(Un)Mapping The Contested Geographies Of Urban Knowledge Production During the 2010 World Cup In South Africa

In 2010, South Africa became the first country on the continent of Africa to host a World Cup. This thesis analyzes aspects of the planning process for this mega-event. My analysis focuses on three interrelated phenomena: public order policing and re-branding through the control of public space; policy transfer and the attempt to clone the 'world-class' city in South Africa; and, the influence of consciously planning for an external television audience on the uneven geographies and temporalities of the mega-event. First, in analyzing the processes of public order policing and its connection to city branding in Durban, South Africa during the World Cup, I trace three mechanisms: the regulation of nuisance behaviors, the restriction of social movement activities, and the introduction of welcome ambassadors. I argue that this policing strategy reveals what city planners believe to be appropriate uses of public space as well as a future vision of the city. Second, using “cultural cloning” as a metaphor, I argue that policy mobility and the valorization of “best practices” can reinforce hegemonic conceptions of a 'world class' city that exacerbate already existing social inequalities. Such notions, also, work to foreclose on alternative visions of how a 'world class' World Cup host city might act such as those articulated in the World Class Cities for All campaign. Third, I examine how the particular medium of television works to shape urban planning, the production of space and the processes of urban knowledge production during mega-events. Such a theoretical approach necessitates closer examination of the relationship between urban planning and urban knowledge production through television. In the conclusion of my dissertation, I put my work in context of recent events and struggles that have emerged in Brazil as that country gets set to host the 2014 World Cup and the 2016 Summer Olympics. Additionally, I highlight what I believe to be the key scholarly contributions of this project and outline a future research agenda that emerges from this work.

Este bairro apresenta características relevantes no contexto da cidade, destacando-se, entre elas, o processo de rápida ocupação territorial, alta concentração populacional e a predominância de população migrante. Mediante a análise das informações coletadas na pesquisa de campo, pôde-se conhecer as percepções dos moradores com relação ao acesso e à qualidade dos serviços de infra-estrutura além da identificação de problemas decorrentes de impactos ambientais. Os resultados obtidos mostram que, apesar dos moradores identificarem vários problemas no bairro, eles declararam estarem satisfeitos com o entorno onde vivem. Observou-se a presença de uma forte identidade dos moradores com o bairro e uma rede social bem estabelecida. Verificou-se a necessidade de um plano de desenvolvimento urbano, com proposições de soluções referentes às carências e problemas específicos do bairro, tais como o controle efetivo da expansão urbana e o melhoramento das redes de serviços públicos, objetivando um desenvolvimento sustentável para o futuro. / Abstract: The current work analyzes issues related to the demographic growth and urban planning in Indaiatuba, São Paulo, and the influence of these aspects in the life quality of the residents of the Jardim Morada do Sol neighborhood. This neighborhood has relevant characteristics in the city context, standing out, among them, the process of fast territorial occupation, high demographic concentration and the predominance of migrating population. Analyzing the information collected during the interviews, the perceptions of the residents regarding the access and quality of the infrastructure services could be understood, as well as the identification of problems happening due to environmental impacts. The obtained results show that, in spite of the residents having identified several problems in the neighborhood, they seemed satisfied with the place they live. The presence of a strong identity between the residents and the neighborhood was also observed, and a very established social network has been found. It was verified the necessity of a urban development plan containing proposals to solve the specific problems of the neighborhood, such as the effective control of the urban expansion and the improvement of the public services network, aiming at a sustainable development for the future. / Mestre

Inicialmente é trabalhada a parte conceitual, enfatizando-se os aspectos que constituem o conceito e que norteiam a composição do banco de dados usado no trabalho. Para a caracterização da situação estadual, procedeu-se às classificações utilizando a ACP/Análise das Componentes Principais, resultando num conjunto de componentes explicativas das situações nos dois momentos, seguindo-se a geração cartográfica e as caracterizações e análises procedentes. Assim, foram identificados os aspectos de infra-estrutura e capacidades individuais, trabalhados com base em cartogramas, balizando-se os resultados obtidos com o IDH-M/Índice Municipal do Desenvolvimento Humano, verificando-se uma alta correlação entre eles. As análises ressaltam a não homogeneidade das situações, com o Estado geograficamente dividido em duas realidades distintas, o norte englobando os níveis mais baixos de qualidade de vida e o sul as situações melhores, com o município de Belo Horizonte grandemente diferenciado do restante do Estado, sendo analisada a evolução da situação no período em termos dos aspectos relevantes que caracterizam a qualidade de vida no Estado. / Abstract: This work characterized the status of quality of life in Minas Gerais State, guided by the manageable human development perspective, in 1991 and 2000 and its evolution in the period. Initially, the conceptual background was established by emphasizing the aspects that constitute the mentioned perspective and that constrained the database formulation embraced in this work. To characterize the state’s situation, the classification through Principal Component Analysis PCA was carried out, which resulted in a set of components that explain the situation in both moments. The cartographical generation, characterization and analysis followed this. Thus, the infrastructure and individual capabilities aspects were identified and were analyzed through cartograms. The obtained results were confronted with the Municipal Human Development Index M-HDI, and it was possible to verify a high correlation between them. The analysis emphasized a non-homogeneous situation, being the Minas Gerais State geographically divided into two distinct realities the north presented the lowest levels of quality of life and the south, better conditions. In this set, Belo Horizonte deeply differs from the rest of the state. At the end, the situation evolution in the period was analyzed in terms of the relevant aspects that constitute the quality of life in the State. / Doutor

Hydrology and classic Maya urban planning: a geospatial analysis of settlement and water management at Xultun, Guatemala

In this dissertation, I explore the relationship between water management, urbanism, and socio-political organization at the Classic Maya site of Xultun, Guatemala. In an area without permanent surface water, provisioning and maintenance of large stores of water was a necessity for agricultural stability. Combining evidence from archaeological survey, excavation, remote sensing, and geospatial analysis I demonstrate that settlement at Xultun was organized topographically. Elite ritual structures were concentrated on the highest areas, and in proximity to reservoirs. This gave leaders control over the release of water, and by extension control over their subjects. Xultun was built on a natural hill. Urban space was concentrated into three topographic areas: administrative on the summit, residential on lower terraces, and agricultural on the lowest land. Using geospatial analysis, I modeled the relationship between the site's public and private buildings, its 15 reservoirs, and its hydrology. Water was collected and stored within each of the three topographic zones for local use; however, administrative neighborhoods were located close to reservoirs in order to maintain tight control. Excavations at the site's summit revealed that the central reservoir was in use since the late Preclassic (400 BC-250 AD). They also revealed a complex drainage system that diverted water into an aqueduct that emptied into a canal feeding this reservoir. Overflow from the reservoir was directed to reservoirs further downhill. Drainage flowed from the administrative center to the cardinal directions in accordance with Maya cosmological principles. The link between water and authority is further illustrated by the discovery, in an administrative neighborhood, of a stela depicting a royal ancestor in the act of impersonating Chak, the Maya rain god. At Xultun, the association of administrative neighborhoods with reservoirs in all three topographic areas reflects centralized control and management of urban water resources. The arrangement of hydrological systems emphasized cosmological principles and reinforced authority through ritual association with the rain deity. Water management was instrumental in the maintenance of power. As a key element of statecraft, its stratified spatial organization supported the hierarchical social order that took root in the Preclassic and came to characterize Maya urbanism.

Traditional Infrastructure, Modern Flows: Cultural Politics of Modernization in the Kathmandu Valley

The Kathmandu Valley’s ancient stone spouts system provides a case study to understand uneven processes of urban modernization. Interviews and archival material from fieldwork in the Lalitpur District of Kathmandu provide evidence to understand the role of traditional infrastructure in modernization efforts. Rather than assuming there is something inherently traditional or modern, my research investigates ways in which people position themselves around ideas of tradition and see infrastructure as more than operational. Findings indicate that the labeling of the stone spout system as traditional through modes of use, management, valorization, and modification point to a dissatisfaction with modern development. This research provides a contemporary example of the traditional, demonstrating that despite dominant urban theorizing, urban modernization and the erasure of tradition are an impossible and incomplete process. These findings extend post-colonial urban scholarship by considering cities beyond limiting and universalizing categories of development. This thesis includes unpublished coauthored material.

Na análise dessa problemática tomar-se-á como área de estudo a avenida Presidente Tancredo de Almeida Neves, na cidade de Rio Claro (SP), sendo que essa uma área foi conquistando uma significativa centralidade no decorrer dos anos. Espera-se com esse estudo contribuir para o entendimento dos processos e dinâmicas sócioespaciais, recentes na cidade de Rio Claro, interior de São Paulo. / My aim with this dissertation is to look for the city's production and reproduction essence, based on the approach for and in the space's consumption, taking as a target of investigation the actions of the public power, from the capital's owners residents, considering still the influence degree of each other and checking as the public power has been intermediating these conflicts about the form to detect which wrapped interests in this city's planning form. In this problematic analysis we'll take as the study's area the Presidente Tancredo de Almeida Neves Avenue, in Rio Claro City (SP), knowing that the area was conquering a centralized significant in the course of the years. A presente pesquisa é decorrência de uma curiosidade que começou com o Trabalho de Conclusão de Curso. Em grande medida é a continuação das perguntas deixadas por esse trabalho que a precedeu. Tentou-se realizar, partindo das ideias da Internacional Situacionista (IS), uma pesquisa psicogeográfica no bairro Centro Histórico de Porto Alegre/RS. A partir disso foram agregados elementos que compusessem um escopo mais denso para a metodologia, através dos conceitos de caminhar, corpo, urbe/cidade. Para tal, foram realizados diversos trabalhos de campo na área de estudo, resultando em materiais diversos: uma narrativa, dezenas de fotos e dois mapas. / The present research comes from a curiosity that started in the work made for the conclusion of the graduation course. In large measure is the following of the questions left behind by this previous work. Beginning with the ideas of the International Situacionist (IS), a psycogeographical investigation were attempted, in the historical district of Porto Alegre/RS. From this, where aggregated elements to compose a heavier scope for the methodology, trough the concepts of walking, body and urbe/city. For such, were made a series of field works, resulting in multiple products: a narrative, dozens of pictures and two maps.

Na década de 1990 deu-se o início da institucionalização dessas novas regiões metropolitanas. A Região Metropolitana de Londrina, instituída em 1998, fez parte deste processo. No nosso entender, esta institucionalização ocorreu influenciada pela representação “Londrina metrópole” que teve sua origem, na década de 70, com o projeto Metronor. Este projeto, que visava o desenvolvimento do Eixo Londrina-Maringá e previa a constituição de uma metrópole linear, fez parte do próprio processo de desenvolvimento histórico da cidade de Londrina e região, desde sua fundação na década de 30. Desta forma, a representação “Londrina Novo Eldorado”, o discurso “Capital Regional” e o crescimento demográfico do aglomerado urbano Londrina-Cambé-Ibiporã, são resgatados como parte constituinte desses vários discursos que vão culminar com a representação “Londrina Metrópole”. O trabalho objetivou também desvendar a imagem pública que os habitantes de Londrina fazem de sua cidade e as implicações políticas envolvidas no processo de instituição de regiões metropolitanas no Brasil nos últimos 30 anos. / Based on the constitution of 1988, the federate states were given the prerogative to establish their own metropolitan regions, which happened in the 1990s. The metropolitan region of Londrina, established in 1998, took part in this project. In our opinion, this establishment happened influenced by the representation “Londrina metrópole” (“Londrina metropolis”) that had its origin in the 70s with the Project Metronor. This project, which aimed at the development of the axis Londrina-Maringá and foresaw the creation of a linear metropolis, was part of the historical development process of Londrina and its surrounds, since its foundation in the 30s. Therefore, the representation “Londrina Novo Eldorado” (“Londrina the new Eldorado”), the discourse “Regional Capital” and the demographic growth of the urban agglomerate Londrina-Cambé-Ibiporã, are considered a constituent part of these several discourses that will culminate in the representation “Londrina Metropole”. The purpose of this work was also to reveal the public image that the inhabitants of Londrina have of their city and the political implications involved in the establishment process of the metropolitan regions in Brazil in the last 30 years.
