An evaluation of South African worker co-operatives against specified business success factors / Riaan Oelofse

Co-operatives, particularly worker co-operatives, form an integral part of the social and economic development efforts of the South African government. However, worker co-operatives have not achieved the expected results and have mostly remained survivalist in nature, In the literature study, this research explored the potential of worker co-operatives in terms of social and economic development, the state of worker co-operatives in South Africa according to previous research and the challenges faced by worker co-operatives. The submission is that worker co-operatives can only reach their potential in social development when they achieve business success. Therefore, business success factors were determined and criteria for these co-operatives to be classified as successful established. These criteria were as follows:  Longevity (operating for more than three years).  Profitability (showing a surplus for at least one year).  Financial Independence (operating without external funding for at least one year).  Member Income (at least R955 per member per month). The research population for the research was actively operating worker co-operatives registered as clients with the Small Enterprise Development Agency (Seda). A questionnaire exploring the demographics of members, the financial position of the co-operatives and the way in which they were managed and operated were developed. The questionnaire contained questions with regard to financial practices and management, marketing management and activities, operations management, human resource management, management processes.and the support received from development institutions. In addition to the evaluation of the business performance in terms of the criteria for success, the research evaluates the way in which worker co-operatives are managed and operated in terms of established business practices. It, moreover, explores the impact of support initiatives by government institutions and a framework for future development efforts is suggested. The study‟s results show that worker co-operatives are operating at a level where they are unable to fulfil their expected role in economic and social development. Various management and operational challenges were identified. Subjects of Scale / Spaces of Possibility: Producing Co-operative Space in Theory and Enterprise

This dissertation addresses key questions raised in Human Geography and Economic Geography concerning scale and the production of space, alternative economic geographies and co-operative economic development. It is the product of a five year ethnographic investigation with co-operative enterprises in Western Massachusetts and the broader Connecticut River Valley of Western New England. It explores neglected questions about how subjects are producing co-operative economic identities, enterprises and development strategies amid capitalist cultural dominance; and how structural, financial and governmental aspects of their enterprises participate in cultivating the desire and capacity to expand co-operative space. In line with poststructuralist feminist perspectives within and outside the disciplines of Human and Economic Geography, each chapter challenges ontological presumptions often made about the economy, scale, power and size and offers theoretical contributions based upon empirical research with co-operative enterprises.The three chapters of this dissertation explore the co-production of co-operative space and subjects; the "practices of scale" in the Valley Alliance of Worker Co-operatives; and co-operative development in a regional context. They challenge the presumptions that space and economy are (and must be) structured by capitalism; power is constituted by hierarchy, size and "scale"; and subjects and subjectivity are insignificant to the project of constructive development. Contrary to structuralist critiques of worker co-operatives based upon size, political conservatism and vulnerability, I argue that worker owned enterprises empower workers despite capitalist cultural dominance and relative size.

Doing Business in the Doughnut: The sustainability of worker co-operatives

The globally dominant form of business organisation, the Investor-Owned Firm or the Corporation, has been challenged in both academic settings and the wide world for falling short on ensuring environmental and social justice and sustainability. Alternative business models like co-operatives, with a rich though somewhat less known history and presence around the world, might prove a better fit for a thriving world and a sustainable future. This study investigates ways in which worker co-operatives can contribute to a more sustainable world, using the theoretical lens of Doughnut Economics (DE) to place enterprises, as a supporting pillar of our economies, at the intersection between meeting social needs and operating within planetary boundaries. A descriptive multiple case study of six worker co-operatives in the UK indicates that this model can contribute to sustainability primarily by embodying a core purpose of fulfilling the needs of workers and their communities, rather than aiming for financial gains. The research suggests worker co-operatives are enterprises with highly generative design traits, distributive of the wealth they generate, and to some degree regenerative by design. Where challenges occur, either internally or wider in their industry or the co-operative movement, the co-operatives appear willing and interested to work on improving themselves by learning from their peers, experimenting and welcoming change. The study contributes to the body of knowledge on sustainability in worker co-operatives, employing DE as a holistic framework which so far has been seldom used in business research.

Workplace democracy, well-being and political participation

A democratic workplace is one where workers as a body have the right to determine the internal organization and future direction of the firm. Worker co-operatives are a type of democratic firm. In a worker co-operative employees are joint-owners of the firm and participate democratically in workplace governance. Much has been written about the supposed benefits of worker co-operatives for workers and for society. One thread of this research, originating with Carole Pateman’s theoretical work (Pateman 1970), argues that worker co-operatives act as sites of political learning for workers. By participating democratically in workplace decisions, individuals are thought to learn the skills and psychological dispositions needed to participate in political democracy. A second thread argues that co-operatives will improve worker well-being. Democratic governance will give workers control over work organization, increasing autonomy in their daily lives, and leading to an increase in non-material work rewards such as job satisfaction. Worker ownership will equalize the material rewards from work and improve job security. These arguments are premised on the idea that democratic governance structures and worker ownership will lead to widespread, effective worker participation in decision-making and the equalization of power at work. However, insufficient attention is given to the contextual factors beyond formal governance and ownership structures that shape the internal dynamics of workplace democracy. I conduct an in-depth, mixed-methods case study of a worker co-operative with 158 employees in the UK cycling retail industry. Using survey research, social network analysis, in-depth interviews and direct observation, I show how individual differences, firm-level contextual factors such as the social composition of the organization, and macro-level factors such as economic and cultural context, lead to unequal participation opportunities and different outcomes for different groups of workers within the firm. My research leads to three conclusions. First, the outcomes of workplace democracy for workers are highly context-dependent. They will differ across groups of workers within co-operatives, across different democratic firms, and across cultures. Second, the relationship between workplace democracy and political participation is more complex than the Pateman thesis suggests. It is contingent on the political identities of workers, which are themselves shaped by wider political economic context. Political identity affects both participation behaviour at work, and how workplace experience shapes political views. Third, the subjective well-being outcomes of workplace democracy depend on workers’ expectations about work. Expectations are shaped by the same forces that mould political identity. Workplace democracy raises expectations for certain groups of workers, leading to well-being harms when expectations are not met. Overall, the benefits of workplace democracy for workers and for society are overstated. In the UK context, co-ops are unlikely to realize the benefits attributed to them without large-scale public policy interventions.

Uncovering the Role of Community Health Worker/Lay Health Worker Programs in Addressing Health Equity for Immigrant and Refugee Women in Canada: An Instrumental and Embedded Qualitative Case Study

“Why do immigrants and refugees need community health workers/lay health workers (CHWs) if Canada already has a universal health care system?” Abundant evidence demonstrates that despite the universality of our health care system marginalized populations, including immigrants and refugees, experience barriers to accessing the health system. Evidence on the role of CHWs facilitating access is both lacking and urgently needed. This dissertation contributes to this evidence by providing a thick description and thorough analytical exploration of a CHW model, in Edmonton, Canada. Specifically, I examine the activities of the Multicultural Health Brokers Co-operative (MCHB Co-op) and its Multicultural Health Brokers from 1992 to 2011 as well as the relationship they have with Alberta Health Services (AHS) Edmonton Zone Public Health. The research for this study is based on an instrumental and embedded qualitative case study design. The case is the MCHB Co-op, an independently-run multicultural health worker co-operative, which contracts with health and social services providers in Edmonton to offer linguistically- and culturally-appropriate services to marginalized immigrant and refugee women and their families. The two embedded mini-cases are two programs of the MCHB Co-op: Perinatal Outreach and Health for Two, which are the raison d’être for a sustained partnership between the MCHB Co-op and AHS. The phenomenon under study is the Multicultural Health Brokers’ practice. I triangulate multiple methods (research strategies and data sources), including 46 days of participant and direct observation, 44 in-depth interviews (with Multicultural Health Brokers, mentors, women using the programs, health professionals and outsiders who knew of the work of the MCHB Co-op and Multicultural Health Brokers), and document review and analysis of policy documents, yearly reports, training manuals, educational materials as well as quantitative analysis of the Health Brokers’ 3,442 client caseload database. In addition, data include my field notes of both descriptive and analytical reflections taken throughout the onsite research. I also triangulate various theoretical frameworks to explore how historically specific social structures, economic relationships, and ideological assumptions serve to create and reinforce the conditions that give rise to the need for CHWs, and the factors that aid or hinder their ability to facilitate marginalized populations’ access to health and social services. Findings reveal that Multicultural Health Brokers facilitate access to health and social services as well as foster community capacity building in order to address settlement, adaptation, and integration of immigrant and refugee women and their families into Canadian society. Findings also demonstrate that the Multicultural Health Broker model is an example of collaboration between community-based organizations and local systems in targeting health equity for marginalized populations; in particular, in perinatal health and violence against women. A major problem these workers face is they provide important services as part of Canada’s health human resources workforce, but their contributions are often not recognized as such. The triangulation of methods and theory provides empirical and theoretical understanding of the Multicultural Health Brokers’ contribution to immigrant and refugee women and their families’ feminist urban citizenship.
