Em torno das abordagens críticas ao espaço urbano: os diferentes sentidos da periferia / Around the critical approaches of the urban space: the different senses of the urban periphery

Essa pesquisa tem como objeto de estudo a formação do conceito de periferia urbana na Geografia brasileira ao longo da década de 1980. Para isso, são valorizados como filtros, a funcionalidade estrutural atribuída à realidade periférica e a discussão acerca da centralidade da distância enquanto um elemento definidor da periferia urbana. Isso é pensado tendo como referência o movimento de renovação disciplinar interno à Geografia ocorrido na década de 1970 e que, no contexto brasileiro, foi acompanhada pelo fortalecimento dos estudos marxistas e pela preocupação em produzir um conhecimento socialmente engajado. Outro aspecto valorizado em nossa dissertação é o diálogo estabelecido entre a Geografia urbana com outras ciências sociais, em especial a Economia, a Sociologia e o Urbanismo, na formulação de suas pesquisas sobre a periferia urbana. Tais disciplinas iniciaram os estudos sobre tais realidades num momento anterior à Geografia, sendo referências importantes para os estudos realizados pelos geógrafos. É por meio desse caminho que buscamos assinalar a negação da perspectiva ecológica da noção de periferia e a ascensão de explicações fundadas na totalidade social, que são organizadas em duas propostas interpretativas. Em uma delas, valoriza-se a periferia enquanto o local de reprodução da força de trabalho; na outra, a periferia urbana é pensada pelo viés do consumo e da produção do espaço. Para atingir tal objetivo, usamos como fontes de pesquisa teses e dissertações defendidas nos Programas de Pós- Graduação em Geografia da Univerisdade Federal do Rio de Janeiro e da Universidade de São Paulo, escolhidas pela centralidade que possuem na produção acadêmica nacional. A potencialidade em trabalharmos com teses e dissertações está no fato de serem estudos empíricos, que nos permitem refletir sobre o uso dos modelos para compreender as realidades analisadas. / This research has as it object the formation of the concept of urban periphery in brazilian Geography along the 80\'s. For that aim, are valued as filters, the structural functionality assigned to the peripheric reality and the discussion about the centrality of the distance as a defining element of the urban periphery. This is tought as has been a reference with the movement of disciplinary review inside of Geography that happened in the 70\'s and, in the brazilian context, was followed by the improvement of marxist studies and by the concern in the production of a knowledge socially committed. Another valued aspect in our dissertation is the dialogue between urban Geography with another social sciences, in special with Economy, with Sociology and the Urbanism, in the formulation of your researches about urban periphery. These sciences started their studies about this realities in a moment before the Geography, been important references to the studies made by the geographers. In this pathway we search point the denial of the ecologic perspective of periphery and the ascention of explications supported in social totality, that are organised into two interpretative proposals. In one of they, are valorised the periphery as long the place of the reproduction of the workforce; in the other, the urban periphery is seen by the perspective of the consumption and the production of space. To reach this goal, we used as research sources theses and dissertation presented in Geography graduation programs in Federal University of Rio de Janeiro and in the University of São Paulo, choosen by the centrality of this universities in the nacional academic production. The potentiality of working with theses and dissertations is founded in the fact that these sources was empiric, that allow us to think about the application of models to understand the studied realities.

Pesquisa do Estado da Bahia - FAPEB / Faced with the transformation?s processes of the Brazilian economy, especially the policies that aimed at industrialization from the 1930s, and more intensely from the 1950s, the issue of urban poverty emerges as problematic in the country. At 1970s, the policies of trade integration and the productive deconcentration, whose made advance upon the national territory the typical productive dynamics of capitalism, it had expanded the urban network in the states, that, underwent a later industrialization. Added to this are the regional development policies and the growth of medium-sized cities, that became like knots of the urban web, assuming regional importance. In this scenario, Feira de Santana went through an accelerated process of population and economic growth, entailing the constitution of an urban scenario full of contradictions. Faced of this process, the present work deals with the theme of Urban Poverty in Feira de Santana, having as aim understanding better its characteristics and analyzing its spatial distribution in the territory of the municipality, especially in the area of the city. For this purpose, the Multidimensional Poverty Index (MPI) was applied with aggregation within the census tracts, which allows the observation of the results at a smaller level than the neighborhood, making it possible to observe the contrasts of poverty inside and in the whole the urban area. The results obtained with the IPM, besides indicating the areas of concentration of greater poverty, was analyzed by the light of the formulations on the "pattern" of urbanization in dependent countries which present specificities in this process. In this way, it was possible to observe that the areas of concentration of poverty in the city of Feira de Santana are located in the most distant regions of the city center, taking the Anel de Contorno as a limit to be observed among the areas with the highest poverty index, since the census tracts with the highest level of deprivation in the analyzed baseline indicators and in the MPI are located in the area outside of that Anel. These results indicate a tendency that corroborates with the formulations about the process of urbanization in dependent countries, which points to a process of removal of the poorest population from the central areas, forming a peripheralization effect / Diante dos processos de transforma??o da economia brasileira, em especial as pol?ticas que visavam a industrializa??o a partir da d?cada de 1930, e mais intensamente a partir da d?cada de 1950, emerge como problem?tica no pa?s a quest?o da pobreza urbana. "Segregação e acesso a políticas públicas no município de São Paulo" / Segregation and access to public policies in São Paulo

Esse trabalho aborda a questão da segregação residencial no município de São Paulo, sendo o objetivo principal a avaliação do impacto da segregação sobre o acesso das camadas mais pobres da população à política de infra-estrutura urbana. Além da discussão conceitual a respeito da segregação – termo muitas vezes confundido na literatura com os conceitos de pobreza, desigualdade, falta de acesso a serviços urbanos –, o trabalho pretende apresentar estratégias de identificação de áreas segregadas e um modelo de análise capaz de medir o impacto da residência nesses locais sobre as condições de acesso à política de infra-estrutura urbana, tradicionalmente associada com a segregação. Desse modo, além de um esforço teórico de deslocamento do foco em direção às conseqüências da segregação, e não as suas causas, esse trabalho apresenta um esforço empírico de elaboração de indicadores capazes de identificar áreas segregadas e medir o impacto da residência nesses locais sobre as condições de acesso a políticas públicas. / This dissertation deals with the issues of residential segregation in the city of São Paulo. It argues that segregation has a significant impact on the access to public policies among the poorest population. Besides the discussion of the urban literature on segregation – a concept generally mingled with the concepts of poverty and inequality as well as for the lack of access to basic public services –, this dissertation presents some strategies for identifying segregated areas and a multivariate model of access to urban infrastructure policies. Besides the theoretical effort of changing the stress on the causes to the stress on the consequences of segregation, this dissertation presents an empirical effort: the construction of different indicators able to measure the impact of segregation over the access to public policies.

Resisting Criminalization through Moses House: An Engaged Ethnography

Neoliberal restructuring of the state has had destructive effects on families and children living in urban poverty, compelling them to adapt to the loss of social welfare and demolition of the public sphere by submitting to new forms of surveillance and disciplining of their individual behavior. A carceral-welfare state apparatus now confines and controls the bodies of expendable laborers in urban spaces, containing their threat to the neoliberal socioeconomic order through criminalization and workfare assistance, resulting in a new symbiosis of prison and ghetto. The resulting structures of punishment, police surveillance, and criminalization primarily surround African Americans living in high poverty and low income urban neighborhoods. Criminalization intrudes into the everyday lives of African American youth as well, pushing them out of school and into the criminal (in)justice system at an early age. This process may appear natural and inevitable to those experiencing it, but it is really the result of political, economic, historical, and social forces, including institutional discourses, public policies, and investment in law enforcement at the expense of community development and social welfare. This dissertation presents the results of five years of engaged ethnographic collaborative research with African American youth while I was volunteer director of Moses House, a community youth arts organization based in Sulphur Springs, a high poverty neighborhood of Tampa, Florida. Grassroots nonprofit organizations such as Moses House are often created and guided by dedicated community leaders, but social marginalization can prevent them from securing resources and labor necessary to sustain an organization. Engaged anthropologists can use forms of community engagement to leverage university resources, social networks, and student service-learning to assist grassroots organizations, in the process learning firsthand about the political, economic, and social forces that produce and reproduce the injustices against which such organizations and their communities struggle. As a doctoral student in an applied anthropology graduate program, I was able to assist the organization in revitalizing itself and applying for IRS nonprofit status, as well as to advocate for the very existence and viability of the organization itself in opposition to a variety of antagonistic forces. Through the process of doing social activism on behalf of the organization, I was able to establish solidarity with people in the community who were socially networked through Moses House. As an outsider to a community rightfully suspicious of outsiders, especially ones who are white, gaining the confidence of residents was a prerequisite for doing engaged research that intended to explore how African American youth living in a high poverty neighborhood experience marginalization and criminalization, and how they can communicate their experiences through their own production of creative media. In a variety of mentoring, advocating, and parenting roles, I was able to build empathic, trustful relationships and observe how various policies, procedures, practices, and institutional discourses are criminalizing African American youth in nearly all aspects of their everyday lives. Accompanying Moses House youth through various educational, recreational, and governmental agencies and institutions, I learned with them not only how they were being seriously harmed by the policies of the carceral-assistential state, but also how they were able at times to resist or avoid the system to their own advantage. Using critical dialogue while in conversation with Moses House youth, I nurtured an ongoing analysis of their everyday reality in order to reveal what is criminalizing them and constraining their agency, in the process collaboratively constructing transformative activities, practices, and educational programs that were based on the youths' own aspirations toward social justice, personal success, and community betterment. In establishing social justice based approaches to improving community well-being, grassroots organizations such as Moses House can be understood as spaces that foster and support critical dialogue, social activism, and cultural production and as sites of collective struggle against racism, poverty, and criminalization. University-community engagement can shed light on these social problems, provide research and analysis that is not only rigorous but meaningful and relevant to the community, offer technical assistance for nonprofit leadership, management, and fund development, as well as assist in designing and implementing community-based alternatives and solutions to community-identified problems.

Dalla Povertà Urbana all'Equità Intergenerazionale: un'analisi della condizione giovanile in Italia / FROM URBAN POVERTY TO INTERGENERATIONAL EQUITY: AN ANALYSIS OF YOUTH CONDITION IN ITALY

Obiettivo della presente ricerca è quello di studiare la condizione dei giovani in Italia nella prima decade del 2000 e di suggerire qualche policy per intervenire in questa situazione. La decisione di analizzare la povertà urbana e la deprivazione nel primo capitolo, e di analizzare l’equità e la mobilità intergenerazionale nel secondo e nel terzo, è strettamente collegata con la volontà di chi scrive di identificare nuovi strumenti di policy che possono intervenire a vantaggio dell’opportunità e dell’equità dei giovani. Il lavoro si divide in due parti. Nella prima parte si è fatta un'analisi della povertà urbana nella città di Milano: in questo ambito si è analizzato il flusso migratorio nelle zone di Milano considerando la dotazione strutturale delle zone stesse, procedendo con la creazione di indici di misurazione delle public facilities dedicate ai giovani e giovanissimi. In seguito alla creazione di indicatori di misurazione della dotazione di scuole, centri culturali, centri di aggregazione giovanili, centri sportivi, consultori specializzati per giovani, abbiamo individuato una correlazione tra i servizi forniti e la presenza di una specifica coorte di popolazione. Nella seconda parte si è analizzato l’andamento dell’equità intergenerazionale e della mobilità intergenerazionale. Nel secondo capitolo è stata fatta una review della letteratura pre esisteste in materia considerando la trasmissione intergenerazionale della povertà e la mobilità intergenerazionale con lo scopo di analizzare la metodologia di misurazione più appropriato. Inoltre sono stati presi in analisi le principali analisi a livello internazionale, ma si è anche fatto particolare riferimento alla letteratura relativa al caso Italiano. In seguito si è proceduto con un’analisi del livello di equità intergenerazionale in Italia , utilizzando i dati dell’Indagine sui Consumi delle Famiglie della Banca d’Italia. / The aim of the present research is to study the youth condition in Italy in the first decade of 2000 and to suggest some regulatory policy on this situation. The decision to investigate on urban poverty and deprivation in the first chapter, and to analyze intergenerational equity and mobility in the second and in the third chapters, is strictly related to the willingness of the writer to identify new policy instruments that can intervene in favor of young's opportunities and equity. The research is divided into two parts. In the first chapter we have done an analysis of the urban poverty in the city of Milan. To do this we have analyzed the movement of citizens in the different area of Milan, considering the availability of public facilities dedicated to young. After a creation of the indicators to assess the endowment benchmarks for school, cultural structure, Young Meeting Centers, sports centers, health centers specialized for young people, we have detected a connection between the services furnished and the presence of a specific population-based cohort. In the second part we have analysed the trend of intergenerational mobility and intergenerational equity. In the second chapter, we develop a literature review of the primary researches on intergenerational transmission of poverty and intergenerational mobility with the aim to analyze the most appropriate and recognized methodology to measure this data in Italy. In the third paper, we have measured the trend of intergenerational mobility in Italy, considering data from Bank of Italy SHIW.

Prof. Dr. Sibel Kalaycioglu Eyl&uuml / l, 2004, 242 pages In this study, the aim is to find some indications about urban poverty in Turkey, which recently became a major topic in sociological studies. In order to study this topic, the thesis focuses on working urban poor to be able to examine the effects of the changing labor market. Urban poverty in general, and more specifically the working urban poor, are analysed in three levels, namely macro, mezzo and micro. In the macro level, the effects of great transformations after the 1980&rsquo / s and the new international division of labor, on the emergence of new urban poor is discussed. In the mezzo level, &ldquo / Structural Adjusment Policies&rdquo / as one of the significant impacts of this transformation, which mostly have affected the underdeveleped countries like Turkey is understood. The thesis, however, will mostly focus on the micro aspects of poverty. In the micro level, family and kinship reciprocal relations and mutual ties of solidarity / values and customs about social and economic life / survival strategies / the effects of culture of poverty / and factors of disempowerment are examined. Furthermore, the starting definitions of the urban poor are based on Peter Lloyd&rsquo / s study, which was carried out in Peru. In this context, a field study was carried out in Istanbul and Gaziantep to find out some indications to understand the regional differences of the working urban poor in Turkey. Turkey has also been affected by the conjunctural changes in the world and a new urban poor has been also emerging. In terms of regional differences of working urban poor istanbul labor market reflects the effects of new international division of labour and the structural adjustment policies more than Gaziantep. istanbul has an urban labour market which mainly performs as the periphery of international capital. Urban labour market in Gaziantep however, includes rural and local elements of causal labour as well, besides its links to the new international division of labour. In the micro level, istanbul working urban poor represent more western and urban values, more literacy and higher level of education and more positive attributes to the role of education, better working conditions of casual labour, more feelings of isolation but also more hopeful for future prospects and more motivated for initiating coping mechanisms. On the other hand, Gaziantep working urban poor represent a very complicated and multi-step migration process compared to istanbul migrants and migrant women in Gaziantep tend to work more in pieceworking jobs due to agro-industry. Hence, the thesis argues that to designate urban poverty and more specifically working urban poor in Turkey, regional, cultural factors and dynamics of migration are significant.

Poverty lines, household economies of scale and urban poverty in Malaysia

This thesis presents three essays on Malaysia’s poverty profile based on the Household Expenditure Survey (HES). The first and second studies were motivated by the shortcomings of the official poverty lines and poverty measurements. There are several conceptual and measurement problems related to evaluating the extent of poverty in Malaysia. The first study offers several alternative regional poverty analyses based on the consumption expenditure approach with varying underlying assumptions. The poverty lines are estimated using Ravallion-Bidani and Kakwani-Sajaia approaches and the consumption pattern of the 10th and 20th percentile per capita expenditure (PCE) households. Regional poverty lines based on Kakwani-Sajaia and Ravallion-Bidani lower bounds produced robust poverty measurement rankings across regions in the country for both the 10th and 20th percentile PCE households. However, for the 10th percentile PCE, Ravallion’s upper bound poverty lines do not produce robust poverty rankings. In relation to the shortcomings of the official poverty measurements, the second study analyses the economies of scale in consumption, specifically amongst poor households. Using the 10th and 20th percentile PCE households, the household size economies are estimated using specifications proposed by Deaton-Paxson and Kakwani-Son. The findings show that the economies of scale indices are sensitive to the selection of methods and sample groups. Economies of scale in poor household consumption are present for food, housing, clothing, furnishing, personal goods and miscellaneous goods. This study further suggests that these indices be used as complementary to the existing national poverty measurements. The final study provides new insights into the limited urban poverty studies and to the new dimension of urban poverty. Using logistic regression, the determinants are analysed using the new poverty lines estimated in the earlier essay. The test of robustness of the determinants is conducted through re-estimating the logistic regression using a range of poverty lines. The findings show that education, locational dimension, foreign migrant workers and household size are significant determinants of poverty in the urban areas.

This is tought as has been a reference with the movement of disciplinary review inside of Geography that happened in the 70\'s and, in the brazilian context, was followed by the improvement of marxist studies and by the concern in the production of a knowledge socially committed. Another valued aspect in our dissertation is the dialogue between urban Geography with another social sciences, in special with Economy, with Sociology and the Urbanism, in the formulation of your researches about urban periphery. These sciences started their studies about this realities in a moment before the Geography, been important references to the studies made by the geographers. In this pathway we search point the denial of the ecologic perspective of periphery and the ascention of explications supported in social totality, that are organised into two interpretative proposals. In one of they, are valorised the periphery as long the place of the reproduction of the workforce; in the other, the urban periphery is seen by the perspective of the consumption and the production of space. To reach this goal, we used as research sources theses and dissertation presented in Geography graduation programs in Federal University of Rio de Janeiro and in the University of São Paulo, choosen by the centrality of this universities in the nacional academic production. The potentiality of working with theses and dissertations is founded in the fact that these sources was empiric, that allow us to think about the application of models to understand the studied realities.

Esta pobreza está alocada nos espaços da cidade que não interessam ao capital, isto é, loteamentos clandestinos, vilas, favelas. De modo geral, estes espaços são terrenos públicos ou privados que estão ociosos no espaço urbano e uma das estratégias que os pobres urbanos encontram para adentrar o urbano é a ocupação. Esta dissertação se propõe analisar o desenvolvimento sócio-espacial no loteamento Ceval desde a ocupação em 2002 até os dias atuais. A metodologia escolhida é a pesquisa qualitativa e como procedimentos utilizou-se: a observação e entrevistas semiestruturadas. As entrevistas foram realizadas com quatro categorias de moradores: antigos, intermediários, novos e líderes. Estes por sua vez, contribuíram para analisar a ocorrência de desenvolvimento sócio-espacial no loteamento Ceval. O desenvolvimento sócio-espacial baseia-se na autonomia (individual e coletiva), na qualidade de vida e justiça social, pois são estes os parâmetros que norteiam a análise. Como resultados desta proposta, pode-se dizer que, os moradores do loteamento Ceval tiveram autonomia enquanto lutavam por suas moradias e melhorias no loteamento, após isso a autonomia deu lugar ao desânimo. Estando a autonomia prejudicada a qualidade de vida e justiça social também condicionam-se a mesma situação. Assim, analisou-se que, houve um desenvolvimento sócio-espacial parcial no loteamento Ceval. / The object of this study is the Ceval subdivision, in the city of Pelotas at RS (Rio Grande do Sul), Brazil. This urban space is a product of the urban poverty. This kind of poverty is allocated on places in the city that does not interest the capital, illegal settlements, villa, slums. In general, spaces like this are idle public or private lands at the urban territories and one of the strategies find by the poor urban people to enter at the urban place is the territorial occupation. The purpose of this dissertation is to analyze the sociospacial development in the Ceval subdivision since its occupation in, 2002, to the present days. The methodology chosen is the qualitative research and procedures: the observation and the semistructured interviews. The interviews are realizes with four categories residents: ancients, intermediate, news and leaders. This in turn, contributed to analyze the occurrence of sociospacial development in the Ceval subdivision. The sociospacial development is bases on autonomy (individual or collective), quality of life and social justice. This are the parameters that guide this analyze. As results from this purpose, their told that, the dwellers of Ceval subdivision had had autonomy while they fight for their homes and subdivision improvements, after that the autonomy gave rise by the selfishness. When the autonomy is impaired the quality of life and social justice, both are in the same situation. So, the analyze showed that there was a partial sociospacial development in the Ceval subdivision.
