Using evaluative results in program improvement by public vocational high school instructors in Taiwan

The purpose of this study was to explore factors which influence Taiwanese vocational teachers' participation in program evaluations, use of evaluative results and, in turn, program improvement. Twelve Taiwanese public vocational high school teachers were interviewed during February and March 1992. To confirm the responses of the teachers, 12 school administrators and ten external evaluators were also interviewed. The literature indicates that teachers' participation in evaluation may be influenced by their self-esteem, perceived qualification of evaluators, the quality of the evaluation methods, and their subculture. These concepts are applicable but from a somewhat different perspective in Taiwan. Teachers do not seem to feel that they are active participants in evaluations and that evaluations may have little consequence to what they do. Current evaluation practices and purposes appear to be quite different than those described in official documents. These differences seem to be inevitable because of the cultural determinants of "saving face," "reciprocal obligation," and maintaining "social harmony." Evaluations appear ritualistic and ineffective as means to engage teachers in improving the quality of vocational evaluation on a systematic and sustained basis. Based on the findings, it was proposed that alternative evaluation methodologies should be employed. For short-term improvement, the evaluations should begin with teachers. Teachers need materials, help from experienced and expert teachers, training, and time to fulfill their evaluation responsibilities. Teachers would collect and analyze information and then use it to improve their instruction. Selected information would then be passed up to administrators and ultimately to the Ministry of Education. For long-term improvement, the principles and techniques of Total Quality Management should be applied to assure the quality of vocational education programs in Taiwan. / Graduation date: 1993

<p>The thesis took the general question of responsive curriculum development which meets both the needs of work and those of the academy as its starting point. The rationale for the topic flows out of education policy and societal pressures worldwide which are calling for an ever greater responsiveness from higher education to the workplace in the twenty-first century. Responsiveness to work requires collaborative and integrative work between communities of academic and non-academic practitioners. Differences between knowledge and practices at work and within the academy are broadly acknowledged in the literature, yet the ensuing nature and complexity of interactions between these two communities in curriculum design on the ground is poorly understood. A key point is to recognize that integration as such cannot be the goal / the differences remain, but have to turned into productive collaboration and joint development, for example, of a curriculum.</p>

The Cost of Dropping Out: An Examination of State-level Vocational Funding on High School Dropout Rates

The Perkins IV Act was passed in 2006 to promote high school graduation for youth while introducing skills they need to be prepared for in the labor market. Yearly progress reports measure if CTE programs are successful in reducing dropout rates but fall short for a number of reasons. Using state-level data from the National Association of State Directors of Career Technical Consortium (NASDCTEc) website for the 2009-2010 school year, state-level data from the National Center for Education Statistics (NCES) Common Core of Data (CCD) database for 2009-2010, and dropout data from the U.S. Department of Education for the 2010-2011 school year to establish causality, my research seeks to address the extent to which Perkins IV funding reduces drop out rates at the state-level.

Research foci for career and technical education: findings from a national Delphi study

Identifying a research agenda and critical research activities is crucial for continuous development of Career and Technical Education (CTE) programs that meet the needs of students, industry, and society. Previous studies have expressed a need for relevant and focused research for the CTE profession. The primary purpose of this study was to identify consensus among CTE experts using a Delphi technique regarding problems, objectives, and activities that serve as a research agenda for CTE. The study panel was composed of experts from 25 states in the United States and represented 57 affiliations and organizations with direct ties to CTE. The Delphi process for this study was conducted in three rounds. Data were collected using the online survey collector, Survey Monkey™. The qualitative data were analyzed using the Affinity Diagram method of data analysis. At the conclusion of the data analysis from the Delphi rounds, the basic structure for the National CTE Research Agenda was developed. Rounds Four and Five served as validation rounds for the findings from the Delphi process. Data collection methods included online instruments using an internet-based survey tool. Data analysis revealed five research problem areas, 15 research objectives and 53 research activities which were organized into the National CTE Research Agenda structure. Findings from this study also revealed a CTE Research Agenda Logic Model which illustrated a systematic form of the research structure developed from this study. The National CTE Research Agenda is further defined in a color model which included the five research problem areas and 15 CTE research objectives identified in this study. At the conclusion of the validation rounds, the National CTE Research Agenda Logic Model was developed and the National CTE Research Agenda structure was accepted by the expert panel with a 97% acceptance rate. Based on the findings of this study, a sustained effort for research in CTE should be made by scholars in collaboration with national and international associations and organizations. The results of this study suggest a structure in which researchers should engage in focused and meaningful research in CTE. Future research is recommended to examine the issues identified by this expert panel.

Facing the impacts of market transformation, low birthrate and transition of the educational system, the Private Higher Technical and Vocational Education needs to innovate and to establish the marketing strategies for sustainable operation. Meanwhile, the educational institutions need to recognize the students as customers and to develop marketing strategies based on the students¡¦ needs and values. Architecture integrating with interior design has become an oncoming market and industry followed the environmental transition and human life quality. The education of architecture and engineering has progressively transformed into the concept of interior and spatial design, and the source of students for architecture of higher technical and vocational education has been oriented to the fields of commercial design and industrial design. This study was to establish the marketing strategies focused on a case of Department of Architecture and Interior Design in ChengShiu University. The research procedure of this study following by the Porter and SWOT analysis including¡G1) establishing the 3 main principles including the school¡¦s ¡§branding¡¨, department¡¦s ¡§products and service¡¨, ¡§vision supply¡¨ based on literature and document review¡F2) scholar and expert opinion survey by the ways of unstructured-direct interviews to establish 18 strategies¡F3) ranking the strategies by the ways of sampling questionnaire. After the statistics and analysis of 335 responding questionnaires by SPSS for Windows 10, the students generally had higher effect on the principle of ¡§vision supply¡¨ including the strategies ¡§creating the opportunities of jobs and advance study¡¨, ¡§alliance with industry¡]supplying part-time and practical training¡^¡¨ and ¡§ counseling for professional certification and national examination¡¨. They had lower effect on the principle of school ¡§branding¡¨. The marketing strategies via this approach would be focused on the ways of vision planning, employment, curriculum and faculty to meet the students¡¦¡]customers¡¦¡^ needs and to create their values. Therefore, the motive for sustainable operation of the department of architecture and interior design is to establish unique ¡§products¡¨ and ¡§services¡¨ based on the students¡¦ need and to create the vision for students.
