Demand-driven programme provisioning at a public FET College in the Western Cape : case study of the West Coast FET CollegeJooste-Mokgethi, Osma Thandiwe 03 1900 (has links)
Thesis (MPA)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: The Democratic South African government inaugurated in 1994 identified the need for intermediate skills that are required to contribute to the growth of the economy and to reduce the high unemployment rate. Further Education and Training Colleges (FETC) were established after 1994 by merging the former 152 technical colleges into 50 FETCs. The function of these FETCs was to offer intermediate skills to the youth, women, and employed and unemployed South Africans. The South African government introduced a number of strategies, Acts and policies to support the colleges and to implement demand-driven intermediate skills programmes which would close the skills gap and improve the growth of the economy. These policies seek to ensure that skills offered at colleges are aligned to the needs of industry and to make sure that the college programmes will be in demand in the work place.
The study presented is aimed at investigating this alignment by evaluating how apprentices in the final stage of their vocational training perform and meet the demands at their work places. A number of strategies used by different countries to support and develop their education systems are discussed. The discussion is directed at considering how vocational education ensures a positive contribution to skills development and what its impact is on the growth of the economy. This study provides a comprehensive policy and legislative framework which governs and supports the higher education institutions and the FETCs. The study was designed to determine whether welding apprentices from the College are, according to the work place staff and management and stakeholder bodies, appropriately equipped with vocational skills and knowledge to execute their duties at the work place. The evaluation and analysis of the data extracted from the responses of the interviews and questionnaires are presented and discussed. The results enabled the researcher to conclude that the evaluation of apprentice performance at the work place provides significant insight into the question of how vocational training and knowledge at the WCFETC meet the demands at the work place. Conclusions are drawn and recommendations are made. / AFRIKAANSE OPSOMMING: Die demokratiese Suid-Afrikaanse Regering, wat in 1994 ingehuldig is, het die behoefte aan intermediêre vaardighede om die groei van die ekonomie en die van die hoë werkloosheidssyfer te verlig, geïdentifiseer. Verdere Onderwys en Opleiding Kolleges (VOOKS) is na 1994 totstand gebring deur die samesmelting van 152 voormalige Tegniese kolleges tot 50 VOOKS. Die funksie van die Verdere Onderwys en Opleiding Kolleges was om intermediêre vaardighede aan die jeug, vrouens en Suid-Afrikaners in diens of werkloos, te verskaf. Die Suid-Afrikaanse Regering het ´n aantal strategieë, wette en beleidsrigtings aangeneem om die kolleges te ondersteun en om die aanvraag-gedrewe intermediêre vaardigheidsprogramme te implementeer wat dan die vaardigheidsgaping sou vernou en die groei van die ekonomie sou bevorder. The Witsand Human Settlement Project : a participatory process to establish a sustainable human settlementMagida, Litha Lincoln 03 1900 (has links)
Thesis (MPhil)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: South Africa is experiencing a number of challenges, which have led to developmental backlogs, housing shortages and growing informal areas. At the same time, the country is also experiencing sustainability problems, such as climate change, biodiversity loss and resource shortages. Strategies to address these challenges do not always provide adequate space for participatory structures as suggested by Local Agenda 21. Social sustainability (the ability of communities to collaborate in order to promote sustainability) is a fundamental component of sustainable development. An essential ingredient of social sustainability is to maintain and develop the stock of social capital (social bonds, relationships of trust, and connectedness in groups and networks). The existence of conflict and distrust in communities therefore makes cooperation for development and sustainability very difficult.
The purpose of this study was to examine and evaluate a specific case study, namely the Witsand Integrated Energy Environment Empowerment Cost Optimisation (iEEECO) Human Settlement Project, situated near Atlantis within the City of Cape Town, with regard to lessons about the process towards sustainable human settlements and sustainability. This case study was chosen because it is a so-called People’s Housing Project that has also been developed as an ecological sustainable project. The study specifically aimed to establish whether and how participation was implemented as part of this project and how effective this had been in promoting social sustainability, since it had also been a conflict-ridden project. The case study methodology was used where interviews, direct observation and focus groups sessions were conducted. Finally, the study reports on the findings and formulates recommendations based on the case study on some of the ways to improve sustainability. The process of learning about this community was like unpeeling an onion, that started with the impression of a successful sustainable human settlement, but ended up with the knowledge that it is a project, which despite more than usual efforts made to implement sustainability principles and participation, remains conflict ridden and fragmented. The community is presently represented by two community organisations (of which one does not support sustainability principles). It also seems as if few community members felt that they had really been involved in the participation process, with many relegated to make up numbers in meetings, with no real involvement in the process.
The level of illiteracy within the community is high and rumours abound, which at one stage led to houses of community leaders, as well as field workers employed by the municipality to monitor extension of shacks, being stoned and burnt. Municipal policies to use local people as gate-keepers to keep informal areas from growing are contributing to these problems. Changes in housing policies regarding contributory payments are also adding to conflict within the community, which adds fuel to rumours of corruption.
In the context of a shortage of space where people can legally build their own shacks, a shortage of public facilities like schools and clinics, as well as employment opportunities, this project cannot yet be regarded as an integrated sustainable human settlement.The lessons that this case study teaches us is about the path towards sustainability, is that it is a complex process, which requires a bigger focus on social sustainability and on conflict transformation. Social sustainability requires more and better participation and transparency in policy-making, as well as changes in policies to promote more fairness, justice, and the building of social capital. Co-production, where state and citizens work together to provide basic services, has much to offer as a method of participation, especially if initiated and run by grassroots organisations. / AFRIKAANSE OPSOMMING: Suid-Afrika beleef 'n aantal uitdagings, wat gelei het tot ontwikkelingsagterstande, behuisingstekorte en groeiende informele gebiede. Terselfdertyd ondervind die land ook volhoubaarheidsprobleme, soos klimaatverandering, die verlies aan biodiversiteit en hulpbron-tekorte. Strategieë om hierdie uitdagings aan te spreek, laat nie altyd voldoende ruimte vir deelnemende strukture soos voorgestel deur Plaaslike Agenda 21 nie. Die lesse wat hierdie gevallestudie ons kan leer oor die roete na volhoubaarheid, is dat dit 'n komplekse proses is, wat 'n groter fokus op sosiale volhoubaarheid en konflik transformasie vereis. The use of secondary data in the study of living arrangements of households : a case of the October household survey-'96 (OHS) : Western Cape ProvinceMosia, Matladi Daniel 12 1900 (has links)

between macro-economic factors on one hand and aspects of household life on the other hand.
On the basis of the results thereof, an assessment was to be made of how such a relationship
reflected on the living arrangements of households in contemporary South African society.
The basis of the analysis was secondary data from the October Household Survey (OHS-96)
data set, which is rich in specific information encompassing various aspects of human life,
like demographic details and household variables as well as health, education and
employment variables.
As expected, the results showed that the current state of living arrangements of households is
characterised by positive relationships between income levels on the one hand and households
variables like type of dwelling and dwelling ownership on the other hand. However, the same
findings further revealed a surprising outcome that unlike expected, there is no clear
relationship between income and another significant household variable i.e. household size
(members). However, our findings lead us to a conclusion that on the whole, there is a
hypothesised relationship between macro-economic conditions of a country on one hand, and
patterns in living arrangements of households on the other hand.
The results further revealed that as expected, the factors of magisterial district and
race/population groups have an effect on this relationship that reflect our legacy of social and
economic development policies of the apartheid era which gave rise to urban (metropolitan)
and racial bias in the socio-economic development of households. The results thereof are that
African households in particular, and urban poor black households in general, have become
the least prosperous in terms of material or economic living conditions. The implications of
these findings for theory and policy are highlighted.
At the level of methodology, the valuable experience of this study served to further highlight
the worth of secondary data analysis, not only in general economic terms, but also as
invaluable educational or teaching tool for students which recommends its increased use by
all practitioners or institutions of social research methods. / AFRIKAANSE OPSOMMING: Die Internet en sy Kuberruimtes is ontwikkel in die 1960s as 'n manier om inligting
oor te dra sonder die risiko van intersepsie en vernietiging. Vandag, 40 jaar later het
die Internet gegroei in beide grootte en toepassing. Die mees algemene gebruike is
nogsteeds kommunikasie en die oordrag van informasie. Hierdie tesis is 'n
etnografiese studie van my ervaringe in 'n Kuberruimte van die Internet- 'n virtuele
gemeenskap byname Amazon City.com. Virtuele gemeenskappe is areas op die
Internet waar mense bymekaar kom om hul daaglikse lewens, kwessies en enige iets
toepaslik vir die spesifieke gemeenskap, te bespreek. Die tipe gemeenskap word

Life kills : surviving the battles of everyday life in an age of HIV/AIDSHuman, Johanna S. 12 1900 (has links)
Thesis (MPhil (Sociology and Social Anthropology))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: This study gives us insight into the daily lives and battles for survival of poor women
in an age of HIV/AIDS in rural areas of the Western Cape, South Africa. I set out to
get an understanding of the shortcomings of the current interventions aimed at
combating HIV and AIDS. Soon after I commenced my fieldwork I realised that it is
the socio-economic circumstances of the people I encountered that was mostly
responsible for their HIV positive status or the reason why they are living with
HIV/AIDS rather than the choices they make. However, most of the interventions
aimed at combating the global HIV/AIDS epidemic focuses on behavioural
interventions or the provision of medical care. By entering the spheres in which
women living with HIV/AIDS live their daily lives I aimed to get a better
comprehension of the challenges they encounter and why the interventions that focus
on behaviour and medical treatment fail to address the needs of these women. In
doing so I learned about their struggles to merely stay alive and that protecting
yourself against a disease like HIV/AIDS can appear as a luxury. A luxury you
cannot afford when your only means of an income is your body which you need to
barter in exchange for money or food and shelter. I learned about their powerlessness
in protecting themselves against the disease and the loneliness they have to endure
once they learn they are infected with the virus. In addition to this, it also came to my
attention that their conditions of poverty are of such an extent that even ‘free’ medical
treatment can sometimes be too expensive for them to afford because of hidden costs
such as transport. At the end of my study it was my conclusion that we need to pay
more attention to the root causes of the spread of the HIV/AIDS epidemic in order to
combat it successfully, also at the entry levels of the healthcare system. / AFRIKAANSE OPSOMMING: Die studie bied insig in die daaglikese lewens en stryd om oorlewing van arm vroue
in ‘n tyd van MIV/VIGS in die landelike gebiede van die Wes-Kaap, Suid-Afrika. Ek
het die studie begin met ‘n poging om die tekortkominge van die huidige intervensies
om MIV/VIGS te bekamp beter te verstaan. Kort nadat ek met my veldwerk begin
het het ek reeds tot die besef gekom dat die die sosio-ekonomiese omstandigehede die
oorsaak is dat die vroue met die virus leef, eerder as die keuses wat hulle vrywilliglik
maak. Ten spyte van my bevinding fokus meeste intervensies tans op
gedragsveranderinge en mediese behandeling. Ek het die lewensruimtes van hierdie
vroue binnegegaan in ‘n poging om die daaglikse uitdagings te verstaan, asook die
redes hoekom die huidige intervensies nie hierdie vroue se behoeftes aanspreek nie.
Deur dit te doen het ek geleer hoe dit as ‘n luuksheid beskou kan word om jouself teen
infeksie met die virus te beskerm. ‘n Luuksheid wat jy nie kan bekostig indien jou lyf
jou enigste bron van inkomste is wat jy moet gebruik om geld mee in te win of kos en
woonplek te verseker nie. Vroue is dikwels magteloos om hulself teen infeksie met
MIV/VIGS te beskerm en die eensaamheid waarmee hul moet saamleef wanneer hul
wel met die virus ge-infekteer is. Dit het ook onder my aandag gekom dat die
armoede van so ‘n aard is dat selfs ‘gratis’ mediese behandeling soms onbekostigbaar
is as gevolg van versteekte kostes, soos vervoer. Aan die einde van my studie was dit
my gevolgtrekking dat daar meer aandag geskenk moet word aan die oorsake wat
aanleiding gee tot die verspreiding van die MIV/VIGS epidemie indien ons dit
suksesvol wil bekamp, ook op die intreevlakke van die gesondheidstelsel.

Thesis (M Social Work)--Stellenbosch University, 2002. / ENGLISH ABSTRACT: The purpose of this study is to provide a theoretical and practical guidelines for the
implementation of employee assistance programmes at the Department of
Correctional Services in the Western Cape. An explorative research design was used.
The historical development of occupational social work international as well as the
historical development of occupational social work in the South African context was
discussed.
The nature and content of employee assistance programmes is also discussed.
Attention was given to employee assistance programmes within the organizational
context. The functions of the EAP practitioner as well as the current nature and
content employee assistance programmes within the Department of Correctional
Services is discussed. The roles, knowledge and skills of the occupational social
worker is also discussed.
An empirical investigation was undertaken in which SIX EAP practitioners
participated for the purpose of the study a questionnaire was designed. A structured
questionnaire as well as interviews was conducted in order to gather data. Certain
recommendations are made based upon the conclusions and findings. / AFRIKAANSE OPSOMMING: Die doel van hierdie studie is om 'n teoretiese en praktiese riglyne daar te stel vir die
implementering van werknemershulpprogramme binne die Departement van
Korrektiewe Dienste in die Wes-Kaap. Daar is van 'n verkennende
navorsingsontwerp gebruik gemaak. In die studie is die ontwikkeling van bedryfs
maatskaplike werk internasionaal sowel as in Suid-Afrika bespreek.

intemationalliterature and research to the process of social integration and the formation of social
capital as one of the ideational outcomes of a social development approach, and therefore also a
key practice element of developmental social work. Very little research have been undertaken to
document the changes in social work practice brought about by the transition to a social
development approach in South Africa. The purpose of this study is to formulate social work
practice guidelines on the facilitation of social integration on community level. It therefore
constitutes an attempt to illuminate how social workers could contribute to the national thrust
toward the social integration of communities and provide valuable guidelines to social workers
on the practical realization of this key element of developmental social work.
In order to gain new insight and to clarify central concepts relating to this relatively unfamiliar
research area, an exploratory research design was utilised. The population for the study consisted
of practising social workers in welfare agencies subsidised by the Department of Social Services
in the Cape Metropolitan area. From the population a sample was drawn utilising sampling
strategies from both the probability and non-probability sampling procedures. The study was both
qualitative and quantitative in nature and in-dept interviews were chosen as the method of datacollection.
The interview schedule was compiled from the literature survey. In this survey the relation
between the social development approach to welfare and social integration was explained, and
some of the core focus areas for the social integration of South African communities were
identified. Furthermore a discussion was given on community intervention strategies as a core
method of social work as well as its practice implications for developmental social work. From
this literature survey structured and unstructured questions were formulated and compiled in an
interview schedule. This measurement instrument was utilised to explore how social workers can
facilitate the social integration of communities through community intervention strategies. From
the analysis ofthe results of the empirical study, social work practice guidelines on the facilitation
of social integration on community level were formulated. / AFRIKAANSE OPSOMMING: Huidige Suid-Afrikaanse welsynsbeleid asook kontemporêre plaaslike en internasionale literatuur
en navorsing plaas verhoogde klem op die proses van maatskaplike integrasie en die vorming van
sosiale kapitaal as een van die uitkomste van 'n sosiale ontwikkeling benadering en 'n kern
praktyk element van ontwikkelingsgerigte maatskaplike werk. Tans is daar nog min navorsing
gedoen wat poog om die praktyk implikasies, wat die skuifna 'n ontwikkelingsgerigte benadering
vir maatskaplike werk inhou, te dokumenteer. Die doel van hierdie studie is om maatskaplike
werk praktykriglyne vir die fasilitering van maatskaplike integrasie op gemeenskapsvlak te
formuleer. Die studie vergestalt dus 'n poging om die rol van maatskaplike werkers in die strewe

en belangrike konsepte binne hierdie relatief onbekende navorsingsveld te klarifiseer, is 'n
verkennende navoringsontwerp gebruik. Die universum vir hierdie studie het bestaan uit
praktiserende maatskaplike werkers in diens van welsynsorganisasies in die Kaapse Metropool wat
deur die Provinsiale Departement van Welsyn subsidieer word. Vanuit die universum is 'n
steekproef getrek deur beide waarskynlikheid- en nie-waarskynlikheid steekproef trekking
prosedures te benut. Die studie was beide kwalitatief en kwantitatief van aard en in-diepte
onderhoude is gebruik as metode van data-versameling.
Die onderhoude was gevoer aan die hand van onderhoudskedules wat op grond van die literatuur
ondersoek opgestel is. In die literatuur ondersoek is die verhouding tussen die sosiale
ontwikkeling benadering tot welsyn en maatskaplike integrasie ondersoek, asook kern areas vir
die maatskaplike integrasie van Suid-Afrikaanse gemeenskappe identifiseer. Verder is
gemeenskapsintervensiestrategieë as 'n kern metode in die maatskaplike werk, asook die
implikasies daarvan vir ontwikkelingsgerigte maatskaplike werk, bespreek. Die onderhoudskedule
is gebruik om te eksploreer hoe maatskaplike werkers deur middel van hulle gemeenskapswerk
intervensie kan bydrae tot die fasilitering van maatskaplike integrasie. Die versamelde data is
analiseer en maatskaplikewerk praktykriglyne vir die fasilitering van maatskaplike integrasie op
gemeenskapsvlak is geformuleer.

Capacity building for farm workers on Solms-Delta Wine Estate : a social development perspectiveRuddock, Frances 12 1900 (has links)
Thesis (M Social Work)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: Wine farms in the Western Cape represent one of the pillars of the region's economy. The social problems that are prevalent among farm workers and their families have evolved over centuries along with the wine industry; the unique set of social, economic, and political conditions affecting rural dwellers in the Western Cape have created a set of challenges impeding a productive future. The interventions at Solms-Delta Wine Estate have empowered the farm community and thus provide a template for social reform. Capacity development initiatives have been central to the farm's management plan. The employment of a fulltime social worker allowed resource gathering to implement social reforms on the farm. The present study investigated the evolution of an approach that encompasses the social development perspective of social work theory. This study is an example of the methods used to bring about stronger community development capacity. The goal of the study was to gain an understanding of the nature of capacity-building initiatives on the wine farm under review from a social development perspective. A review of the historical roots of farm worker subjugation was undertaken to uncover the social dynamic of farm worker community development. Secondly, the study has outlined the political, economic, and legal institutional parameters for rural development. A third strand of the narrative describes the nature of capacity-building initiatives undertaken over the preceding six years, and their impact on the social development of the target community. Finally, the study explored the impact of local capacity development via a semi-structured questionnaire and subsequent interviews with the twenty-one participants.
The results of the research outlined in this study provide a number of templates for social work interventions in rural communities on wine farms in the Western Cape. Given the centrality of the wine farm industry in the Western Cape, the success of social welfare initiatives at Solms-Delta delineates road maps for other community-based programmes that can be launched from the lessons of this study. The locality development model, with its emphasis on community input in problem solving provides a framework for countering the unique set of challenges created from the inception of colonialism up to the end of Apartheid social engineering. The empowering environment developed at Solms-Delta offers insight into rolling back historical ills and entitlement issues that bedevil social work practice. Successful community participation requires research into specific community dynamics and the resources to empower one of South Africa's most impoverished social strata. / AFRIKAANSE OPSOMMING: Wynplase in die Wes-Kaap vorm een van die pilare van die streek se ekonomie. Die maatskaplike probleme wat onder plaaswerkers en hul gesinne voorkom, het oor die eeue heen saam met die wynbedryf ontwikkel. Dit behels die unieke kombinasie van sosiale, ekonomiese en politieke omstandighede met betrekking tot die landelike bewoners van die Wes-Kaap, wat 'n uitdaging stel en 'n produktiewe toekoms belemmer. Die intervensies op die Solms-Delta wynlandgoed bemagtig die gemeenskap op die plaas en bied dus 'n voorbeeld vir sosiale hervorming. An assessment on managing workforce diversity in public sector organisations : the case of the Department of Local Government Western Cape (WC)Van Der Berg-Ross, Ashlene 12 1900 (has links)
Thesis (MPA)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: This thesis examines the perceptions of the staff of the Department of Local Government in the Western Cape (WC) regarding workforce diversity as part of diversity management. A literature review is presented and this research shows that organisations in South Africa and around the world have come a long way with regard to understanding and appreciating workforce diversity. The literature review also revealed the important facilitating role HR diversity management plays in improving the performance of organisations, as well as in creating unity amongst employees. What is also important is the fact that organisations now understand and realise the important role diversity management programmes and practices play in their own survival. Therefore various steps are available for organisations to ensure that the benefits are achieved from having diverse employees in their workplace while effectively integrating these employees into the organisation.
A background on the Department of Local Government (WC) is provided, which highlights the Department’s priorities and Key Performance Areas (KPAs) as set out in its Annual Performance Plan (APP). The KPAs of the Department are dynamic and not influenced by political shifts, as in the case of municipalities. However, the priorities of the Department are similar to the strategic objectives that are embedded within the 30 municipalities. The priorities of the Department are parallel to those of the municipalities’ priorities in order to ensure that the Department and municipalities achieve their objectives together. It is therefore the Department’s responsibility to assist municipalities in achieving their strategic objectives by constantly monitoring and evaluating their level of performance. If a municipality performs badly, the Department must assist where necessary.
The research findings regarding diversity management show that the employees are unaware whether a diversity management policy has ever existed or whether any training of such a nature has been conducted within the Department. Data show that limited effort has been made by the Department to develop a diversity management policy. The findings also indicate that more diversity management programmes and training are needed, in order to bring about awareness of workforce diversity and the successful management of diversity. What was also clear is that not enough diversity audits have been conducted to determine the level of diversity within the Department; and most importantly it is also illustrated that a limited number of staff is housed within the HR unit to assist the Department in creating a strong diversity environment that supports the wellbeing of the staff and the Department.
Finally, the thesis provides recommendations for the Department on how to be an inclusive entity, but these recommendations can only be successful if top management and HR have the necessary ability to successfully implement the following recommendations (interventions): develop a diversity management policy to guide the Department on diversity issues; develop diversity management programmes to ensure that all staff members are briefed on all diversity issues; and create a monitoring system to ensure that the policies and programmes are updated as new entrants enter the Department. It is therefore a requirement that these interventions are placed in the Department’s Employment Equity Plan and, more importantly, form part of their Annual Performance Plan (APP). If there is commitment from HR, top management and the employees, these interventions will create a safe, friendly, and hard-working environment with good performance levels. / AFRIKAANSE OPSOMMING: Hierdie tesis ondersoek die persepsies van die personeel van die Departement Plaaslike Bestuur, Wes-Kaap, met betrekking tot werkmagdiversiteit as deel van die bestuur van diversiteit. ’n Literatuurstudie word aangebied en vanuit hierdie navorsing word getoon dat organisasies in Suid-Afrika en dwarsoor die wêreld ver gevorder het met die verstaan van en waardering vir werkmagdiversiteit. Die literatuurstudie het ook lig gewerp op die belangrike fasiliterende rol van die bestuur van diversiteit deur Menslike Hulpbronne vir die verbetering van die prestasie van organisasies, sowel as in die bewerkstelliging van ’n gevoel van eenheid tussen werknemers. Wat ook belangrik is, is dat organisasies nou die belangrike rol van diversiteit-bestuurprogramme en -praktyke verstaan en besef hoe hul eie oorlewing daardeur geraak word. Verskeie stappe kan deur organisasies onderneem word om te verseker dat dit voordelig is om ’n diverse groep werknemers in hul werkplekke te hê en hierdie werknemers doeltreffend in die organisasie te integreer.
Die agtergrond van die Departement Plaaslike Bestuur (Wes-Kaap) is voorsien, met beklemtoning van die Departement se prioriteite en sleutel prestasie areas (KPA’s) soos in die Jaarlikse Prestasieplan uiteengesit; sleutel prestasie areas van die Departement is dinamies van aard en word nie, soos in die geval van munisipaliteite, deur politieke omwentelinge geraak nie. Die prioriteite van die Departement is egter soortgelyk aan die strategiese doelwitte wat in die 30 munisipaliteite vasgelê is. Die prioriteite van die Departement loop ewewydig met dié van die munisipaliteite om te verseker dat die Departement en munisipaliteite hul doelwitte saam bereik. Die Departement is dus verantwoordelik om munisipaliteite by te staan in die bereiking van hul strategiese doelwitte deur voortdurende monitering en evaluering van hul prestasievlak. Indien ’n munisipaliteit swak presteer, moet die Departement hulp verleen waar dit nodig is.
Die bevindings van die navorsing oor diversiteit dui daarop dat werknemers nie van die bestaan van enige diversiteitbestuurbeleid óóit bewus was nie, óf geweet het of enige opleiding van dié aard al in die Departement aangebied is nie. Data toon die beperktheid van die Departement se pogings om ’n beleid vir die bestuur van diversiteit te ontwikkel. Die bevindings toon verder dat meer diversiteitbestuurprogramme en -opleiding benodig word om bewustheid van werkmagdiversiteit en die suksesvolle bestuur van diversiteit daar te stel. Wat ook duidelik was, is dat te min diversiteitkontrole onderneem is om die vlakke van diversiteit binne die Departement te bepaal. Die belangrikste bevinding is egter dat daar slegs ’n beperkte aantal personeellede in die Menslike Hulpbronne-eenheid is om die Departement by te staan in die skepping van ’n sterk diversiteit-omgewing wat die welstand van die personeel onderskraag.
Die tesis doen voorstelle aan die hand vir die Departement oor hoe om ’n inklusiewe entiteit te wees. Hierdie voorstelle kan egter slegs suksesvol wees indien die Hoofbestuur en Menslike Hulpbronne oor die nodige vermoë beskik om die volgende aanbevelings (intervensies) te implementeer: Ontwikkel ’n beleid vir die bestuur van diversiteit om die Departement ten opsigte van diversiteit te begelei; ontwikkel diversiteitbestuurprogramme om te verseker dat alle personeellede oor diversiteit ingelig word; en skep ’n moniteringstelsel om te verseker dat die beleide en programme bygewerk word namate nuwelinge by die Departement aansluit. Dit is dus ’n vereiste dat hierdie intervensies in die Departement se diensbillikheidsplan opgeneem word en, wat nog belangriker is, deel vorm van die Jaarlikse Prestasieplan. Indien Menslike Hulpbronne, topbestuur en werknemers hulle hiertoe verbind, sal hierdie intervensies ’n veilige, vriendelike en hardwerkende omgewing met goeie prestasievlakke tot stand bring.

Evaluating the effect of crop rotations and tillage practices on soil water balances of selected soils and crop performances in the Western CapeSwiegelaar, Nina Antionette 04 1900 (has links)
Thesis (MScAgric)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: The aim of this study was to investigate the influence of crop rotation and soil tillage on the soil water balance and water use efficiency of wheat, canola, lupin and medics in the Swartland sub region of the Western Cape. This trail was conducted as a component study within a long-term crop rotation/tillage trial during 2012 and 2013 at the Langgewens Research Farm (33016’42.33” S; 18042’11.62” E; 191m) of the Western Cape Department of Agriculture near Moorreesburg.
The experiment was laid out as a randomized complete block, with a split-plot treatment design and replicated four times. Three crop rotation systems, continues wheat (WWWW), wheat/medic/wheat/medic (WMcWMc) and wheat/canola/wheat/lupin (WCWL) were allocated to main plots. . Each main plot was subdivided into four sub-plots allocated to four tillage treatments namely: zero-till (soil left undisturbed and planted with zero-till planter), no-till (soil left undisturbed until planting and then planted with a tined no-till planter), minimum-till (soil scarified March/April and then planted with a no-till planter) and conventional tillage (soil scarified late March/early April, then ploughed and planted with a no-till planter). All straw, chaff and stubble remained on the soil surface and no-grazing was allowed on all tillage treatments. Three replicates were included in this current study. Only the no-till (NT) and conventional till (CT) were included in this current study as main tillage treatments.
The volumetric soil water content was monitored at weekly intervals during the active growing season (May-October) and once a month during the fallow period (November-April) using a Diviner 2000 soil moisture meter. The Diviner 2000 was used to record the soil water content at every 100 mm depth increment up to the maximum depth of the profile. At the end of the growing season the total biomass, grain yield and quality parameters were determined. The soil water balance data calculated from the 2012 season were found to be inconclusive due to too shallow installation of soil water monitoring tubes and big variations in the depth complicating any attempt in comparing data from treatments and cropping systems. Soil water monitoring tubes was installed to a depth of 900 mm in the 2013 season. Complications during planting in the 2013 season resulted in very poor emergence in the CT sites. Weed counts revealed that only 38 % of CT sites were covered by crop, 31 % with weeds and 31 % were completely bare. The NT sites had 40 % crop coverage, 50.5 % grass weed coverage and only 9.5% bare surface. As a consequences crop rotation had no effect on the soil water balance, while the tillage treatments showed a response. The effect that tillage had on the soil water balance was clearly shown in the 2013 season, in which 79 mm more rainfall occurred than the long-term average. NT retained more soil water in the profile in the drier first half of the season when only 30 % of the total rainfall in the 2013 season occurred. There was no real difference in the soil water retention in the second half of the season where 70 % of the total rainfall in the 2013 season occurred.
Crop rotation did have a positive effect on grain yield. Wheat monoculture was out performed by legume based cropping systems. This trend was also observed in the biomass production. No significant difference between tillage treatments were recorded when comparing grain yield data. However wheat mono culture was again out-performed by the McWMcW, CWLW and LWCW systems producing on average significantly higher biomass.
The data from both seasons suggest that in seasons where more rainfall than the long term average occurs, there is no difference in the RUE between cropping systems or tillage practices..
This study highlighted the major effect that the prevailing weather conditions have and that the expected advantages associated with NT most likely only come into play in dry conditions when plant water availability is limited. / AFRIKAANSE OPSOMMING: Die doel van hierdie studie was om die invloed van grondbewerking en gewasproduksiestelsels op die grondwaterbalans en doeltreffendheid van watergebruik te ondersoek in die koringproduserende gebied van Malmesbury. Hierdie eksperiment is uitgevoer as 'n komponentstudie binne 'n langtermyn grondbewerking/gewasrotasieproef gedurende 2012 en 2013 op die Langgewens Navorsingsplaas (33016'42 .33 'S; 18042'11 0,62' E, 191m) van die Wes-Kaapse Departement van Landbou naby Moorreesburg.
Die eksperiment is uitgelê as 'n volledige ewekansige blok, met 'n gesplete perseel behandelingsontwerp met vier herhalings. Drie gewasproduksiestelsels naamlik, koring monokultuur (WWWW), koring/medic/koring/medic (WMcWMc) en koring/canola/ koring/lupiene (WKWL) is elk toegeken aan persele en vier keer herhaal. Elke hoofperseel is onderverdeel in vier subpersele en bewerkingsbehandelings is soos volg toegeken: Konvensionele bewerking (CT) - grond gebreek in Maart/April, en daarna geploeg en geplant met geen bewerkingsplanter. Minimum bewerking (MT) - grond gebreek in Maart/April en daarna geplant met 'n geen bewerkingsplanter. Geen bewerking (NT) - grond is heeltemal onversteur gelaat tot planttyd en daarna geplant met 'n geen bewerkingsplanter. Zero bewerking (ZT) - grond tot planttyd met rus gelaat en dan geplant met 'n sterwielplanter. Alle strooi, kaf en stoppels het op die grondoppervlak gebly en geen beweiding is toegelaat nie. Slegs drie herhalings is ingesluit in die huidige studie en slegs die geen bewerking (NT) en konvensionele bewerking (CT) is in die huidige studie as hoof bewerkingbehandelings ingesluit. Die volumetriese grondwaterinhoud is weekliks gemonitor tydens die aktiewe groeiseisoen (Mei - Oktober) en een keer 'n maand gedurende die braaktydperk (November - April) met behulp van 'n Diviner 2000 grondvogmeter. Die Diviner 2000 is gebruik om die grondwaterinhoud by elke 100 mm diepte tot die maksimum diepte van die profiel te bepaal. Aan die einde van die seisoen is die totale biomassa, graanopbrengs en kwaliteitparameters bepaal.
Die data vir grondwaterbalans van die 2012-seisoen is buite rekening gelaat weens te vlak installering van moniteringsbuise en groot variasie in die dieptelesings wat enige poging om vergelykende data van rotasie en behandelings te verkry, bemoeilik het. Moniteringsbuise vir grondwater is geïnstalleer tot op 'n diepte van 900 mm in die 2013-seisoen. Komplikasies tydens die plantaksie in die 2013-seisoen het gelei tot 'n baie swak opkoms in die CT-persele. Slegs 38 % van die CT-persele was bedek deur die gewas en 31 % met onkruid, terwyl 31 % van die oppervlak onder CT-behandeling heeltemal kaal was. Die NT-persele het 40 % gewasbedekking, 50.5 % grasbedekking en slegs 9.5 % kaal oppervlak gehad. Dit het die poging, om die effek van wisselboustelsels op die grondwaterbalans, in die wiele gery.
Alhoewel wisselbou skynbaar geen effek op die grondwaterbalans gehad het nie, het die tipe bewerking egter wel ‘n effek gehad. Die effek van grondbewerking op die grondwaterbalans het duidelik na vore gekom in die 2013-seisoen. In hierdie seisoen het 79 mm meer reën geval as die langtermyngemiddelde. Geen bewerking het meer grondwater in die droër eerste helfte van die seisoen in die profiel behou, toe slegs 30% van die totale reënval in die 2013 geval het. Daar was geen beduidende verskil in die grondwaterretensie in die tweede helfte van die seisoen toe 70% van die totale reënval in die 2013 geval het nie.
Wisselbou het egter 'n positiewe uitwerking op die graanopbrengs gehad. Koring monokultuur is in opbrengsyfers geklop deur stelsels met peulplante as komponent. Hierdie tendens is ook waargeneem in die biomassaproduksie. Bewerkingsbehandelings het geen beduidende verskil in graanopbrengste tot gevolg gehad nie, hoewel die biomassaproduksie van koring monokultuur weer geklop is deur die McWMcW-, CWLW- en LWCW-stelsels.
Die data van beide seisoene dui daarop dat in seisoene waar meer reën as die langtermyn gemiddelde voorkom, daar geen verskil in die RUE tussen verbouingstelsels of bewerkingspraktykes was nie.
Hierdie studie beklemtoon die groot invloed wat die heersende klimaat speel en dat die verwagte voordele wat verband hou met NT waarskynlik slegs ‘n rol speel in droër jare.

A study of motivation and performance of women entrepreneurs in Western Cape : South AfricaJacob, Zukeka P. 12 1900 (has links)
Thesis (MBA (Business Management))--Stellenbosch University, 2008. / ENGLISH ABSTRACT: The study presents an empirical investigation into the association between motivation and performance of women entrepreneurs in the Western Cape Province of South Africa. Motivations behind women starting their own businesses are defined. It assesses the performance of women entrepreneurs and their contribution to the economic growth (turnover, size of business, number of people employed) of the country. By applying statistical evaluation methods (frequency analysis) this research adds to existing knowledge in this field, by defining the association between the intention of starting a business and the performance of their businesses. Analysis shows that the women's motives for starting their businesses are generally positive. However, there are still a high number of women whose motives are influenced by negative factors (such as loss of income sources). Also, the overall performance of their businesses is still low in terms of revenues generated and the number of people that they employ on a full-time basis. Networking levels are high, indicating a desire to succeed. An association between motivation and performance has been established. However, findings have indicated no significant association between the type of motivation (positive or negative) and performance. The present study concludes with recommendations to enable women to improve the performance of their businesses. Findings have indicated a higher level of positive factors of motivation, in comparison with negative factors of motivation; which implies that there are other factors which could be hindering them from improving the economic performance of their businesses. / AFRIKAANSE OPSOMMING: Hierdie studie bied 'n empiriese ondersoek van die verband tussen die motivering en die werkverrigting van vroue entrepreneurs in die Wes Kaap provinsie van Suid-Afrika. Die dryfveer van vroue entrepreneurs word omskryf. Verder assesseer die studie die werkverrigting van vroue entrepreneurs en hulle bydrae tot die ekonomiese groei (arbeidsomset, grootte van die besigheid, getal personeel) van die land. Deur die aanwending van statistiese evaluasiemetodes (frekwensie analise) dra die studie by tot die bestaande kennis in hierdiee studieveld, en word gedoen deur die definieering van die verband tussen die besluit om 'n besigheid te begin en die uiteindelike prestasie van hulle besighede. Analise toon dat die vroue se motiewe vir die begin van hulle besighede gewoonlik positief is. Daar is egter ook nog 'n groot aantal vroue wie se motiewe beinvloed word deur negatiewe faktore (soos verlies van inkomstebronne). Die algehele prestasie van hulle besighede is ook nog swak in terme van inkomste gegenereer en die getal werknemers wat op 'n voltydse basis in diens geneem word. Netwerkvlakke is hoog, wat 'n aanduiding is van die wil om te slaag. 'n Assosiasie tussen motivering en prestasie is vasgestel. Daar is egter gevind dat geen beduidende assosiasie bestaan tussen die tipe motivering (positief of negatief) en prestasie of werkverrigting nie. Die studie sluit af met voorstelle vir die verbetering van prestasie vir vroue aan die hoof van besighede.
