The Bakkie Brigade in Cape Town’s urban waste economy: exploring waste mobilities and the precariat

Magister Artium - MA / Solid waste management in South Africa is in a phase of transitioning. This transition entails the valorisation and diversion of recyclable waste away from landfills for the creation of a new secondary recycling economy. However, reclaimers within the Global South have been engaged in valorising waste through market-driven pricing. Localised and ‘informal’ as they are, they remain a significant source of labour for global capital. Their presence runs parallel to the emergence of green models such as the circular economy, coupled with contentious initiatives that aim at formalising and integrating reclaimers. Given the revitalised emphasis on the urban waste economy, inadequate attention has been given to understanding the linkages between the formal processing companies and informal waste reclaimers operating at the level of the street and landfill.

The topic of my master’s thesis is waste management issue in selected engineering company with focus on industrial wastes. With use of information gained from selected engineering operation there is mentioned its brief characteristics, details about individual operations and products, impact of company activities on environment, facts about quantity of produced wastes and summary of current ways of waste management. On the basis of review of gained information there are suggested measures in the master’s thesis which realization would mean not only increase of material and energy utilization of produced waste, increase of degree fulfilment of waste economy and decrease of quantity of wastes placed in dump, but, in the long term, betterment of economical situation of company and its image.

Em 2016 os dados da Empresa de Pesquisa Energética - EPE mostraram que o setor público apresentou taxa de crescimento do consumo de energia elétrica de 2,3% ao ano em média em 20 anos, sendo equivalente a taxa da indústria, porém sem que o setor público realize a manufatura de qualquer produto e, acima, ainda, dos setores Residencial e Agropecuário no mesmo período, exacerbando a questão sobre a eficiência na gestão dos recursos financeiros no setor público e levando a questionar qual o nível de desperdício existente. O presente trabalho objetivou analisar tecnologias como meio para tornar prédios públicos utilizados pela Polícia Militar do Estado de São Paulo - PMESP mais sustentáveis, direcionada a entregar os resultados com melhor eficiência nos consumos de água e energia, minimizando desperdícios, utilizando-se a metodologia qualitativa com um estudo de caso, revisão bibliográfica e aplicação de pesquisa estruturada, de modo a compreender quais as barreiras e alavancas para a implantação de tecnologias ambientais em prédios públicos no Estado de São Paulo, mantendo suas atividades rotineiras, com gestão mais eficiente, direcionada nos consumos de energia e de água. A Escola Superior de Sargentos – ESSgt, situada na Avenida Condessa Elizabeth de Robiano, 750, São Paulo-SP, foi selecionada para este estudo de caso, visto ter sido pioneira na certificação ambiental e de qualidade, propiciando um ambiente de maior aderência a este estudo e no estabelecimento de padrões com diretrizes para licitação das tecnologias, difundindo a outros edifícios públicos. Referente aos ganhos ambientais, concluiu-se que a eficiência energética e o uso mais eficiente do recurso hídrico observados podem assegurar retorno econômico e ecoeficiente. / In a corporate world the increase in profitability permeates by effective actions in relation to the prevention and reduction of waste. In 2016 the Energy Research Company (Empresa de Pesquisa Energética) - EPE data showed that the public sector presented an average energy consumption annual growth rate of 2.3% per year in 20 years, being equivalent to the industry rate, but without the public sector realizing the manufacture of any product and, above, still, the residential and agricultural sectors in the same period, intensifying the issue of efficiency in the management of financial resources in the public sector and leading to question the level of waste. The objective of this study is based on analyze technologies as a means to make public buildings used by the São Paulo Military Police Corporation - PMESP more sustainable, aimed at delivering the results with better efficiency in the consumption of water and energy, minimizing waste, using qualitative methodology with some case study, bibliographical review and structured research application, in order to understand the barriers and lever for the implantation of environmental technologies in public buildings in São Paulo State , maintaining its routine activities, with management more efficiency, focused on energy and water consumptions. The Senior Sergeant School - ESSgt (Escola Superior de Sargentos), located at 750, Condessa Elizabeth de Robiano Avenue, São Paulo-SP, in Brazil, was elected for this case study in particular, because it was a pioneer in environmental and quality certification, providing an environment of greater adherence to this study and the establishment of standards with guidelines for the bidding of the technologies, spreading to other public buildings. Regarding the environmental gains, it was concluded that the energy efficiency and the more efficient use of the water resource observed, can ensure economic and eco-efficient return.

À l’heure du recyclage et du tri, les déchetteries, outils de leur mise en œuvre, sont investies par nombre d’acteurs en quête d’objets à récupérer. Cette recherche, sollicitée par une collectivité territoriale considérant qu’une gestion optimisée des déchets implique la prise en compte de facteurs humains, s’inscrit dans le champ de la demande sociale. L’exploration anthropologique de l’univers des déchets permet de compléter les analyses techniques et scientifiques plus anciennes. Ce travail rend compte de la nécessité d’appréhender par une démarche ethnopragmatique les discours sur les pratiques instituées à la déchetterie et celles qui s’y sont spontanément greffées, les pratiques informelles. Abordant les enjeux de légitimité et ontologiques qui ont prévalu à la mise en concurrence de pratiques vouées à un même objectif, celui de donner une seconde vie aux déchets, cette recherche repose sur un examen attentif de l’ordinaire d’une déchetterie et sur une étude du langage écrit ou oral des acteurs concernés. Elle se focalise aussi sur le sens donné, dans l’ordinaire des acteurs mais dans un contexte plus large de crise environnementale et de critique de la société de consommation, à l’acte de jeter et à celui de réhabiliter. Elle expérimente tant dans l’investigation que dans la manière d’en rendre compte, la mise en présence d’expériences de terrains d’enquête différenciés. Elle propose ainsi une mise en abyme des cadres de définition et de pensée circonscrits par le terrain d’enquête initial. Elle approfondit les connaissances sur les comportements individuels, les jeux d’acteurs en lien avec les déchets. Elle affine la compréhension des organisations publiques et privées, de leurs stratégies, de processus de décision, de la capacité de changement en matière de politique déchet. / At the time of recycling and sorting , waste sorting , tools implementation , are invested by many actors in search of items to collect . This research, requested by a local authority whereas optimized waste management involves consideration of human factors, is in the field of social demand. The anthropological exploration of the universe of waste can complete the technical and scientific older analyzes . This work reflects the need to understand the process by ethnopragmatique discourse practices established for disposal and those that are spontaneously grafted informal practices . Addressing issues of legitimacy and ontological that prevailed in the competition practice dedicated to the same goal , that of giving a second life to waste , this research is based on a careful examination of the ordinary and dumped on a study of written or spoken language stakeholders. It also focuses on the meaning given in the ordinary players, but in a broader context of environmental crisis and critique of consumer society, the act of throwing and than rehabilitate . She experimented both in the investigation in the way of realizing it, the bringing together experiences of differentiated land survey . It proposes a formal definition abyss frames and thought circumscribed by the initial field survey. It extends the knowledge on individual behavior , games players in connection with the waste. It refines the understanding of public and private organizations, their strategies, decision-making, the ability to change in waste policy.
