Mulching Techniques for Arid Lands Vegetable ProductionPeebles, R. W., Oebker, Norman F. 23 April 1971 (has links)
From the Proceedings of the 1971 Meetings of the Arizona Section - American Water Resources Assn. and the Hydrology Section - Arizona Academy of Science - April 22-23, 1971, Tempe, Arizona / Mulches have been used for evaporation suppression in facilitating vegetable production under arid lands conditions. A study was undertaken in order to evaluate the effectiveness of plastic aprons, supplied by the FAO, as compared to gravel mulches. The vinyl aprons were 6 mils thick and about 1 meter square. Squash plants (Cucurbita pepo) were planted with gravel or plastic aprons or in bare areas and under different watering schedules. The yields under plastic aprons were considerably greater than under gravel and required slightly less water. Bare soil yields lagged far behind. Soil temperatures under the plastic aprons were consistently higher over 24 hours than bare soil, which within limits, would facilitate faster crop growth. Additionally, the apron collects and diverts rainfall to the plant. The vinyl used lasts only 2 seasons, and gravel would probably be a more suitable mulch for developing countries where capital is scarce.

From the Proceedings of the 1972 Meetings of the Arizona Section - American Water Resources Assn. and the Hydrology Section - Arizona Academy of Science - May 5-6, 1972, Prescott, Arizona / A pilot study is developed to construct a scale which measures attitude towards human management in Arizona. The decision-maker's attitudes toward his man-made and natural environments are investigated in terms of cultural (interior), natural (intermediate), and balanced (exterior) reference positions. A decision-making model consists of stimuli (inputs), decision-making (process function), and response (outputs). The 12 questions developed and applied to Arizona water managers were reduced to 8 capable scalogram analysis. These scaled questions related to favoring physical or emotional needs of man, deciding who gets what or increasing the supply, including behavioral patterns, protecting environmental areas, manipulation of resources as harmful or beneficial, municipal and industrial demands, opinions of groups, and possible overuse of resources. The scale met 5 criteria, which are defined by reproducibility, non-scale pattern of response, number of questions, error ratio and cross checking of responses. This study may provide managers with means of objectively evaluating and improving decisions.

Since 1971, the longest and most intensive planning studies have been concerned with allocation of Colorado River water through the central Arizona project. Future plans involve desalting sea water, weather modification, importation of water, etc. The Arizona state water plan ultimately will be a plan of management of Arizona's limited water resources. Water plans and economic and environmental impact evaluations are scheduled for completion by july, 1977.

Agriculture there is completely dependent upon irrigation systems, with nearly all of the water supply pumped from underlying groundwater reservoirs. Delivery of central Arizona project water will not assure groundwater conservation at a one to one trade-off ratio. Most of the monetary benefits to agriculture derived from the project will be realized by Indian farmers. Cotton acreage will not be affected, but the acreage of small grains and alfalfa will increase. The increasing salinity of cap water should be of no concern to Pinal County farmers.

Little attention has been given to groundwater quality during the past one hundred years. A careful study of the salt balance produced a set of guidelines for future groundwater managers to follow. The major emphasis for future water consumption should be the efficient use of irrigation. This would produce a positive impact on groundwater quality, energy savings, and less imported water would be needed. Groundwater management in the future must consider water quality as well as quantity. Appropriate monitoring programs are urgently needed to provide data on trends in groundwater quality.

The system utilizes mathematical and other simulation models designed for computer operations to effectively solve such problems as the CAP faces including those concerned with social and economic considerations. The model is composed of two major components: (1) a linear program designed to determine the optimal allocation of all sources of water to all demands and, (2) a hydrologic simulator capable of reflecting the impact of distribution alternatives on per-unit cost of delivery. The model, currently being use, has substantially contributed to a greater understanding of water usage potential in Arizona.

A number of issues must be addressed by this Commission in order to deal with urban problems with present groundwater law. These include: a comprehensive set of regulations on groundwater use to enhance the public interest and benefit in scarce groundwater resources; a permanent mechanism to permit transfer of water rights away from specific parcels of land; an effective system of management which considers differing types of water problems in various parts of the state; a method of quantifying existing rights and measuring use of groundwater; an extraction tax to recognize public costs associated with groundwater mining and the need for replenishment; a reevaluation of existing preferences and subsidies which encourage the mining of groundwater. Failure by Arizona to reform its groundwater laws threatens future funding for the Central Arizona Project and increases the possibility of federal intervention in state water management.

From the Proceedings of the 1978 Meetings of the Arizona Section - American Water Resources Assn. and the Hydrology Section - Arizona Academy of Science - April 14-15, 1978, Flagstaff, Arizona / Tucson's "Beat the Peak" program implemented in the summer of 1977 effectuated a reduction in peak day water usage from 151.5 million gallons per day on July 9, 1976, to 114.0 million gallons per day on July 8, 1977. This twenty-five percent reduction, if maintained, will allow a three -year deferral of a new remote wellfield and transmission pipeline estimated to cost between $25 and $50 million. More time will be available to analyze the cost effectiveness of solutions to the region's water resources supply problems (such as imported groundwater, Central Arizona Project water, effluent reuse, and their interrelationships). Although conservation was not promoted, the successful peak management program resulted in a 13.3 percent reduction in 1977 water use during the summer months (May through August) compared to usage during the same period in 1976. This resulted in water sales revenues less than projected, but the combination of less utility expenses and deferred capital improvements will yield lower customer rates and monthly bills than would have otherwise been necessary without the program.

Groundwater Contamination in the Cortaro Area, Pima County, ArizonaSchmidt, Kenneth D. 06 May 1972 (has links)
From the Proceedings of the 1972 Meetings of the Arizona Section - American Water Resources Assn. and the Hydrology Section - Arizona Academy of Science - May 5-6, 1972, Prescott, Arizona / High concentrations of nitrate have been found in water samples from irrigation wells north of the Tucson Arizona sewage treatment plant. The plant, which had primary treatment prior to 1951, produced 2,800 acre-feet of effluent in 1940, 4,600 acre-feet in 1950, 16,300 acre-feet in 1960, and 33,000 acre-feet in 1970. Large amounts of treated effluent recharge the groundwater system north of the plant. Sources of nitrate contamination beside sewage effluent may be sewage lagoons, sanitary landfills, meat packing and dairy effluent, septic tanks, and agricultural runoff. Sewage effluent is considered to be the primary source of nitrate contamination in the area. Geologic and flow net analysis indicate that aquifer conditions minimize the effects of sewage effluent contamination. Chloride and nitrate migration appears to be similar in the aquifer. Large-capacity wells were sampled to reflect regional conditions, and chemical hydrographs of chloride and nitrate were analyzed. The seasonal nature of these hydrographs patterns depend on total nitrogen in sewage effluent. Management alternatives are suggested to decrease nitrate pollution by sewage effluent.

An in-house Forest Service (USDA) research program including pilot testing and economic evaluations of multiple-use alternatives provides information necessary for this purpose. Demands for other goods and services also are increasing on these lands in the face of a burgeoning population. homeseekers, vacationers, and recreationists seek a variety of recreational. experiences that require open space and a relatively undisturbed environment. Frequently these uses conflict, and the combined pressure from too many activities can damage the environment. A new research effort has been organized in the central and southern Rocky Mountain Region to cope with these problems. Nine Western universities including Northern Arizona University, Arizona State University, and University of Arizona have joined forces with the Rocky Mountain Forest and Range Experiment Station to form the Eisenhower Consortium for Western Environmental Forestry Research. Simply stated, the consortium seeks to better our understanding of the relationships between man and his open-space environment in order that its quality might be maintained.
