Risk Assessment of Driving Safety in Long Scaled Bridge under Severe Weather Conditions

Weather conditions have certain impacts on roadway traffic operations, especially traffic safety. Bridges differ from most surface streets and highways in terms of their physical properties and operational characteristics. This research assess the driving risk under different weather conditions through focus group firstly, then it develops a multi-ordered discrete choice model that is used to analyze and evaluate driving risks under both single and dual weather conditions. The data is derived from an extensive questionnaire survey in Shanghai. And the questionnaire includes those factors related to roadway, drivers, vehicles, and traffic that may have significant impacts on traffic safety under severe weather conditions. Considering the actual situation these variables except driver's gender are selected as independent variables of risk evaluation. As a result, different risk levels and corresponding probability are calculated, which are very important to optimize emergency resource allocation and make reasonable emergency measures. Moreover, in order to reduce severe bridge-related crashes, the research develops an ordered probit model to analyze those factors contributing to bridge-related crash severity and to predict probabilities of different severity levels under rainy conditions.

Perceptions of Home and Small Business Owners on Insurance in Accra, Ghana

Insurance is a prudent option to mitigate business risk and property loss caused by natural disasters. The current study took place in Accra, Ghana, and was prompted by the low adoption of insurance and limited understanding by home and small business owners of its risk mitigation value. The purpose of this multiple-case study was to explore information insurance companies' need to motivate investment in weather-related insurance. The interview questions of the study served to explore the reasons business owners and homeowners purchase or decline insurance, including their understanding of and receptivity to insurance. The theoretical underpinning of this study included the Butterfoss and Kegler's community coalition action theory and Freire's empowerment theory. A purposive sampling technique was used to recruit 17 insured and uninsured homeowners and business owners. Interview data were thematically analyzed using a process of constant comparison of transcripts. The important themes that emerged from the analysis included the lack of trust in insurance providers, a lack of availability of alternate coping mechanisms, consumers' limited understanding of insurance, and the lack of public education and awareness of disaster risks. The findings indicated that educational programs should promote the needs and benefits for insurance, the government should enforce insurance laws and regulations, and insurance organizations should improve insurance marketing practices to build trust. These findings may contribute to positive social change by creating awareness among Ghanaians about the benefits of insurance to mitigate the effects of natural disasters. Research findings may be useful to insurance business leaders seeking to increase revenue and profitability

A Quantitative Analysis of the Impacts from Selected Climate Variables Upon Traffic Safety in Massachusetts

Current literature predicts that climate change may increase both the occurrence and severity of heavy rainfall events and winter precipitation in the Northeast United States. A potential increase in intense precipitation events related to climate change would theoretically also cause an increase in weather-related delays, increase in overall traffic disruptions, a substantive shift in travel behavior, and presumably a negative effect on safety and maintenance operations of highways. This current research study examines the existing impacts from both an operational and behavioral perspective of how weather events currently impact overall safety along routes in Massachusetts. A secondary objective of the research effort is to evaluate the extent to which this information is captured on the crash report form for subsequent use in safety analyses. Utilizing data from Massachusetts Department of Transportation, National Climatic Data Center (NCDC) and the University of Massachusetts Data Warehouse, crash statistics were examined during varied levels of weather events and compared with non-weather conditions. In addition, crash report forms were analyzed in comparison to NCDC weather data to determine the correlation between of the weather specific fields of the reports and to help determine if crashes were weather-related. The results from the investigation show how the character of precipitation events impact traffic safety including both occurrence and intensity levels and in conjunction with existing weather predictions the relationships developed in this study are useful in evaluating how changes in extreme precipitation events projected for the Northeast may impact drivers’ safety in the future.

Weather-Related Disasters, Rural Livelihoods and Off-Farm Self-Employment

Der Klimawandel ist eine globale Herausforderung, aber seine Auswirkungen sind besonders stark in Entwicklungsländern zu spüren. So erleiden arme Menschen deutlich höhere Verluste, weil sie Extremereignissen stärker ausgesetzt sind und weniger Ressourcen für Anpassung und Schockbewältigung haben. Trotz der weitreichenden Auswirkungen des Klimawandels auf Haushalte in Entwicklungsländern ist die aktuelle Forschung zum Zusammenhang zwischen Klimawandel, Armut und Entwicklung begrenzt. Insbesondere die langfristigen Folgen von Wetterextremen für betroffene Haushalte sind wenig erforscht. Diese Arbeit soll dazu beitragen, die komplexen Zusammenhänge zwischen veränderten klimatischen Bedingungen und Entwicklung auf Haushaltsebene besser zu verstehen. Kapitel 2 befasst sich mit den unmittelbaren Folgen eines extremen Wetterereignisses für die Ernährungssicherheit, wobei Nahrungsmenge und -qualität untersucht werden. Es analysiert, inwieweit die Selbstversorgung mit Nahrungsmitteln die Einkommenselastizität für Ernährung verringern kann und zeigt die negativen Folgen eines Wetterschocks auf die Ernährungsqualität auf. Kapitel 3 befasst sich mit der Schockpersistenz. Basierend auf einem theoretischen Modell zeigt es negative Wachstumseffekte eines einmaligen extremen Wetterereignisses, zusätzlich zu den unmittelbaren Verlusten. Es zeigt auch, dass die Folgen von extremen Wetterereignissen stärker sind als die von anderen Schocks auf Haushaltsebene. Kapitel 4 analysiert das Einkommenspotenzial in der nicht-landwirtschaftlichen Kleinstselbstständigkeit. Selbst in diesem Kontext unvollständiger Märkte existieren robuste Bildungsrenditen. Das Kapitel zeigt außerdem verschiedene Übertragungskanäle auf. Zusammengenommen fordern diese Ergebnisse politische Maßnahmen, die den Nexus Klimawandel - Entwicklung auf unterschiedlichen Ebenen adressieren: Unmittelbare Katastrophenhilfe sowie längerfristige Anpassungsunterstützungen. / Anthropogenic climate change is a global challenge, but its effects are felt disproportionally in developing countries. As such, poor people incur significantly higher disaster-induced losses due to higher shock exposure and vulnerability as well as fewer resources for adaptation and recovery. Despite the far-reaching impacts of climate change on households in developing countries and the predicted aggravation of climate change outcomes, there is still little research focusing on the link between them. In particular, the long-term consequences of weather-related disasters on the livelihood of poor households are not well understood. This thesis aims to help our understanding of the complex links between changing climatic conditions and development for affected households. It sheds light on three different stages of the climate-change – development nexus. Chapter 2 is concerned with the immediate consequences of an extreme weather event for food security, focusing on dietary quantity and quality. It analyses to what extent food self-provisioning can help reduce the income elasticity of consumption and shows the negative effects of a weather-related disaster on dietary quality. Chapter 3 looks at shock persistence. Based on a theoretical model, it provides robust evidence for negative growth effects of a one-off extreme weather event, in addition to the immediate losses caused. It also demonstrates that the effects of extreme weather events are stronger than those of other household-level shocks. Chapter 4 analyses the income-earning potential in non-agricultural micro self-employment. It provides robust evidence for the existence of returns to education even in a context of petty self-employment, highlighting different transmission channels. Put together, these results call for policy action addressing all stages of the climate change – development nexus: Immediate disaster relief as well as longer-term mitigation and adaptation efforts.

The effects of climate change on short-term insurance claims in South Africa

Climate change has become one of the most debated environmental risks. The world is faced with the threat of weather variability. There has been an increase in the frequency and severity of extreme weather events. There is rising concern that weather losses might affect the sustainability of insurance businesses. The primary obective of the study was to ascertain the significance of changes in temperature, precipitation and wind speeds in explaining changes in weather-related claims.Furthermore the reseach had three key secondary objectives, firstly to find if changes in annual average temperature levels lead to changes in weather-related claims. Secondly to determine if average annual wind speeds lead to changes in weather-related loss .Thirdly to establish if the average changes in annual rainfall or precipitation levels lead to changes in weather-related claims. Quantitatively this study explored the relationship between climate change and weather losses in South Africa. Temperature, rainfall, and wind speed were the main weather variables analysed. Lack of properly recorded insured weather losses was the major challenge. Nonetheless, total economic weather losses were used as a proxy for insured weather losses.The analysis employed regression, cointegration and vector error correction models. Study findings showed that climate change is influencing weather losses. The existence of correlation and causality between weather variables and losses was also affirmed. Thus the insurance industry should comprehensively incorporate climate change into its business strategy to minimise exposure. / Business Management / M. Com. (Business Management)
