The evolution of the Child rights protection policy in Lithuania is analyzed in the first part of the Master’s Thesis. Lithuania, by joining the Convention of UN and by ratifying it, recognized that the protection of Child rights and interests is the main mission for the State and society. Lithuania has made enough political tools which provide the guaranty to protect the children’s rights in his social environment. The main laws protecting the child rights have been adopted and all the institutions which seek for a real and complete assistance to the child, living in the family at social risk, observe it. It is necessary to coordinate the cooperation of the institutions of Child rights protection by using the method of team work The second part of the Master’s Thesis presents the analysis on the interinstitutional cooperation by ensuring the child rights protection in the families at social risk. The purpose of this investigation was to involve the specialists providing the assistance for children living in the families at social risk. 34 specialists working in different fields have participated in this investigation: 11 social workers of neighborhoods, 8 social pedagogues working in the comprehensive schools, 8 medical workers working in the schools and medical stations of neighborhoods, 2 Child rights protection service officers and 2 officers of police commissariat. 777 problems of school age children living in the families at social risk have been revealed during the... Vaiko teisių apsaugos tarnybos veiklos modelio tobulinimas / Improvement of Model of Children‘s Rights Protection Service Activities

We live in a legal and democratic society, where every person has got his/her rights and licenses. A child is also a human being. In Lithuania children’s rights and due interests protection are taken care and implemented by Children’s Rights Protection Services in local regional municipalities. Only a strong and active institution with a model, supported by cooperation between different institutions as well as enforced legally, can efficiently implement this aim. This master thesis discusses the evolution of the children’s rights protection system, the model and the functions of the Service, the importance of social partners for the Service work, as well as possible influences to the Service work quality and effectiveness, problems encountered by the Service specialists under question. The research covers the problem of improvement of children’s rights protection system and Services work, the particularities of the Service work, legal base and existing drawbacks and advantages. It is also discussed the view of the very children’s protection Service managers, workers, their social partners and clients to the possibilities to improve the Services work. VAIKO TEISIŲ APSAUGOS SPECIALISTŲ TEISINIŲ KOMPETENCIJŲ VERTINIMAS IR RAIŠKA / The evaluation and expression of legal competences of children rights protection specialists

Magistro darbe analizuojama vaiko teisių apsaugos specialistų teisinių kompetencijų raiška. Darbe aptariami vaiko teisių apsaugos specialistams keliami reikalavimai ir šių specialistų funkcijos, kompetencijos, reikalingos darbui vaiko teisių apsaugos skyriuje (VTAT), analizuojama teisinių kompetencijų raiška vaiko teisių apsaugos specialistų darbe. Temos aktualumui ir naujumui pagrįsti atliktas tyrimas, apklausta 30 įvairių miestų ir rajonų savivaldybių VTAT dirbančių vyresniųjų specialistų ir 30 vedėjų bei 3 ekspertai. Tyrimo rezultatai parodė, kad VTAT dirba vos 8 proc. teisininko kvalifikaciją turinčių specialistų. Darbuotojams trūksta teisinių kompetencijų ir gebėjimų tiek įgyvendinant vaiko teisių apsaugą, organizuojant prevencinę veiklą vaiko teisių apsaugos klausimais, tiek ir koordinuojant suinteresuotų asmenų bei institucijų veiklą, atstovaujant vaiką teismuose. Ekspertų požiūriu, situacija pagerėtų, jei tarnybose dirbtų specialistų, turinčių teisinį išsilavinimą. / In the master‘s work one analyzes the expression of legal competences of children rights protection specialists. In the work one discusses the tasks that are raised for children rights protection specialists and functions, competences of these specialists that are necessary for work in children rights protection department (VTAT), analyses the expression of legal competence in the work of children rights protections specialists. To reason the relevance and novelty of the topic a research was carried out, VTAT senior specialists, 30 leaders and 3 experts of 30 different municipalities of towns and regions were questioned. Results of the researched showed that just 8% of specialists working in VTAT have legal qualifications. Employees lack legal competences and abilities implementing the safety of children rights, organizing preventive work based on children rights protection questions, coordinating the activities of interested persons and institutions and representing children in courts. According to experts, the situation would improve if specialists with legal education would work in these institutions.

Tyrimo aktualumas. Tyrimo tema aktuali dėl kelių priežasčių: darbuotojų motyvacija yra veiksnys darantis didelę įtaką darbuotojo tobulėjimui, saviugdai, kompetencijai ir kokybiškos veiklos atlikimui. Darbo motyvaciją stipriai veikia profesinėje veikloje patiriami išgyvenimai: teigiamos ir neigiamos emocijos. Vaiko teisių apsaugos darbuotojų darbo specifika verčia dažnai susidurti negatyviais visuomenės elgesio faktais, kurie menkina motyvaciją ir palieka neigiamą emocinį pėdsaką vaiko teisių apsaugos darbuotojų psichikoje. Patiriamos neigiamos emocijos sunkina darbo specifiką, reikalauja didesnės darbuotojų profesinės motyvacijos veiklai. Tyrimo objektas. Veiksniai, lemiantys vaikų tiesių apsaugos darbuotojų profesinę motyvaciją ir emocinius išgyvenimus darbinėje veikloje. Tyrimo tikslas. Išanalizuoti vaikų teisių apsaugos darbuotojų požiūrį į profesinę motyvaciją ir emocinius išgyvenimus darbinėje veikloje lemiančius veiksnius. Tyrimo metodika. Atlikti kiekybinis ir kokybinis tyrimai. Kiekybiniame empiriniame tyrime taikytas duomenų rinkimo metodas apklausa raštu, taikant struktūruotą klausimyną. Apklausa vykdyta elektroniniu paštu. Imties dydis 154 respondentai – Lietuvos savivaldybių vaiko teisių apsaugos skyrių vadovai ir specialistai. Apdorojant kiekybinius duomenis taikyta tiriamoji (angl. exploratory) faktorinė analizė. The topic of the analysis is relevant for several reasons: worker motivation is a factor which makes a huge influence on worker skills improvement, self development, competence and performing an efficient activity. Work motivation is strongly influenced by experiences of a professional activity: positive and negative emotions. The specifics of child right protection work is often related to negative facts of social behavior that diminish motivation and leave a negative emotional trace in a mental state of workers. All the negative emotions that are experienced aggravate work specifics and require higher worker motivation. Subject of the analysis. Factors influencing professional motivation and emotional experiences of workers in the sphere of child right protection. Objective of the analysis. Analyze the attitude of child right protection workers towards factors influencing their professional motivation and emotional experiences. Methods of the analysis. Quantitative and qualitative analysis were made. In the quantitative empirical analysis the applied method of data collection was a structural questionnaire in a written form.
