In this sense, observing the connections between the different areas through the following questions: How do you organize the flow of care for children and adolescents identified as victims of sexual violence? How are the instruments of record received in these cases? How to build a communicative mesh for child and adolescent victim s network? How to prevent sexual violence against children and adolescents aim is to reflect on the role of schools and education professionals about this topic? The research is justified as it seeks to discover how to present the actions related to "Against Sexual Violence," from a critical stance on how we understand the issues related to the topic in various areas, the practices of education, health, security and human rights, which is one among many possibilities. / Esta tese aborda as estrat?gias da rede de atendimento a crian?as e adolescentes v?timas de viol?ncia sexual identificados na cidade de Porto Alegre, apresentando um mapeamento dos fluxos de comunica??o, atrav?s da an?lise dos dispositivos de registro e da malha comunicativa existente. The debate about this matter in Brazil started in 2003, as a result of the implementation of an alternative project for the hearing of children, in Rio Grnade do Sul, which has now been implemented in 15 other states. Different from the traditional system of inquiry, this new methodology establishes that the victims should be questioned in an environment apart from the courtroom in order to avoid their re-victimization. The basic assumption is that this victimization could be even deeper than the one that resulted from sexual abuse. In this study, we attempted to define the methodology that can be applied to the hearing of the children to avoid their re-victimization / A presente pesquisa trata das metodologias utilizadas pelo Sistema Judicial na oitiva da crian?a v?tima ou testemunha de abuso sexual. A partir do ano 2003, iniciou-se no Brasil, um amplo debate sobre a oitiva de crian?as e adolescentes v?timas ou testemunhas de abuso sexual. Tal questionamento nasceu da implanta??o de um projeto alternativo de oitiva para crian?as e adolescentes, instalado inicialmente no Rio Grande do Sul e hoje aplicado em 15 Estados brasileiros. Divergindo do sistema tradicional de inquiri??o, essa nova metodologia estabelece que a crian?a abusada sexualmente seja inquirida em ambiente apartado da sala de audi?ncia, visando-se, assim, a sua n?o-revitimiza??o, partindo-se da constata??o de que essa vitimiza??o poderia ser at? maior que a vitimiza??o prim?ria, decorrente do abuso sexual. It has the following objectives: (a) Identify how social workers, when the completion of Special Testimony realize the articulation of this activity with the theoretical and methodological, ethical and political and technical principles of the profession, (b) Examine how children and adolescent victims of sexual violence are heard by the Special Testimony and how they experience this approach, (c) characterize the perceptions that managers and network professionals have about this alternative practice of making special deposition, (d) identify which instances of the network children \ teens experienced before being heard by the Special Testimony and how the process of reporting the experience of sexual abuse prior to this particular hearing was lived. It is a qualitative research based on the dialectical critical-method. The main results show that: a) the intervention of social workers in Special Testimony is guided by ethical and political assumptions, theoretical, methodological and technical-operational aspects of the profession, b) training to work with the Special Testimony is essential; c) the education is necessary in the performance in the Special Testimony d) professional autonomy is preserved in the action with the Special Testimony; e) Special Testimony appears as a practice of harm reduction; f) the Special testimony is the preferred alternatively approach elected by the stakeholders; g) Victims report that the experience of Special Testimony was permeated by respect, listening and possible relief of tension by exposing the feelings arising from the abuse suffered h) child sexual violence is a phenomenon that occurs in all social classes; i) the taking of testimony in court is not only in children or adolescents from poorer families, with low level of culture or education; j) the taking of testimony of the child or adolescent victims of sexual violence must be made upon notification of abuse. To analyze how social workers are developing their work with Special testimony of children / adolescents victims of sexual violence contributes not only to broaden the debate on the ethical-political professional project but also to suggest actions to defend, protect and guarantee the rights of children and adolescents victims of sexual violence. / A presente disserta??o prop?s-se a conhecer como vem se constituindo o trabalho do assistente social junto ? tomada de depoimento especial de crian?as/adolescentes v?timas de viol?ncia sexual, aplicado no Poder Judici?rio brasileiro, bem como as percep??es dos atores sociais envolvidos neste processo. Apresentou comoobjetivos espec?ficos: (a)Identificar como os assistentes sociais, quando da realiza??o do Depoimento Especial, percebem a articula??o desta atividade com os fundamentos te?rico metodol?gicos, ?tico-pol?ticos e t?cnicos operativos da profiss?o; (b) Verificar como as crian?as e adolescentes, v?timas de viol?ncia sexual e ouvidas pelo Depoimento Especial experienciam esta abordagem; (c)Caracterizar as percep??es que respons?veis e t?cnicos da rede t?m em rela??o a esta pr?tica alternativa de tomada de depoimento especial; (d) Identificar quais as inst?ncias da rede que as crian?as/adolescentes passaram antes de serem ouvidas pelo Depoimento Especial e como foi este processo de relato da experi?ncia de abuso sexual anteriormente a esta escuta especial. Constituiu-se em uma pesquisa qualitativa, sendo o processo de investiga??o fundamentado pelo m?todo dial?tico cr?tico. Os principais resultados encontrados apontam que: a) a interven??o do assistente social na tomada de Depoimento Especial? pautada pelos pressupostos ?tico-pol?tico, te?rico metodol?gico e t?cnico operacional da profiss?o; b) a capacita??o para atuar junto ao Depoimento Especial ? imprescind?vel; c) a interdisciplinaridade ? necess?ria na atua??o junto ao Depoimento Especial; d) a autonomia profissional est? preservada na atua??o junto ao Depoimento Especial; e) o Depoimento Especial configura-se como uma pr?tica de redu??o de dano; f) o Depoimento Especial ? a forma alternativa preferencialmente eleita pelos atores sociais; g) As v?timas relatam que a experi?ncia do Depoimento Especial foi permeada pelo respeito, escuta e possibilidade de al?vio de tens?o ao expor os sentimentos decorrentes do abuso sofrido; h) a viol?ncia sexual infantil ? um fen?meno que ocorre em todas as classes sociais; i) a tomada de depoimento na justi?a n?o ocorre somente com as crian?as ou adolescentes de fam?lias mais pobres, com baixo n?vel cultural ou de escolaridade; j) a tomada de depoimento da crian?a ou adolescente v?tima de viol?ncia sexual deve ser feito quando da notifica??o do abuso. In this sense, the research aimed to promote a critical contextualization about the municipalization the actions of the proposed National Plan for dealing with sexual violence against children and teens, aiming to strengthen the articulation between the municipal government and civil society to construction of public policies to guarantee rights of children and teens who are victims of violence. The specific objectives sought to analyze as it has been developed the actions aimed at combating sexual violence against children and teens; unravel how participatory spaces for civil society are organized, identify how the process of participation is encouraged and materialized in Porto Alegre, thus sought to know as is relationship between civil society and government, revealing how agents evaluate the process the combat with sexual violence. In view of the objectives proposed in this research, the type of search used outside of a qualitative approach, such as: the perceptions of individuals surveyed regarding the challenges and coping strategies of sexual violence against children and teens, the evaluation of these agents in the construction of such actions, the social relations that were established along the way of participation in the combat of sexual violence. The method chosen for analysis of reality was the critical-dialectical method using four categories historicity, totality, mediation and contradiction. To collect data, we used the desk research to analyze the Municipal Plans to Combat Sexual Violence Children and Teens (2012), and the Annual Reports of Accompaniments the children and adolescents the CREAS. To collect data, we used the desk research to analyze the Municipal Plan to Combat Sexual Violence Children and Youth (2012) of accompaniments to children and adolescents CREAS. In addition, use has been made of the interview, applying a form containing open questions with six subjects, who work in the process of coping with sexual violence in juvenile Porto Alegre (Child Protection Program of the Municipal Local Governance Reference Center for Victims of Violence of the Municipal Urban Security and Human Rights, Social Assistance Foundation, CMDCA and EVESCA). To analyze the data collected in the survey, it was decided by the technique of content analysis and the method of Systematization of Practice. The data analysis collected allowed the capture that way for materialization of coordinated actions between the Government and Civil Society in Porto Alegre necessitates the construction of strategies to able of ensure the fulfillment of rights of children and youth, given the complexity involved in the phenomenon, and expand and strengthen democratic participation of society in discussions and decision making. / O presente estudo tem como mote a discuss?o acerca da materializa??o das a??es de enfrentamento ? viol?ncia sexual contra crian?as e adolescentes no ?mbito das a??es do Poder P?blico Municipal e a sua interface com a Sociedade Civil no munic?pio de Porto Alegre/RS. Nesse sentido, a pesquisa visou promover uma contextualiza??o cr?tica sobre a municipaliza??o das a??es propostas pelo Plano Nacional para o enfrentamento ? viol?ncia sexual infanto-juvenil, almejando fortalecer a articula??o entre o Poder P?blico Municipal e a Sociedade Civil, para a constru??o de pol?ticas p?blicas destinadas ? garantia dos direitos das crian?as e adolescentes v?timas de viol?ncia sexual. Os objetivos espec?ficos buscaram analisar quais s?o e como v?m sendo desenvolvidas as a??es destinadas ao enfrentamento da viol?ncia sexual infanto-juvenil; desvendar como os espa?os participativos para a sociedade civil est?o organizados no ?mbito das a??es de enfrentamento ? viol?ncia sexual contra crian?as e adolescentes. Nesse sentido, objetivou-se identificar como o processo de participa??o ? estimulado e materializado em Porto Alegre, buscando assim conhecer como acontece ? articula??o entre a sociedade civil e o poder p?blico para a defesa e garantia dos direitos das crian?as e adolescentes e, desvendando como os agentes avaliam esse processo de enfrentamento ? viol?ncia sexual. Tendo em vista os objetivos propostos nesta investiga??o, o tipo de pesquisa utilizada foi a de enfoque qualitativo, em que se buscou apreender tais aspectos da realidade: as percep??es dos sujeitos pesquisados, no que se refere, os desafios e estrat?gias de enfrentamento ? viol?ncia sexual infanto-juvenil, a avalia??o destes agentes no processo de constru??o de tais a??es, as rela??es sociais que se estabeleceram no decorrer do caminho da participa??o social no enfrentamento ? viol?ncia sexual. A an?lise da realidade foi norteada pelo m?todo dial?tico-cr?tico a partir de quatro categorias: historicidade, totalidade, contradi??o e media??o. Para a coleta de dados, utilizou-se a pesquisa documental para an?lise do Plano Municipal de Enfrentamento ? Viol?ncia Sexual Infanto-Juvenil (2012) e os Relat?rios Anuais de Acompanhamento ?s crian?as e adolescentes do CREAS. Al?m disso, realizou-se entrevistas com aplica??o de um formul?rio que continha perguntas abertas com seis sujeitos, que atuam no processo de enfrentamento ? viol?ncia sexual infanto-juvenil em Porto Alegre (Programa de Prote??o a Inf?ncia da Secretaria Municipal de Governan?a Local, Centro de Refer?ncia ?s V?timas de Viol?ncia da Secretaria Municipal de Direitos Humanos e Seguran?a Urbana, Funda??o de Assist?ncia Social, CMDCA e EVESCA). Para analisar os dados coletados na pesquisa, optou-se pela t?cnica de an?lise de conte?do e pelo m?todo de Sistematiza??o da Pr?tica. A an?lise dos dados coletados permitiu apreender que o caminho para materializa??o de a??es articuladas entre o Poder P?blico e a Sociedade Civil, em Porto Alegre, necessita da constru??o de estrat?gias capazes de garantir a plenitude dos direitos da inf?ncia e juventude, diante da complexidade que envolve o fen?meno, bem como ampliar e fortalecer a participa??o democr?tica da sociedade nos espa?os de discuss?o e tomada de decis?o.

In this sense, the research sought mainly to contribute to the production of knowledge about sexual violence against children and adolescents in Tocantins, since there is no significant research and studies on this subject in the State. The specific objectives sought to identify characteristics of sexual violence; unravel how teams of CREAS has been acting in the interdisciplinary framework to guarantee the rights of children and adolescents and their families; analyze how the Social Assistance Policy's has sought to materialize the intersectoral approach to confronting sexual violence against children and adolescents and investigate how has been guaranteed the protection of rights and access to the medium complexity services to children, adolescents and families living in rural or to access difficult the municipalities. In view of the objectives proposed in this research, the kind of research used was the qualitative approach, in which they sought to apprehend these aspects of reality: the particularities of sexual violence, the perception of the subjects about the phenomenon, challenges and possibilities for realization of completeness of care for children and adolescents in situations of sexual violence.To collect data, there were 17 interviews with families, professionals and coordinators of CREAS beyond the desk review of 40 medical records of attendance of CREAS. To analyze the data collected in the survey, we opted for the content analysis technique and the systematization method of Practice. Data analysis allowed to grasp that construction of comprehensiveness of care to children, adolescents and families in situation of sexual violence requires a movement that promotes the break with revictimization of answers. The reports of the subjects reveal the presence of subscribers values in a culture based on socioeconomic inequality, ethnic-racial, gender and generation, thus asserting the presence of symmetry between unequal relations and reproduction of sexual violence. Thus, the analysis of the data confirms the thesis that the interdisciplinary and intersectoral approach are elements that support for the effectiveness of integrality of interventional processes to enable the CREAS and the protection network overcome fragmented actions, superficial and immediate. / A presente tese de doutorado tem como mote analisar a partir da realidade do Estado do Tocantins, como a Pol?tica de Assist?ncia Social, por meio das a??es dos Centros de Refer?ncia Especializado de Assist?ncia Social (CREAS), vem se configurando para a promo??o dos direitos das crian?as, adolescentes e suas fam?lias em situa??o de viol?ncia sexual. Tendo em vista os objetivos propostos nesta investiga??o, o tipo de pesquisa utilizada foi a de enfoque qualitativo, em que se buscou apreender tais aspectos da realidade: as particularidades da viol?ncia sexual, a percep??o dos sujeitos acerca do fen?meno, os desafios e possibilidades para a efetiva??o da integralidade do atendimento ?s crian?as e adolescentes em situa??o de viol?ncia sexual.Para a coleta de dados, realizaram-se 17 entrevistas com fam?lias, profissionais e coordenadores/as do CREAS al?m da an?lise documental de 40 prontu?rios de atendimento dos CREAS. Para analisar os dados coletados na pesquisa, optou-se pela t?cnica de an?lise de conte?do e pelo m?todo de Sistematiza??o da Pr?tica. A an?lise dos dados permitiu apreender que a constru??o da integralidade do atendimento ?s crian?as, adolescentes e fam?lias em situa??o de viol?ncia sexual requer um movimento que promova o rompimento com respostas revitimizantes. Os relatos dos sujeitos revelam a presen?a de valores calcados em uma cultura baseada na desigualdade socioecon?mica, ?tnico-racial, de g?nero e gera??o, asseverando assim a presen?a da simetria entre rela??es desiguais e reprodu??o da viol?ncia sexual. Desse modo, a an?lise dos dados confirma a tese de que a interdisciplinaridade e intersetorialidade s?o elementos que corroboram para a efetiva??o de processos interventivos integralizados ao possibilitar ao CREAS e a rede de prote??o superar a??es fragmentadas, superficiais e imediatistas.
