Also understand if there is any relationship between the Institutional Evaluation of the National Assessment of Higher Education (SINAES) and the process of moderning of that library. For this analysis we considered the opinions of members of academic community, so this assessment were not adopted indicators or quality standards previously established. The approach of this evaluative research is interpretive, since of the concept of evaluation of public policies Lejanos (2006), and the mode of assessment is the investigation of this case study. The data were get and analyze resources by triangulation of methods, since they were involved in this study qualitative and quantitative data collected through bibliographical research, participant observation, questionnaires and interviews. We conclude that the process of modernization of the campus library Palmas is considered by its users as significant. However, their investments and actions are conducted in a fragmented way, so the infrastructure for information technology, human resources and the body do not match the needs of users of that library. The design employed in this modernization process is technical and managerial, whose meaning is agility, control and standardization of services of eight libraries of UFT. Note also that this process of modernization were prioritized administrative tasks of the library, so that there was an attempt to focus on meeting the requirements of the evaluation of SINAES, in detriment of the expectations of the academic community. From these data we conclude that this process is consistent with the historical background and the assumptions of the modernization project of the Brazilian higher education, which is based on liberal ideals and emphasizes the technical aspects, the increased efficiency of public administration, productivity, cost effectiveness and so on. It is recommended that the UFT discuss the process of modernization with library users, in order to carry out a systematic planning for continuity, it is also suggested the appointment of an interdisciplinary team to accompany him. Moreover, it is important to effective and expanded student participation in the Steering Committee of the Library System of UFT. So, generally identified that need public policies that coordinate and fund the development of federal university libraries. / Nesta pesquisa se estuda o processo de modernização da biblioteca da Universidade Federal do Tocantins (UFT) no Campus de Palmas, com o intuito de avaliar se os resultados preliminares desse processo estão articulados às necessidades de informação da comunidade acadêmica. Procura-se também compreender se há alguma relação entre a Avaliação Institucional do Sistema Nacional de Avaliação da Educação Superior (SINAES) e o processo de modernização dessa biblioteca. A abordagem desta pesquisa é a interpretativa, a partir da concepção de avaliação de políticas públicas de Lejano (2006), a modalidade de investigação é o estudo de caso. Para coleta e análise dos dados foram utilizados recursos da triangulação de métodos por meio de pesquisa bibliográfica, documental, observação participante, questionários e entrevistas. Conclui-se que o processo de modernização da biblioteca do Campus de Palmas é considerado por seus usuários como significativo. Contudo, os seus investimentos e ações são realizados de modo fragmentado, por isso a infraestrutura para a informatização, os recursos humanos e o acervo não condizem com as necessidades dos usuários da referida biblioteca. Nota-se também que nesse processo de modernização foram priorizadas as tarefas administrativas da biblioteca, isso por que, houve um enfoque na tentativa de atender as exigências da avaliação do SINAES, em detrimento das expectativas dos membros da comunidade acadêmica. A partir desses dados conclui-se que esse processo é coerente com os antecedentes históricos e com os pressupostos do projeto de modernização da educação superior brasileira, o qual está baseado em ideais liberais e enfatiza os aspectos técnicos, o aumento da eficácia da administração pública, a produtividade, a relação custo-benefício e etc. Recomenda-se que a UFT discuta o processo de modernização com os usuários da biblioteca, para assim realizar um planejamento sistemático para a sua continuidade, sugere-se também a nomeação de uma equipe interdisciplinar para acompanhá-lo. Além disso, é importante que seja efetivada e ampliada a participação discente no Comitê Gestor do Sistema de Bibliotecas da UFT. De modo, geral identificou-se que são necessárias políticas públicas que articulem e financiem o desenvolvimento das bibliotecas universitárias federais.

It has as time frame the effective date of the Federal University of Tocantins-UFT, in 2003, to the present day, 2013. At the core of these policies is highlighted the effectiveness of one of its campuses, the campus of Arraias City, explaining their specificities, the nature, the character, the history and current perspectives of the process of expansion and restructuring of this campus. The objectives of this research is to understand, from the history of the creation of the Federal Public University in the city of Arraias, its consolidation as a public space and integrated federal system of higher education; to analyze if the UFT, campus Arraias, has provided to the professionals who are graduated in it a more expanded form of the reality in which they operate; as well as to identify which changes the performance of the university has brought to the city of Arraias and region, the contributions and punctual difficulties during 2003-2013. Accordingly, the results of the research show that there are important contributions of undergraduate courses in pedagogy and mathematics campus Stingrays, the opportunity for a graduate qualification and the lower classes and working in the region, through the dissemination of knowledge, training of teachers to act basic education in regional and encouraging research. The relevance of this study becomes evident by the concern focused on understanding the strategic importance of this campus to the political and social development in Southeastern Tocantins, with the driving shaft of the National Regional Development, the investment in education and public higher education, internalization and Reuni. To carry out this research, we adopted the methodology of the case study with qualitative approach, using multiple data collection procedures, such as documentary sources, a field notebook and semi-structured interviews and the analysis of several documents is here understood as the possibility of joint between the empirical and the theoretical. / A pesquisa tem por objeto o processo de expansão e interiorização do Ensino Superior no Estado do Tocantins, mais especificamente o campus da cidade de Arraias. Tem como recorte temporal a data da efetivação da Universidade Federal do Tocantins-UFT, em 2003, aos dias atuais, 2013. No bojo dessas políticas, ganha destaque a efetivação de um dos seus campi, o campus da cidade de Arraias, explicitando suas especificidades, a natureza, o caráter, a história e as perspectivas atuais do seu processo de expansão e reestruturação. Os objetivos da pesquisa são: compreender, a partir da história da criação do campus da universidade pública federal na cidade de Arraias, sua consolidação como espaço público e integrado ao sistema federal de ensino superior; analisar se a UFT, campus de Arraias tem proporcionado aos profissionais que nela se formam um conhecimento mais ampliado da realidade em que atuam; e identificar quais mudanças a atuação da universidade tem trazido para a cidade de Arraias e região, as contribuições efetivadas e as dificuldades pontuais no decorrer de 2003 a 2013. Nesse sentido, os resultados da pesquisa apontam que há contribuições importantes dos cursos de licenciaturas de pedagogia e matemática do campus de Arraias, oportunizando uma graduação e qualificação às classes mais desfavorecidas e trabalhadoras da região, através da disseminação de conhecimento, formação de professores para atuar na educação básica regional e incentivo à pesquisa. A relevância desse estudo se evidencia pela preocupação voltada para o entendimento da importância estratégica deste campus para o desenvolvimento político e social da região sudeste do Tocantins, tendo como veio condutor da Política Nacional de Desenvolvimento Regional-PNDR, o investimento na educação e no ensino superior, a interiorização das universidades públicas e o Reuni. Para a realização dessa pesquisa, adotamos a metodologia do estudo de caso de abordagem qualitativa, utilizando de múltiplos procedimentos de coleta de dados, tais como fontes documentais, caderno de campo e entrevistas semiestruturadas. A análise dos documentos diversos é aqui compreendida como possibilidade de articulação entre o trabalho empírico e o teórico.

Esta Dissertação de Mestrado tem como tema o Plano Nacional de Formação de Professores da Educação Básica (PARFOR Presencial) e as relações federativas no Tocantins para a garantia de condições necessárias a permanência de professores-estudantes. Seu objetivo é analisar como se dão as relações entre a União – por meio do MEC/CAPES/FNDE e da UFT, o Estado – por meio da SEDUC e do FEPAD – TO, e Municípios do Tocantins – por meio da UNDIME, denominadas regime de colaboração, e as ações de garantia das condições necessárias para a permanência de professores-estudantes, trabalhadores de escolas da rede pública municipal por meio destas relações, para o desenvolvimento do PARFOR Presencial. Trata-se de uma pesquisa qualitativa, com informações coletadas por meio de revisão bibliográfica e análise documental. Como resultados, demonstra que, ao contrário do que fora proposto formalmente, as relações estabelecidas entre os entes federados União, Estado do Tocantins e Municípios, por meio de suas instituições e de seus órgãos, não se caracterizou como regime de colaboração. A pactuação pontual e fragmentada trouxe como consequência o conflito de interesses e a desconcentração de tarefas e papeis no desencadeamento de ações para a garantia de condições para permanência de professores-estudantes trabalhadores de Municípios nos cursos do PARFOR Presencial ofertados pela Universidade. Como conclusão, reforça a necessidade do debate qualificado a respeito do regime de colaboração, desvelandose conflitos de interesses no entorno da ideia de que o regime já existe, demandando apenas o seu aprimoramento, e abordando, inclusive, as suas possibilidades no Estado brasileiro. / This Master's Dissertation has as its theme the National Training Plan for Basic Education Teachers (PARFOR Presential) and the federal relations in Tocantins to guarantee the necessary conditions for the permanence of teacher-students. Its objective is to analyze how the relations between the Union - through MEC / CAPES / FNDE and UFT, the State - through SEDUC and FEPAD - TO, and Municipalities of Tocantins - through UNDIME, of collaboration, and the actions of guaranteeing the necessary conditions for the permanence of teachers-students, workers of schools of the municipal public network through these relations, for the development of PARFOR Presential. This is a qualitative research, with information collected through bibliographic review and documentary analysis. As results, it demonstrates that, contrary to what was formally proposed, the relations established between the federated entities União, Tocantins State and Municipalities, through its institutions and its organs, was not characterized as a collaboration regime. The punctual and fragmented agreement resulted in the conflict of interests and the deconcentration of tasks and roles in the launching of actions to guarantee the conditions of permanence of teachers-students workers of Municipalities in the courses of PARFOR Presential offered by the University. As a conclusion, it reinforces the need for a qualified debate about the collaboration regime, revealing conflicts of interest surrounding the idea that the regime already exists, demanding only its improvement, and even addressing its possibilities in the Brazilian State.
