This fact modifies the culture of the institutions, the public service being also trying to adapt itself to this reality. Under this perspective are the Executive Secretariate professionals, which are evoling in their way to act and, recently, started to enter the public institutions through contests. This research focuses in their way of acting in these organizations, more specifically in the Federal Universities of Higher (IFES), having locus the Federal University of Ceará (UFC). Therefore, the general purpose of this study was to investigate the performance of the executive secretaries at the UFC, identifying in which ways their work contributes to improve the management performance in the institution, considering the available management tools. The specific objectives were to describe the attributions of the executive secretaries at the UFC, identify the positive points and the difficulties, also analyze their performance under the manager’s point of view, verify if they satisfy the expectations of the institution. As a methodological procedure, this research is descriptive and the technical procedures adopted to collect data were the bibliographic, documental and field analysis using questionnaires and interviews. The participants were the executive secretaries and the managers of the UFC in a stratified sample. For the analysis and interpretation of data categories were used that sought to understand the meanings in the responses obtained during the interviews and questionnaires. The results offer information to reach the proposed objectives and identify the way of acting of the executive secretaries, the positive points and the difficulties faced by them and the positive vision that the managers have about the professionals that work in the institution. After analyzing the results, it was felt that greater publicity is needed for the profession and institution managers as a whole, to avoid misunderstandings or underuse of the professional in what concerns the delegation of activities and responsibilities. It was also realized that the insertion of the executive secretaries at the UFC had not only positive aspects for the institution, but also and the possibility of discussion about the need for new hires, given the number of environments that do not have executive secretaries. / A globalização desafiou as organizações sociais e estas, para se adequarem, precisam estabelecer modelos gestores modernos, fato que modifica a cultura das instituições. O setor público também tenta se adequar a esta realidade. Nessa perspectiva, insere-se o profissional de Secretariado Executivo, que evolui em sua forma de atuação e que, recentemente, passou a ingressar nas instituições públicas mediante concurso. Esta pesquisa investiga a forma de atuação do secretário executivo nestas organizações, mais especificamente nas instituições federais de ensino superior (IFES), tendo como locus a Universidade Federal do Ceará (UFC). Dessa forma, o objetivo geral deste estudo é investigar a atuação do secretário executivo na UFC, identificando de que forma seu trabalho contribui para o melhor desempenho da gestão na instituição, haja vista as ferramentas gerenciais disponíveis. Tem como objetivos específicos: descrever as atribuições do secretário executivo na UFC, identificando pontos positivos e dificuldades; analisar a sua atuação, também, na visão do gestor, verificando se ele atende às expectativas da instituição. Esta pesquisa é de natureza descritiva e os procedimentos técnicos adotados para a coleta de dados foram análises bibliográficas, documental e de campo, utilizando-se do questionário e da entrevista. Os participantes foram os secretários executivos e gestores da UFC, em amostra estratificada. Para a análise e a interpretação dos dados foram empregadas categorias, buscando a compreensão dos significados nas respostas obtidas durante as entrevistas e aplicação dos questionários. Os resultados alcançados oferecem subsídios para o alcance dos objetivos propostos, identificando a forma de atuação do secretário executivo, os pontos positivos e as dificuldades enfrentadas pelo profissional, bem como a visão positiva que os gestores têm sobre os profissionais atuantes na instituição. Após a análise dos resultados, percebeu-se ser necessária maior divulgação desse ofício para os gestores e instituição, para que não haja equívocos ou subutilização do profissional quando da delegação de atividades e responsabilidades; que a inserção de secretários executivos na UFC trouxe aspectos positivos para instituição e a possibilidade de debater acerca da necessidade de mais contratações, haja vista o número de ambientes que ainda não possuem secretários executivos.

An investigation of e-portfolio implementation in the Malaysian Skills Training Programme (MSTP)

The Malaysian Skills Training Programme (MSTP) is a sub-division of Malaysian Vocational and Training Education (VET) under the jurisdiction of the Ministry of Human Resource, Malaysia. The programme was developed to prepare skilled workers for employment in the ‘blue collar’ sector. The Malaysian Ministry of Higher Education and the UNESCO-UNEVOC believe that the VET should be upgraded to offer a more professional service in which ICT (Information and Communication Technology) applications such as electronic learning need to be explored and harnessed (Kafka & Dale, 2013). This thesis investigates the implementation of an electronic portfolio (E-portfolio) in one accredited Skills Training Institution in Malaysia. The research aim was to deploy an E-portfolio which was developed using MAHARA software with several skills training courses in one training semester. The idea of a ‘threshold concept’ was adopted to provide guidelines to direct the E-portfolio development and implementation. Kolb’s Experiential Learning (KEL) and Competency Based Training (CBT) were the main reference theories informing the design of the E-portfolio process of use. Based on quasi-experimental design, the system’s implementation included groups of students in 2013 and 2014 cohorts. Upon completion, the use of the E-portfolio was evaluated to determine the system’s impact and its effectiveness in the teaching and learning process. A mixed methods research approach was used, consisting of assessment rubrics, survey questionnaires, e-mail interviews, online communication and document reviews. A respondent’s validation based approach called a ‘report-and-respond enquiry’ was executed at the end of data analysis to validate the findings. Qualitative and quantitative data showed that the E-portfolio could contribute to the improvement of several aspects of teaching and training such as communication, reflection on practical work, motivation of learning, progress based learning, and the construction of new knowledge. In addition, senior staff believed that the use of an E-portfolio would benefit the institution by saving printing costs and enhancing the institution’s image to the public and to the awarding body. The findings suggested that, when blended with the current traditional training pedagogy, the E-portfolio system has the potential to be implemented as a showcase E-portfolio, used for online assessment or can be used as a teaching approach. The email interviews and Facebook communication revealed that user attitudes and the support required for the use of the E-portfolio are the biggest challenges. Based on these findings, a scaffolded approach to the implementation of E-portfolios in MSTP is recommended. The key outcomes of this research are the E-portfolio scaffolding strategies in the MSTP that could be deployed at other Skills Training institutions or organizations which intend to explore the use of E-portfolios in the future.

This diploma thesis deals with employees training and development, their context and trends. It shows why it is important to be concerned with training and development, and mainly through the knowledge of human capital and competitiveness. Some main terms, such as training, education, development, competency, learning organization, knowledge management, are explained. In next chapter function of training in organization, purposes to employ it, approaches, and strategies are mentioned. Systematic approach to training and its stages are characterized. Next chapter describes some of the training and development methods, their effectivity and internal and external trainings' pros and cons. Some trends are described throughout all the chapters and summarized and completed in the last but one chapter. The last chapter deals with the research based on a questionnaire filled out by training and development specialists from Czech Republic. The survey concernes four areas: training system, financial questions, training and development methods, internal and external education. In the last part the findings are evaluated and recommendations are proposed.

Esta pesquisa constitui-se de narrativa tecida a partir de vivências específicas de um grupo de coordenadoras/orientadoras pedagógicas em espaços de conversa ¿ encontros que foram intencionalmente planejados e coordenados para serem oportunidades de refletir e construir conhecimento sobre o próprio trabalho e pautados por princípios como o diálogo, a autoria, a autonomia profissional e a indissociação entre pessoalidade e profissionalidade. A partir das experiências aí compartilhadas, algumas propostas se revelaram muito formativas para essas profissionais, o que faz supor serem também formativas no trabalho com os professores e demais profissionais das escolas. Emergem da pesquisa considerações sobre procedimentos formativos em espaços coletivos como a produção e leitura de escrita reflexiva, a expressão por experiências sensíveis outras, modos de instituição de relações entre os saberes dos profissionais e os saberes pedagógicos e científicos, bem como sobre diferentes dimensões da ação da propositora do grupo. Deste trabalho despontam, também, reflexões sobre o percurso vivenciado pela pesquisadora ao revelar suas aprendizagens no decorrer da pesquisa sobre/no/com o cotidiano e durante a escrita sobre esse processo / Abstract: In defense of school as a privileged place of professional formation, this work assumes the acting of the pedagogical advisors as the corresponsible for the organization and realization of intentional actions with the intent of making learning experiences possible, for those who teach and for those who, somehow, act as educators. This research is built of a narrative written from specific experiences of a group of pedagogical advisors in talk spaces ¿ meetings that were intentionally planned and coordinated to become opportunities to reflect and build knowledge on work itself, guided by principles like dialogue, authorship, professional autonomy and the association between personality and professionalism. From those shared experiences, some propositions ended up being also formative for those professionals, what makes us suppose they are also formative in the work with teachers and other professionals of education. From this research, some considerations emerge about formative procedures in collective spaces, like the production and reading of reflective writing, the expression of other sensitive experiences, modes of institution of relations between the knowledge of professionals and pedagogical and scientific knowledge, as well as different dimensions of the acting of the group¿s creator. In this sense, the main contributions brought by the research talk about the methodological possibilities that potentize the personal-professional development of people and favor their transformation through education, especially because they are considered protagonists in this process. An Assessment of a Vocational Horticulture Training Curriculum at a School for Juvenile Offenders

A vocational horticulture curriculum was assessed for its effectiveness in strengthening social bonds and changing attitudes about personal success and job preparedness in a group of juvenile offenders. The curriculum focused on vocational training and entry-level job skills in horticulture and landscaping and prepared the youth for internship positions in grounds maintenance. Pre/post-tests based on Hirsch=s tests of social bond for juvenile delinquents were developed to address attitudes toward school, teachers, peers, opinions on personal success, and environmental attitudes. A separate pre/post test dealt with careers and aspirations. Results from these tests were compared to tests administered at a comparable program in an urban setting. Behavioral records for one semester before and the semester during the horticulture curriculum were compared. Daily journals maintained by service-learning student mentors were analyzed for observational themes, as were teachers' observations and project follow-up interviews. Success of the program was based on the students' successful completion of the program, students' desire and ability to be hired for summer internships and/or employment in horticultural related jobs. Due to the limited size of the study group (6), this research project intends only to provide a profile of several youths' response to vocational horticultural training with regard to the objectives stated above. It is exploratory in nature and offers ideas for future larger scale research and confirms some existing trends in research with juvenile offenders. / Master of Science

Die Arbeit leistet einen Beitrag zum Transformationsprozess von der schulischen beruflichen Bildung der DDR hin zu den Oberstufenzentren im Land Brandenburg in den 1990er Jahren. Es wird die Triade der Faktoren Institutionentransfer, Personen- und Knowhow-Transfer und Finanztransfer analysiert. Die vollständige Umstrukturierung ist das berufsschulpädagogisch herausragende Ergebnis der Transformation. Es wird herausgearbeitet welche Folgerungen aus dem Transformationsprozess für berufsschulpolitische Reformprozesse zu ziehen sind. Dabei wird der Frage nachgegangen, ob die Übernahme des bundesrepublikanischen beruflichen Schulsystems zwangsläufig der Nutzung einer Blaupause gleichkam oder ob es auch abweichende Wege gegeben hat bzw. generell hätte geben können. Der Transformationsprozess wird nicht auf der Ebene der Einzelschulen, der curricularen und konkreten Ausgestaltung der verschiedenen Bildungsgänge und des Lehrkräfteeinsatzes untersucht, sondern auf der Ebene der Entwicklung der Rahmenbedingungen und der Strukturen der Oberstufenzentren, also auf der Metaebene der Policy als inhaltlicher Dimension von Politik. Damit liegt der Fokus auf dem System „Oberstufenzentrum“. Die Untersuchung dieses Systems klammert die Untersuchung der Handelnden aus: Die untere Schulaufsicht, die OSZ-Leitungen, die Lehrkräfte und nicht zuletzt die Schülerinnen und Schüler. Die Analyse dient dem Verständnis und der Interpretation dessen, was sich sowohl durch die bundesstaatlichen Vorgaben – Einigungsvertrag u.a. – als auch durch das berufsbildungs- und berufsschulpolitische Handeln beteiligter Akteure herausbilden konnte. Die inhaltliche Dimension des berufsbildungs- und berufsschulpolitischen Feldes innerhalb des politisch-administrativen Systems im engeren Sinn wird überwiegend bezogen auf die KMK untersucht; ebenso die externen Akteure und ihre Rolle. Es wird herausgearbeitet welche Folgerungen aus dem Transformationsprozess für berufsbildungs- und berufsschulpolitische Reformprozesse gezogen werden können. Gegenstand der Untersuchung sind ausgewählte Beiträge zu verschiedenen Aspekten der Entwicklung der Oberstufenzentren im Land Brandenburg. Gegenstand sind deshalb ausgewählte Rechtsgrundlagen, Fachaufsätze etc. sowie durch Arbeitspapiere dokumentierte Aspekte der berufsschul- und berufsbildungspolitischen Diskussion in der Wendezeit und nachfolgenden nach der Gründung des Landes Brandenburg. Anhand von Vergleichen der rechtlichen Ausgangslagen in den fünf ostdeutschen Ländern wird analysiert, ob es verfassungs- respektive schulrechtliche Besonderheiten gab, die zu unterschiedlichem ministeriellen Handeln führten bzw. führen mussten. Die wiedergegebenen Beiträge zur Entwicklung der Oberstufenzentren werden bezüglich der Relevanz von KMK-Beschlüssen bzw. -Rahmenvereinbarungen untersucht und kommentiert. Der Institutionentransfer besteht aus dem Beitritt der ostdeutschen Länder zur Geschäftsordnung der KMK, der daraus resultierenden Übernahme der Schulformen und Bildungsgänge einschließlich der rechtlichen Folgen durch Schaffung des Schulrechts in den Ländern. Der Personen- und Knowhow-Transfer fand auf der Ebene der entsandten Verwaltungsmitarbeiterinnen und -mitarbeiter der Kultusministerien und der Mittelbehörden statt. Für den Transformationsprozess während des hier interessierenden Untersuchungszeitraums werden Berufsschul- und berufsbildungspolitische Aspekte, bzw. im umfassenderen Sinne die der Berufsbildungswissenschaft erstmalig mit der vorliegenden Untersuchung reflektiert. Insofern kann diese als Beitrag zur historisch-berufsbildungswissenschaftlichen Forschung betrachtet werden. / This study is a contribution to the transformation process of the vocational education system in the GDR toward the Oberstufenzentren in the state of Brandenburg in the 1990s. A triad of factors will be analysed: transfer of institutions, of personnel and knowhow and of finance. The complete restructuring is the characteristic result of this transformation process in the sector of vocational education. It will be worked out, which consequences should be drawn from the transformation process for reformation processes of the vocational education system. Thereby the question as to whether the adoption of the West German system of vocational training schools was comparable to the use of a blueprint or whether divergent paths would have been possible, is to be discussed. The transformation process will not be analysed on the level of the single vocational education schools, the curriculum, the different school levels and the use of teaching personnel but on the level of the development of general conditions and structures of "Oberstufenzentren”, on the meta level of policy as a dimension of politics as regards content. Therefore the focus is on the system of (the so-callled) ”Oberstufenzentren". The exploration of these systems excludes the exploration of the acting persons: supervision of schools, school management, teachers and students. This analysis serves for a deeper understanding and interpretation of national standards – for instance the Unification Treaty – and also for an understanding of the action frame of reference of vocational education politics and vocational training school politics by the involved participants. The dimension of contents in the vocational education and vocational training school field inside the political-administrative systems will be analysed by the KMK – The Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany; likewise the external actors and their role. The consequences of the transformation process for vocational education politics and vocational training school politics will be worked out. Selected works of different aspects of the development of ”Oberstufenzentren” in the land Brandenburg are the subject matter of the survey. This includes the analyses of selected legal basis, scientific papers etc., in combination with documents of vocational education discussion and vocational training school discussion in the political turning point following the formation of the federal state of Brandenburg. On the basis of the different legal initial positions in the five East German Länder it will be analyzed, whether there were constitutional or rather school law characteristics which led to /had to lead to different ministerial actions The reproduced articles on the development of ”Oberstufenzentren" will be analysed and commented with respect to the relevanz of KMK-decisions /. KMK-master agreements. The transfer of institutions is the accession of the East German federal states to the internal regulations of the KMK, the resulti is the takeover of school forms including the legal consequences by creating the school law in these states. The transfer of personnel and knowhow took place on the level of delegated members of school ministries of the Western federal states. For the transformation process in the surveyed time aspects of vocational education and vocational training or rather – on a more comprehensive level, the science of vocational training are going to be reflected for the first time, Therefore, this can be seen as a contribution to the historical-vocational training research.

Busca compreender como os guias de turismo mobilizam seus saberes e os recontextualizam na prática profissional e quais significados associam a tais conhecimentos. A pesquisa realiza-se mediante uma abordagem qualitativa utilizando o método etnográfico que possibilita a análise e a compreensão dos acontecimentos, das práticas, das situações de imprevistos em passeios turísticos e em traslados no aeroporto. Os sujeitos da pesquisa são guias de turismo com classificação em Guia de Turismo Regional que atuam no Estado de Alagoas, devidamente cadastrados pelo Instituto Brasileiro de Turismo – EMBRATUR, nos termos da Lei no. 8623, de 28 de janeiro de 1993. Para a realização da pesquisa são utilizados os dispositivos entrevista aberta e observação participante. Para o desenvolvimento deste estudo utilizam-se as categorias teóricas sobre recontextualização do conhecimento, reflexividade e saber profissional através de diversos olhares. Os resultados obtidos evidenciam que em contexto de trabalho os guias de turismo mobilizam e recontextualizam três saberes fundamentais: Saber turístico; Saber comunicacional; Saber vender e negociar (comercializar). / ABSTRACT The object of this thesis is the process of mobilization and recontextualization of professional knowledge of Tourist Guides at a work situation. It aims to understand how tour guides mobilize their knowledge and recontextualizeitin professional practice and also aimed to understand which meanings a re associated with such knowledge.The research was developed through a qualitative approach using the ethnographic method that enables the analysis and understanding of events, practices, unexpected situations during tours and transfers from the airport. T he subjects of this research were tour guides with Regional Tourist Guide Classification, operating in the State of Alagoas, Brazil, fully registered by the Brazilian Institute of Tourism - EMBRATUR, under the Law no. 8623, created on January 28, 1993.In o rder to have the research developed, some techniques, such as open interviews and participant observation were used. To produce the results, several techniques were used, such as the theoretical categories of recontextualization of knowledge, reflexivity a nd professional knowledge through various views.The results showed that in their workplace, tour guides mobilize and recontextualize three fundamental types of knowledge: Tourist knowledge; Communication knowledge; Sell and Trade know - how (marketing).

Eglė Stankevičiūtė, Vilniaus Pedagoginio Universiteto, socialinių mokslų fakulteto, politinės sociologijos magistro studentė atliko tyrimą, kurio tikslas ištirti profesinių mokyklų įvaizdį, tarp Vilniaus miesto dešimtos klasės moksleivių. Šio darbo problemą nusako profesinių mokyklų socialinė ir ekonominė svarba ir jos ištirtumo trūkumas. Profesinio mokymo patrauklumas yra svarbus socialinis – ekonominis reiškinys, kuris yra tiesiogiai susijęs su ekonomine šalies raida. Lietuvoje neproporcingai mokinių abiturientų pasirenka aukštąjį mokslą, todėl didėja kvalifikuotų viduriniosios grandies specialistų, turinčių konkrečią profesiją, poreikis. Šio tyrimo objektas - profesinio mokymo įvaizdis. Darbe iškelti tokie uždaviniai: 1. Remiantis Lietuvos ir užsienio autorių darbais, apibrėžti organizacijos įvaizdžio esmę, nustatyti švietimo organizacijos įvaizdžio įpatumus. 2. Aptarti profesinių mokyklų sistemos Lietuvoje kontekstą. 3. Ištirti koks profesinių mokyklų įvaizdis tarp Vilniaus miesto 10 klasės moksleivių. 4. Remiantis tyrimu nustatyti kokie yra profesinių mokyklų įvaizdžio veiksniai. 5. Nustatyti galimą profesinių mokyklų įvaizdžio kitimo kryptį. Visos tyrimo hipotezės pasitvirtino arba pasitvirtino iš dalies: 1. Profesinio mokymo įvaizdis tarp dešimtokų yra neigiamas, nes profesinė mokykla suprantama, kaip prastai besimokančių ugdymo institucija – pasitvirtino iš dalies. 2. Its purpose is to examine the image of vocational schools among the tenth grade students in Vilnius city. The problem of this work is described by the social and economical importance of these schools. What is more, there is a lack of study in this particular field. In Lithuania, the high-school graduates choose higher education disproportionately, which increased the need of middle-skilled specialists. The object of this work is the image of vocational training. The tasks of this work: 1. To define the essence of the organizations image with the help of Lithuanian and foreign authors’ works, also to identify the image peculiarities of this educational institution. 2. To discuss the vocational training situation in Lithuania. 3. To examine the image of vocational schools among the tenth grade students in Vilnius city. 4. To define the factors of the vocational school image, relying on the survey. 5. To identify the potential directions in the image changes of vocational schools. 我國職業訓練制度之研究-公共職訓委託民間辦理

本論文以公共職業訓練委託民間辦理為範圍探討我國職業訓練制度,目的有三: 一、檢討我國公共職業訓練機構的績效及國外職業訓練民營化的經驗以做我國公共職業訓練委託民間辦理的基礎。 二、對於委託辦理的政策規劃進行研究,包括委託的目標、篩選機制、成效評鑑等,希望藉此能使委託民間發揮最大功能。 三、針對目前委託民間辦理的主要方式「專班委外」與「職業訓練券」進行制度檢討,並提出政策建議,提供政府施政參考。 本論文根據研究目的蒐集相關資料進行文獻探討與訪談。從國外民營化的經驗可發現,引進市場機制必須在市場環境成熟的情況下才可奏效,目前我國公共職訓委託民間辦理在執行上面臨許多問題:在我國職業訓練尚未發展成熟的前提下即欲以委託民間辦理來引進市場機制,先天條件上即有不足,加上專班委外及職業訓練券本身設計上的問題,因此委託民間辦理仍有許多需要改善之處。 本論文從制度檢討的角度,將所面臨之重要問題加以歸納分析,提出具體建議,以供職訓主管單位參考。本論文認為政府在委託民間辦理公共職業訓練時,如果一味「推陳出新」,忽略市場環境是否成熟的重要性,那麼就無法使政策發揮最大功效,達到設定之目標。本論文建議政府對於職業訓練應進行全盤的規劃,首先要健全國內的職訓市場,讓職業訓練市場成熟以引進市場競爭機制,各種訓練的提供者能分工合作,特別是讓事業單位提供訓練,以達到訓用合一。因此要委託民間辦理,首先應加強職業訓練市場的成熟以產生市場競爭機制,其次應加強制度設計的分工,再者對於訓練的成效進行評鑑以提供選擇的依據是非常重要的工作。 政府與民間皆認為民間參與公共職業訓練為無法抵擋的潮流,唯委託民間並非是萬靈丹,小至委託契約的內容、委託的項目、委託對象的選擇,大至委託民間的篩選機制、成效評鑑等都需要審慎地考量。
