Factors affecting management of budgets at a department in the Western Cape government, South Africa

Thesis (MTech (Business Administration))--Cape Peninsula University of Technology, 2017. / Budgets are inevitable strategic tools used in the planning of the effective delivery by any organisation. In a sense budgets become the financial interpretation of work, services or products to be produced or services to be delivered by the organisation. In the same vein, government departments have plans and programmes to be implemented, and these programmes are quantified in the form of budgets. The budgeting processes are determined by the strategic imperatives and the type of leadership in an organisation, thereby differing from organisation to organisation. The traditional approach in government budgeting is that the activities to be undertaken start as political decisions which will be cascaded down to the different departments. Though the different department units construct their own budgets, the ultimate budget comes top down more than it comes top up. This research aims to identify the extent of the involvement of budget managers in the budget development process and the possible limiting factors if any. The study goes further to try to understand why there is always a seeming perpetual difference between budgets and deliveries at the end of every year. This empirical research focussed on the ‘budget practitioners’ in the particular department under study with emphasis on how they operate. Questionnaires were used to collect data which was analysed using Excel Spreadsheet and the findings were interpreted. The findings imply a need for extensive training as well as empowerment of the budget practitioners to be able to create congruence between budgets, budgeting processes, project implementation and envisage delivery to the citizens.

Multi-criteria decision-making for water resource management in the Berg Water management area

Thesis (PhD(Agric) (Agriculture))--University of Stellenbosch, 2006. / ENGLISH ABSTRACT: The concept of social welfare maximisation directs strategic decision-making within a milieu of integrated planning problems. This study applies the aforementioned statement to decision-making regarding the long-term allocation of bulk-water resources in the Berg Water Management Area of South Africa. Public goods, such as bulk water supply infrastructure, is vulnerable to failures in market and government allocation strategies because both fields are subjected to unaccounted costs and benefits. This implies a measurement problem for the quantification of the total cost/benefit of management options and result in decision-making with incomplete information. Legitimate decision-making depends on reliable and accurate information, and the measurement problem, therefore, poses an obstacle to better social welfare maximisation. A need has been identified to broaden the decision-making context in the Berg Water Management Area to promote the accommodation of unaccounted for costs and benefits in water resource allocation decision-making. This study engaged this need by expanding the temporal and spatial dimensions of the decision-making context. Accordingly, improved indecision-making information and decision-support processes is needed. Spatial expansions manifested in physical expansions of the decision-making boundaries that led to expansions in representation in the decision-making process. Temporal expansions manifested in the consideration of different sequences of bulk supply schemes over time instead of a selection of schemes at the same time. The study incorporated components of economic valuation theory, multi-criteria decision analysis, a public survey and a modified Delphi expert panel technique to account for the increased decisionmaking information load. The approach was applied in the Western Cape province of South Africa and specifically focused on a choice problem regarding different long-term bulk-water resource management options for the area. Two surveys were completed to accommodate these expansions. The first focused on public preference in water allocation management and the second survey utilized a modified Delphi technique. Questions regarding the extend of public participation in long-term water resource allocation decision-making came to the fore and the applicability of economic theory to accommodate public preference as a regulatory instrument, was questioned. A willingness to pay for “greener” water was observed and may be used to motivate a paradigm shift from management’s perspective to consider, without fear of harming their own political position, “greener” water supply options more seriously even if these options imply higher direct costs.

Evaluation of the project management process followed in the implementation of a hospital information system in the Western Cape

Thesis (MBA)--Stellenbosch University, 2004 / ENGLISH ABSTRACT: The Western Cape Health Department is implementing a comprehensive Hospital Information System (HIS) with the vision of establishing a platform of information systems, supporting an on-line, real-time, fully integrated Electronic Patient Record (EPR). This HIS project consists of three phases, of which phase 1 has now been completed. An opportunity to evaluate the project management aspects of the first phase of this project was seen as an ideal opportunity to compare an actual project with theoretical principals of project management. In order to do this the theoretical methodology and organisational structures, supportive of project management are explored. An evaluation of phase 1 was conducted by way of reviewing documentation, conducting interviews and using a questionnaire. The results of this evaluation showed that team member responses were equally divided into groups of very characteristic; undecided or not characteristic aspects of project management utilised. This evaluation highlights the value of project management criteria used in the project to achieve greater success. The criteria highlighted indicate areas within management, which require more attention to promote a better project management approach. Finally, the attributes of a successfully managed project approach are explored with the view to encouraging greater success in phases 2 and 3 of the HIS project. / AFRIKAANSE OPSOMMING: Die Wes Kaap Departement van Gesondheid is besig met die implementering van 'n omvattende Hospitaal Inligting Sisteem (HIS), met die oogpunt om 'n platform te skep vir 'n inligting sisteem wat aanlyn, intyds, die geïntegreerde Elektroniese Pasiënt Rekord (EPR) ondersteun. Hierdie HIS projek bestaan uit drie fases, waarvan fase een reeds voltooi is. 'n Geleentheid om projekbestuur beginsels van hierdie eerste fase te evalueer is gesien as die ideale geleentheid om 'n bestaande projek te vergelyk met die teoretiese beginsels van projekbestuur. Om dit te doen is die teoretiese metodiek en organisasiestrukture wat projekbestuur ondersteun, ondersoek. 'n Evaluasie van fase 1 is gedoen met behulp van dokumentasie hersiening, die voer van onderhoude en die gebruik van 'n vraelys. Innovation and networking in tourism for the competitiveness of the Western Cape regional tourism economy

Ph.D. (Geography) / This research investigation straddles the disciplines of economic geography, innovation studies and tourism studies. In recent decades, services have outperformed manufacturing from an employment and output perspective in most advanced economies. This trend, associated with neoliberal restructuring, is also observable in emerging market economies like South Africa and regions like the Western Cape. Research on innovation in services has been limited in the international, as well as the local context. Innovation activity has significant implications for firm and destination competitiveness, as well as regional economic development. Policy makers, concerned with fostering innovation, are increasingly recognising the economic significance of tourism for economic development. In South Africa and the Western Cape, tourism is regarded as a key sector for job creation and growth. However, in South Africa innovation policy excludes tourism, whilst there is a limited understanding of tourism innovation evident in tourism policies. Therefore, tourism innovation, and related issues such as networking and regional competitiveness, needs to be understood better in the South African context to support evidence-based regional economic, tourism and innovation policies. The research confirms that the Schumpeterian notion of innovation is appropriate for measuring innovation in services and tourism. The European Community Innovation Survey questionnaire was adapted for a sector-specific survey of tourism firms in the Western Cape. In addition, qualitative interviews with firms on the establishment and corporate levels; as well as with tourism actors in the Western Cape tourism system, and with tourism experts, entrepreneurs and associations formed part of the empirical investigation. In total, 182 responses were obtained. It is determined that innovation by tourism firms is widespread in the Western Cape tourism economy. The incremental nature of innovation, however, is an outstanding feature in an emerging economy, global South, context. Evidence of product, marketing, environmental, organisational, process, structural and social innovations in tourism are identified. The identification of environmental, social and structural innovation in tourism contributes to the literature. This investigation contributes further by providing perspectives on innovation per tourism sub-sector.

This research conceptualises IT infrastructure management at secondary schools in the WCED (Western Cape Education Department). This includes whether or not secondary schools in the WCED make use of a full time, on-site network administrator or whether a teacher acts as on-site network administrator. The literature review studied the effectiveness of IT infrastructure management which includes hardware, software, policies, computer network, security; staff management and BYOD (bring your own device). The management of IT infrastructure at secondary schools within the WCED differs widely from school to school, and its functionality depends on many factors. The quantitative study revealed problem areas within IT infrastructure management at secondary schools in the WCED. Furthermore the quantitative study also revealed that there is a need for best practice guidelines with regards to IT infrastructure management in order to improve service delivery. Implementation of Enterprise Content Management System in Western Cape Government, South Africa

The purpose of this study was to investigate the implementation of Enterprise Content Management (ECM) system at Western Cape Government (WCG), South Africa. The study evaluated the state of the implementation in order to establish whether the system met information and records management requirements and objectives. A probability sampling was used on a total population of 51 respondents and participants. The data were triangulated using multi-methods, whereby both qualitative and quantitative approaches were adopted in a sequential manner. A structured online survey questionnaire, online interviews, and document analysis were used to collect data, which were descriptively analysed. The study revealed that although the WCG has embarked on digitisation projects, which culminated in the department-wide implementation of ECM, the system was not evaluated regularly and consistently. This resulted in an inability to capture the lessons learnt – as well as a failure to realise the full benefits of implementing the system. The findings also showed that ECM implementation at WCG encountered some challenges – for example, inadequate training provided to staff, lack of adequate technology infrastructure, and poor technical support with regard to systems for managing digital records – that impacted on the system’s efficiency. Some of the recommendations of the study are that WCG should consider conducting regular ECM reviews to determine whether the system performs as required in terms of bringing about expected benefits, such as easy retrieval of digitally stored content. Departments should also ensure that there is an alignment among various digital applications for the purpose of creating a single enterprise platform that promotes collaboration and knowledge sharing. A study of ECM implementation in other provinces would enable a comparison of how the system performs elsewhere, including how it could be used as a viable option for organisations to promote digitisation. / Information Science / M. This service, however, was not equally available to all schools and learners. In addition to this, services are being rendered by four different systems in a diverse way. The aim of this study is to develop guidelines for the effective management of school social work services in the Western Cape province. The underlying goal to this study is to explore in which system school social work should be structured as part of an Education Support Service. A literature study and its practical application lead to the conclusion that school social work is a specialist field. The fact that school social work and education share common goals, serves to confirm the structuring of school social work within the education system. From a description of the existing state of school social work in the Western Cape province, it becomes evident that the diverse nature of the service is the result of the differences in its management. The unification of the different school social work systems therefore seems to be a priority in the creation of a service which can be accountable in every way. On the grounds of the established fact that school social work should be structured as a unit within the Western Cape Education Department, the compatability of the management administrations of social work and education was investigated. It was concluded that both these services could be grouped under the concept human service organization and thus share a common management administration. From the caracteristics of a human service organization's structural framework, an empirical investigation was conducted as to the way school social work is being managed as a unit within the Western Cape Education Department. According to the description of the style of management, interpretations were made on the basis of applications from existing literature. By means of this descriptive and applied research methods, the conclusion was reached that the characteristics of the management of a human service organization are not adhered to with regard to school social work services within the Directorate: Para- Edicational Service. It was also found that the management of school social work is ineffective. On the basis of these conclusions, recommendations were made regarding the structuring of school social work within the Western Cape province, as well as on a national level. The way in which such structuring should be implemented is formulated in the recommendation regarding guidelines which were developed for the effective management of school social work in the Western Cape Province. / AFRIKAANSE OPSOMMING: Skool maatskaplike werk word reeds vir 13 jaar in die Wes- Kaapprovinsie geimplementeer. Die gemeenskaplike aard van die doelstellings van skool maatskaplike werk en die opvoedkunde of onderwys dien as bevestiging vir die strukturering van skool maatskaplike werk binne die onderwysstelsel. Uit die bespreking van die stand van skool maatskaplike werk in die Wes-Kaapprovinsie blyk dit dat die gediversifiseerde aard van die diens voortspruit uit die verskille wat bestaan ten opsigte van die bestuur daarvan. Die vereniging van die verskillende skool maatskaplikewerk-stelsels onder een bestuurstelsel, blyk dus 'n prioriteit te wees in die daarstel van 'n verantwoordbare diens. Op grond van die bevestiging dat skool maatskaplike werk as 'n eenheid gestruktureer moet wees binne die Wes-Kaapse Onderwysdepartement, is ondersoek ingestel na die verenigbaarheid van die bestuursadministrasies van maatskaplike werk en onderwys. Daar is tot die gevolgtrekking gekom dat beide hierdie dienste gegroepeer kan word onder die begrip diensgerigte instelling. Hulle deel dus een bestuursadministrasie, naamlik die bestuursadministrasie vir 'n diensgerigte instelling. Vanuit die bestuurskenmerke van 'n diensgerigte instelling is 'n empiriese ondersoek gedoen na die wyse waarop skool maatskaplike werk as 'n eenheid binne die Wes-Kaapse Onderwysdepartement bestuur word. Na aanleiding van die beskrywing van die bestuurswyse is interpretasies gemaak op grond van toepassings uit die literatuur. Deur middel van hierdie beskrywende en toegepaste navorsing is tot die gevolgtrekking gekom dat die bestuurskenmerke van 'n diensgerigte instelling nie realiseer ten opsigte van skool maatskaplikewerk-dienste binne die Direktoraat: Para- Opvoedkundige Diens nie en dat bestuur van die skool maatskaplikewerk-diens oneffektief is. Op grond van hierdie gevolgtrekkings is aanbevelings gemaak ten opsigte van die strukturering van skool maatskaplike werk binne die Wes- Kaapprovinsie, sowel as op nasionale vlak. The study also looks at the origin and development of South Africa's multilingual dispensation, the effect of this on South Africa's press history, the newspaper market in South Africa, how newspapers position themselves in this multilingual market, an outline of Die Burger's potential and real market in the Western Cape, how Die Burger positions itself in this market, the challenges and effect of multilingualism on Die Burger's market, ways in which Die Burger handles this impact, and possible shortcomings in the handling thereof. The study further examines the effect of multilingualism on the financial and operating management of newspapers, strategies for survival in a multilingual market, the possible shortcomings of these strategies, and suggests possible solutions for these shortcomings. Through electronic media such as television, radio and the internet more and more Afrikaans speaking people are exposed to English and it is likely and possible that growing numbers of Afrikaans speaking people are able to communicate fluently in English. The possible effect of this may be that Afrikaans speaking people, Die Burger's primary market, can, with growing ease, support Die Burger's direct competition, namely English dailies. Die Burger can therefore no longer depend on language loyalty, but have to compete on level footing with English newspapers for Afrikaans readers. Because of the uniqueness of the Die Burger's market there is no generic model for survival strategies in this market. Thus this study also examines influences on the Afrikaans market such as globalisation, anglicization and the impact of the electronic media on language preference and ability. Impact of structured training programme on emerging contractors within the Western Cape Province, South Africa

Thesis (Master of Construction)--Cape Peninsula University of Technology, 2018. / Emerging contractors have relished greater privileges since the first democratically elected government in South Africa came into power in 1994 but are faced with numerous challenges. The government has placed numerous resources, ranging from training and development programmes, enabling legislative laws and regulations in an attempt to address these challenges and to turn emerging contractors to sustainable contractors. Knowledge transfer through training of emerging contractors, either from established contractors in a project set-up or training providers in a class room, has being recognised as the most effective mechanisms for development and growth of the emerging contractors. This study focuses on latter mechanism of emerging contractor development. The intended training outcomes of the structured training offered to emerging contractors by training providers in a class room set-up, remains and they experience several obstacles. This research focuses on a particular contractor development programme to investigate the effectiveness Western Cape Contractor Development Programme training programme and subsequently to enhance the training programme. The study focuses on specific aspects of training which researcher feels that they were significant: to explore the nature of existing TNA offered at Western Cape Contractor Development Programme , to investigate the trainer’s competences required in the WCCDP structured training, to examine the existing monitoring and evaluation indicators used to gauge the effectiveness of the Western Cape Contractor Development Programme structured training offered to emerging contractors and to explore the assessment strategies used at the Western Cape Contractor Development Programme, in order to measure the trainees’ learning. The study adopted a case study approach since it dealt with a particular contractor development programme in Western Cape, South Africa. A triangulation of both quantitative and qualitative methods was used to answer the research questions, achieve the research objectives and overcome matters with validity and bias. Semi-structured interviews were conducted with the programme coordinators, service provider trainer, service provider facilitator and service provider project manager. A total of 50 self-administered closed-ended questionnaires were distributed to gather data from trainees, only 35 were handed back to the researcher representing a response rate 70%.Therefore a purposive sampling was adopted. To corroborate empirical data collected an observation of the training was conducted. Content analysis was used to analyse qualitative data; descriptive and inferential statics using the SPSS software was used quantitative data. The findings from the study revealed that the Western Cape Contractor Development Programme has lack of comprehensive managerial training needs analaysis approach, no measurable indicators established for monitoring and evaluation; programme has no competency assessment or screening process and lack of adequate knowledge on assessment design and implementation. Therefore, this is largely responsible for the problems at Western Cape Contractor Development Programme and has a negative impact on the programme. It is evident from the findings of the study that Western Cape Contractor Development Programme must develop a comprehensive and formal training needs analysis process to identify the actual needs, design and implement a proper measurable indicators for the monitoring and evaluation system in order to monitor the progress of the programme, training policies and objectives must be revisited for amend, tighten seriously, implemented and monitored regularly with all the concerned stakeholders, develop a trainer competency screening process and appoint a training expert to ensure that relevant assessment strategies are used for assessing the trainees and ensure that desired training outcomes and objectives are achieved to enhance the programme.
