Nolltoleransens förändring : Processen bakom Stockholms nya policy mot klotter och annan skadegörelse

The purpose of this thesis is to explain how the change of the zero tolerance policy in Stockholm against graffiti has been affected by the different formulations of graffiti as a problem. The purpose is fulfilled by applying a dynamic frameanalysis on the processes of creating and changing the policy. The analysis begins in the 1980s and continues until present time. By using this kind of process study the thesis shows that it was the actions made by the supporters of the zero tolerance-policy which started the changing process. It also shows that the process has not yet ended and the policy is likely to be changed again within the next few years.

The European Union policy of zero tolerance : insights from the discovery of CDC Triffid

Flax is one of the major cash crops in Canada. Approximately seventy percent of Canadian flaxseed was exported to European Union (EU) annually until 2009. In 2009, the EU imposed an import ban on Canadian flaxseed due to the adventitious presence of a GM flax variety - CDC Triffid was identified in Canadian flaxseed exported to the EU. The EUs decision to apply zero tolerance on CDC Triffid flax has been based on its interpretation of the precautionary principle. According to the World Trade Organisations Agreement on the Application of Sanitary and Phytosanitary Measures (SPS), however, precautionary measures are subject to a scientific risk assessment. As the EU did not base its zero tolerance for CDC Triffid flax on any scientific risk assessment, the EU is in violation of the SPS Agreement. Moreover, the EU has ignored the available scientific information regarding CDC Triffid flax. The EU did not consider the possibility of following the guidelines given by Codex Alimentarius Commission in the case of CDC Triffid flax. There are non-scientific reasons behind the EUs zero tolerance on CDC Triffid flax and they overweigh the available scientific information. The EU position would be unlikely to be supported if a complaint was brought to the World Trade Organisation Disputes Panel. A partial equilibrium model was used to provide a theoretical background to examine the changes in the flaxseed industry and the linseed oil industry due to the CDC Triffid event. A model of the supply chain of Canadian flaxseed was developed to illustrate the operationalisation of the Protocol developed by the EU and Canada to address the zero tolerance policy. Empirical estimation suggests that the operationalisation of the Protocol incurred additional cost of $7.5 million to the flax seed industry of Canada in 2009/ 2010. Out of that, cost of testing was approximately $1.2 million and cost of segregation was $4.2 million. Estimation of changes in revenue suggests that there was a loss of revenue in flaxseed trade between the EU and Canada in 2009/2010. Imports of Canadian flax by China provided an alternative market, at a considerably lower price than typically realised from the EU market. Interestingly, the EUs zero tolerance policy on CDC Triffid flax has resulted in a larger additional cost on the EU than Canada.

In 2003 a proclamation of Zero Tolerance towards sexual exploitation and abuse was made by Secretary General of United Nations Kofi Annan. The policy have been around for 20 years and so has the scandals how come? To find out Bacchis (2009) What’s the problem represented to be? approach to policy analysis was chosen to find out what strategies was applied to manage zero tolerance. The identified strategies are a systemwide implementation of the principles of conduct, a victim centred approach including procedures for reporting, and finally an accountability framework. Identified silences are how to change an organisational culture of tolerance, how to restore confidence and how to manage mixed messages.

In this thesis, I deal with the Zero tolerance policy in its perspective of theory, records and application. I regard it as a disciplining policy, which leads to polarization and consequent deepening of problems in absence in of indications of social issues by their proper names. Answer to the issue of work is evidence of a practical example in a foreign surrounding and subsequent in-depth qualitative analysis of the two urban cases of region Ústí nad Labem - Duchcov and Litvínov. The data were processed by qualitative methods and techniques of sociological research in support partial statistics and hard data. This combined methodology aims to grasp the topic in the field of urban sociology and on that basis try for plasticity research based on interdisciplinarity. Based on research confirmed that the Zero tolerance policy in Duchcov and Litvínov is not recommendable manual for dealing with long-term social and deteriorating security situation. found that the appointment of politicians do not address the causes of incurred to shape the long-term problems.
