Education and its Critics: Principles and Programmes in Australian Education Policy

This thesis is concerned with the relationship between the education system and its critics - with the terms in which programmes of educational reform are viewed by critical intellectuals, and with the claims and limitations of a particular mode of 'principled' critique. It explores this concern in relation to a number of recent developments in Australian education policy, describing the debates that they have engendered and identifying the political ambiguities that attend them. Three case studies are developed. The first is drawn from reactions to the recent bureaucratic reorganisation of higher education, especially those responses concentrated on the defence of the humanities. The second concerns developments in post-compulsory education, especially the construction of the new national credentialling system based on the assessment of 'Key Competencies'. The third addresses the endemic problem of educational assessment and equity. While each of these case studies is discussed in its own right, the three areas of discussion supplement one another within an overall argument concerning the relationship between the education system and a particular mode of 'principledt critique. In exploring this relationship, the thesis puts the case that we require a more historically-informed understanding of current problems in Australian education and a more pragmatic appreciation of the achievements of the existing education system. The issues raised are timely ones. Matters of educational policy have become particularly pressing over the past decade, as Australian education has undergone significant changes. In recent years, we have seen the effects of the drive towards a national education system, of the reorganisation of higher education, of the development of schemes for national credentialling and of the reconstruction of links between schooling, training and industry. These reforms have been driven by some pressing imperatives: to produce a trained and flexible workforce; to monitor levels of literacy and numeracy at a national level; and to satisfy the 'unmet demand' for increased educational places, while managing a limited educational budget.

A partir d’une perspective empruntant aux théories réalisées dans le champ de la sociologie de l’éducation, de la sociologie rurale et aux approches traitant des rapports de genre, la thèse s’attache à saisir les enjeux du processus de féminisation des formations professionnelles de l’enseignement agricole. A l’aide d’un dispositif méthodologique combinant une analyse statistique de ce phénomène, des observations participantes, des entretiens semi-directifs, elle identifie les formes du « régime de genre » et de « l’ordre de genre » à l’œuvre dans le monde rural et agricole. Au-delà de la ségrégation interne des formations, la féminisation révèle un effet de structure. L’analyse sociologique des « expériences sociales de genre » des filles et des garçons permet d’identifier les mécanismes de reproduction des rapports de genre ainsi que leurs dynamiques. / From a perspective that draws on theories from educational sociology, rural sociology and studies of gender-related patterns, this thesis attempts to study the factors underlying and driving the feminisation of vocational training in the context of agricultural education. Using a methodology that combines a statistical analysis of the phenomenon, participant observations and semi-directive interviews, it identifies the forms of “gender regime” and “gender order” at work in the rural and agricultural world. Apart from segregated training schemes, feminisation is also seen to have a structuring effect. A sociological analysis of “social experiences of gender” by girls and boys highlights the mechanisms by which gender-related patterns are reproduced, together with their dynamics.

Este estudo teve como objetivo geral descrever e analisar o perfil do trabalhador de Vigilância Sanitária na esfera estadual da Bahia em relação às necessidades do processo de trabalho. E como objetivos específicos, identificar as necessidades do processo de trabalho em VISA no que tange ao perfil profissional, identificar as lacunas existentes e demandas de formação na VISA e identificar os cursos nos quais os trabalhadores da VISA participaram e as suas respectivas áreas temáticas. Trata-se de um estudo descritivo e exploratório. Os dados do estudo foram oriundos da análise de documentos e de entrevistas com informantes-chave. Os documentos analisados foram o Relatório de Gestão da Secretaria de Saúde do Estado da Bahia SESAB/RAG-2010, o Plano Estadual de Saúde - PES 2008/2011, os Relatórios de Gestão da Diretoria de Vigilância Sanitária – DIVISA e da Superintendência de Vigilância à Saúde – SUVISA, os dois últimos editais dos concursos públicos da SESAB e o Plano de Cargos, Carreira e Vencimentos – PCCV/SESAB. O estudo constatou que o número de trabalhadores de VISA lotados na SESAB é insuficiente para atender à demanda de trabalho, principalmente no que diz respeito à ausência de determinadas categorias profissionais que não aquelas consideradas “grupo ocupacional serviços públicos de saúde” a exemplo de arquiteto e físico. Identificou-se também a ausência de um modelo organizacional similar para a DIVISA (nível central) e para as DIRES (nível regional), além da coerência entre os processos de formação/atualização promovida pela DIVISA/SESAB e as necessidades do serviço. / The issue of human resources has been considered quite complex , in that it involves issues concerning training and the availability of different categories of employees who can perform the actions of Sanitary Surveillance in the various regions , states and municipalities. This study had as main objective to describe and analyze the profile of the Health Surveillance worker at state of Bahia to the needs of the labor process. And how specific goals, identify the needs of the labor process VISA regarding the professional profile, identify gaps and training demands on VISA and identify the courses in which workers participated VISA and their respective subject areas. This is a descriptive, exploratory study. Data for the study came from the analysis of documents and interviews with key informants. The documents analyzed were the Management Report of the Secretary of Health of the State of Bahia SESAB/RAG-2010, the State Health Plan - PES 2008/2011 , the Management Report of the Board of Health Surveillance - MOTTO and the Superintendency of Surveillance health - SUVISA, the last two notices of public tenders SESAB and Career Plan , Career and Salaries - PCCV / SESAB . The study found that the number of workers in crowded VISA SESAB is insufficient to meet the demand for labor , especially with regard to the absence of specific professions than those considered " occupational group public health services " example of the architect and physical . Also identified the absence of a similar to MOTTO (central level) and for DIRES ( regional level ) organizational model , beyond the coherence between the processes of formation / update sponsored by MOTTO / SESAB and service needs.

Lietuvoje pirminio profesinio mokymo politika vis dažniau paliekama aukštojo mokslo užnugaryje. Nacionalinė šalies valdžia irgi nelabai sutaria, kaip turėtų būti formuojama ši viešosios politikos sritis. Todėl šio darbo tikslas - išanalizuoti Lietuvos profesinio mokymo politikos formavimą ir įgyvendinimą, remiantis ne tik įvairiais norminiais dokumentais, bet ir atliekant atvejo analizę (Kauno regione). Analizuojant teorinius profesinio mokymo politikos aspektus, galima pastebėti, jog plačiausiai procesus paaiškina viešosios politikos teorijos, leidžiančios išskirti tam tikrus politikos formavimo bei įgyvendinimo faktorius bei metodus. Tačiau šiandieninė Lietuvos profesinio mokymo politika yra kintanti, todėl konkretaus modelio suformuluoti negalime. Lietuvos profesinio mokymo politikos formavimas ir įgyvendinimas skiriasi, lyginant jų efektyvumo rodiklius. Strateginiai dokumentai suformuluojami, atsižvelgiant į tarptautinių organizacijų rekomendacijas, o institucijos retai kada pasiekia visus numatytus tikslus. Profesinio mokymo finansavimas irgi yra gana komplikuotas, nes Švietimo ir mokslo ministerija sulaukia Valstybės kontrolės priekaištų dėl nesugebėjo užtikrinti efektyvų lėšų administravimą. Atvejo analizė Kauno regione parodė, kad profesinio mokymo politikos procesus optimistiškai vertina tik ekspertai. Profesinių mokyklų vadovai daugiausia kritikos pateikė mokymo kokybės valdymo procesui bei finansavimo klausimams. Tyrimo metu buvo paneigta nuomonė, kad verslas... [toliau žr. visą tekstą] / The policy of primary vocational training in Lithuania is left out in the back of higher education more often. The national state’s government does not agree upon how this particular public policy sphere should be formed. That is why the aim of this work is to analyze the formation and implementation of Lithuanian vocational training policy, referring not only to different standard documents, but also performing a case analysis (in Kaunas region). While analyzing theoretical aspects of the vocational training policy, it may be noticed that the theories allowing to distinguish particular policy formation and implementation factors and methods explain the processes the best. Nevertheless, Lithuanian vocational training policy today is changing and it is not possible to formulate any concrete model. Lithuanian vocational training policy formation and implementation differ while comparing their rates of efficiency. The strategic documents are formed regarding the recommendations of the international organizations, but institutions rarely achieve the intended goals. The financing of vocational training is also quite complicated as the State Control reproaches the Ministry of Education and Science with its inability to ensure effective administration of resources. The case analysis in Kaunas region showed that the vocational training policy processes are evaluated optimistically only by the experts. A Study of Certain Variabiles and their Implication in the Vocational Rehabilitation Training of Veteran Trainees

The problem in this study is to determine if the two groups differ significantly in certain identifiable characteristics. The identifiable characteristics are some important objective variables that are utilized in the vocational rehabilitation training of disabled veterans.

A prática dos enfermeiros em postos de saúde municipais no Estado do Paraná, e sua relação com a formação profissional e as organizações dos serviços / The practice of nurses at municipal health posts in the State of Paraná, and their relationship with professional training and service organizations São Paulo

A expansão do mercado para enfermeiras, em postos de saúde municipais, levou a uma pesquisa para caracterizar a prática desses profissionais em postos de saúde de 22 municípios do Estado do Paraná, e sua relação com a formação profissional e organização dos serviços. São descritos a carga horária e conteúdo das disciplinas de enfermagem de saúde pública, das 7 escolas de enfermagem do Estado, e a existência nas secretarias ou departamentos, de programas, atribuições dos enfermeiros e auxiliares de saúde, manual de normas e procedimentos. Foram entrevistados 117 enfermeiros. A população estudada apresentava como características: ter menos de 5 anos de formação (65,8 por cento ), trabalhar no municipio há menos de 2 anos (58,9 por cento ) e com uma carga horária contratual em maior proporção de 40 horas semanais (47,9 por cento ); o número de enfermeiros com formação específica na área era baixo: habilitação em saúde pública 16,3 por cento e especialização em saúde pública 28,0 por cento . Tinham sob sua supervisão em média 2.1 postos de saúde e 8.4 auxiliares de saÚde. A frequência maior entre as atividades administrativas foi a supervisão (76,0 por cento ); nas assistenciais o atendimento de enfermagem (83,7 por cento ) e nas educativas o treinamento de pessoal (50,4 por cento ). A atividade de pesquisa apresentou baixo percentual (4,2 por cento ). As reuniões em nível central foram as mais frequentes entre as extra-posto de saúde. Os fatores facilitadores do desempenho foram o relacionamento inter-equipe, o apoio institucional e a autonomia e entre os dificultadores a planta fisica, insuficiência de recursos humanos e capacitação insuficiente. Não participavam da programação 23,1 por cento e as atividades com a comunidade foi referida por 56,4 por cento dos entrevistados. Foi avaliado insuficiente o conteúdo teórico e prático da disciplina enfermagem de saúde pública e as sugestões foram para mudanças no conteúdo, carga horária, alocação e integração com outras disciplinas. Os egressos da escola de Enfermagem da Fundação Universidade de Cascavel (FECIVEL) foram os que apresentaram diferenças significativas entre as atividades desenvolvidas em relação às outras escolas. As atividades de supervisão e treinamento de pessoal apresentaram uma forte evidência de que a proporção dos enfermeiros, que desempenham estas atividades nos serviços organizados,é maior que nos serviços não organizados. As atividades com a comunidade e a participação na programação mostraram-se não associadas à organização, sugerindo que as variáveis selecionadas para compor o indicador serviço organizado, parecem ser inadequadas para esta associação. / This research was meant to verify the practice of professionals in health units of 22 municipalities in the state of Paraná. The amount of hours and subject matter content in the public health nursing courses of seven state schools, the availability of health programs in government departments, the duties of nurses and health assistants, and the manual of norms and procedures were checked and presented in this work. 117 nurses interviewed had the following characteristics: less than five years of graduation (65.8 per cent ), less than two years job experience in the municipality (58.9 per cent ), 40 hour weekly work (47.5 per cent ). The nurses with a specialized field of studies in public health (28.0 per cent ) had under their supervision an average of 2.1 health units and 8.4 health assistants. Supervision scored highest within administrative work (76.0 per cent ), nursing scored 83.7 per cent as an assisting work. Within the educational work, personnel training scored 50.4 per cent whereas the research work scored only 4.2 per cent . Among out-of-the-health unit activities, meetings were the most frequent. Facilitating factors of performance were inter-teams relationship, institutional support and autonomy. The impeding factors were the area plan, the lack of human resources and qualification. 39.3 per cent of the informants did not engage in any community program. The theoretical and practical content of the public health nursing càurse was considered insufficient by 33.2 per cent . Suggestions were given as to content, disciplines and amount of hours in the course. The nurses graduated in Faculdade de Educação, Ciências e Letras in the city of Cascavel (FECIVEL) presented significant differences as to their formation and professional practice compared to graduates from other schools. Nevertheless, similarities were found in terms of community participation by graduates from Universidade Federal do Paraná, participation in programs by those from Universidade Católica do Paraná and Centro de Estudos Superiores de Londrina (CESULON), and personnel training by those from Universidade Estadual de Londrina. The relation between practice and organized services also presented differences as to supervision and training. And activities with the community and participation in programs were seen as independent variables in the organization of health services.
