Defining governance in Uganda in a changing world order, 1962-94

This study argues that much of early post colonial Uganda's political developments, had its roots in the colonial patterns of governance. It was, however, the imperative of Uganda's early post colonial rulers to have formulated and maintained conditions for legitimate and orderly governance. Largely, this required a coherent political class with a mass based and mobilising political movement, that moreover had a political programme that catered for the interests of its support base. Indeed, their opting to negate these very prerequisite conditions, contributed greatly to Uganda's subsequent political disorder, and it's further marginalisation in the International Political Economy. This study suggests that since the impact of colonialism in Uganda, its governance policies have closely been linked to the broader dictates of the International Political Economy. A reality that the policy makers in post colonial Uganda should have realised, and in the process attempted to advantageously adapt to the Ugandan situation. Their was a qualitative improvement in Uganda's governance from 1986. This study illustrates that this was a result of the emerging into power of a political class, whose policies deliberately and strenuously attempted to fulfil the above mentioned criteria. Their is need to link Uganda's foreign and governance policies. Consequently a conscious and deliberate effort has to made by its policy makers, to ensure that the two are amicably adapted to each other, so as to derive the best possible benefits. For instance what Uganda needs in the existing New World Order are development, domestic and foreign investments and export markets for its produce. All of which can only be obtained if political order through a legitimate political system and government exists. With a leadership, that moreover, deliberately attracts foreign investments and creates the enabling conditions for competitive economic production. The onus is upon Ugandans to ensure that they institutionalise conditions for their appropriate governance and foreign policies. For this thesis argues that the International Political Economy is dynamic, and Uganda was never predestined to be at its margins.

Assessment of the impact of a newly introduced free-ranging group of chimpanzees (Pan troglodytes schweinfurthii) on the vegetation of Ngamba Island, Lake Victoria in Uganda

The purpose of the current research project was to undertake a thorough quantitative and qualitative survey of the vegetation on Ngamba Island. Based on the results of this survey suggestions are made for future management of the chimpanzees on the island. It was assumed that the introduction of chimpanzees onto an island that was previously not inhabited by this species would have an (to be defined) impact on the environment in general, and the vegetation cover, in particular. The woody vegetation was sampled and analysed using the varying quadrat plot method. This method gives the following results per (a) species, (b) stem growth form and (c) height class: 1. Canopy regime at different height levels; 2. Total projected canopy cover, and 3. Density. The results of the vegetation analysis showed that at this stage the forest structure on Ngamba Island still represents a healthy secondary rain forest cover. A major impact chimpanzees have on the woody vegetation cover of Ngamba Island is that they defoliate and destroy trees of all height classes. The number of mature trees that a parent tree produces per fruiting period might often be as little as < 1. Even though chimpanzees act as seed dispensers in their natural habitat the impressive number of seeds dispersed by each individual chimpanzee is therefore put into perspective by the very low final recruitment rate. Resulting from the above it is postulated that the impact of the Ngamba Island chimpanzees as seed dispersers for selected woody vegetation species is of low importance if not negligible. It is by far outweighed by the destruction caused to the secondary rain forest cover of the Island by this newly introduced species. Using different approaches and calculations to estimate the necessary home ranges for chimpanzees in a confined habitat the areas calculated range from 5-56 hectare per chimpanzee. Even though, there is an 11.2-fold difference between these estimates they indicate nevertheless, that Ngamba Island with an area of 42.40 ha of secondary rain forest cover and 16 adult and 17 juvenile chimpanzees is already highly overstocked. In summary the impact the newly introduced species of chimpanzees on Ngamba Island will have over time on the secondary rain forest cover of their forest refuge is that of continuing destruction. Using a rate of destruction of about 0.50 ha per chimpanzee per year the secondary rain forest cover of Ngamba Island will be completely destroyed in 53 years with a stocking density of 16 adult chimpanzees. Increasing stocking density – also through maturing of the juvenile chimpanzees currently present on the Island into a adulthood – will increase the rate of destruction of the woody vegetation cover of Ngamba Island proportionally. / Dissertation (MSc(Wild Life Management))--University of Pretoria, 2006. / Animal and Wildlife Sciences / unrestricted

A performance management model for universities in Uganda

As far as could be established, no empirical study had been conducted with the aim of designing a performance management model for systematically managing institutional performance at public universities in Uganda. The purpose of this study therefore, was to develop an institutional performance management model for universities in Uganda. This was achieved by establishing: the extent to which public universities in Uganda implemented institutional performance management, the challenges impacting institutional performance management implementation in universities in Uganda, how public universities could ensure effective institutional performance management implementation, the various measures of institutional performance that are applicable to universities in Uganda and the key components of the institutional performance management model that could be adopted by universities in Uganda in managing institutional performance. A mixed methods approach was adopted, applying both the qualitative and quantitative methodologies. Phenomenology and cross sectional survey strategies were adopted. Interviews were conducted with purposively selected top administrators of a selected public university and the results informed the survey questionnaire. This instrument was later administered to academic staff in four public universities using a disproportionate stratified random sampling technique. The findings revealed that strategic planning in public universities in Uganda does exist and it is aimed at achieving quality. Despite the existence of strategic planning, academic staff are uncertain about a number of issues related to strategic planning. Respondents generally disagreed that: performance management training is continuously provided to managers and staff, they have an effective performance management system and a formal process exists for units to provide feedback on the attainment of goals. Among the challenges impacting performance management implementation in universities in Uganda was: (i) Lack of a formal performance management environment; (ii) Limited employee engagement/communication problems; (iii) Institutional systems and structural challenges; (iv) Institutional governance challenges. The identified factors for the successful implementation of institutional performance management were categorised into four groups namely: (i) A performance framework, performance culture and employee support; (ii) An individual performance management system; (iii) Alignment; (iv) SMART goal setting. The study established that performance measures for public universities in Uganda could be categorised into five categories namely: (i) Leadership practices, infrastructure and academic profile; (ii) Accountability; (iii) Involvement with external stakeholders; (iv) Information and knowledge transfer; (v) Strategic implementation. Finally, the proposed performance management model consisted of three phases namely: (i) Designing the strategy; (ii) Implementation of the strategy; (iii) Evaluating rewarding and improving performance. University managers should pay close attention to the identified challenges while ensuring that the factors that facilitate successful performance management implementation are in place. The measures identified by this study could be used by policy makers and universities to determine the extent of performance of the various universities, not only in Uganda but also in sub-Saharan Africa and the proposed model could be adopted by universities in Uganda as well as by all institutions of higher learning during institutional performance management implementation. Ultimately, the success of the implementation process is vested fully in the commitment and willingness of management and the employees to participate in the entire process right from the design stage to the evaluation stage.

An analysis of the roles of public relations practitioners in Kampala, Uganda

There is lack of a strategic body of literature and books of the practice of public relations (PR) in Uganda. This prohibits the public relations practitioners to participate in African and disadvantages the PR practitioners in terms of participating in African and global debates about their discipline. The lack of knowledge in PR has an impact on the way practitioners carry out their duties in an organisation and it also has an impact on the way top management views practitioners. This treatise focuses on PR practitioners in Kampala, Uganda. The research focused on global literature on what roles practitioners carried out in the rest of the world, and this was then compared with the roles of Ugandan practitioners The research discusses current literature in the field of roles research and empirically analyses the role of technician, manager and strategist in Uganda. The data was collected by means of a self-administered questionnaire mainly through email and door-to-door distribution of questionnaires and lastly through telephone interviews. The research was conducted in the Kampala District. The majority of the practitioners in Uganda currently do not fulfill the roles of technician, manager and strategic role.

Management and performance indicators of micro-finance institutions in Uganda

The purpose of this study is to examine how the management of micro-finance institutions in Uganda has affected the performance indicators of these institutions, and whether or not the management of these institutions is responsible for their failure. The need to carry out this study arose as micro-finance institutions in Uganda failed to attain their planned performance indicators, to such a degree that most of them closed down. Although at their inception there was considerable entrepreneurial activity supported by a highly favourable government policy environment, their closure soon after establishment raised concern as to what caused them to fail. This study was encouraged by the observation that most of these institutions failed to realise their performance indicators as planned, but the underlying cause was not clear. Thus, the study focuses on establishing stakeholder perceptions of the management of the micro-finance institutions, and the relationship between their management (planning, implementation of planned programmes, and control) and their performance indicators, following the rationale of the functional and contingency paradigms of the concept of management. The study examines the way management dealt with these institutions‟ internal and external environments to influence their ability to realise their planned performance. The study is conducted using positivistic research methodology. This involved a collection of quantitative data from a sample of 454 respondents, including 64 managers, 177 employees, and 213 clients. Structured questionnaires were used to collect the data, and purposive and convenience sampling were applied to select the respondents. The respondents were selected from 56 randomly selected micro-finance institutions operating in Central Uganda and representing 75 percent of the country‟s operational institutions by December 2009. The data were analysed using the narrative, chi-square test, the ANOVA, factor analysis, and correlation and regression methods of analysis aided by the SPSS programme. The findings show that 79.2 percent of stakeholders (managers, employees, and clients) perceived that the management of their institutions was not conducted well in terms of planning, plan implementation, and control. Eighty-one (81) percent of both managers and employees and 83.4 percent of clients held the perception that the institutions failed xvi to achieve their performance indicators as planned. Furthermore, 81.7 percent of both managers and employees described their institutions‟ internal environment as largely defined by unsatisfactory supervision, and 66.9 percent of them revealed that their institutions‟ external environment was defined by family relations. These relations adversely affected the ownership, decision-making, employee recruitment, and deployment in the institutions. The findings also show that there were significant positive but weak relationships between management (planning, implementation, control, and dealing with the internal environment and the impact of the external environment) and the performance indicators of the institutions. The management of the institutions realised only 24.8 percent of their predicted performance indicators. Of the 13 null hypotheses that were formulated for this study, seven were rejected and the alternative hypotheses were accepted, while six were accepted. All the dimensions of the management of the micro-finance institutions in Uganda need to be developed if the performance of the institutions is to be improved and sustained to desired levels. It is suggested that large performance improvements will be realised by ameliorating all the dimensions of the institutions' management, while placing more emphasis on improving the following dimensions: the organisation of the institutions; the managing of their internal environment and the impact of their external environment; the conduct of their internal concurrent control; and the planning of their performance indicators and marketing, involving all the stakeholders, in particular the managers, employees, clients, Government, and the Uganda Micro-finance Forum, where necessary. Further research is recommended into other factors affecting the performance indicators of the institutions, since none of the management functions had explained them properly.

Factors impacting performance of training institutions in Uganda

The purpose of this study was to develop and empirically test a hypothetical model of factors impacting performance of training institutions in Uganda in order to establish their statistical significance. The liberalisation of the education sector in Uganda, which has led to the rapid growth in the establishment of private sector higher education institutions in the country, now necessitates empirical and theoretical research into the factors impacting performance of these training institutions. The mission of higher education training institutions is to constantly create a critical academic community to debate national issues and to generate relevant knowledge for the country’s economic growth and development. The study investigated and analysed how the independent variables (individual-, institutional- and external) impact institutional performance (dependent variable). The study reviewed literature in the areas of individual-, institutional- and external factors supported by Wei’s (2006), Mackenzie-Phillips (2008), Burke-Litwin (1994), Lusthaus, Adrien, Anderson and Carden (1999) and The Jain (2005) models as presented in section 6 of chapter one. The hypothetical model developed was based on the models mentioned. The study sought the perceptions of managers and utilised the quantitative research paradigm. A survey was conducted using a self-administered questionnaire distributed to managers in both public and private training institutions in Uganda. The final sample comprised 488 respondents. Data was collected in 2012 over a period of four months. The returned questionnaires were subjected to several statistical analyses. The validity of the measuring instrument was ascertained using exploratory factor analysis. The Cronbach’s alpha values for reliability were calculated for each of the factors identified during the exploratory factor analysis. In this study, correlation and exploratory factor analysis, the KMO measure of sample adequacy and Bartlett’s test of sphericity and regressions were the main statistical procedures used to test the appropriateness of data, correlation and significance of the relationships hypothesised between the various independent and dependent variables. The study identified nine independent variables as significantly impacting the performance (dependent variable) of training institutions in Uganda. Three statistical significant relationships were found between the individual factors: knowledge acquisition, role identity, employee empowerment and performance of training institutions in Uganda. Four statistical significant relationships were found between the institutional factors: strategic intent, management capabilities, organisational resources, organisational culture and performance of training institutions in Uganda. Two statistical significant relationships were found between the external factors: political/legal, stakeholders and performance of training institutions in Uganda. The study also found five statistically insignificant variables. It was found that managers in training institutions in Uganda should encourage employees to assess their own performance. Managers should formulate a policy on transparency and practice open communication using the right communication channels. Training institutions in Uganda should consider having organic and flatter organisational structures with a wider span of control. Managers should regard economic variables such as inflation rates and tax obligations when planning and drawing up budgets as this will impact their profitability. There is a need in Uganda to collaborate with and forge close relationships with international training institutions and global partners to become more globally competitive. The study has provided general guidelines at individual level how to best utilize employees to improve performance of training institutions in Uganda. Furthermore, general operational guidelines at institutional level for improving performance of training institutions have been given for such institutions to become and remain competitive in the global market place. The study has also highlighted general guidelines regarding managing external environmental factors to assist in improving performance of training institutions in Uganda.

Kampala's shitscape : exploring urbanity and sanitation in Uganda

In this thesis, I explore the collective excrement apparatus of Kampala, or the “shitscape”. I consider the diverse ways that the city’s inhabitants utilise different materials to manage their daily defecation, from flush toilets and latrines to plastic bags, septic tanks, and wastewater channels. In doing so, I unravel the historical and contemporary construction of toileting as a critical component of the modern city in the global south, and the everyday role of excrement in the inclusion and exclusion of Kampala’s inhabitants. The shitscape therefore invites a discussion of how the city’s sanitation infrastructures are thought about and implemented in a way that both reflects and reinforces the socio-economic disparities of its residents. The thesis begins with an historical analysis of how the city was shaped by colonialism and how this affects the contemporary shitscape in terms of ideas about urbanity, modernity, and hygiene, and then analyses how the material and symbolic groundwork of the colonial period is extended into the planning and living of today’s city. Tracing the city’s main wastewater channel through affluent areas and informal settlements of central Kampala, I use ethnographic and qualitative methods to understand the everyday toileting materialities and performances, and its role in the ways in which the city is read, perceived, and lived by its inhabitants. The study’s primary theoretical contribution is to contribute to Lefebvre’s theories about the production of urban space by bringing it into conversation with postcolonial and feminist literatures that knit together bodily function and material infrastructure. This everyday look at the how the city’s shitscape operates ultimately offers ways to challenge prevailing notions of urbanity, and prompts thinking about alternative possibilities for how city life is conceptualised.

Assessment of the community wildlife management partnership : a case study of the Uganda Wildlife Authority and local communities around Mount Elgon National Park, Uganda

Thesis (MPhil)--Stellenbosch University, 2015 / ENGLISH ABSTRACT: Although Community Participation (CP) in Africa dates back to colonial times, it is more oriented towards embracing indigenous knowledge systems. CP encourages self-reliance, community empowerment, capacity-building, social learning and sustainability among community members. This study describes how Collaborative Wildlife Management (CWM) was implemented in Ulukusi, a community on the border of Mount Elgon National Park (MENP), eastern Uganda. It assesses livelihood strategies before and after the implementation of CWM. The study further identifies a wildlife management strategy that would embrace the needs of the local community and the Uganda Wildlife Authority (UWA). Open ended questions were developed and administered through interviews with both household and key informants, and by means of focus group discussions and observations. The findings of the study indicate that the implementation of CWM led to the development of a Resource User Agreement (RUA) which promoted wildlife resource regeneration due to restricted resource harvest and park access. There was general agreement among interviewees and key informants that the relationship between the UWA and the community had improved compared to the time when the park was under the management of the Uganda National Park. Findings further indicate that CWM was inappropriately implemented considering the fact that the UWA used a top-down approach to influence the signing of the RUA. This is evident in that communities did not directly participate in decision-making. Therefore, in order to promote sustainable wildlife management, communities should participate in decision-making since they are the people affected by the mismanagement of wildlife. Conservation authorities should also integrate indigenous knowledge into their management policies and promote continuous sensitisation meetings to empower the community members. Above all, for any development to embrace all stakeholders’ needs, conservation authorities should also integrate the “building blocks” of development to promote conflict resolution. / AFRIKAANSE OPSOMMING: Alhoewel gemeenskapsdeelname in Afrika terugdateer tot die Koloniale tydperk is die beginsel van gemeenskapsontwikkeling meer gerig op die aanvaarding van inheemse kennisstelsels. Gemeenskapsdeelname moedig selfstandigheid, gemeenskapsbemagtiging, kapasiteitsbou, sosiale leer en volhoubaarheid onder gemeenskapslede. Hierdie studie ondersoek hoe samewerking en gemeenskaplike beplanning beoefen word in Ulukasi, ‘n naburige gemeenskap van die Mount Elgen Nationale Park, Oos Uganda. Die studie assesseer die Collaborative Wildlife Management (CWM) strategie voor en na implementering. Verder identifiseer die studie ‘n omgewingsbestuur strategie wat die behoeftes van die gemeenskap en die van die Uganda Wildlife Authority effektief aanspreek. Verskillende data insamelingsmetodes, insluitend onderhoude, fokusgroepe en deelnemendewaarneming was aangewend. Die respondente was verteenwoordig deur plaaslike gemeenskapslede en amptenary, plus addisionele sleutel informante. Bevindinge van die studie dui daarop dat die implementering van die CWM gelei het tot die ontwikkeling van ‘n hulpbron gebruikersooreenkoms (Resource User Agreement) vir die bevordering van die behoud van wild en beperkte oes en toegang tot die park. Daar was ook ‘n algemene instemming tussen informante en sleutel informante dat die verhouding tussen UWA en die gemeenskap verbeter het teenoor die tydperk toe die park onder die bestuur was van die Uganda nasionale park. Bevindinge dui ook daarop dat CWM onvanpas geïmplementeer was, oorwegend die feit dat UWA ‘n voorskriftelike benadering gebruik het wat ‘n invloed gehad het op die ondertekenings van die RUA. Dit is dus duidelik dat gemeenskappe nie direk betrokke was by besluitnemingprosesse nie. Ten einde volhoubare natuurlewebestuur te bevorder moet gemeenskappe betrokke wees in besluitneming aangesien hulle direk geraak word deur die wanbestuur van wild. Natuurbewaringsowerhede moet ook inheemse kennis integreer in bestuursbeleid en deurlopende sensitisering vergaderings gebruik om lede van die gemeenskap te bemagtig. Bo alles, vir enige ontwikkeling moet alle belanghebbendes se behoeftes aangespreek word en moet bewarings owerhede ook die boustene van ontwikkeling integreer om konflik te bestuur.
