTERISTICS AND PRACTICES OF URBAN SCHOOL PRINCIPALS CLOSING THE ACHIEVEMENT GAP

The purpose of this phenomenological study was to critically analyze the experiences and practices of Inland Empire urban school principals as they work to close the African American achievement gap. The achievement gap begins in elementary school and continues to persist throughout elementary and secondary schools producing differences in high school graduation rates, college and career attainment, and ultimately socio-economic differences in income between various racial and ethnic groups. We know the impact of school principals on student achievement is significant. The literature demonstrates that school principals play a key role in developing the structures and systems necessary to improve the outcomes for urban schools and more specifically African American students. Ten school principals from a large urban Inland Empire school district participated in the study and served to provide their lived experiences while leading diverse schools. Findings indicated three emergent themes: (1) relationship builders, (2) caring environments, and (3) courageous leadership were influential in principals establishing and maintaining a school that was sensitive to the needs of African American students. Another major finding from the study demonstrated the impact that race still plays within the public school setting. Several of the study participants expressed their struggles with providing overt support of African American students. Implications of these findings underscore the need to build principal capacity to effectively meet the needs of African American students. Additionally, the findings demonstrate the importance of building organizational sensitivity to culture and diversity in an effort to build equitable schools.

Comprehensive school reform in the wake of No Child Left Behind: Teacher perceptions in Dodgeland

This thesis is an analysis of teacher perceptions of the implementation of their school's comprehensive school reform, and the George W. Bush administration's federal educational policy, the No Child Left Behind Act (NCLB). Data were collected by a research team as a part of the National Longitudinal Evaluation of Comprehensive School Reform (NLECSR), a project under the direction of the American Institutes for Research (AIR). The thesis is a supplemental qualitative analysis by the author who was part of the NLECSR research team from 2004 through 2005. The NLECSR had a quantitative component (called the Core Study) consisting of a large-scale national survey, and a qualitative component (called the Focus Study) consisting of interviews and observations in a smaller subset of schools in five urban districts in the central and eastern United States. AIR was primarily responsible for the quantitative study while researchers at USF were responsible for the qualitative work. This thesis exploited a major strength of the Focus Study, which made classrooms within schools the unit of analysis. This thesis analyzed data from three schools from one of the five Focus Study districts. Three research questions predominate: First, what do teachers who are implementing CSR say about how NCLB impacts their work? Second, what do teachers' responses reveal about how well NCLB as a policy aligns or misaligns with implementing CSR? Third, where might these perceived policy conflicts lie? Thematic analysis revealed perceived competing pressures in the development of social capital, or the collective commitment, relational trust and communications that foster productive or supportive exchanges between teachers, students and other school stakeholders. I found that the NCLB mandates and sanctions were perceived by teachers as unfair, at odds with the goals of reform and potentially detrimental to some of the gains won through implementing CSR, such as social capital.
