No existe consenso general sobre los patrones que pueden ser empleados a la hora de analizar la calidad democrática. Es así que el presente trabajo busca analizar uno de los criterios más destacados que constituye la medición de este concepto, la accountability. Nos enfocamos en los países latinoamericanos debido a los altos niveles de corrupción, abusos de poder y arbitrariedad en las tomas de decisiones que presentan sus gobiernos. Es así que el tema de la accountability constituye uno de los principales desafíos para lograr una mejora de la calidad de la democracia en la región. De esta manera, se busca realizar una operacionalización del concepto de accountability democrática para, a partir del mismo, llevar  a  cabo  un  análisis comparativo de dieciocho democracias latinoamericanas.

Para atingir esse objetivo, analisamos, primeiramente, o período de redemocratização no Brasil, identificando o surgimento dos Orçamentos Participativos como inseridos no contexto histórico de lutas da sociedade civil pela democracia. Sendo o OP uma experiência que concentra em seu bojo as dimensões da representação e da participação políticas, o trabalho fundamentou-se no referencial teórico da democracia representativa e participativa. A partir daí, analisamos o OP no Recife, identificando limites e potencialidades democráticos dessa experiência. Os procedimentos metodológicos utilizados foram a pesquisa documental e a realização de entrevistas e questionários. Percebemos que existe uma relação entre execução orçamentária e participação da cidadania, mas a primeira não consegue explicar isoladamente a segunda, posto que outros fatores relevantes existem para essa explicação, como, por exemplo, a tradição associativa nas diversas regiões da cidade. Os dados indicam que a administração precisa avançar na dimensão da prestação de contas , bem como no da transparência , dois elementos primordiais para a democracia e que não têm sido realizados de forma satisfatória no modelo da gestão do OP de Recife

Aplicou-setambém um checklist, com intuito de comparar o que é proposto pelo modelo COSO e as ações efetivamente realizadas na administração na Prefeitura do Município em questão. Foram estabelecidos, como proposta deste trabalho, níveis de accountabilitya partir do checklistaplicado, em que foi possível detectar que noMunicípio de Vicência, os controles internos têm um nível bom de contribuição para o fortalecimento da accountability. Foram identificadas também algumas fragilidades que,se corrigidas,podem melhorar ainda mais esse nível de contribuição encontrado no referido Município. / The internal controls are today considered important tools to measure, evaluate and indicate, if necessary, changes in direction of publicmanagement. In this perspective, the present study aimed to verify,through the COSO model, adopted by ITONSAI,whetherinternal controls are realizedand contribute to strengthening accountability in the city of Vicência-PE. Were performed bibliographyand documentary research, and field research in the sectors responsible for internal control in the Municipality of Vicência. It also applied a checklist, in order to compare what is proposed by COSO model,and the actions taken in managing effectively inthe Municipality concerned. Were established, as proposed this work, levels of accountabilityfrom the checklistapplied, where it was possible to detect that the Municipality of Vicênciainternal controls has a good level of contribution to the strengthening of accountability. We also identified some weaknesses that can be corrected further enhance this contribution level found in that county.

Accountability in Schools: a Study of High School Accountability Ratings and College Success

The purpose of this study was to determine the relationship between high school campus accountability ratings, college readiness indicators, and the percent of students who achieved first year college success. Correlation and multiple regression analyses were used to analyze the relationship between the variables. Data was analyzed for two-year and four-year postsecondary educational institutions which were divided by eight school district types. Regression analysis of the relationship between high school campus accountability ratings and the percent of students who achieved first year college success for four- year post secondary educational institutions revealed statistically significant results ranging from R2 =.179 to R2 = .220. Similar results were found for two-year post secondary educational institutions with statistically significant results ranging from R2 = .049 to R2 = .218. The results indicated negligible to small relationships between the variables. Regression results of the analysis for the relationship between college readiness indicators and the percent of students who achieved first year college success revealed statistically significant results for 2 - year post secondary educational institutions ranging from R2 = .077 to R2 = .596 and for 4 -year post secondary educational institutions ranging from R2 = .048 to R2 = .304. These results indicated small to moderate relationships between college readiness indicators and the percent of students who achieve first year college success.

A Case Study of the State Takeover of the Sunflower County School District

The performance of the nation‟s public schools continues to be a concern of policymakers, educators, and parents. Stakeholders cite the lack of academic achievement, disruptive student behavior, and failure to provide students with a safe and orderly school environment as evidence of being unsuccessful. To ensure school districts, schools, administrators, teachers, and students meet acceptable performance standards, states are implementing a variety of accountability policies. Two of the more controversial accountability approaches are state takeovers of local school districts and the reconstitution of schools. At least 29 states have enacted policies that allow the takeover of a school district. Changes in statute during the 1991 legislative session authorized the first takeover (conservatorship) section of the law in the state of Mississippi. Sections 37-17-6 and 37-17-7 of the Mississippi Code of 1972, as amended, describes the rationale for the initiation of the takeover process. To date, the Commission on School Accreditation (CSA) and the State Board of Education (SBE) have requested the Governor declare a state of emergency on 13 occasions in 12 Mississippi school districts. The purpose of this study was to determine what led to the state takeover of Sunflower County School District (SCSD), determine the takeover process used by the Mississippi Department of Education (MDE), and make recommendations to the MDE that will improve the sustainability of the success of the state takeover process after the conservator is removed from the district and the district regains control. The findings presented in this study are based on the analysis of data collected during the on-site evaluation of the school district. The SCSD was not fully compliant with any one of the 37 process standards as published in the Mississippi Public School Accountability Standards, 2009. Governor Haley Barbour signed a Proclamation in response to the Resolutions of the CSA and the SBE. The Proclamation declared that a state of emergency did exist in the SCSD that jeopardized the safety, security, and educational interests of the students enrolled in that district. The state of emergency was related to serious violations of accreditation standards, state law, and federal law.

The Politics of Accountability in South East Asia: The Dominance of Moral Ideologies

No / Calls by political leaders, social activists, and international policy and aid actors for accountability reforms to improve governance have never been more widespread. For some analysts, the unprecedented scale of these pressures reflects the functional imperatives and power of liberal and democratic institutions accompanying greater global economic integration. This book offers a different perspective, investigating the crucial role of contrasting ideologies informing accountability movements and mediating reform directions in Southeast Asia. It argues that the most influential ideologies are not those promoting the political authority of democratic sovereign people or of liberalism's freely contracting individuals. Instead, in both post-authoritarian and authoritarian regimes, it is ideologies advancing the political authority of moral guardians interpreting or ordaining correct modes of behaviour for public officials. Elites exploit such ideologies to deflect and contain pressures for democratic and liberal reforms to governance institutions. The book's case studies include human rights, political decentralization, anticorruption, and social accountability reform movements in Cambodia, Indonesia, Malaysia, the Philippines, Singapore, Thailand, and Vietnam. These studies highlight how effective propagation of moral ideologies is boosted by the presence of powerful organizations, notably religious bodies, political parties, and broadcast media. Meanwhile, civil society organizations of comparable clout advancing liberalism or democracy are lacking. The theoretical framework of the book has wide applicability. In other regions, with contrasting histories and political economies, the nature and extent of organizations and social actors shaping accountability politics will differ, but the importance of these factors to which ideologies prevail to shape reform directions will not.
